Myanmar Army Plane Crashes At Mizoram’s Lengpui Airport

A Myanmar Army plane with 14 people on board crash landed at the Lengpui airport in Mizoram on Tuesday morning.

According to the information received from the Mizoram Director General of Police, the plane was small and 14 people were on board with the pilot.

Six people sustained injuries in the crash while eight are safe, according to the DGP.

The injured individuals were rushed to Lengpui Hospital, where they are undergoing treatment.

Nearly 4000 Personnel Assigned: Counting Day Preparations In Full Swing In Mizoram

As the Election Commission of India rescheduled the counting of votes for assembly elections in Mizoram to December 4, preparations are in full swing to ensure smooth conduct of operations.

The state election department informed that all preparations and arrangements have been made for the counting scheduled to be held on Monday.

On the rescheduling of the counting day from December 3, the ECI on Friday said that the date has been revised for counting in Mizoram as several representations were received from various quarters of the state to change the vote counting day.

According to the Office of the Chief Electoral Officer, Mizoram, the counting will be conducted in 13 centres across the state and 40 counting halls. There will be 399 EVM tables and 56 postal ballot tables in 40 counting halls across the state.

Nearly 4000 personnel will be involved in the counting of votes, as per the state election department.

Earlier, Mizoram DGP Anil Shukla told ANI that, all arrangements have been made to ensure an incident-free day of counting.

Polling for the 40-seat Mizoram assembly was held on November 7 and 80.66 per cent of voter turnout was recorded in the state.

The exit poll results of Mizoram have indicated a neck-and-neck fight between the ruling Mizo National Front (MNF) and Zoram People’s Movement (ZPM) and the political observers have also predicted the same.

But, both the regional parties have kept their hopes high over winning an absolute majority to form the next government in Mizoram.

“We are very much confident that, ZPM will get the absolute majority seats and form the government,” ZPM Working President K Sapdanga who contested from Aizawl North-III constituency earlier told ANI.

MNF led by Chief Minister Zoramthanga, ZPM led by former IPS officer Lalduhoma and Congress contested in all 40 assembly seats, while BJP contested in only 23 seats in the state. (ANI)

Zoramthanga Confident Of MNF Returning To Power In Mizoram

After failing to exercise his franchise in his first attempt owing to an Electronic Voting Machine malfunction, Mizoram Chief Minister Zoramthanga finally cast his vote at a polling station under the Aizawl North-II assembly constituency on Tuesday.

“I have cast my vote and I visited half of my constituency. I believe, from the political atmosphere on voting day, that we shall be able to form the government and in my constituency we hope we shall get an overwhelming victory,” Zoramthanga said speaking to reporters after casting his vote.

The MNF chief said that a scenario where the Mizo National Front would need to enter into a coalition with any other party to form the government would not arise.

“I certainly believe that we shall be able to form the government on our own without any coalition. Situation will not arise in which we will need other parties. MNF will be able to form the government” said Zoramthanga

The Chief Minister had gone to cast his vote in the morning hours at 19-Aizawl Venglai-I YMA Hall polling station. However, after coming out of the polling booth he said that the “machine” was not working.

“Because the machine was not working. I was waiting for some time. But since the machine could not work I said that I will visit my constituency and I will vote after the morning meal,” the Chief Minister said speaking to ANI.

Zoramthanga stands out as one of the most prominent figures in this election. Having previously won Aizawl East – I in the 2018 assembly elections, Zoramthanga is once again contesting from the same constituency.

Polling for the Mizoram Assembly began on Tuesday, the counting of which is scheduled on December 3. The state has recorded a voter turnout of 26.43 per cent till 11 am. Voting kicked off in the North-eastern state at 7 am on Tuesday and will continue till 3 pm. (ANI)

Mizoram to go for polls on Tuesday

Issues of “identity” and people’s welfare gained centrestage in the campaign for assembly polls in Mizoram, with the state slated to go to the polls for its 40 seats on Tuesday.

Mizoram will be among the five states that will go to the polls this month, with counting of votes in all states to take place on December 3. Issues of “neglect of infrastructure”, corruption and unemployment also figured during the campaigns of various parties.

The main contest in the state, with almost all its seats reserved for STs, is between the ruling Mizo National Front (MNF), Congress, and Zoram People’s Movement with the BJP keen to emerge as “king maker”.

Ethnic clashes in neighbouring Manipur have cast a shadow on the polls and the ruling MNF, led by Chief Minster Zoramthanga, is hopeful of the people supporting stance of the party of giving refuge to some Kuki-Zo community members who came from the neighbouring state. Some Zo-Kukis from Myanmar have also taken refuge in the state. Observers said MNF has tried to make ‘Zo unification’ an electoral issue.

While MNF is part of BJP-led National Democratic Alliance at the Centre, there is no alliance between the two parties at the state level.

The Congress has also raised issues of culture and identity and has attacked the BJP over the issue. It has also reminded people of the Mizo accord which heralded peace in the state.

BJP leaders have talked about their commitment to the welfare of people of the state.

Prime Minister Narendra Modi, who gave a video message to the people of the state, said that the BJP has strived to address the aspirations of people in the northeast and talked of creating “marvellous Mizoram”.

“Before 2014, people perceived the northeastern states, such as Mizoram, as distant from Delhi both physically and psychologically. The BJP recognized this sense of distance and, after coming into power as part of the NDA government in 2014, made it a priority to bridge this gap by addressing the aspirations and needs of the northeastern states,” he said.

“Mizoram is a state with both nature and culture. It has the potential to become a global tourist hub. When infrastructure improves, it helps trade, talent and tourism. Infrastructure brings investment, industries, and income and also creates opportunities. During one of my earlier visits to Mizoram, I had promised to work for transformation by transportation; since then, a revolution has happened across sectors due to the work of the BJP-led government… Till 2013-14, the total length of the National Highways in the Northeast was 11,000 km, we increased it to 16,000 km,” he added.

Congress president Kharge attacked the BJP and accused it of creating divisions in society.

“RSS-BJP are hell-bent on destroying your culture, values, religion, and the Mizo way of life. Modi Govt wants to take your Land and Forests and gift that to their crony friends,” Kharge said in a post on ‘X’ on Sunday.

“BJP created division between the people of Manipur and the state has been burning for six months. Thousands of tribal people from Manipur had to seek refuge in Mizoram. BJP wants to destroy the delicate social fabric of the North East,” he added.

He also accused the ruling MNF of corruption.

“Today, under the MNF Rule, the infrastructure of the state is in shambles. The youth want education and employment. Under MNF-BJP rule, corruption has become a way of life,” he said.

“It is the Congress party which brought peace and stability to Mizoram. Rajiv Gandhi signed the historic Mizo Accord in 1986, and secured statehood in 1987. Since then, Congress has had a very special relationship with the people of Mizoram. Successive Congress Governments have ensured peace, stability, tribal culture, identity and secularism in Mizoram.

“We brought the New Land Use Policy (NLUP) for agriculture, which has benefitted farmers and substantially increased rice production in the state,” Kharge added.

Congress leader Rahul Gandhi campaigned in the state to boost the party’s prospects. Former party chief Sonia Gandhi also sent a video message.

ZPM’s chief ministerial candidate, Lalduhoma, expressed confidence of party’s prospects and slammed both Congress and MNF.

“Ever since Mizoram became a state, what we have seen is the rule of Congress and the MNF in succession. The change was only for the person sitting in the chair of the Chief Minister, but the system is the same. However, what we offer to the people is a new system that will be quite different from the previous governments, and all our policies are based on research, and everything should be based on research,” he said.

The Zoram People’s Movement (ZPM) made significant inroads in civic body election earlier this year.

The rise of the ZPM is a challenge to the established players with Congress and the MNF having ruled alternately since its formation.

The Mizoram Chief Minister has expressed confidence of returning to power in the state.

“We need to form the government to carry forward the development work that we have started. The influx of refugees from Myanmar, the situation in Manipur and the refugees crossing over into our territory from Bangladesh are issues that the elections would be contested on,” the chief minister said last month.

“A good number of refugees have come to Mizoram from Bangladesh. As far as Myanmar is concerned, the military junta is currently holding the reins of power there. We gave them (refugees from Myanmar) shelter as they are our brothers and sisters,” he added.

“The Congress may win one to two seats or none at all. The biggest challenger is the ZPM (Zoram People’s Movement). However, I doubt if they will win 10 seats or more. They might even win less than 10 seats. We have been in existence for 60 years,” he said.

Some other BJP leaders also campaigned in the state.

Minister of State for Home Affairs Pramanik told ANI that the way PM Modi is taking care of development in the country, the people of Mizoram also want a similar pace of progress.

“More and more people are going to vote for the BJP. We have tried to reach to the people in emote areas also. People from the tribal areas have also participated in our rallies and public meetings,” he said.

“BJP is going to perform much better than in the past. Only the BJP can develop the Mizos. Whether it is Mizos or Chakma, if they want proper development, they have to trust the BJP,” he added.

In the 40-member Mizoram assembly, the Mizo National Front bagged 26 seats with a vote share of 37.8 per cent in the 2018 polls. The Congress secured five seats, and the BJP won one seat. (ANI)

Mizoram Polls Tomorrow: State Gears Up For Triangular Fight Between MNF, ZPM, Cong

The North-eastern state of Mizoram is going to polls on Tuesday the counting of which is scheduled on December 3. A total of 174 candidates are in the fray.

According to the CEO Mizoram the total number of electors in Mizoram stands at 8,51,895. Out of which 4,12,969 are male, 4,38,925 are female and 1(one) third gender. There are a total of 4,973 service voters in Mizoram.

First-time voters who are in the age group 18-19 years stand at 50,611. The sex ratio of voters in Mizoram is 1,063. The electoral population (EP) ratio stands at 63.27. The total number of polling stations is 1276, out of which 525 fall in urban areas and 751 in rural areas.

As many as 2,058 votes have been cast through home voting and 7,497 votes through postal ballots at designated facilitation centres for the Mizoram Assembly elections.

The 40-member state assembly is the only poll-bound state where the Congress and the Bharatiya Janata Party (BJP) are not the primary contenders.

In the 2018 assembly elections, the Mizo National Front (MNF) secured 26 seats with a vote share of 37.8 per cent and emerged victorious defeating the 10-year-old Congress government.

The Zoram Peoples Movement (ZPM), the regional party that surprisingly came second in the 2018 polls bagged eight seats. It is seen by many as the main contender to the ruling party.

The Congress bagged five seats in the 2018 assembly polls while the BJP got one, securing its first seat in the North-eastern state.

The MNF is part of the BJP-led National Democratic Alliance (NDA) but it has not sought a pre-poll alliance with its partner in the state. The BJP is contesting in 23 seats. In 2018, it had contested in 39 constituencies.

Incumbent Chief Minister Zoramthanga who is also the president of Mizo National Front party is seeking re-election from the Aizawl East I constituency. State Congress Chief Lalswata is in the fray from Aizawl West 3 constituency. Lalduhoma, who is the founder and president of the Zoram Nationalist Party is in the fray from Serchhip seat. (ANI)

Rahul Arrives In Mizoram On Two Day Visit

Congress leader Rahul Gandhi on Monday arrived on a two-day visit to Mizoram on Monday.

Upon his arrival, Rahul Gandhi also took part in a Padyatra from Chanmari (Aizawl) to Raj Bhawan.

Speaking to ANI, Congress spokesperson Mathew Antony said,” It was a long-awaited visit of Rahul Gandhi to Mizoram. Mizoram has fond memories of the visit of his father Rajiv Gandhi in 1986. People are sharing their excitement over his (Rahul Gandhi) visit. Another significance of this visit is he is carrying out a Bharat Jodo Yatra at a time when there is polarization and the country is divided on ethnic issues.”

On the election preparations for the upcoming Assembly polls in Mizoram, Antony said, “We are hopeful that we will form the government. Tomorrow he (Rahul Gandhi) will meet the party leaders and will address a public gathering. The announcement for the party candidates can be expected anytime from now.”

On Congress leader Rahul Gandhi’s Mizoram visit, Mizoram CM Zoramthanga said, “Rahul Gandhi’s visit may be good for the party’s (Congress) people. But that will not have much influence on Mizoram’s population as a whole. So, I don’t think it will have much meaning.”

The counting of votes will take place on December 3 in all the states. Of the five states, polling in Chhattisgarh will be held in two phases.

The Model Code of Conduct has come into force with the announcement of poll dates. The elections to five states are crucial as they are being held months before the Lok Sabha elections in April-May next year. (ANI)

Mizoram: 17 Dead As Under-Construction Railway Bridge Collapses In Aizawl

At least 17 workers were killed after an under-construction railway bridge collapsed in Mizoram’s Aizawl district on Wednesday morning, police said. 

According to officials, the incident took place in the Sairang area, about 20 km from Aizawl in Mizoram. 

Sabyasachi De, the chief public relation officer of Northeast Frontier Railway, told ANI that a team of railway officers has been rushed to the spot and senior officials of zone will also visit the site. 

Mizoram chief minister Zoramthanga condoled the incident, saying, “Deeply saddened and affected by this tragedy.” 

He said that the rescue operations are in progress. 

“I extend my deepest condolences to all the bereaved families and wishing a speedy recovery to the injured. Sending gratitude to the people who have come out in large numbers to help with rescue operations,” CM Zoramthanga said in a post on ‘X’ (formally Twitter).

NGT Levies Compensation Of Rs 50 Cr On Mizoram

The National Green Tribunal (NGT) has levied Environmental Compensation of Rs 50 crores on the state of Mizoram for allegedly not managing solid as well as liquid waste management causing harm to the environment.

The Bench of Justice Adarsh Kumar Goel while passing an order on December 8, 2022, said, “We hope in the light of interaction with the Chief Secretary, the State of Mizoram will take further measures in the matter by an innovative approach and stringent monitoring, ensuring that gaps in solid and liquid waste generation and treatment are bridged at the earliest, shortening the proposed timelines, adopting alternative/interim measures to the extent and wherever found viable.”
Restoration plans need to be executed at the earliest simultaneously in all districts/cities/ towns/ villages in a time-bound manner without further delay. Compliance is ensured by Chief Secretary.

Tribunal also said that considering the statement the gap in sewage generation and treatment is 23.94 MLD and there is a gap in solid waste management, 60,000 MT legacy waste. The estimated environmental compensation comes to around Rs 50 crores.

It was also confirmed during the interaction with Chief Secretary that the amount of Rs 50 crores readily available with the State can be ringfenced for utilising exclusively for sewage and solid waste management, noted the Tribunal.

The Tribunal also said that the Secretary, Ministry of Defence, GoI in coordination with DG, MES, DG, Defence Estates and other concerned authorities might ensure that necessary measures are taken for waste management by adequate monitoring in the interest of the environment and public health. They may also coordinate with ULBs concerned. Accordingly, the State may interact with Defence organizations to share work experience.

We have suggested a change in approach in realizing that remedial action cannot wait for an indefinite period nor loose-ended timelines without accountability can be a solution. The responsibility of the State is to have a comprehensive time-bound plan with tied-up resources to control pollution which is its absolute liability. If there is a deficit in budgetary allocations, it is for the State alone to have suitable planning by reducing costs or augmenting resources.

The issues of solid as well as liquid waste management are being monitored by the Tribunal as per orders of the Supreme Court order dated 02.09.2014 with regard to solid waste management and order dated 22.02.2017, with regard to liquid waste management. Other related issues include pollution of 351 river stretches, 124 non-attainment cities in terms of air quality, 100 polluted industrial clusters, illegal sand mining etc. which have also been dealt with earlier but we propose to limit the proceedings in the present matter to two issues of solid waste and sewage management, said the order.

Tribunal also noted that in view of continuing non-compliance, vide order dated 16.01.2019, the Tribunal directed the personal presence of Chief Secretaries of all States and UTs for interaction to ensure compliance. The Tribunal held that large-scale non-compliance with environmental norms was resulting in deaths and diseases and irreversible damage to the environment, without accountability for such failures.

Though violation of the Rules as well as orders of this Tribunal is a criminal offence, still there was a rampant violation by State authorities practically with no accountability which unhappy situation was required to be remedied by the involvement of the highest functionaries of the State in the interest of public health and to uphold rule of law. Two Held With Drugs Worth Rs 58 Cr In Mizoram

The Criminal Investigation Department (CID) of Mizoram police seized a large quantity of Methamphetamine, a recreational drug, worth Rs 58 crore and arrested two persons in Aizawl on Thursday, the police said on Friday.

Acting on a specific intelligence input from a sister agency, a team of CID (SB) seized 2 lakh tablets of Methamphetamine weighing about 19.223 kg from a vehicle at the Luangmual area in Aizawl, said officials.
The estimated value of the seized drug is Rs 58 crore in the international market, and it was seized from a four-wheeler in the Luangmual area of Aizawl, and arrested two persons,” Police said.

The arrested accused have been identified as Shalim Uddin (26) and Aliqur Rohman (21) – both residents of Karimganj, Assam. A case under relevant sections of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 has been registered against them at the Special Narcotics police station.

Officials were further investigating the case to trace the source from whom the accused had arranged the contraband. (ANI)

Shah Reviews Implementation Of Bru Agreement With Tripura CM

Union Home Minister Amit Shah on Tuesday reviewed the implementation of the Bru agreement with Tripura Chief Minister Manik Saha in the national capital.

Union Home Secretary Ajay Bhalla along with senior officers of central and state government also took part in the meeting.
Significant achievement has been made in the resettlement of Bru people displaced from Mizoram in Tripura since the signing of the agreement in January 2020.

The Agreement provides a comprehensive package for each family being rehabilitated. The number of rehabilitated families in Tripura is 6,959 with total population of 37,136.

So far 3,696 families have been resettled and the rest are in the process of resettlement. Construction of houses have been completed for 2,407 families so far.

Various certificates like Permanent Resident of Tripura Certificate (PRTC), Schedule Tribe Certificates, Aadhaar card inclusion of names in the electoral rolls are being issued for the resettled Bru families.

During his visit to the national capital, Manik Saha also met Union Health Minister Mansukh Mandaviya.

Saha said in a tweet that a detailed discussion was held on a wide range of issues pertaining to the improvisation of existing and setting up of new health infrastructure in the state. (ANI)
