The Rouse Avenue Court of Delhi on Wednesday granted bail to former Railway Minister Lalu Prasad Yadav, Bihar’s Deputy Chief Minister Tejashwi Yadav, Rabri Devi and others in relation to a fresh chargesheet in connection with the alleged land-for-jobs scam case.

The Special Judge Geetanjali Goel while granted bail noted that no accused was arrested in the matter by the CBI, and even the CBI not opposed their bail petition.

Meanwhile, the Court also directed the CBI to serve the fresh chargesheet copy to all accused in the case.

Earlier, the Court had taken cognizance of a chargesheet filed by the Central Bureau of Investigation (CBI) and issued summons against all accused.

According to the CBI, this is the second chargesheet in the Designated Court against 17 accused including the then Union Minister of Railways, his wife, son, then GM of West Central Railways(WCR), then two CPOs of WCR, private persons, private company etc. in a case related to Land for Job Scam. 

Recently, the CBI has filed a chargesheet in Land for Job alleged scam case against former Union Railway Minister Lalu Prasad Yadav including Bihar’s Deputy Chief Minister Tejashwi Yadav and others.

CBI registered a case on May 18, 2022, against the then Union Minister of Railways and others including his wife, two daughters and unknown public servants and private persons.

It was alleged that the then Union Minister of Railways during the period 2004-2009 had obtained pecuniary advantages in the form of transfer of landed property in the name of his family members etc. in lieu of appointment of Substitutes in Group “D” Post in different Zones of Railways. It was further alleged that in lieu of the substitutes, who were residents of Patna themselves or through their family members sold & gifted their land situated at Patna in favour of the family members of said Minister and a private company controlled by his family members, which was also involved in transfer of such immovable properties in the name of said family members.

It was also alleged that no advertisement or any public notice was issued for such appointments of substitutes in Zonal Railways, yet the appointees who were residents of Patna were appointed as Substitutes in different Zonal Railways located at Mumbai, Jabalpur, Kolkata, Jaipur and Hazipur.

Searches were earlier conducted at multiple places including in Delhi and Bihar etc, said CBI.

During the investigation, it was found that the then Union Minister of Railways with intent to acquire the land parcels situated at the places where his family already owned land parcels or the places that were already connected to him allegedly entered into conspiracy with associates & family members and allegedly derived a design to grab the land of various land owners by offering/providing group D employment in Railways, CBI said.

The accused had allegedly collected applications and documents of such candidates through associates and then sent those to West Central Railway for processing and providing jobs in Railways and the General Managers of West Central Railways under the influence /control of the accused accorded approval for the engagement of candidates.

For providing jobs in Railways, they allegedly devised an indirect way wherein the candidates were engaged firstly as Substitutes and subsequently, were regularized.

A hard disk containing lists of candidates (who were engaged) was also recovered during searches. It was further alleged that a land parcel was purchased in the name of a private company at Rs.10.83 Lakh in 2007 and subsequently, the said land along with some other land parcels purchased by the said company, were brought into the ownership/control of his wife & son of then Union Minister of Railways by way of transfer of shares at Rs 1 lakh only.

At the time of transfer, the company allegedly owned land parcels purchased at a total cost of Rs1.77 crore(approx) and it was transferred for a mere Rs.1 Lakh(approx) only, however, the market value of the lands was much more.

Earlier, a chargesheet was filed on October 7, 2022, against 16 accused and the investigation is underway, CBI informed the Court. (ANI)

CBI Files Chargesheet Against Tejashwi

The Central Bureau of Investigation (CBI) on Monday filed a chargesheet in an alleged land-for-job scam case in Rouse Avenue Court of Delhi.

The chargesheet named Bihar’s Deputy Chief Minister Tejashwi Yadav and several others including firms as accused.
The Chargesheet has been filed before Special Judge Geetanjali Goel.

It is filed against former Union Minister of Railways Lalu Prasad Yadav, former Chief Minister of Bihar Rabri Devi, and Deputy Chief Minister of Bihar Tejashwi Prasad Yadav and several others in the case related to land-for-job scam, said CBI counsel in Court.

CBI through its Special Public Prosecutor Advocate DP Singh informed the Court that a fresh chargesheet is filed in the case, despite a chargesheet already being filed because the alleged act is committed with a different modus operandi.

The court was also informed that sanctions are awaited against Lalu and three others.

According to the Central Bureau of Investigation, irregular appointments of candidates were made in Central Railway, violating the laid down norms and procedures of Indian Railways for recruitment.

On March 15, the Court granted regular bail to ex-Railway Minister Lalu Prasad Yadav, ex-Bihar CM Rabri Devi, their daughter-RJD MP Misa Bharti and other accused in an alleged land for job scam case.

Recently, the Rouse Avenue Court on Thursday granted more time to the CBI to file a supplementary charge sheet in the land-for-job scam. Lalu Prasad Yadav’s daughter Misa Bharti attended the hearing.

The Court while granted time, expressed displeasure with CBI and said you are continuously delaying this matter, it is not right. The next date of hearing in the matter is July 12.

The CBI in its chargesheet filed earlier in connection with the alleged land-for-job scam stated that irregular appointments of candidates were made in Central Railway, violating the laid down norms and procedures of Indian Railways for recruitment.

As a quid-pro-quo, the candidates directly or through their immediate relatives/family members, sold land to the family members of Lalu Prasad Yadav (then Union Railway Minister) at highly discounted rates up to 1/4th to 1/5th of the prevailing market rates, stated CBI.

CBI further stated that investigation has revealed that Lalu Prasad Yadav during the period 2007-08. When he was Minister of Railways, Govt. of India with the intent to acquire the land parcels situated in Vill- Mahuabagh, Patna and Vill-Kunjwa, Patna which were situated adjacent to the land parcels already owned by his family members; entered into a criminal conspiracy with his wife Rabri Devi, daughter Misha Bharati, Officers of Central Railways namely Sowmya Raghvan the then General Manager, Kamal Deep Mainrai, the then Chief Personnel Officer, and residents of Vill-Mahjabagh, Patna and Vill-Bindaul, Bihta, Patna and Patna City namely Raj Kumar Singh, Mithlesh Kumar, Ajay Kumar, Sanjay Kumar, Dharmendra Kumar, Vikas Kumar, Abhishek Kumar, Ravindra Ray, Kiran Devi, Akhileshwar Singh, Ramashish Singh.

According to the CBI, all the candidates after their engagement as substitutes were subsequently regularized.

In lieu of getting them appointed in Railways, Lalu Prasad Yadav got the lands transferred owned by candidates and their family members in the names of his wife Rabri Devi and Misha Bharti for sale consideration which was much lesser than the prevailing circle rates as well as the prevailing market rates. No Hurry To Be CM, Goal Is To Finish BJP By 2024: Tejashwi

Stating that he was in “no hurry to become the chief minister,” Bihar Deputy Chief Minister Tejashwi Yadav on Wednesday said their “ultimate goal is to eliminate the BJP by 2024.”

He also claimed that the Mahagathbandhan government is running smoothly under the leadership of Chief Minister Nitish Kumar.

“I am not in a hurry to become CM, currently, Nitish Kumar is the Bihar CM and he is leading the Mahagadhbandan. Our ultimate goal is to eliminate BJP by 2024,” said Yadav.

When asked about former Bihar Chief Minister Jitan Ram Manjhi considering his son for the Chief Minister’s post, Yadav said “There is nothing wrong with it as every father wants his son to be successful. Don’t you want your son to be more successful than you?”

Earlier, Tejashwi Yadav had also dismissed reports about Nitish Kumar’s desire to become Prime Minister and said that the veteran leader is focused on getting the opposition together for the upcoming Lok Sabha election.

“He (CM Nitish Kumar) is the CM and we are working under his guidance. The only agenda he has right now is bringing all opposition together. He has no desire to become the Prime Minister,” said Deputy CM Tejashwi Yadav. (ANI)
