Rupee Hits All-Time Low; Decline After 4-Day Gains

Indian stock indices, after having extended gains for the fourth straight session till the previous session, fell marginally on Thursday morning, tracking overnight weak sentiments from US markets.

Also, foreign capital outflows, widening current account deficit, and tightening monetary policy globally to tame inflation were some of the concerns among the investors’ community, analysts said.
At 9.56 am, Sensex traded at 58,962.18 points, down 145.01 points or 0.25 percent, whereas Nifty traded at 17,468.35 points, down 43.90 points or 0.25 percent.

“Sustained flows into mutual funds, particularly via the SIP route, is a major factor imparting strength to the market even in the context of negative global economic news. So long as DIIs are flush with funds markets are unlikely to correct sharply. Fundamental support to the market is coming from the good Q2 numbers, particularly from financials,” said V K Vijayakumar, Chief Investment Strategist at Geojit Financial Services.

Meanwhile, the Indian rupee fell below 83 versus the US dollar for the first time on Wednesday as the US dollar continued to strengthen. The rupee plunged 61 points and closed at a record low of 83.01 against the dollar.

This morning, it opened near its record low.

Meanwhile, India’s forex reserves had dropped significantly, which is currently at a two-year low, because of RBI’s likely intervention in the market to defend the depreciating rupee.

Typically, the RBI intervenes in the market through liquidity management, including through the selling of dollars, with a view to preventing a steep depreciation in the rupee. (ANI)

Docs Protest Over AIIMS SoPs For Treatment Of MPs

The Federation of Resident Doctors Association (FORDA) and other doctors’ associations have opposed the move of the AIIMS director’s letter on standard operating procedures (SOPs) for sitting members of Parliament.

All India Institute of Medical Sciences (AIIMS) Delhi, Director, Dr M Srinivas on Wednesday wrote a letter to YM Kandpal, Joint Secretary, Lok Sabha over streamlining of Outpatient Department (OPD) and emergency consultation, inpatient hospitalisation services for Members of Parliament, following the SOPs issued.
“We condemn VIP culture. No patient should suffer at the cost of another’s privileges. That being said, having a protocol to streamline things should not be viewed as derogatory, provided it doesn’t hamper patient care,” FORDA said in a tweet.

The FAIMA doctors association questioned Prime Minister Narendra Modi over the VIP culture.

“On one side, our Prime Minister Narendra Modi ji says ‘There is no VIP Culture in India!,’ but on the other hand, AIIMS New Delhi Director Dr M Srinivas releases a letter to promote VIP Culture! Like past we still stand against VIP Culture!” the Federation of All India Medical Association (FAIMA) said in a tweet

The doctors of the country are constantly tweeting and opposing the decision taken by the AIIMS Director.

In a letter, Dr Srinivas said, “In case a sitting Member of Parliament requires OPD consultation from a speciality / super speciality department the Lok Sabha/ Rajyasabha secretariat or personal staff of the MP will contact the duty officer and provide him requisite details about the ailment and specialist/superspecialist doctor to be consulted.”

“The SOPs include duty officers who are qualified medical professionals from the department of hospital administration will be available in the control room AIIMS Hospital around the clock and the duty officer on duty will be the nodal officer to coordinate and facilitate requisite medical care arrangements for on sitting MPs,” the letter reads.

He further said that the landline telephone numbers of the control room and mobile phone numbers of the duty officer on duty will be constant respective of the person on duty.

According to the letter by Dr Srinivas, “The duty officer will speak to a concerned specialist or super specialist doctor or head of the department and will fix up a requisite appointment. In case it is so required we can speak to the Chief of Centre or Head of the concerned department as well.”

“In case of an emergency situation where the people’s representative requires immediate medical management, the Lok Sabha/Rajyasabha secretariat or personal staff of the MP will contact the duty officer and provide him with requisite details about the ailment. So that the duty officer can guide them as to which emergency services the MP should be brought to main emergency or Trauma Centre emergency or an Eye emergency,” the letter reads further.

“In case of inpatient hospitalisation MP, the treating faculty will send a brief note to the medical superintendent about the ailment or illness that MP is suffering from the proposed line of management and expected duration of stay. it will be countersigned by the medical superintendent and will be sent to the Lok Sabha/ Rajyasabha secretariat given email id by the medical superintendent’s office,” said Dr Srinivas in a letter

After the circulation of the letter, AIIMS New Delhi tweeted, “AIIMS New Delhi has always had a 24×7 Control Room for co-ordination of medical care of patients from all walks of life Residents and Faculty from Department of Hospital Administration work here to ease logistics and expedite treatment for poorest of the poor.” (ANI)

From the instant I read about the Bharat Jodo Yatra, it felt like a breath of fresh air. After the series of deeply alarming and unacceptable events unraveling in our democracy over recent years, with an unmistakable shift towards fascism, this Yatra feels like one chance to heal, as a people, as a nation.

From being someone totally disinterested in politics, I’ve felt compelled to speak up and stand up against the ideology of hate since 2013. I felt similarly compelled to join the Yatra. This walk to restore love and harmony in our nation, feels like history in the making, and I couldn’t imagine not being part of it.

Today’s India, where people’s voices, freedoms, lives, are being silenced, snatched, snuffed out, is not where I grew up. What I love most about my country is our incomparable diversity, and my heart grieves at what is happening to our people, our homeland.

To me, Rahul Gandhi’s simple call to all to join him on this mission of unity, to come together to conquer the violent politics of hate, feels like Satyagraha. The Satyagraha of today’s India.

Once, a Gandhi moved our people to join him on a historic march, and, today, it is another Gandhi walking, taking back the narrative from the oppressors.

Once I decided I’d join the Yatra across three days in Mysore, I posted a ‘shout-out’ on Facebook, hoping I’d find more people to walk together with, from my online fraternity. In solidarity with Rahul Gandhi, for our shared idea of India! To my surprise, many responded.

One of the most amazing things for almost all of us, was that we had only known each other online before this, or, even not at all, and we met offline for the first time, six days before the Yatra. Yet, this bunch of ‘practical strangers’ fused heads together as one big, enthused, excited, effervescent being. I dubbed the group the Bangalore Yatri Company.

Group T-shirts, slogans, signs, essential travel kit, endless co-ordinations, and logistics — it was all figured out as a team. And, finally, a tribe of 15 of us made it out there.

I honestly didn’t have a high opinion of Rahul Gandhi in 2014. But, 2016 onwards, it has slowly changed to respect, hard-earned and well-deserved. Rahul has worked impressively in the last few years on turning his initial shortcomings into unshakeable strengths, and has evolved far beyond my very high expectations of a leader to reckon with. He is the only opposition leader who has spoken up clearly and consistently on each and every issue, including, holding his own at countless press conferences. His vision, intelligence and true world leadership qualities come through on innumerable fronts.

Drama, theatrical speeches and costume changes aren’t enough to lead a nation, nor are bold moves carried through with bravado, but zero intelligence or timing. One actually needs that ‘intellectual’ bent of mind that some have made into a nation-wide insult, and the humility to seek opinions and views of others. All the friends who did the Yatra with me, hold this high regard and respect for RaGa. Most of us wish him to be India’s next Prime Minister.

Meeting Rahul Gandhi was a moment I’d definitely wished for, though, wasn’t prepared for, as I hadn’t really thought it would happen. And, suddenly, while waving, he waved back and gestured to come up. I told him about what I do and that I am his huge supporter. The next couple of things I said are to do with 2024 and an area very close to my heart. I am keeping this to myself until it comes to fruition, as I would hate to jinx it by broadcasting it early. Yes, I’m Indian, and therefore allowed at least a couple of unexpectedly illogical moments, I think. Rahul Gandhi comes across as very real, without a single air about him, despite his illustrious family background and political celebrity status. He is totally present, interested when engaging in conversation with all who walk and talk with him. He is comfortable in his skin, genuinely warm. A listener, a thinker, a doer.

The most striking picture I have of Rahul from my Yatra is his speech in the rain, tellingly, on Gandhi Jayanti. I missed it in person, though those who witnessed it called it electrifying; I saw the footage later. The speech itself is simple, no flashy oration or gimmicks. Though, what stays with you is this. Amidst the downpour, he carries on. Unaffected. Unperturbed. Unstoppable. And this is the essence of his leadership. One who stands tall in the present storms, to safely lead us and our beloved India forward to a place of peace and progress.

Putin Declares Martial Law In Annexed Regions Of Ukraine

Russian President Vladimir Putin on Wednesday announced the imposition of martial law in four areas of Ukraine that Russia announced it had annexed last month.

The four regions occupied by Russia are Donetsk, Luhansk, Kherson, and Zaporizhzhia. Putin made these comments during a security council meeting, CNN reported.
“In this regard, let me remind you that in the Donetsk People’s Republic, the Luhansk People’s Republic, as well as in the Kherson and Zaporizhzhia regions, martial law was in effect before joining Russia,” Putin said during a televised address.

“Now we need to formalize this regime within the framework of Russian legislation,” he said, adding that a decree of martial law in these four regions of the Russian Federation has been introduced formally and will be immediately sent to the Federation Council, CNN reported.

Earlier on Wednesday, the Russian leaders in the annexed regions started relocating people in huge numbers amid global condemnation.

After Russia annexed four Ukrainian regions of Donetsk, Luhansk, Kherson, and Zaporizhia, concerns have sparked globally that Moscow could resort to nuclear weapons.

Putin formally announced the annexation of four regions – Donetsk, Luhansk, Kherson, and Zaporizhia recently and claimed that “this is the will of millions of people,” according to CNN.

Putin said the residents in the four annexed regions will now be Russia’s “citizens forever”.

Russia’s annexation has sparked wide criticism from around the world. The United States announced that it will impose a “swift and severe cost” on Russia.

Meanwhile, US Secretary of State Antony Blinken said that the “United States unequivocally rejects Russia’s fraudulent attempt to change Ukraine’s internationally recognized borders.”

After Putin’s formal announcement of the annexation of the said four regions, western leaders condemned it, termed it “illegal” and vowed that they will “never recognize” these areas. (ANI)

China Tightens Grip Over Tibet Amid Ongoing 20th National Party Congress

Amid the ongoing 20th National Party Congress, Beijing has started reinforcing tight control over the highly surveilled Tibet autonomous region and the authorities continue to increase their repression in the name of the Zero-Covid policy.

Chinese leader Xi Jinping opened the ruling Communist Party’s twice-a-decade National Congress on Sunday. Regional experts say that Chairman Xi Jinping will undoubtedly extend his term in power for another five years, according to Tibet Rights Collective.
He will either be re-elected as general secretary of the CCP or will be newly elected as chairman of the CCP, a title that has lain dormant since 1982 and was once the highest position ever held by Mao Zedong. The congress is taking place at one of the most perilous periods in international affairs in recent years. A war is raging in Ukraine as President Vladimir Putin attempts to burnish his credentials as a great Russian leader, and China remains a staunch supporter of this would-be tsar.

Meanwhile, the Chinese Communist Party (CCP)’s atrocities in Tibet continue to take place as minorities are at the receiving end of the repressive Chinese government policies, especially the Uyghurs.

Recently, a new Human Rights Watch report pointed towards DNA collection drives by CCP among Tibetans in and outside Tibetan Autonomous Region from children as young as five years old without consent which clearly explains the possible implications of Xi Jinping’s re-election on Tibet and Tibetans.

Moreover, Beijing’s quest to sinicize Tibetan Buddhism in compliance with Chinese policies, which they refer to as “Socialism with Chinese Characteristics” also explains how the election of the Chinese premier for the third term will prove for Tibet.

In 2021, Xi Jinping made an unannounced visit to Tibet and was the first Chinese President to do so in 30 years. Not only this, but he also visited the region during his vice-presidency, to mark the 60 years since the Communist takeover, and gave an aggressive speech from Potala Palace, promising to “smash anyone who attempts to destabilize Tibet, according to Tibet Rights Collective.

Also, when Xi Jinping began his second term without designating a successor as party leader, China scrapped the two-term limit on the presidency, paving the way for Xi to rule for life if he chooses.

Since China illegally occupied Tibet in the 1950s, the brutality of the Chinese Communist government on the people of Tibet started and turned the lives of the Tibetan people into a living hell.

The lack of basic human rights is also an issue that has been raised on every occasion to gain the attention that it deserves on international platforms. But sadly, it has never been considered a case worthy of being seriously taken up by organizations such as the United Nations. (ANI)

Cong Is An Example Of Democracy: Kharge After Win

Mallikarjun Kharge, who was elected new Congress president on Wednesday, said that the party has presented an “example of strengthening the country’s democracy by conducting organizational elections” at a time when “democracy is in danger” in the country.

Kharge got 7,897 votes in the presidential contest and his opponent Shashi Tharoor received 1,072 votes in the voting held on October 17.
Addressing the media after his victory, Kharge said Congress has “continuously strengthened democracy” in the 75-year history of the country and protected the Constitution.

“Now when democracy is in danger and Constitution is being attacked, and every institution is being broken, Congress has presented an example of strengthening the country’s democracy by conducting organizational elections at the national level. I thank everyone connected with the election,” he said.

He also congratulated Tharoor and said that they discussed methods to take the party forward. Tharoor had visited Kharge’s residence to congratulate him on his victory.

“I want to congratulate my partner Shashi Tharoor as well. We were contesting the election as representatives. He met me and we discussed how to take the party forward,” Kharge said.

The Congress president-elect expressed his gratitude to outgoing party chief Sonia Gandhi and said that she made “personal sacrifices” for a number of years to serve the party. He also hailed her leadership stating that the Congress-led coalition came to power at the Centre twice while she was party chief.

“I want to thank Sonia Gandhi on behalf of all party workers. She has made personal sacrifices and served the party for 25 years with hard sweat and blood. Under her leadership, we formed our government at the Centre twice. Her tenure (as party president) will be remembered in history,” he said.

Kharge appealed to people to join former party president Rahul Gandhi in Bharat Jodo Yatra.

“The biggest problem in the country is inflation and unemployment, the gap between the rich and the poor is widening and hatred is being spread by the government. Rahul Gandhi has undertaken the 3,570 km-long yatra to create a mass movement against these problems. The entire country is connecting with his struggle. I appeal to the people of the country to join the Bharat Jodo Yatra with Rahul Gandhi for the country’s welfare,” he said.

“We all have to work like workers of the party, nobody is big or small in the party. We have to unitedly fight against the fascist forces that are attacking the democratic institutions under the garb of communalism,” Kharge added.

Congress leader Randeep Surjewala, who was present at the press conference, said that Kharge will take charge on October 26.

Earlier today, Sonia Gandhi and Priyanka Gandhi Vadra on reached Mallikarjun Kharge’s residence and congratulated him on being elected as the new party president.

Rahul Gandhi also extended wishes to Kharge and said that the post he has been elected to “represents a democratic vision of India”.

Gandhi said that Kharge’s vast experience will serve the party well.

“Congratulations to Mallikarjun Khargeji on being elected as the President of @INCIndia. The Congress President represents a democratic vision of India. His vast experience and ideological commitment will serve the party well as he takes on this historic responsibility,” Gandhi tweeted.

Ban On Crackers With Jail Provision: Delhi Govt

Delhi Environment Minister and Aam Aadmi Party (AAP) leader Gopal Rai on Wednesday said that the Delhi government has banned the production, storage, sale, and bursting of crackers this year as well with fines and jail terms in case of violation.

While addressing a press conference, Rai said “This year as well, there is a ban on production, sale, storage, and bursting of crackers.”
“Sale or storage of firecrackers in Delhi can be punished with a fine of Rs 5,000 and/or imprisonment for three years,” he said.

The minister further said that strict action will be taken against those bursting crackers before Diwali.

“Strict action will be taken against those who burst crackers till Diwali. Under section 268 of the Indian Penal Code (IPC), there is a provision of a fine of Rs 200 and/or jail for 6 months against those who burst crackers,” he further said. (ANI)

J-K: Charge Sheet Against 12 In Sunjwan Terrorist Attack

National Investigation Agency (NIA) on Wednesday filed a charge sheet against twelve accused persons including Jaish-e-Mohammed (JeM) terrorists, in the Sunjwan Terrorist attack case, informed NIA in a press release.

As per the release, the charge sheet was filed in NIA Special Court, Jammu against the 12 persons in connection to a case related to the conspiracy hatched among Kashmir-based terrorist operatives, Pakistan-based handlers and terrorists of proscribed terrorist outfit Jaish-e-Mohammed (JeM).
As a part of the conspiracy, two JeM terrorists infiltrated India through a tunnel. The release stated that the tunnel was excavated on the International Border in the area falling under BOP Chack Faqira in the Samba sector of Jammu and Kashmir.

The release further stated that the security forces intercepted the movement of the said terrorists and both terrorists were killed in an encounter with the security forces in the area of Sunjwan, Jammu.

The case was initially registered as FIR No. 115/2022 dated 22.04.2022 at PS Bahu Fort, Jammu and re-registered by NIA on 26.04.2022.

The accused have been identified as Shafeeq Ahmad Sheikh, Bilal Ahmad Wagay, Mohammed Ishaq Chopan, Abid Mushtaq Mir, Masood Azhar Alvi, Rouf Asgar Alvi, Mohammad Mussadiq, Shahid Latif, Masood Ilyas Kashmiri Asif Ahmad Sheikh and two more slain terrorists against whom charge stands abated,

As per the investigation, the accused namely Shafeeq Ahmad Sheikh, Bilal Ahmad, Mohammad Ishaq Chopan, Abid Mushtaq Mir, and Asif Ahmad Sheikh hatched a conspiracy with two freshly infiltrated Pakistani JeM terrorists and JeM leadership namely Moulana Masood Azhar Alvi, Abdul Rouf Asgar and launching commanders namely Mohammed Mussadiq, Shahid Latif, Masood Ilyas Kashmiri, in the furtherance of which they received, transported and provided logistic support to newly infiltrated JeM terrorists who entered into Indian territory to execute a suicidal attack on the security forces and other vital installations in Jammu region with a view to disrupting the scheduled visit of the Prime Minister of India on April 24, 2022, the release stated.

Further investigations are in progress in the case, the release stated. (ANI)

Kharge Is New Congress Chief; Revival Begins, Says, Tharoor

Veteran politician Mallikarjun Kharge on Wednesday swept the party’s presidential polls paving the way for him to become the first non-Gandhi chief of Congress party in over two decades.

Chairman of the party’s Central Election Committee (CEC) Madhusudan Mistry today declared Mallikarjun Kharge as the elected President of the party.
“The total counted votes were 9,385, of which Mallikarjun Kharge received 7,897 votes and Shashi Tharoor received 1,072 votes. 416 were invalid votes. As per Article 18 (D) of the Constitution of Indian National, I hereby declare Mallikarjun Kharge as the elected President of Congress,” said Mistry.

Kharge’s opponent conceded defeat and went to the New Delhi residence of the Congress President-elect to congratulate him on his victory.

Tharoor said he believed “the revival of the party begins today”. “It is a great honor and a huge responsibility to be President of the INC and I wish Kharge Ji all success in the task,” the MP from Thiruvananthapuram tweeted.

Before the results were announced, party leader Rahul Gandhi during a press conference apparently jumped the gun and referred to Kharge as the party president.

“I can’t comment on Congress President’s role, that’s for Mr. Kharge (party’s Presidential candidate) to comment on. The President will decide what my role is…and where I will be deployed ask Kharge ji, Sonia ji,” said the Congress MP in Kurnool amid the Andhra Pradesh leg of Bharat Jodo Yatra.

Meanwhile, other leaders of the party congratulated Kharge on his victory.

Party leader Jairam Ramesh said that Kharge’s victory is a triumph for the forces who place ideological commitment over personal glory.

“Mallikarjun Kharge has completed 50 years in electoral politics. He has distinguished himself as a legislator and Minister in the state and at the Centre. He is a shining symbol of social empowerment inspired by Nehru, Ambedkar, Indira Gandhi, and Devaraj Urs,” Ramesh said in a tweet.

He further said that Kharge has always avoided flamboyance and has been the quintessential organization man working in a self-effacing manner to advance the collective interests of the Congress party.

He has the good wishes of all Congressmen and Congresswomen, he added.

Rajasthan Cong leader Sachin Pilot greeted Kharge and said that he has faith that the latter’s experience will benefit the party

“Mallikarjun Kharge won with a huge majority; a win of democracy. I congratulated him. I’ve faith his experience will benefit the party…9000 elected people elected the President, this was never done before by any party. Opposition must be nervous today,” said Pilot.

Congress leader Pramod Tiwari said that Kharge has won with eight times more votes than Tharoor.

“Mallikarjun Kharge wins the Congress presidential elections with 7897 votes, Shashi Tharoor got about 1000 votes. Kharge has won with 8 times more votes,” said Tiwari.

For the first time in 24 years, the party has got a chief who does not belong to the Nehru-Gandhi family.

The new president will take place of Sonia Gandhi who has been serving as interim president after Rahul Gandhi stepped down from the post following the party’s debacle in the 2019 Lok Sabha elections.

Congress sources also said the elected president will take charge after Diwali in the presence of senior leaders in a program at the Congress headquarters.

Meanwhile, ahead of the declaration of results for the party’s top post, the Shashi Tharoor camp approached the party’s election authority alleging that it suspected “extremely serious irregularities” in Uttar Pradesh on the day of the polling and demanded that all votes from the state be deemed invalid.

In a letter to Congress Central Authority Chairman Madhusudan Mistry, Salman Soz the election agent to Tharoor wrote about “disturbing facts” including “reports of minor violations” guidelines in a few states including Uttar Pradesh during the polling on Monday.

The ex-Member of Parliament (MP) Salman Anees Soz in his letter underlined that they had no evidence that Mallikarjun Kharge was aware of how his supporters were engaging in electoral malpractice in Uttar Pradesh.

Incidentally, Uttar Pradesh has the largest number of Pradesh Congress Committee (PCC) delegates. (ANI)
