I Appeal To All To End Violence: Manipur CM

On the occasion of the 77th Independence Day, Manipur Chief Minister N Biren Singh on Tuesday appealed to people of the state “to end violence and live together peacefully as before.”

He also called on the people of the strife-torn state to restore peace and normalcy.

“I wish you a very happy 77th Independence Day. I convey my message to the people of the state to restore peace and normalcy. I appeal to all to end violence and live together peacefully as before,” Singh said after hoisting the National Flag at the First Manipur Parade Ground here.

Wishing a happy Independence Day, the CM said, “Let the National Flag be a symbol of unity, diversity and our unwavering commitment to a better future for every citizen”.

Manipur is in the throes of ethnic clashes between Kuki and Metei communities since May 3.

Earlier in his Independence Day message on X, formerly Twitter, CM Biren wrote: “With utmost pride and dignity, I unfurled the tri-colour on the auspicious occasion of the 77th Independence Day, at my Secretariat. Today, as we unfurl our Nation’s flag with pride, we honour the spirit of freedom that courses through our veins. Let this flag be a symbol of unity, diversity, and our unwavering commitment to a better future for every citizen. Happy Independence Day!”

“Happy 77th Independence Day to all my fellow countrymen. Amidst this vibrant mosaic, let’s remember that our collective spirit transcends boundaries. It’s the unity that binds us in times of triumph and trial alike. On this momentous occasion, let’s salute the tricolour that unfurls a tapestry of dreams, resilience, and progress,” he said in another tweet.

In the national capital, addressing countrymen from the ramparts of the Red Fort on 77th Independence Day, Prime Minister Narendra Modi on Tuesday appealed for peace in strife-torn Manipur saying that people across the country stand with the people of the Northeast state.

“The whole country stands with the people of Manipur. Peace is the only way to resolve all disputes. The Centre and the Manipur government are making every effort to ensure that peace returns to the state at the earliest,” PM Modi said.

He also took to his official handle on ‘X’ to greet countrymen on Independence Day.

“Best wishes on Independence Day. We pay homage to our great freedom fighters and reaffirm our commitment to fulfilling their vision. Jai Hind!,” the Prime Minister wrote.

On his arrival at the Red Fort, PM Modi was received by Defence Minister, Rajnath Singh and others.

This year’s Independence Day will culminate the ‘Azadi Ka Amrit Mahotsav’ celebrations, which were launched by Prime Minister Modi from Sabarmati Ashram in Ahmedabad, Gujarat on March 12, 2021, and will usher the country into ‘Amrit Kaal’. (ANI)

DCW Chief Maliwal Reaches Imphal Despite Manipur Govt Asking To Postpone Visit

A day after the state government asked her to postpone her visit to Manipur, the Delhi Commission for Women (DCW) chairperson Swati Maliwal on Sunday landed in Imphal to interact with survivors of sexual assault while appealing the government to allow her to do that.

“I will directly go to the CM’s Office. I want to meet chief minister, N Biren Singh. I want to meet the sexual abuse survivors and see if they have got legal aid, counselling or any compensation,” Maliwal said while speaking to ANI after landing at Imphal airport.

She also appealed to the state government saying that she has reached there to help the people of Manipur.

“Please allow me to do that. I have not come here to do politics. I request PM Modi and the Women and Child Development Minister (Smriti Irani) to visit Manipur. I will also try and meet the Governor,” Maliwal said.

This visit comes days after a video showing two women being paraded naked by a mob surfaced on social media.

Earlier before leaving for Imphal, the DCW chairperson claimed the state government asked her to postpone her visit as the law and order situation in the state “is not good”.

“I wrote to the Manipur Govt that I want to visit the state and meet the survivors of sexual assault. I have received a letter from the Manipur government where they have suggested that I postpone my visit as the law and order situation in the state is not good,” Maliwal said while speaking to ANI.

The DCW chief further said that she has decided to visit Manipur, and appealed to the Manipur government not to stop her.

“Manipur government wants me to reconsider my decision. I gave it a lot of thought and decided to visit Manipur. I am appealing to the state government not to stop me but make arrangements so that I can meet the sexual assault survivors and provide help,” Maliwal said earlier.

Maliwal also claimed that many girls fled from Manipur and came to Delhi because of violence and assault incidents, and said, “I want to discuss these things with the CM and have sought his time.”

On Thursday, Maliwal also wrote a letter to Prime Minister Narendra Modi urging him to take urgent steps to curb violence in Manipur and protect the dignity and safety of all its citizens while seeking his intervention in seeking justice for the victims of the violence. (ANI)

Manipur: First Arrest Made; Biren Says Capital Punishment For Culprits

Manipur Police has made its first arrest in the case registered in connection with the video of the incident in May this year in which two women being paraded naked in Manipur, chief minister N Biren Singh said on Thursday.

“Last night at around 1.30 am, we arrested the main culprit,” the Manipur chief minister told ANI.
A video of the two-month-old incident had gone viral evoking sharp reactions from various political parties and triggering outrage.

Speaking to ANI, the Manipur chief minister said, “This is an inhumane act…so we have condemned this immediately…we instructed police to immediately act and arrest the culprits.”

“Every man every human being will condemn this act,” Singh said adding that they will seek for the perpetrators to get punishment “to the maximum possible extent.”

“Really shocked when I saw the video and after seeing it I inquired about the incident it happened on 4 May…but this video leaked after 40 days. I asked for mass combing ops…and last night itself we have arrested one man involved,” the Manipur chief minister said.

According to a senior police official the incident took place on May 4 in Manipur’s Thoubal district and a case of abduction, gangrape and murder has been registered in the matter.

Superintendent of Police (SP), K Meghachandra Singh in a statement on July 19 said “As regards the video of 2 (two) women paraded naked by unknown armed miscreants on 4th May 2023, a case of abduction, gangrape and murder was registered at Nongpok Sekmai Police Station (Thoubal district) against unknown armed miscreants.”

Earlier in a tweet Manipur chief minister N Biren Das said that strict action will be taken against all the curprits, including considering the possibility of capital punishment.

“After taking a Suo-motu cognisance of the incident immediately after the video surfaced, the Manipur Police swung to action and made the first arrest this morning. A thorough investigation is currently underway and we will ensure strict action is taken against all the perpetrators, including considering the possibility of capital punishment,” the Manipur chief minister tweeted.

“Let it be known, there is absolutely no place for such heinous acts in our society,” he tweeted.

Meanwhile, Prime Minister Narendra Modi this morning spoke said he is pained over the incident and said the incident is “shameful for any civil society.”

“No accused will spared, we will never forgive those who are behind this,” the Prime Minister said.

Speaking to reporters ahead of the Monsoon session of the Parliament today, PM Modi said, “This a shameful incident for any society..who did this and who is responsible is another issue but this has put our nation to shame. I appeal to all chief ministers to tighten law and order. Whether it is Rajasthan, Chattisgarh or Manipur…the issue of a woman’s honour is above all politics.

Manipur has been witnessing violence since May 3, following the protests by the Kuki and Naga communities against the High Court’s order asking the state government to consider the inclusion of Meitei community in the category of Scheduled Tribes (ST). Only STs can buy lands in hilly areas.

The majority Meitei community, which occupy the Imphal valley and nearby areas, sought the ST status keeping in view their increasing population and increased requirement of land, so that they could purchase lands in the hilly areas. (ANI)

Classes 1 To 8 In Schools To Reopen From Tomorrow Amid Tight Security: Biren

Manipur Chief Minister N Biren Singh announced that Classes 1 to 8 in schools will be reopened from July 5.

“We have decided to deploy state security forces and paramilitary forces in vulnerable areas. Deploy more security personnel in five particular districts. We have decided to reopen the schools for standards 1 to 8 from 5th July,” Biren Singh told the reporters.
The Chief Minister was briefing the media persons at the Chief Minister’s Secretariat on Monday evening.

Owing to the extremely turbulent situation in the state, the schools have remained shut since the first week of May.

The ethnic violence erupted on May 3 in Churachandpur after tribal Kuki groups called for protests against a proposal for granting scheduled tribe status to the majority Meitei community. It has left at least 118 people dead and nearly 40,000 displaced so far.

Thousands of people are in relief camps.

Internet services continue to be suspended in the state and a curfew is in force in some areas. Home Minister Amit Shah visited the state and announced several measures for the restoration of peace.

The Manipur CM further said that all bunkers illegally established up at both hill and valley areas would be pulled down thereby creating posts for security forces at hilltops for better control of the situation in the state.

Regarding the arrival of monsoon, Manipur CM said, “The need to take up agricultural activities on time, around 2000 security personnel including Manipur Rifles and IRB had been mobilised for additional deployment at places adjoining the hill areas, where agricultural works are being taken up. The security personnel deployed would guard and prevent disturbances caused to farmers of both communities by armed miscreants.”

He reiterated that central forces had also been deployed at the places earlier.

He continued and said that all bunkers illegally set up at both hill and valley areas would be pulled down and Army along with paramilitary forces would be set up at hilltops for better control of the prevailing situation and added that drone surveys would also be conducted around the clock, with a central monitoring headquarters to monitor the situation and for reinforcement if necessary.

Asserting that there is information on people with possession of illegal arms roaming around in both hill and valley areas, he informed that a mass frisking would be started.

As the law-and-order situation is improving, he further appealed to the public to return the snatched arms and ammunition, before legal actions are taken up. (ANI)

At This Crucial Juncture, I Will Not Be Resigning: Biren

Scotching speculations relating to his resignation, Manipur Chief Minister N Biren Singh on Friday said he will not resign from his post “at this crucial juncture”.

“At this crucial juncture, I wish to clarify that I will not be resigning from the post of Chief Minister,” the Chief Minister said in a tweet.

The Chief Minister has come under repeated attack from the opposition, particularly the Congress, over the law and order situation in the state. Manipur has witnessed ethnic violence for nearly two months. Congress and some groups in the state have demanded Biren Singh’s resignation.

Earlier today, hundreds of women gathered near the residence of the Manipur Chief Minister to display their support for him. The CM also came outside his residence in Imphal and waved to people.

There were reports that he would meet the state Governor, which led to speculation that he may resign from his post.

Ethnic violence erupted in the State on May 3 after clashes during a rally organised by the All Tribal Students Union (ATSU) to protest against the demand for including Meiteis in the list of Scheduled Tribes (STs). Thousands of people are in relief camps.

Internet services continue to be suspended in the state and a curfew is in force in some areas.

Around 30 Terrorists Killed By Security Forces: Biren

Manipur Chief Minister N Biren Singh on Sunday said that around 30 “terrorists” have been killed so far by security forces during their operations to check violent incidents and attacks on civilians and restoring ‘peace’ in the state.

Earlier in the day, Army Chief General Manoj Pande met Singh and discussed the current security situation in Manipur and the steps taken by the Army to restore peace.
“In retaliatory and defensive operations against these terrorist groups who are using sophisticated arms against the civilian population, around 30 of these terrorists have been killed in different areas. A few have also been arrested by the security forces,” the CM said while addressing the media at the Darbar Hall of the Chief Minister’s Secretariat.

He further said the spurt in violent attacks on civilian houses in the peripheral areas of the Valley in the past one or two days which seemed “well-planned and simultaneous” to show their capacity, is strongly condemnable, especially when Minister of State Nityanand Rai is in the State and group peace missions are being formed as part of efforts to bring back peace in the state.

“According to our information, firing has been reported from Sugnu in Kakching, Kangvi in Churachandpur, Kangchup in Imphal West, Sagolmang in Imphal East, Nungoipokpi in Bishenpur, Khurkhul in Imphal West and YKPI in Kangpokpi,” said an official earlier in the day.

The house of BJP MLA Khwairakpam Raghumani Singh at Uripok in Imphal West was allegedly vandalised and his two vehicles were set on fire.

Asserting that those trying to break the State and disrupt peaceful coexistence in the state are enemies of all the 34 communities residing together, Singh said that the government will continue to face every such challenge.

“The gunfight is between the armed terrorists and the security forces and not between the communities. So I urge common people to maintain peace and stay united,” CM said.

He also said the government will not allow the disintegration of Manipur, protect the state’s integrity and uproot these armed terrorists from the state.

Further, he also reassured that the government will face every challenge against the territorial integrity of the state and attacks on the life and property of the people.

Appealing to the people to support and pray for the commandos, and security forces and to encourage them, the Chief Minister also said, “The State force is directly under the State Home department and there is no restriction on them from anyone.”

Ethnic clashes which have claimed around 75 lives first broke out in Manipur after a ‘Tribal Solidarity March’ was organised in the hill districts on May 3 to protest against the Meitei community’s demand for Scheduled Tribe (ST) status.

The violence was preceded by tension over the eviction of Kuki villagers from reserve forest land, which had led to a series of smaller agitations. (ANI)
