INDIA Bloc Leaders Strategise For Day 2 Of Parliament Session

Ahead of the second day of the winter session, the meeting of INDIA bloc Parliamentary leaders was held at the office of the leader of Opposition in Rajya Sabha, Mallikarjun Kharge.

The meeting was called by Congress president, Mallikarjun Kharge.

Several leaders including AAP MP Raghav Chadha whose suspension was revoked in the Rajya Sabha, Congress MP Pramod Tiwari, TMC MP Derek O’Brien, LoP in Lok Sabha Adhir Ranjan Chowdhury, Jairam Ramesh are present in the meeting.

Meanwhile, Congress MP Manish Tewari on Tuesday gave an Adjournment Motion Notice in the Lok Sabha and demanded a discussion on the death penalty for eight former Indian Navy personnel in Qatar.

“Captain Navtej Singh Gill, Captain Birendra Kumar Verma, Captain Saurabh Vasisht, Commander Amit Nagpal, Commander Purnendu Tiwari, Commander Sugunakar Pakala, Commander Sanjeev Gupta, and Sailor Ragesh, were sentenced by the Qatari court on October 26, 2023. I have been constantly raising this matter since August 2022 both inside and outside the House but the response of the Government has been – NO RESPONSE for -14 months,” Tewari said in his notice.

The Central government is set to move the Jammu and Kashmir Reservation (Amendment) Bill, 2023, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023 in the Lok Sabha later on Tuesday for consideration and passage.

Both the Bills, as per the list of business in the Lower House, are to be moved by Union Home Minister Amit Shah for consideration.

According to the list of business, Shah is to move the Jammu and Kashmir Reservation (Amendment) Bill, 2023 in the Lok Sabha further to amend the Jammu and Kashmir Reservation Act, 2004.

The Jammu and Kashmir Reservation (Amendment) Bill, 2023, was introduced in Lok Sabha on July 26, 2023. It amends the Jammu and Kashmir Reservation Act of 2004.

Meanwhile, the first day of the Winter Session of Parliament saw two bills being passed with the Rajya Sabha also deciding to discontinue suspension of AAP MP Raghav Chadha.

The Standing committee reports on ‘The Bharatiya Nyaya Sanhita, 2023’, ‘The Bharatiya Nagarik Suraksha Sanhita, 2023’, and ‘The Bharatiya Sakshya Bill, 2023’ were tabled in the two Houses. The reports were submitted to the Rajya Sabha Chairman Jagdeep Dhankhar on November 10 by Brij Lal, MP and Chairman of the Department-related Parliamentary Standing Committee on Home Affairs. The three bills are on the agenda of the government for passage in the winter session of Parliament.

On Monday, Rajya Sabha passed the Bill to repeal the Indian Post Office Act, 1898 and to consolidate and amend the law relating to the post offices in India. The opposition members raised questions over some provisions of the bill and asked if the government wanted to create a “surveillance state”. The government rejected the apprehensions of the members.

The bill was passed by a voice vote after a reply by the Minister for Communications, Electronics and Information Technology Ashwini Vaishnaw. The bill provides that Post Office shall provide such services as the Central Government may by rules prescribe and the Director General of Postal Services shall make regulations in respect of activities necessary to provide those services and fix the charges for such services. The bill provides India Post will not incur any liability with regards to its services, except any liability prescribed through rules.

Lok Sabha passed the Advocates (Amendment) Bill, 2023 which is in line with the government’s policy of repealing all obsolete laws or pre-independence Acts which have lost their utility. The Government in consultation with the Bar Council of India has decided to repeal the Legal Practitioners Act, 1879. It has decided to amend the Advocates Act, 1961 by incorporating the provisions of section 36 of the Legal Practitioners Act, 1879 in the Advocates Act, 1961 so as to reduce the number of superfluous enactments in the statute book (ANI)

Kenyan Prez Ruto Calls For Consolidation Of Bilateral Ties

Terming India and Kenya as “great friends,” visiting Kenyan President William Samoei Ruto has called for the need to consolidate the relationship between the two countries, which had diplomatic engagement at different levels since 1948.

Addressing reporters after receiving a ceremonial welcome at Rashtrapati Bhavan, Ruto said, “As you are aware, India and Kenya are great friends. We’ve had diplomatic engagement at different levels from way back in 1948, even before the independence of Kenya. And I have come to India this time around at the invitation of Madam President and my good friend the Prime Minister. my expectations is that we need to consolidate the relationship between Kenya and India.”

Praising India’s digital progress, William Ruto said that Kenya has a lot to learn from India. He stated that he has sent Kenya’s Minister of Information and Communication Technology (ICT) to India to learn about digital ID and digitising government services. He said that Kenya will be signing an agreement with India in the digital space.

“We are looking at how we can create partnership in the space of rural development, especially agriculture. We’ll be looking at a space of how we can share in manufacture of vaccines, both for animal and human. We’re looking at what we can do about genomics. We will be signing an agreement on also the digital space. We have a lot to learn from this great country, especially in the digital space.”

“We have already, I did send from Kenya our Ministry of ICT to pick up lessons on digital ID, digitising government services, leveraging on the enabler nature of technology in providing government service, which India has done very well. We will be signing an MoU in that space. We will also be looking at areas of business, what we can do to enhance the business relationship between our two countries,” the Kenyan President said.

William Ruto noted that he has a lot in common with PM Modi on what they need to do, particularly with regards to the Global South and on matters related to the reform of the international financial structure. He thanked Prime Minister Modi and President Murmu for welcoming him to India.

The Kenyan President said, “I share a lot in common with the Prime Minister of India on what we need to do, especially those of us from the Global South, on matters to do with the reform of the international financial architecture, to make it much more fit for purpose and to ensure that it serves everybody equally and in a balanced and democratised manner. And a lot of other things that we will be discussing this afternoon and this morning with the government of India.”

Earlier, President Droupadi Murmu and PM Narendra Modi welcomed William Ruto at Rashtrapati Bhavan. He was accorded a ceremonial welcome at the forecourt of the Rashtrapati Bhavan. He also inspected a Guard of Honour.

Taking to X, Ministry of External Affairs official spokesperson Arindam Bagchi stated, “A grand welcome for our honoured guest! President @WilliamsRuto of Kenya warmly received by President Droupadi Murmu @Rashtrapatibhvn and PM @narendramodi in a ceremonial welcome at Rashtrapati Bhavan.”

Several union ministers including External Affairs Minister S Jaishankar, Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal, Union Minister of Earth Sciences Kiren Rijiju were present on the occassion. President Murmu also met the Kenyan delegation led by William Ruto.

Ruto arrived in Delhi on Monday on a state visit to India on the invitation of President Droupadi Murmu. A Presidential visit from Kenya is taking place after a period of over six years. The visit is expected to strengthen and invigorate the bilateral relations between the two countries.

This evening a state banquet will be hosted by President Murmu in honour of President Ruto. During his visit to India, the Kenyan President will hold detailed discussions with Prime Minister Narendra Modi.

Ruto, who is accompanied by a high-level official delegation will also participate in a business and investment event in New Delhi.

External Affairs Minister S Jaishankar had called on Kenyan President on Monday. “Honored to call on Kenyan President @WilliamsRuto at the start of his State Visit. Appreciated his perspectives on the concerns of the Global South. Valued his insights for the further strengthening of our bilateral ties,” posted Jaishankar on X.

Separately, Bharti Enterprises chairperson Sunil Bharti Mittal also met with Ruto in New Delhi. He highlighted to the President Airtel’s enduring relationship with and commitment to the people of Kenya in catalysing the digital economy of the country.

Chennai Airport Resumes Ops After Heavy Rains

Chennai Airport has resumed operations after being temporarily shut down due to heavy rains that caused flooding and waterlogging on the runways, said an airport official.

The airport will be open for both arrivals and departures from 0900 hours IST onwards.

According to a statement released by the airport authorities, the rains have stopped, and the water has receded. However, there is a lot of slush and filth on the runways and taxiways, which is being cleared by four Civilian Firearms Teams (CFTs) and additional manpower.

The Chennai Team has confirmed that all CNS and ATM facilities are functioning normally, and the NOTAM (Notice to Airmen) will be withdrawn shortly. Airlines and other stakeholders have been informed about the resumption of operations and have been asked to plan their flights accordingly.

Air Traffic Management (ATM) will prioritize departures to clear the backlog of stranded passengers at the airport. There are currently 21 aircraft on the ground and around 1500 passengers in the terminals. The F&B Concessionaire has ensured that adequate food is available at all outlets.

Meanwhile, 8 people have lost their lives while multiple roads and subways are closed due to waterlogging in the wake of the Severe Cyclonic Storm ‘Michaung’, which is expected to make landfall on the southern coast of Andhra Pradesh between Nellore and Machilipatnam today.

“Traffic has been closed on Manjambakkam to Vadaperumbakkam Road due to the release of water from the Puzhal Lake,” police said on Tuesday.

The police further informed that 8 deaths have been reported so far in the state.

The police also added that many families including pregnant women, children, and senior citizens were rescued from different areas who were stuck due to wreak havoc of Cyclone Michaung.

Around 17 subways including the Ganesapuram Subway, Gengureddy Subway, Sembium (Perambur), Villivakkam and Duraisamy Subway are closed due to water logging, the police informed further.

“Fallen trees have been removed at 58 places in the GCP limit,” police said.

Tamil Nadu CM MK Stalin on Tuesday morning inspected the Cyclone affected areas in the state. The Tamil Nadu CM inspected the rain relief camp set up in Kannapar Thital, Chennai. There are 162 relief centres in which 43 are operated accommodating 2477 Chennai residents. There are 20 kitchens operational providing food to these relief centres.

The state government has asked the authorities about the availability of ready-made items including rice-dals-vegetables and their quality to arrange food for those staying in the relief camps.

Earlier CM Stalin said ” We have reduced/prevented loss of life to a great extent due to systematic improvements and comprehensive structural preparations. Rescue and relief work is going on at a wartime pace.”

5000 workers from other districts are moved to Chennai for the mitigation works. Tamil Nadu Chief Secretary and other top officials are monitoring operations at the Integrated Command &Control Center. For the Chennai corporation the focus is on prioritizing rescue operations, providing food to individuals relocated to relief centers and clearing roads.

The bridge in the Nerkundram area is surrounded by water overflowing from the Koovam River. Due to release of water from the Chembarambakkam Lake Madha engineering college near Chembarambakkam was partially submerged. Water reached nearly neck level and people struggled to walk.

The Indian Meteorological Department (IMD) said “Severe Cyclonic Storm “MICHAUNG” over Westcentral Bay of Bengal off south Andhra Pradesh and adjoining north Tamil Nadu coasts moved northwards with a speed of 07 kmph during past 6 hours and lay centred at 0530 hours IST of today, the 5th December 2023 over Westcentral Bay of Bengal off south Andhra Pradesh coast near Latitude14.9°N and Longitude 80.2°E, about 20 km east of Kavali, 50 km north-northeast of Nellore, 200 km north of Chennai, 110 km south-southwest of Bapatla and 170km south-southwest of Machilipatnam.”

It further said that Cyclone ‘Michaung’ is likely to cross south Andhra Pradesh during the forenoon of December 5 with a maximum wind speed of 90-100 Kmph.

“As the system is nearly moving northwards close to the coast, some parts of the wall cloud region lie overland. The system is likely to move nearly northwards parallel and close to the south Andhra Pradesh coast and cross the south Andhra Pradesh coast between Nellore and Machilipatnam, close to Bapatla during the forenoon of 5th December as a Severe Cyclonic Storm with a maximum sustained wind speed of 90-100 kmph gusting to 110 kmph,” the IMD added.

Public life was severely affected in Chennai as heavy rains lashed several parts of the city. Several areas, including Wallajah Road, Mount Road, Anna Salai, Chepauk, outside Omandurar government multispecialty hospital and other low-lying areas, were inundated due to persistent heavy rainfall. Cyclone Michaung: 8 Dead, Subways, Roads Closed In TN

8 people have lost their lives while multiple roads and subways are closed due to waterlogging in the wake of the Severe Cyclonic Storm ‘Michaung’, which is expected to make landfall on the southern coast of Andhra Pradesh between Nellore and Machilipatnam today.

“A dead body of an unidentified man aged about 70 years who was found dead at the platform near the Vaidyanathan flyover, Padmanaban (M/50), Senthurai, Natluun, Dindigul district was electrocuted and died at loan square road, Murugan (M/35), died by fallen tree on himself at Besant Nagar, a dead body of an unidentified woman aged about 60 years was found dead at Foreshore Estate Bus Depot, Ganesan (M/70 years) of Thuraipakkam was electrocuted while walking on the road near his house,” Tamil Nadu police said.

“Dharath (M/53 years) died due to a compound wall collapse at Ellaiamman Boyd Street, Sehlim (M/50), was found dead in the rainwater inside the School campus, Mirajul Islam (M/19) of Assam State, who stayed at Kotturpuram Corporation School relief Centre died due to epilepsy today,” the police added.

Elections Not Held In J&K For Six-Seven Years: Farooq

Questioning why elections have not been conducted in Jammu and Kashmir, National Conference president Farooq Abdullah on Monday said that the people of Union Territory are also a part of India and justice should be done to them accordingly.

Speaking to reporters in Delhi, National Conference president Farooq Abdullah said, “Elections have still not happened in Jammu and Kashmir. It’s been six to seven years. What is the reason? We are also a part of India. We should also get justice.”

Farooq Abdullah further said that after the recent results of the Assembly polls in five states, parties in the INDIA bloc should start working harder in a synchronised manner.

“Defeat and victory keep happening. We should learn from victories and defeats. This defeat will not make a difference to the INDIA alliance. We will have to work harder. We have to work in a synchronised manner. We have a long way to go,” he said.

Earlier today, Farooq Abdullah arrived in Delhi to attend the winter session of Parliament.

Before the commencement of the Parliament session, Prime Minister Narendra Modi addressed reporters and said that the Winter Session of Parliament is a “golden opportunity for opposition parties to do something constructive” and asked them not to vent anger at their defeat in assembly polls inside the House.

“The country has rejected negativity. This is a golden opportunity for my friends in the opposition. We urge and pray for the cooperation of everyone. This time too, the process has been undertaken. Rather than venting out their anger at defeat (in assembly elections), they should take lessons from this defeat, shun the idea of negativity that has been there for the last nine years and approach the session with positivity,” PM Modi said.

He also said that the Parliament, which is the temple of democracy, is essential for public aspiration and to strengthen the foundation of developed India.

The Winter Session of the Parliament began today, a day after results for Assembly elections in four states were declared, with the BJP winning three (Chhattisgarh, Madhya Pradesh and Rajasthan) and Congress ousting the Bharat Rashtra Samithi (BRS) in Telangana.

Raghav Chadha Suspension From Rajya Sabha Revoked

Aam Aadmi Party Raghav Chadha’s suspension from Rajya Sabha was revoked by Rajya Sabha Chairman Jagdeep Dhankhar on Monday

The membership of Chadha was suspended during the Monsoon session of Parliament, was revoked after a motion moved by BJP Member of Parliament GVL Narsimha Rao.

A Privileges Committee meeting of the Rajya Sabha was held in Parliament this afternoon to discuss the suspension matter of the AAP leader.

In a video message, Chadha said “The intervention by the Supreme Court led to the revocation of my suspension (from the Rajya Sabha as a member). The suspension was revoked through a motion moved in the House. I was kept suspended for 115 days, and I could not ask people’s questions during the period. Today, I thank the honorable Supreme Court and the Rajya Sabha Chairman.”

Chadha was suspended from the Upper House on August 11 this year for “breach of privilege” after complaints.

The MP was accused of not obtaining the consent of five Rajya Sabha MPs before including their names in a select committee.

He was suspended till the Privilege Committee submitted its findings on the allegation against him for forging the signatures of five MPs in a motion related to the Delhi Services Bill in the Rajya Sabha.

Chadha had earlier termed the suspension patently illegal and without the authority of the law.

Faced with suspension, Chadha had moved to the top court, challenging his indefinite suspension from the Upper House.

However, the Supreme Court asked Chadha to meet Jagdeep Dhankhar and tender an unconditional apology.

A bench comprising Chief Justice DY Chandrachud and Justices JB Pardiwala and Manoj Misra hoped that the chairperson would take a “sympathetic” view of the matter.

The bench recorded the statements of Chadha’s lawyer that the MP has no intention to affect the dignity of the House of which he is a member and he will seek an appointment with the Rajya Sabha Chairperson so that he may place an unconditional apology. (ANI)

The Oxford Word of the Year for 2023 has been crowned, and this time, it’s a charismatic newcomer taking the spotlight. “Rizz,” derived from the term “charisma,” has claimed the top spot, defined by Oxford University Press (OUP) as a person’s ability to attract a romantic partner through style, charm, or attractiveness, CNN reported.

This vibrant term garnered over 32,000 votes from the public, according to OUP’s announcement on Monday.

The word gained popularity earlier this year when Spider-Man actor Tom Holland, in response to a Buzzfeed query about his secret to charisma, stated, “I have no rizz whatsoever. I have limited rizz,” according to CNN.

The Oxford English Dictionary’s publisher noted that “rizz” can also function as a verb, as seen in the phrase “rizz up,” indicating the act of attracting or engaging in conversation with a person.

While contenders for Word of the Year do not necessarily have to be newly coined terms, they must hold significance to the year at hand. OUP’s shortlist for 2023 aimed to capture the mood, ethos, or preoccupations of the year.

The selection process involved shortlisting eight words, which were presented in competing pairs for public voting. From the resulting four finalists, experts conducted a final analysis, ultimately declaring “rizz” as the winner.

The other three finalists were “prompt,” denoting instructions given to an artificial intelligence programme influencing its content creation; “situationship,” describing a romantic partnership without formal establishment; and “Swiftie,” identifying an avid fan of singer Taylor Swift.

Two Pilots Killed As IAF Craft Crashes In Telangana’s Medak

Two Indian Air Force (IAF) pilots were killed in action when their Pilatus trainer aircraft crashed at Toopran town in Telangana’s Medak district on Monday morning, IAF officials said.

According to officials, the crash took place at around 8:55 am during training at Air Force Academy near Dindigul district. The pilots include an instructor and one cadet.

SP, Medak, Rohini said that the aircraft crashed near Toopran.

“It’s a Training Aircraft from Dundigul airport. There were two people inside the aircraft, one trainer and a trainee. The airport staff and clue team are on the spot. The fire fighters doused the fire,” SP Rohini said.

“They are trying to find out if there are any survivors. They are combing the area to find if there are body remains. Further details awaited,” the SP added.

The reason for the accident is yet to be known. (ANI)
