Cyclone Mandous In TN

Cyclone Mandous In TN: Roads Waterlogged, Trees Uprooted

Chennai and several other parts of Tamil Nadu witnessed heavy rainfall and strong winds amid cyclonic storm Mandous, which according to the India Meteorological Department (IMD) said had crossed the Mamallapuram coast and is weakening in strength after completing its landfall process late on Friday night.

Several areas in Chennai saw waterlogging and squally winds uprooting trees in Chennai and in the nearby Chengalpattu district. The rainfall triggered by the Cyclone has caused severe Waterlogging in low-lying areas. Roads in the MMDA Colony in Chennai’s Arumbakkam were seen waterlogged. A video showed a large tree uprooted in Egmore, causing several damages to a petrol bunk nearby.

Cyclonic Mandous had made landfall off Mamallapuram on Friday evening influencing moderate to heavy rainfall in coastal Tamil Nadu.

Mandous is all set to weaken to a deep depression and later a depression on Saturday.

S Balachandran, DDGM, RMC Chennai, said “Cyclone Mandous crossed the coast and is in deep depression and its strength is weakening. It is moving towards the Northwest direction so areas in northwest districts will witness strong winds of 55-65 kmph which will further decrease by evening to 30-40 kmph.”

Earlier today, the Greater Chennai Corporation (GCC) requested people to avoid going out until Cyclone Mandous weakens. It is said that almost 65 trees fell in three hours and motor pumps are being used to remove water stagnation in low-lying areas.

Notably, National Disaster Response Force personnel are on standby. The Tamil Nadu government put out a list of helpline numbers in case of any flood-related emergencies.

The Greater Chennai Traffic Police Saturday in a tweet announced that vehicular movement along the East Coast Road (ECR) resumed at 6 am. The stretch had been closed since 10 pm last night, due to the cyclone.

Meanwhile, Tamil Nadu Chief Minister MK Stalin on Friday said that all the precautionary measures have been taken. “The government has taken all the precautionary measures and the officers are regularly monitoring the situation,” said Stalin.

Stalin visited and inspected the state emergency operation centre, Chepauk amid the cyclone’s severity. He said that the monitoring of the cyclone has also been deployed district-wise.

“Whatever the situation may be Government will ensure the protection of the people. District wise the monitoring of the cyclone has also been deployed,” said Stalin.

Stalin urged the people to follow the orders of the government and corporate with the government. Meanwhile, Dindigul Collector has declared a holiday for schools and colleges in Sirumalai and Kodaikanal for Saturday.

Heavy rains with strong winds were experienced in Puducherry on Friday. Red alerts were sounded in Tamil Nadu, Puducherry, and Andhra Pradesh.

Doppler Weather Radar Karaikal and Chennai are monitoring the cyclone. (ANI)

Jallikattu Has No Cruelty On Bulls SC

‘Jallikattu’ Has No Cruelty On Bulls: TN Tells SC

The Tamil Nadu government on Tuesday told the Supreme Court that sporting events can also be cultural events and there is no cruelty on the bulls during Tamil Nadu’s traditional bull-taming sport — ‘Jallikattu’.

The apex court was hearing a batch of petitions challenging laws of the Tamil Nadu and Maharashtra governments, allowing ‘Jallikattu’ and bullock cart races.
“This is an incorrect notion that an activity, which is in nature of a sport or entertainment or amusement, cannot have a cultural value,” said the counsel appearing for the state.

A five-judge Constitution bench of Justices KM Joseph, Ajay Rastogi, Aniruddha Bose, Hrishikesh Roy, and CT Ravikumar was informed by senior advocate Rakesh Dwivedi, appearing for Tamil Nadu, that countries like Peru, Columbia, and Spain consider bullfighting a part of their cultural heritage.

Dwivedi said bulls involved in ‘Jallikattu’ are maintained by farmers round the year.

On the previous hearing, the apex court had told the Tamil Nadu government whether an animal can be used in bull-taming sports like “Jallikattu” for the entertainment of humans and how is the sport necessary for preserving the native breed of bulls.

Supreme Court on November 24 started hearing the pleas challenging Tamil Nadu and Maharashtra governments’ laws.

Tamil Nadu government in its affidavit had stated that Jallikattu is “not merely an act of entertainment or amusement but an event with great historic, cultural and religious value.”

Jallikattu is conducted during the Pongal festival as thanksgiving for a good harvest and subsequent festivals are conducted in temples which shows that the event has great cultural and spiritual significance, it had added.

In February 2018, the Supreme Court referred to the Constitution bench whether the people of Tamil Nadu and Maharashtra can conserve Jallikattu and bullock-cart races as their cultural right and demand their protection under Article 29 (1) of the Constitution.

The top court had earlier said that the petitions challenging the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Act, 2017, needed to be decided by a larger bench since they involved substantial questions relating to the interpretation of the Constitution.

It had said that a larger bench would decide whether states have the “legislative competence” to make such laws on grounds, including that Jallikattu and bullock cart racing fell under the cultural rights enshrined under Article 29 (1) and can be protected constitutionally.

Tamil Nadu and Maharashtra had amended the central law, the Prevention of Cruelty to Animals Act, 1960, and allowed Jallikattu and bullock cart racing, respectively.

The petitions were filed in the top court challenging the state laws.

A batch of petitions, led by People for Ethical Treatment of Animals (PETA), sought direction to quash the Jallikattu law passed by the Tamil Nadu Legislative Assembly, which brought bulls back into the fold of “performing animals”.

PETA had challenged the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Bill 2017 passed by the state assembly on several grounds, including that it circumvented the apex court verdict holding the bull-taming sport as “illegal” in the state.

The top court had dismissed the Tamil Nadu government’s plea seeking a review of the 2014 judgement banning the use of bulls for Jallikattu events in the state and bullock cart races across the country. (ANI)

Cadres Have Total Belief In Me That I Will Unite AIADMK: Sasikala

VK Sasikala paid floral tribute to former Tamil Nadu Chief Minister J Jayalalithaa on her death anniversary today, at Jaya Memorial in Chennai.

Speaking to reporters, Sasikala said, “38 years ago we united AIADMK. AIADMK cadres are wishing for a united AIADMK only. For sure that will happen very soon.”
“AIADMK only will lead the alliance in the upcoming general election. You will see soon who will lead the AIADMK on that. Cadres have total belief in me that I will unite the AIADMK,” Sasikala added.

Earlier in the day, former Tamil Nadu Deputy chief ministerac hinted at the reunion with All India Anna Dravida Munnetra Kazhagam (AIADMK) when he said that the party could grow only if “we reunite”.

After paying floral tribute to former chief minister J Jayalalithaa at Jaya Memorial in Chennai, ousted AIADMK leader O Panneerselvam said, “Only if we reunite can we grow the party together.”

The six times chief minister of Tamil Nadu Jayalalithaa died on December 5, 2016, after undergoing treatment at a hospital in Chennai.

On October 19, Sasikala had said that she is ready to face all enquiries against her over the death of Jayalalithaa.

Reacting to the allegations of the Arumughaswamy committee after the panel called for an investigation against Sasikala, among three others, the expelled AIADMK leader said “I deny all the allegations levelled against me in the report”.

Arumughaswamy Commission constituted to probe the death of former Tamil Nadu Chief Minister and AIADMK leader J Jayalalithaa has called for an investigation against Sasikala, among three others.

In a statement, Sasikala said, “I am not taking this blame as a big thing. This is not new to me. There are a lot of ways to make me politically weak. But it pains me as they made our Amma (Jayalalitha) death a controversial one. Jayalalitha and I were not siblings but sisters. It was an example of good friendship. We lived our lives like that only.”

“Now they have made Arumughaswamy Commission report as politics. No matter how many times they probe me but the truth will not change. There is no suspicion of our Amma (Jayalalitha) death. I never interfered in the medical treatment of Jayalalitha. I have not studied medicine. Apollo hospital is not a hospital where they need my opinion to treat Jayalalitha. I deny all the allegations against me from the report. Regarding this, I am ready to face all inquiries on this.” (ANI)

Supreme Court on living will

Centre Step-Motherly Towards Tamil Refugees; CAA Arbitrary: DMK To SC

The Dravida Munnetra Kazhagam (DMK) has told the Supreme Court that the Citizenship (Amendment) Act of 2019 is “arbitrary” as it only considers religious minorities from three countries while keeping Sri Lankan Tamils staying in India as refugees.

The Central government has “categorically remained silent to the plight of the Tamil refugees. Step-motherly behaviour of Respondent No.1 (Centre) towards the Tamil refugees has left them living in constant fear of deportation and an uncertain future,” stated the affidavit filed by DMK.
The DMK said that CAA is “arbitrary” as it relates to only three countries — Pakistan, Afghanistan and Bangladesh and confines to only six religions — Hindu, Sikh, Buddhist, Jain, Parsi and Christian Communities and expressly excludes Muslim religion.

Filing an affidavit before the Supreme Court in its plea challenging the CAA, DMK said that even while considering religious minorities, the Centre keeps such Tamils of Indian origin who are presently staying in India as refugees after fleeing from Sri Lanka due to persecution.

The Act is “against Tamil race” and keeps out the similarly placed Tamils who are residing in Tamil Nadu from the purview of the Act, it said.

“The impugned Act ignores the reality that for several decades Tamil refugees who have settled in Tamil Nadu are deprived of fundamental rights and other rights due to non-citizenship and due to non-naturalisation and the impugned Act does not provide for any reasons to exclude them,” stated the affidavit filed by organising secretary RS Bharati, the governing party of Tamil Nadu.

“Being stateless, they have been denied employment in the government services or in organised private sectors, the right to hold property, right to vote, enjoyment of government benefits received by the citizens and others despite there being an agreement for the same,” it added.

Due to such an ambiguity, they are forced to stay in camps where they are often exploited having no prospects of security in future, said the DMK in its affidavit.

“The lack of jobs, access to basic rights and amenities has left these refugees handicapped and distraught. These refugees who arrived at the country of their origin i.e. India with the hope that the Indo-Sri Lankan agreements will protect them from the ensuing persecution so that they could have brighter futures, discrimination-free environments, and better standards of life are now in a far worse state than before. The requests for citizenship by these Tamil refugees who have spent years in refugee camps have fallen on deaf ears of the Centre,” it added.

It said that the reasons for their fleeing from Sri Lanka have not changed as many displaced persons escaped their country due to the large-scale violence and unsafe circumstances and came to India hoping for a better future.

The party has also said that the Act introduces a completely new basis for the grant/non-grant of citizenship on the grounds of religion, which “destroys the basic fabric of secularism”.

The Act deliberately keeps away Muslims who had suffered persecution in the six countries and therefore it is highly discriminatory and manifestly arbitrary, said DMK.

At least 220 petitions against the CAA were filed before the top court.

The CAA was passed by Parliament on December 11, 2019, and it was met with protests all across the country. It came into effect on 10 January 2020.

A Kerala-based political party Indian Union Muslim League (IUML), DMK, Trinamool Congress MP Mahua Moitra, Congress leader and former Union minister Jairam Ramesh, All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader Asaduddin Owaisi, Congress leader Debabrata Saikia, NGOs Rihai Manch and Citizens Against Hate, Assam Advocates Association, and law students, among others, had filed pleas before the top court challenging the Act.

In 2020 Kerala government had also filed a suit in the apex court becoming the first state to challenge the CAA.

The law fast-tracks the process of granting citizenship to Hindus, Sikhs, Buddhists, Jains, Parsis and Christians who fled religious persecution in Afghanistan, Bangladesh and Pakistan and took refuge in India on or before December 31, 2014.

The top court had earlier issued notice to the Centre and refused to pass an interim order staying the law without hearing the Centre.

The Centre had filed its affidavit before the apex court saying that the CAA Act is a “benign piece of legislation” which does not affect the “legal, democratic or secular rights” of any of the Indian Citizens.

The CAA does not violate any fundamental right, the Centre had said while terming the legislation legal and asserted that there was no question of it violating constitutional morality.

The petitions contended that the Act, which liberalises and fast-tracks the grant of citizenship to non-Muslim migrants from Pakistan, Bangladesh, and Afghanistan, promotes religion-based discrimination.

The amendments have also been challenged on several other grounds, including violation of secularism, Articles 21 (right to life), 15 (prohibition of discrimination on grounds of religion, race, caste, sex or place of birth) and 19 (right to freedom), as well as provisions on citizenship and constitutional morality.

The 2019 Act amended the Citizenship Act, 1955, which makes illegal migrants eligible for citizenship if they (a) belong to the Hindu, Sikh, Buddhist, Jain, Parsi or Christian communities, and (b) are from Afghanistan, Bangladesh or Pakistan. It only applies to migrants who entered India on or before December 31, 2014. As per the amendment, certain areas in the Northeast are exempted from the provision. (ANI)

Nalini Met Priyanka In Jail

Priyanka Met Me In Jail; Questioned About Her Father’s Killing: Nalini

Nalini Sriharan, one of the six convicts in the Rajiv Gandhi assassination case on Sunday said that Congress leader Priyanka Gandhi Vadra met her in the jail and questioned her about the killing of her father Rajiv Gandhi.

She further said that Priyanka Gandhi turned emotional and cried when she met her in jail.
“Priyanka Gandhi met me in jail and she asked me about her father’s killing. She got emotional for her father. She cried too,” said Sriharan, while addressing a press conference.

Sriharan, who is the longest-serving woman prisoner serving a life sentence in the country, was released from the Vellore jail on Saturday following an order from the Supreme Court on Friday, freeing all six convicts, including RP Ravichandran, in the case.

Sriharan further urged the Tamil Nadu government to take the necessary actions to release her husband as soon as possible from the Trichy Special camp.

“On Monday I am going to meet my husband at Trichy Special camp. We got married and we have a child who lives aboard. My daughter is so excited to meet her father. I really want to go and see a few places in Tamil Nadu mainly the late Kamala Sir Memorial. I can’t meet my husband yet so am not happy at present. I request the Tamil Nadu government to take the necessary actions to release him as soon as possible from the Camp,” she said.

She further said that she wants to meet all the people who helped her to come out of this case.

“I want to see Tamil Nadu Chief Minister MK Stalin. I want to meet CM Stalin soon and really want to thank him. I am very thankful to the Gandhi Family. I am ready to meet them if I get a chance to meet them,” Sriharan said.

Recounting her days in jail she said that the convicts were treated in jail like death convicts and even though she was two months pregnant she was locked inside the prison

“We have been treated in jail like death convicts. Even when I was two months pregnant, they locked me inside the prison,” Sriharan said.

Talking about her future plans, she said, “Family will be my priority and I am not going to do anything professional. My whole life is totally destroyed already so I am going to take care of the family,” she added.

Supreme court Advocate Ananda Selvan said, “She was living in prison for more than 30 years so we wanted to help her. We had worked for 20 years to help her. Due to good conduct, Tamil Nadu Government agreed to give premature release to her.”

Apart from Nalini, the other convicts in the case are Ravichandran, Robert Payas, Jayakumar, S Raja, and Sriharan.

Ravichandran, one of the six convicts in the assassination of former PM Rajiv Gandhi, was released from Madurai Central Prison.

The Tamil Nadu government had earlier recommended the premature release of convicts saying that its 2018 aid and advice for the remission of their life sentence is binding upon the Governor.

Nalini Sriharan and five others were serving life sentence terms in the assassination of former Prime Minister Rajiv Gandhi. They were set free by the SC on the grounds of having good conduct in jail.

Rajiv Gandhi was assassinated on May 21, 1991, at Sriperumbudur Tamil Nadu by a woman suicide bomber of the Liberation Tigers of Tamil Eelam (LTTE) group during a public rally.

The seven convicts were sentenced to death for their role in the killing. They included Nalini Sriharan, RP Ravichandran, Jayakumar, Santhan, Murugan, Robert Payas, and AG Perarivalan.

In the year 2000, Nalini Sriharan’s sentence was reduced to a life term. Later in the year 2014, the sentence of the other six convicts was also reduced, and during the same year, the then Chief Minister of Tamil Nadu J Jayalalitha recommended the release of all the seven convicts in the case. CM Stalin Silence over coimbatore blast

BJP Questions CM Stalin’s Silence Over Coimbatore Blast

Tamil Nadu Bharatiya Janata Party president K Annamalai on Thursday asked a couple of questions to Chief Minister MK Stalin in connection with the Coimbatore “suicide bombing” incident, and asked if he will remain in “silent mode”.

The incident took place on October 23 when an LPG cylinder inside a Maruti 800, Jameesha Mubin, the person who was charred to death, exploded near a temple around 4 am. Six persons have been arrested so far in connection with the case.

Questioning Stalin over the incident, Annamalai asked why was the state government “caught napping” when there was a “specific threat alert” flagged by the central agencies five days ahead of the blast.

“Two questions for @CMOTamilnadu 1. There was a specific threat alert given by central intelligence agencies to TN Govt on Oct 18th, 2022. This is five days before the ‘suicide bombing’ incident. Why was the state govt caught napping?” the BJP state chief tweeted.

The BJP leader further asked the reason behind stopping the monitoring of the activities of Mubin who he called a “suicide bomber”, as against the instructions to monitor his activities (after NIA’s Enquiry in 2019).

“When the TN state intelligence and Coimbatore police were asked to monitor the activities of the ‘suicide bomber’ & now deceased Mubin (after NIA’s Enquiry in 2019) and the local police were doing initially but stopped after a while. Why was it stopped after DMK came to power?” he tweeted.

He asked if it was done “because of political pressure”.

“Is it because of political pressure not to monitor ‘certain’ individuals? Will our CM care to answer, or as usual, will he be in ‘silent mode?” Annamalai tweeted.

Meanwhile, CM Stalin recommended an NIA probe into the incident following which the Centre ordered the NIA investigation. The agency registered an FIR into the case today.

Earlier today, Telangana Director general of police Sylendra Babu said that NIA will take over the case.

“As soon as it happened, officers rushed to the place & doused the fire. We identified the deceased and within a few days, we were able to unearth the truth. 6 people have been arrested & taken into custody. CM has recommended the case to NIA,” he said.

“Based on the orders of MHA, officers of NIA will work out the moralities. NIA has already registered a case and will take over. This has been discussed with the Commissioner as well,” the DGP added.

However, the officer refused to comment on the allegations levelled by Annamalai.

Tamil Nadu Police so far has arrested six people in connection with the case, and have invoked the Unlawful Activities (Prevention) Act (UAPA).

As per police Mubin, 25, who was an engineering graduate, has been previously questioned by the NIA in 2019 for alleged terror links. His name is mentioned as the primary accused in the case.

Five people arrested on Monday night were Mohammad Thalka, 25, Mohammad Asarudheen, 25, Muhammad Riyaz, 27, Feroz Ismail, 27, and Mohammad Navaz Ismail, 27. However, the sixth person, identified as Afsar Khan, a relative of the deceased, was arrested earlier on Thursday. Khan is the cousin of the deceased. He was picked two days before by the special investigation team. On Wednesday noon, Police officials also conducted searches on Khan’s residence and took his laptop.

Since the explosion occurred in Ukkadam, a communally sensitive area, the state’s top police officers, including Director General of Police (DGP) Sylendra Babu and Additional DGP (law and order) Thamarai Kannan, rushed to the spot.

The DGP on Sunday said the police found materials used to make explosives in Mubin’s house in Ukkadam. They seized 75 kgs of potassium nitrate, charcoal, aluminium powder and sulphur which can be used to make explosives. (ANI)
