The Directorate of Enforcement on Thursday issued the seventh summons to Delhi Chief Minister Arvind Kejriwal to appear before the agency. Sources say the Delhi CM has been asked to appear before the ED on February 26.

On February 14, the Enforcement Directorate (ED) had issued a sixth summons to the Delhi Chief Minister in the money laundering probe related to alleged irregularities in the Delhi Excise Policy 2021-22 case, asking him to join the investigation on February 19.

The fresh summons to the Delhi Chief Minister were issued after he skipped the fifth summons on February 2.

Arvind Kejriwal had earlier skipped five previous summons issued by the ED on February 2, January 18, January 3, November 2 and December 22, calling them “illegal and politically motivated.”.

The ED wants to record Kejriwal’s statement in the case on issues like the formulation of policy, meetings held before it was finalised, and allegations of bribery.

While skipping the fifth summons issued by the ED, Kejriwal termed it “illegal”, saying he was ready to cooperate but the agency’s intention was to arrest him and stop him from election campaigning.

“All five notices sent to me (by the ED) are illegal and invalid in the eyes of the law. Whenever such general, non-specific notices were sent by the ED in the past, they were quashed and declared invalid by courts. These notices are being sent as part of a political conspiracy,” Kejriwal said after skipping the fifth notice.

A day after Kejriwal skipped the fifth summons issued by the Enforcement Directorate, the agency on February 3 approached a Delhi Court against him for “non-compliance with the summons”.

The case is based on a First Information Report (FIR) alleging multiple irregularities in the formation and implementation of the Delhi excise policy (2021-22) by the Central Bureau of Investigation. The policy was withdrawn after allegations of corruption.

In its sixth charge sheet filed in the case on December 2, 2023, naming AAP leader Sanjay Singh and his alleged aide Sarvesh Mishra, the ED had claimed that the AAP used kickbacks worth Rs 45 crore generated via the policy as part of its assembly elections campaign in Goa in 2022.

Two senior AAP leaders — Manish Sisodia and Sanjay Singh — are already under judicial custody in the case. Sisodia, who was the then Delhi Deputy Chief Minister, was arrested by the CBI on February 26 following several rounds of questioning and on October 5, the ED arrested Singh, who is a Rajya Sabha member. Senior Civil Servants Receiving Threats If They Implement Scheme: Kejriwal

Delhi Chief Minister Arvind Kejriwal claimed that senior civil servants of the Delhi government are not cooperating with the state government in implementing a scheme related to one-time settlement of unpaid water bills, saying that they are being threatened by “higher office,” indicating at the Bharatiya Janata Party (BJP).

“This scheme was passed by June 13, 2023. But it has not been implemented yet. For that it needs to be brought to the cabinet. The Finance Secretary is saying that he will not give his comments, and the UD (Urban Development) Secretary is saying that he will not bring the bill to the cabinet without comments. Officers have stated in writing that they will not implement this. Officers are saying that they are being threatened of suspension, expulsion, or raids by the ED and CBI. They are ready to resign. This is a constitutional crisis. We have asked the LG to intervene,” Kejriwal said speaking in a press conference after his address in the Assembly on Monday.

Speaking in the Assembly, Kejriwal said that since Delhi is not a full-fledged state, it has fallen prey to “dirty” and “low-level politics” by the central government.

“Delhi has a problem. Though Delhi is half a state, I don’t think it has five per cent of statehood. If it had been a full fledged state, no officer would have dared not to follow the directive of Ministers and Chief Minister. He would have been immediately suspended. Delhi is under the threat of dirty and low-level politics. Since Delhi is not a full fledged state, the real power is with the central government. They central government is run by a different party who do not want the elected government to function in Delhi properly,” the Chief Minister said.

On the crisis of people not paying their water bills, Kejriwal said, “There are around 27 lakh consumers. 40 per cent do not pay their bills because they think their bill is frivolous.”

The Chief Minister said that such bills may have been generated because during the pandemic, meter readings could not be taken properly.

On the one-time settlement scheme that the government wants to bring, Kejriwal said, “If in the recent two years, if you think that two or more readings are proper, the water bill for the entire unpaid period will be generated by multiplying the months with the meter reading for that month.”

Explaining in detail the settlement scheme in the press conference, the Chief Minister said, “The Delhi government has come up with a one-time settlement scheme. Under this, in the last 2-4 years of which you have not paid the bill, if two of the bills are logical, as determined by you and the Jal Board, will be set as an average and multiplied by the number of months of the unpaid time, and a water bill will be generated.”

Speaking in the Assembly about the administrative hurdles being faced by his government, Kejriwal said, “We want the scheme to come to the Cabinet. For that, we need the comments of Finance Secretary. But the Finance Secretary wrote on the file that he would not be giving comments…The UD secreatary said that he will not let the scheme be tabled in the cabinet till the Finance secretary gives his comments…Senior IAS officers started crying saying that they are being threatened by the higher office.”

In a scathing attack at the BJP, Kejriwal said, “BJP hates Delhites. They want to destroy Delhi. They did not pay the rent for mohalla clinics for three months, did not pay bills, stopped yoga classes…Till I am alive, I will stand like a wall against the BJP.”

“The LG said that he does not have any information about the matter. Even if you call these officers, the scheme will be passed by evening. If they do not approve this, the LG can suspend them,” he added.

The Chief Minister also assured Delhi residents not to pay their bills till the time the one-time settlement scheme is implemented.

On skipping summons by the Enforcement Directorate for the sixth time, Kejriwal said, “The ED should wait for the court to decide before issuing a fresh summon.”

On Chandigarh Mayor Manoj Sonkar resigning ahead of the Supreme Court hearing on allegations of irregularities in the vote-counting process, the Aam Aadmi Party chief said, “Their Mayor resigned yesterday. This shows that they were wrong. They had won the election through malpractice. If they do not win elections, they buy people.” (ANI)

Delhi Chief Minister Arvind Kejriwal who has been evading his appearance before the investigators in the alleged Excise Policy scam took a dig at the Central agencies and the Union government on Friday and said that as many summons we are sent, the AAP will build those many schools.

After announcing the foundation stone for a new school building in the national capital’s Mayur Vihar on Friday, the Delhi Chief Minister posted on X, “We will build as many schools as you send summons. You do your religion, we will do ours.”

Earlier on Thursday, the Delhi Chief Minister accused the central government of “unleashing” investigating agencies against him, adding that the action made him feel like he was a “terrorist.”

The chief minister was speaking a day after a Delhi court issued him summons on February 17, calling for his appearance while observing that the Aam Aadmi Party leader was legally bound to join an investigation being conducted by ED into alleged irregularities in the Delhi excise policy 2021-22.

The summons was issued after non-compliance with its summons in a money-laundering case linked to the Aam Admi Party (AAP) government’s Delhi excise policy.

The complaint was filed after the Delhi CM skipped multiple summons issued by the ED in its money laundering investigation.

On February 2, Kejriwal skipped the Enforcement Directorate’s summons for the fifth time in connection with the money laundering probe related to irregularities in the Delhi excise policy 2021-22 case.

The fresh summons to the Delhi Chief Minister followed the fourth summons, which he had skipped on January 18.

While skipping the fifth summons, the party called it “unlawful.”

Kejriwal has so far skipped four previous summons issued by the ED on January 18, January 3, November 2, and December 22, calling them “illegal and politically motivated.”

We Spend 40% On Schools: Kejriwal

Delhi Chief Minister Arvind Kejriwal on Sunday took a dig at the Centre and said that the Central Government is spending only 4 per cent of the total budget on schools and hospitals while the Delhi government, for the past eight years, has been spending 40 per cent of the budget on the same.

CM Kejriwal and Delhi Education Minister Atishi laid the foundation stone for new school buildings in the National Capital’s Rohini today.

“When we go to inaugurate schools, mohalla clinics, and hospitals, people from other parties reach there to raise slogans against us. Today is an auspicious day because four schools are being inaugurated. ‘Aaj toh kam se kam yeh gandi rajniti na karo’ (Don’t do such dirty politics today). You must have read in the newspapers that the Central Government is spending 4 cents of the budget on schools and hospitals across the country. The Delhi government has been spending 40 per cent on schools and hospitals for the last 8 years,” he said.

The Delhi CM further said that there was a time when the condition of government schools was so bad in Delhi that poor people were forced to send their children to government schools because there was no money and the fees of private schools were very high.

“There was absolutely zero education in government schools. Today, there is such a huge gathering in the inauguration of four government schools, which means that people are still hopeful that their children will get a good education,” he said.

The AAP chief emphasized that poor lost hope that their children could get a good education but now that hope has been rekindled.

“Today the infrastructure, teachers and results of government schools are better than private schools. Today, education arrangements for 10,000 children are being made in these four schools. These schools will be ready in a year; their foundation is being laid today,” he said.

The Enforcement Directorate on Saturday moved to Rouse Avenue Court and filed a complaint against Delhi Chief Minister Arvind Kejriwal for not complying with the summons issued by the agency in the Delhi liquor policy money laundering case.

The Additional Chief Metropolitan Magistrate, Divya Malhotra, after hearing the submissions on Saturday, fixed February 7 for the remaining submissions and consideration of the fresh complaint filed by the agency.

ED on Saturday filed a fresh complaint case under Section 190 (1)(a) Cr.P.C. r/w. Section 200 Cr.P.C., 1973 r/w. Section 174 IPC, 1860 r/w. Section 63 (4) of PMLA, 2002 for non-attendance in compliance with Section 50, PMLA, 2002.

Delhi Chief Minister Arvind Kejriwal on Thursday replied to the Enforcement Directorate’s fourth summons issued to him related to the Delhi Excise policy case and asked why the notice had been sent to me just two months before the elections.

ED had issued a summon to Kejriwal for the fourth time in a money laundering probe related to irregularities in the Delhi excise policy 2021-22 case asking him to join the investigation on January 18.

“This is illegal and invalid in the eyes of law. Whenever such notices have been sent, they have been quashed by the courts. I have written to ED several times, but they are not responding. These notices are being sent as part of a political conspiracy. This investigation has been going on for 2 years and they have not found anything yet,” the Delhi Chief Minister said.

“The courts have asked them many times whether any recovery has been made from anywhere. How much money has been received? People are being beaten and false statements are being taken. Why is the notice sent to me 2 months before the elections? Because they wanted me to stop campaigning in the Lok Sabha elections. The aim of all this is to stop Kejriwal by any means before the elections,” he added.

Kejriwal To Skip ED Summons Again, Calls Notice Illegal

Delhi Chief Minister Arvind Kejriwal will not appear before the Enforcement Directorate for questioning in connection with the alleged Delhi liquor scam case, the Aam Aadmi Party sources said on Wednesday.

ED issued a third summons to CM Kejriwal earlier on December 22 last year, in connection with the excise policy case, asking him to appear before the agency on January 3.

As per the party sources, Kejriwal in his reply to ED has expressed his readiness to cooperate with the investigation but declined to appear today calling the notice “illegal”.

Kejriwal further questioned the timing of the notice as a move to stop him from electioneering ahead of the upcoming parliamentary elections in 2024, the party sources said.

According to sources Kejriwal is ready to cooperate in ED investigation but the ED notice is illegal. Sources claim that the agency intends to arrest Arvind Kejriwal as they want to stop Kejriwal from the election campaign. The AAP has questioned the timing of the notice just before the 2024 elections.

The Delhi CM was first called by the central agency to appear on November 2, but he did not depose, alleging that the notice was “vague, motivated and unsustainable in law.”

He further alleged that the said summons appeared to be politically motivated and issued for extraneous considerations.

Kejriwal was issued the second summons by the ED on December 18, asking him to depose at the federal agency’s office on December 21, which the Chief Minister skipped.

Kejriwal was not named as an accused in the first information report (FIR) filed by the CBI on August 17, last year.

In February 2023, Deputy CM Manish Sisodia was arrested by the CBI for alleged irregularities in the framing and implementation of the now-scrapped Delhi’s new excise policy. Delhi Chief Minister Arvind Kejriwal on Thursday responded to the fresh summons issued by the Directorate of Enforcement (ED) in connection with the Delhi excise policy case, saying it was ‘politically motivated’ and ‘illegal’ like the previous one.

“I am ready to accept every legal summons. This summons of ED is also illegal like the previous ones. ED’s summons are politically motivated. They should be withdrawn. I lived my life with honesty and transparency. I have nothing to hide,” CM Kejriwal said in a statement on Thursday.

The ED, on December 18, issued fresh summons to CM Kejriwal, asking him to appear before the central agency for questioning on December 21 in a money laundering case linked to the alleged excise policy scam.

Fellow AAP leader and Delhi Minister Atishi launched a scathing attack on the BJP-led Centre over the summons issued to the CM, saying that the saffron party uses central probe agencies to intimidate and silence leaders of the Opposition.

She asserted that the AAP won’t bow down to such threats by the ED and the CBI.

Hitting out at the BJP-led Centre, Atishi said it fears Kejriwal’s model of governance which is why leaders of the ruling AAP were being hounded by the central agencies and put in jail.

“It is clear the BJP are scared of the Aam Aadmi Party and the model of governance of our leader Arvind Kejriwal, which is why the leaders of our party are being thrown in jail one by one. The BJP are using agencies at their disposal to scare us,” Atishi told ANI.

On 12th Foundation Day, AAP Gives Slogan Of Jai Jawan, Jai Kisan, Jai Naujvan

On the occasion of its 12th foundation day, the Aam Aadmi Party gave the slogan of Jai Jawan, Jai Kisan, Jai Naujvan, (salutation to soldiers, farmers, youth) and its national convener Arvind Kejriwal exhorted the youth of India to take charge of the country.

“Aam Aadmi Party is a party of youth. Youth are the future of the country. The youth have to take charge of the country,” Kejriwal posted on social media platform X on Sunday.

“Today, on the occasion of its 12th Foundation Day, the Aam Aadmi Party gives the slogan – Jai Jawan, Jai Kisan, Jai Naujvan,” he added.

Earlier in the day, Kejriwal said that the Aam Aadmi Party had witnessed several ebb and flow, but overcome and become the national party with the love of the citizens.

“On this day in the year 2012, the common man of the country stood up and established his own party ‘Aam Aadmi Party’. From then till today, there have been many ups and downs in these 11 years, many difficulties have also come, but there has been no shrink in our spirit and passion. Today, this small party has been transformed into a national party by the people with their love and blessings. The blessings of the public are with us and we all will continue to move ahead with our strong intentions and work for the public,” he wrote in a post on X in Hindi.

The AAP was founded on November 26, 2012, by Kejriwal from the 2011 India Against Corruption (IAC) movement, a civil motion against the backdrop of corruption scandals that came to light during the UPA government.

He chose to float the party on this day as the Constitution of India was adopted on this day in 1949.

“Best wishes to all the workers on the foundation day of the party,” Kejriwal added in his post on X.

On Sunday he also took a swipe at the central government, invoking its agencies’ action against AAP leaders.

“In the history of India, no other political party has been targeted as much as AAP has been targeted in the last 11 years. They filed more than 250 false cases against us in 11 years. All agencies in the country were put after AAP. But they never found any evidence to this day. This is the biggest certificate of our honesty,” CM Kejriwal said. (ANI)
