SC To Hear Plea Challenging Delhi Govt’s Firecracker Ban On Oct 10

The Supreme Court on Friday agreed to hear the plea of Bharatiya Janata Party MP Manoj Tiwari challenging the Delhi government’s decision against the production, storage, sale, and use of all types of firecrackers to curb the rising pollution levels in the national capital.

A bench headed by Chief Justice of India UU Lalit said, “it will hear on October 10” after advocate Shashank Shekhar Jha mentioned Tiwari’s plea for an urgent hearing.
“List on October 10, it’s before Diwali,” said CJI Lalit.

Tiwari sought directions to the Aam Aadmi Party government to issue fresh guidelines with regard to the sale, purchase and bursting of permissible firecrackers during the upcoming festive season.

The BJP MP also sought directions to all States not to take any coercive action like lodging FIR against common people found selling or using permissible firecrackers.

“In the name of Right to Life, Freedom of Religion cannot be taken away and that a balance has to be struck like that has been done through the decision of this Court dated October 29, 2021,” submitted the plea filed through advocate Ashwani Kumar Dubey and Shashank Shekhar Jha.

In 2021, the Supreme Court clarified that there is no blanket ban on the use of firecrackers and only those fireworks which contain barium salts are prohibited.

The top court had banned the usage of firecrackers which are found to be injurious to health while making it clear that there was no blanket ban on crackers and that people can include permissible firecrackers to celebrate their festival, the plea said.

The petition has stated that several state governments and high courts had in 2021 passed orders contrary to the stand taken by the Supreme Court and imposed a blanket ban on firecrackers.

Despite clear orders of the apex court, certain states and union territories did not take the necessary steps to ensure proper arrangements for the celebration of Deepawali and instead registered FIRs and imposed a curfew, the petition added.

The Delhi government registered 210 FIRs against common citizens and the police arrested 143 people for bursting crackers, whereas it lodged 125 FIRs and arrested 138 people for selling them (crackers) between September 28, 2021, and November 4, 2021, the petition stated.

Making Light of Moonlighting

Unable to put up with angst that management interferences in editorial issues caused, the legendary Indian editor Samar Sen left the cushy job with a leading publishing house in the mid-1960s to start a highly Left oriented but classy at the same time weekly magazine Now that became an immediate hit here and abroad. How could that be so since all that Sen could count on was the part-time editorial support in the office from Utpal Dutta, who subsequently became a big theatre and cinema personality? The magic was large scale moonlighting that several assistant editors at the then highly acclaimed The Statesman and also a few in the Times of India did for Now and subsequently for Frontier.

Philosopher economist Dr Ashok Mitra who then was working with the government first in the capacity of chairman of Agricultural Prices Commission and then as economic adviser to the prime minister, would write the famous Calcutta Notebook and also editorials for the two magazines without government approval. Why did they do that for gratis? For, the newspapers that the contributing journalists worked to earn a living did not provide the platform to write freely. Dr Mitra used the publication to tell the readers about the unacceptable kind of existing inequity and what was the way out, besides occasionally writing in his inimitable style about literature, music et al.

To return to The Statesman of the past. There then came a moronic CEO who nursed the ambition of seizing the editor’s chair and would spy on the journalists he suspected of moonlighting and then harass them to end.

That advertising people and journalists have always indulged in moonlighting in their spare time to earn some extra money has never been a secret. (Take the case of Nityapriya Ghosh, famous essayist and expert on Rabindranath Tagore, who through his entire career first as an adman and then as a corporate communicator practised moonlighting on an unbelievable scale writing for the country’s leading English and Bengali dailies. No doubt, the government and also company managements in the past didn’t find anything wrong in the practice if some restraints are exercised by practitioners. But times have changed.)

The house in perpetuity will remain divided about the ethicality of using the free time to do some work by people holding regular jobs. Moonlighting is practised globally with employers taking stands moving from wholesale acceptance to rigid disapproval. Oxford English Dictionary defines it as “do a second job, especially secretly and at night, in addition to one’s regular employment.” Whatever it is, moonlighting always has a veil of secrecy about it and carries a certain of risk of being found out and then paying a price for that.

An official of a leading Delhi based chamber of commerce says on condition of anonymity “employers may be suspecting that many in their payrolls are accepting gig assignments from third parties for execution during off hours, but rarely they got caught in the process. How much control should an employer have over his/her employees? No question about employees falling in line with office rules and doing an honest day’s job. What also goes without saying that in their free time, they must not accept any assignment from competition or share any information about the company with outsiders that may compromise its interest.” But such restrictions that come with full time jobs are more honoured in their breach than in observance, thanks to the growing ranks of gig workers.

Boutique ad agencies, which by definition are all small outfits in some cases without regular offices are generally run by senior executives who quit jobs in big agencies to strike out on their own in the belief of making a success of their ventures. Their business is pivoted on moonlighting. They outsource most work from preparing presentation material to copy writing to art work to outsiders working for big agencies and rewarding them handsomely. The ones doing such work do so with clear conscience that the work-order their own agency has already lost to the concerned boutique agency. Whatever that is, gig workers will get paid for their efforts but they can’t claim credit for the work done. In India, gigging is practised on a large scale by school and college teachers who would not spare a thought in charging usurious rates for giving private lessons to students and at the same time do regular classes more as a routine. In this profession all that is done openly. The nobleness in teaching has been sacrificed at the altar of commerce.

Bangalore-based Alok Seghal who retired as vice president of a leading ad agency a couple of years ago and continues to do copywriting as a freelancer for old associates and friends says: “I shall neither confirm nor deny if I ever indulged in moonlighting while I was in regular service. At the same time, I shall confirm that ad executives doing outside work for a consideration is rampant in the industry. Ad agencies will also not stop from utilising the services of pliant business journalists on the sly.”

Here in the last case ethical issues are involved. Besides advertising, in consultancy services, especially finance and engineering, moonlighting is quite common and also largely tolerated by principal employers. Doing work for others using time over which employers should ideally have no control while holding a permanent job somewhere else has always been in vogue but is largely overlooked for comfort of the two parties. Actions are taken when limits are crossed like doing it stealthily sitting in office desk or when office information is compromised. But why suddenly a subject of which people are ever aware but thought it wise to look the other way is generating so much heat and media attention?

All this is happening because some leading IT (information technology) companies, including Infosys, Tata Consultancy Services and IBM have raised their shrill voices against accepting outside assignments by staff members, though to be executed using their free time. No doubt, work from home (WFH), which virtually became the norm for IT companies and other industries during the two and a half years of Covid-19 movement restrictions has spawned a big gig economy with more and more white collar workers participating in moonlighting with abandon much to the discomfiture of regular employers. Even as Covid scare faded and most companies wanted their employees to return to the regular desk, many refused to give up WFH not willing to disengage from side hustles. A representative survey of people working in IT&ITES done by Kotak Institutional Equities found 42 per cent of respondents saying that they would either change jobs or quit if they are denied WFH facility. Not surprising since a whopping 65 per cent survey participants confirmed of their awareness of moonlighting in the industry. Sadly norms of decent behaviour are crossed in many cased as revealed in the survey such as using the office email for doing gig work or holding several active provident fund accounts amounting to doing more than one job at the same time.

When margins for the IT industry has come under pressure due to the Western economies experiencing recession, low rates of growth and inflation all at the same time and its constituents have to live with high rates of attrition, it is no wonder some employers will react very strongly against “two-timing and double lives.” Wipro chairman Rishad Premji says: “There is a lot of clatter about people moonlighting in the tech industry. This is cheating – plain and simple.” He finds full support from IBM India MD Sandip Patel who says: “I am with Rishad on moonlighting. Notwithstanding what people can do with the rest of their time, it’s not ethical to do that.” In the meantime, Infosys told its employees in an email “dual employment is not permitted as per the employee handbook and the code of conduct. As clearly stated in your offer letter, you agree not to take employment, whether full-time or part time… without the consent of Infosys.” But to the relief of gig workers the industry remains sharply divided on moonlighting.

For example, Tech Mahindra MD & CEO CP Gurnani has made the startling observation that his company is in the process of formulating a policy which will let employees to pursue more than one job at a time. He recently said at a conference: “Most of us (IT companies) have efficiency and productivity targets that are measurable. If someone meets the productivity and efficiency norms, and wants to make an extra buck, as long as he is not committing a fraud and not doing something that is against the values and ethics that the company upholds, then I don’t have a problem.” Many of the new technology driven companies are not disposed to punishing the employees found to have accepted second assignments. In fact, cofounder of CashKaro and EarnKaro Swati Bhargava told the Economic Times: “Moonlighting can be a great way to improve skills one doesn’t get the time to practise during their full-time job.” Bhargava will look the other way when employees at her companies accept gig assignments if these don’t compromise their “commitment” to principal work. The debate is on. The last word on moonlighting remains to be said.

PFI’s Kerala Bandh Tuns Violent: Protestors Pelt Stones; 2 Policemen Injured

A day after Popular Front of India leaders were arrested in a massive country-wide raid, the outfit’s dawn-to-dusk hartal began on Friday, and incidents of stone pelting and attacks on vehicles, including KSRTC buses, by protesters were reported from various places in the state.

The shutdown in Kerala has been called by the PFI to protest the arrest of its members in nationwide raids by the National Investigation Agency yesterday.
The hartal (strike) started at 6 am and will continue for 12 hours till 6 pm.

In various other parts of the state, the roads were seen deserted this morning with few of people on the roads.

According to the police, stone-pelting incidents were reported at various places in the state.

Two police officers were attacked earlier today by the hartal supporters at Pallimukku in the Kollam district.

Visuals showed hartal supporters pelting stones at the Kerala State Transport Corporation (KSRTC) bus at Panamaram village in Wayanad district. The bus was going to Kozhikode.

KSRTC buses were also attacked in Kozhikode, Kochi, Alappuzha, and Kollam.

In the state capital of Thiruvananthapuram, an autorickshaw and a car were seen in a damaged state after being attacked in Poonthura.

Releasing a statement, the PFI state committee said that it considered the NIA’s arrest of PFI national and state leaders “unjust” and “part of atrocities by the state”.

“A hartal will be held in the state on September 23, Friday) against the RSS-controlled fascist government’s move to use central agencies to silence dissenting voices,” it said.

The PFI also called upon the “democratic believers” to make success the strike against the “fascist regime that crush the civil rights”.

According to the police, stone-pelting incidents are being reported at various places in the state.

Two miscreants on a bike at Pallimukku in the Kollam district abused police officials and hit them after they attempted to stop them, police said.

The injured police officials were identified as Antony and Nikhil have been admitted to the hospital. The police said the bike number of the assailants have been noted and they will be soon be taken into custody.

In Kottayam roads were seen deserted.

Earlier on Thursday, the PFI, while condemning the raids by the NIA and the Enforcement Directorate (ED) against its leaders, stated that it will “never surrender” and alleged that the agency’s claims are aimed at “creating an atmosphere of terror”.

A total of 106 Popular Front of India (PFI) cadres were arrested yesterday in a joint operation conducted by the National Investigation Agency, Enforcement Directorate and state police forces across 15 states in the country’s multiple locations, according to the sources.

The states where the raids were conducted included Andhra Pradesh (4 places), Telangana (1), Delhi (19), Kerala (11), Karnataka (8), Tamil Nadu (3), Uttar Pradesh (1), Rajasthan (2), Hyderabad (5), Assam, Madhya Pradesh, Maharashtra, Goa, West Bengal, Bihar and Manipur.

The searches were conducted in connection with five cases registered by the NIA following “continued inputs and evidence” that the PFI leaders and cadres were involved in the funding of terrorism and terrorist activities, organising training camps for providing armed training and radicalising people to join banned organisations.

A large number of criminal cases have been registered in different states over the last few years against the PFI and its leaders and members for their involvement in many violent acts.

Earlier on Thursday, the PFI and SDPI workers staged a protest in Karnataka’s Mangaluru against the raids, following which they were detained by the state police.

Rupee Breaches 81 Mark For A New Lifetime Low

Rupee tasted yet another lifetime low on Friday morning after the US dollar index strengthened to a two-decade high this week, on hopes that demand for safe-haven currency such as the dollar would pick up.

This morning, the Rupee opened 25 paise lower from the previous session to touch a record low of 81.09 versus the US dollar, against Thursday’s close of 80.86. Yesterday’s depreciation was the biggest single-day fall for the rupee since February 24.
The US Federal Reserve had raised the repo rate by 75 basis points — which is the third consecutive hike of the same magnitude, in line with expectations, which essentially means that investors will move towards the US markets for better and stable returns amid the monetary policy tightening.

The Fed also hinted that more rate hikes were coming and that these rates would stay elevated until 2024.

The US central bank seeks to achieve maximum employment and inflation at the rate of 2 per cent over the long run and it anticipates that the ongoing hikes in the target range will be appropriate. Raising interest rates is a monetary policy instrument that typically helps suppress demand in the economy, thereby helping the inflation rate decline.

Consumer inflation in the US though declined marginally in August to 8.3 per cent from 8.5 per cent in July but is way above the 2 per cent goal.

Swastika Investmart, Research Head, Santosh Meena said it was apparent from the recent action and commentary of the US Federal Reserve that it was still far away from the end of the rate hike cycle, adding he reckons that the rupee is expected to remain under pressure despite the improvement in domestic economic prospects.

Meanwhile, India’s forex reserves are at a two-year low. The reserves have dropped by almost USD 80 billion since the escalation of the Russia-Ukraine tensions into war earlier this year

India’s forex reserves have been consistently depleting for the past few months, on account of RBI’s likely intervention in the market to defend the depreciating rupee.

Typically, the RBI intervenes in the market through liquidity management, including through the selling of dollars, with a view to preventing a steep depreciation in the rupee.

A depreciation in the rupee typically makes imported items costlier.

“The Dollar Index may continue with its positive bias as the US Fed decided to raise interest rate by 75 bps, for a third consecutive month and signalled that it would continue to lift rates this year at a most rapid pace to combat inflation, which is running hot,” said ICICI Securities. (ANI)

No Gandhi To Contest Cong Prez Elections, Reiterates Gehlot

Rajasthan Chief Minister Ashok Gehlot on Friday confirmed his candidature for the upcoming Congress president election and said that Rahul Gandhi has made it clear that “no member of the Gandhi family” would become the next party chief.

Speaking to the media, Gehlot, who is in Kerala to take part in the Bharat Jodo Yatra, said, “I said earlier that I will request him (Rahul Gandhi) to accept this post when all the Congress Committees are passing resolutions in this regard. He made it clear that no one from the Gandhi family will become the next chief. He said he has decided this due to some reasons, a non-Gandhi family member will become the party chief”.
When asked if it is because of the BJP’s allegations of nepotism, he said, “Rahul Gandhi said it in 2019 that he would work more without any post. He had said this in the working committee. He said that he still stands on his statement that he would work for the party without a post, as the party says.”

Congress’ presidential post-election will be held on October 17 and the election results would be declared on October 19.

“It’s decided that I’ll contest (for the post of Congress president). I’ll fix the date soon (to file his nomination). It’s a need for the Opposition to be strong, looking at the current position of the country,” he said while adding that Congress General Secretary Ajay Maken and party interim President Sonia Gandhi will decide the further proceedings “if he becomes the party president”.

Earlier on Thursday, Rahul Gandhi emphasized the “one person, one post” norm and said he believes the commitment to the party’s Udaipur declaration would be maintained in the election for the party’s topmost post.

Describing the post of Congress president as an “ideological post”, Rahul Gandhi said the position “represents a set of ideas and belief system and vision of India”.

Answering a question during a press conference on the 15th day of the Bharat Jodo Yatra here, Gandhi said: “You are taking on a position. It is a historic position that defines and has defined a particular view of India. It is not just an organisational post. The Congress president is an ideological post, it is a belief system. My advice would be whoever becomes the president should remember that he represents a set of ideas and a belief system and a vision of India.”

“What we had decided in Udaipur. ‘One person, one post’ is a commitment of Congress and I expect that commitment will be maintained (on party’s presidential post),” he added.

The Congress had decided on a set of organisational reforms during the Udaipur Chintan Shivir held earlier this year. The declaration said that the principle of “one person, one post” should be followed.

Party MP Shashi Tharoor has also given an indication of contesting polls and had met Sonia Gandhi on Monday. He met Congress Central Election Authority chief Madhusudan Mistry on Wednesday.

Taking a veiled jibe at the Bharatiya Janata Party, Gandhi today said that Congress is fighting a “machine” that has “captured the institutional framework” of the country.

“We are fighting a machine that has captured the institutional framework of this country and has unlimited money, unlimited ability to pressurise, buy and threaten people. The yatra is designed to tell the people of India that they need to be united and need to go back to an India that was loving and affectionate,” he said.

The nomination process for the post of Congress president will begin on September 24 and conclude on September 30. (ANI)

Read How The Crackdown On Popular Front Was Planned

It took months of planning and coordination with multiple states and agencies to carry out the well-coordinated, wide-scale operation against the Popular Front of India (PFI), top government sources said on Thursday.

To keep the operation undercover as per the directives from the top, the security officials held meetings or talks with their counterparts very discreetly.

Such was the secrecy that National Security Advisor (NSA) Ajit Doval held meetings with Kerala Police at a time when Prime Minister Narendra Modi visited Kochi earlier this month for the commissioning of the aircraft carrier INS Vikrant.

With directions from Union Home Minister Amit Shah, the security team executed the operation with the NSA taking the charge. After Kerala, the NSA moved to Mumbai where he stayed at the Governor’s House in the city to hold meetings with security officials there.

The sources said that utmost care was taken to ensure that secrecy was maintained like it was done in the time when article 370 which granted special status to Jammu and Kashmir was abrogated.

Sources said the planning to act against the PFI, which was allegedly involved in various anti-national activities, was on for the last three to four months and it was developed in a way that the action across the 11 states was coordinated and executed round the same time to prevent PFI cadres to get alarmed and flee.

On the D-Day, midnight operations were launched by investigation agencies and police forces in 11 states where so far over 105 PFI cadres have been arrested. Sources said more operations would be required to nab more PFI activists in view of the inputs coming from the arrested activists. (ANI)

Use Dialogue To End Ukraine Conflict: India At UN Security Council

Noting that the trajectory of the Ukraine conflict is a matter of profound concern for the entire international community, External Affairs Minister S Jaishankar on Thursday said the world has experienced its consequences in terms of higher costs and shortages of foodgrains, fertilizers and fuel.

Speaking at the UNSC briefing on Ukraine’s’ Fight against impunity, the minister said that the need of the hour is to end the conflict in Ukraine and return to the negotiating table.

“This Council is the most powerful symbol of diplomacy. It must continue to live up to its purpose,” he said.

Jaishankar recalled Prime Minister Narendra Modi’s remarks concerning the Ukraine conflict during his meeting with Russian President Vladimir Putin on the sidelines of the SCO summit.

India, a non-permanent member of the UNSC along with other members attended the Thursday meeting. The council was being represented by foreign ministers at the meeting. This was the first direct encounter between US Secretary of State Antony Blinken, Russian Foreign Minister Sergey Lavrov and Ukraine’s Dmytro Kuleba, who attended the meeting as his country is the subject of discussion.

“The trajectory of the Ukraine conflict is a matter of profound concern for the entire international community. The outlook appears truly disturbing. In a globalized world, its impact is being felt even in distant regions. We have all experienced its consequences in terms of higher costs and actual shortages of food grains, fertilizers and fuel. The global south, especially, is feeling the pain acutely. We must not initiate measures that further complicate the global economy,” Jaishankar said.

“That is why India is strongly reiterating the need for an immediate cessation of all hostilities and a return to dialogue and diplomacy. Clearly, as Prime Minister Narendra Modi has emphasized, this cannot be an era of war,” he added.

Referring to the specific topic before the Council, Jaishankar emphasized that even in conflict situations, there can be no justification for violation of human rights or of international law.

“Where any such acts occur, it is imperative that they are investigated in an objective and independent manner. This was the position that we took with regard to the killings in Bucha. This is the position even today. The Council will also recall that we had then supported calls for an independent investigation into that incident,” he said.

Jaishankar said the fight against impunity is critical to the larger pursuit of securing peace and justice.

“The Security Council must send an unambiguous and unequivocal message on this count. Politics should never ever provide cover to evade accountability. Nor indeed to facilitate impunity. Regrettably, we have seen this of late in this very Chamber, when it comes to sanctioning some of the world’s most dreaded terrorists.

“If egregious attacks committed in broad daylight are left unpunished, this Council must reflect on the signals we are sending on impunity. There must be consistency if we are to ensure credibility,” he said.

On Wednesday on the margins of UNGA, Ukraine’s Prime Minister Denys Shmyhal thanked India and asked India to “join forces” to stop Russia’s invasion when he met Jaishankar.

India has remained neutral on Russia’s invasion, abstaining from votes at the Council and the Assembly condemning Moscow. It has provided humanitarian assistance to Ukraine and recently voted with the West on a procedural vote to invite Ukraine’s President Volodymyr Zelensky to speak remotely to the Council despite Russia’s opposition. Protests In Pakistan Over Assault On Hindu Women

Minorities in Pakistan protested against an alleged assault on a Hindu woman over a false accusation of theft, local media reported.

A large number of people gathered outside the District police office and Deputy Commissioner’s office in Bahawalpur on Monday to protest against the atrocities against the minorities in Pakistan.

The protestors said that a Hindu woman was falsely accused of theft and was assaulted on the pretext of it. The victim is a resident of the Yazman Mandi area and was working as a housemaid. It was alleged that a group of people attacked her house and assaulted her, local media reported.

She was taken to a local rural health center where the doctor refused to treat her and did not give her a medical certificate, the protestors said.

The rally was addressed by some minority leaders, who demanded a fair investigation into the matter. They demanded action against the accused and the doctor.

Notably, the deplorable condition of minorities in Pakistan, including abductions, murder, rapes and forced conversions have been an alarming concern. The cases of violence against women and minorities in Pakistan have been on a rise.

The misuse of the draconian blasphemy laws against minorities and even members of the Muslim community to settle personal grudges is rampant in the country.

The minorities are constantly being murdered and subjected to inhuman brutalities in the name of blasphemy, conversion to Islam, and other sectarian differences.

The situation faced by the Hindu women and Christian groups in Pakistan is bad in general, but women from these communities are the worst victims of the discriminatory attitudes of the authorities, political groups, religious parties, the feudal structure, and the Muslim majority.

The dilemma of forced conversions and marriages put minority Hindu women at risk and the issue of securing rights for minority women has become particularly complex in Pakistan. (ANI)

Gurgaon Admn Asks Companies To Enforce Work-From-Home Amid Rains

In view of the heavy rainfall alert on Friday, the Gurugram Disaster Management Authority has advised all corporate offices and private institutions in the district to guide employees to work from home to avoid traffic congestion and to ensure repair work of roads and drains are carried out smoothly by civic agencies.

The authorities also advised closing all schools and colleges on Friday in the larger public interest.

“In view of heavy rainfall prediction for the district Gurugram on September 23, 2022, there are chances of waterlogging and traffic congestion. Therefore, all Corporate offices and private institutions in the district are advised to guide their employees to work from home on September 23, 2022, so that traffic congestion can be avoided and repair works of roads and drains can be carried out smoothly by civic agencies.

“All Private education institutions are advised to close the school/colleges on September 23, 2022, in the larger public interest,” the advisory reads.

On Thursday, heavy rainfall led to waterlogging in several parts of Gurugram, leading to traffic jams as police struggled to decongest roads. Following this, pedestrians were compelled to walk through severely inundated lanes and main roads.

Waterlogging was also reported in several parts of the national capital.

The Delhi-Gurugram expressway, heavily jammed, witnessed the usual traffic on a rainy day.

“Due to continuous heavy rainfall in Gurugram, there is waterlogging at some places and the traffic is moving at a slow speed. Therefore, we request all of you that you should come out of the house only when necessary,” read the traffic police advisory issued on its Twitter handle.

Meanwhile, India Meteorological Department (IMD) has issued an orange alert, cautioning people about heavy rain which could reduce visibility, disrupt traffic and damage roads. (ANI)

Animal Lovers Call For Rally In Delhi Against Killing of Stray Dogs

Remember Bruno? The pet dog whose legs were tied and was beaten to death with iron rods and sticks by humans on a beachside in Kerala.

There are thousands of dogs like Bruno. Without a name. Without a home. They brave the heat and cold, lack of food and water but worst of all, wanton human cruelty. Their only fault- they are born on the street. Thousands of dogs like Bruno, have been subjected to severe atrocities in the recent past all over India and more specifically in the State of Kerala- the state with the highest literacy rate. What are we teaching?

We therefore asks all animal lovers to unite and demand justice for helpless strays. This is a call for responsible citizens to participate in a rally on September 24 at 2 pm near Jantar Mantar and demand a dignified life for stray animals.

Despite the matter being sub-judicebefore the Hon’ble Supreme Court of India, and despite issuance of protective orders in favour of the street dogs to protect them from any harm and danger as also relocation from their respective territories, recently, thousands of innocent street dogs have been mercilessly killed, harmed and relocated from their territory in the following ghastly manner:

Kerala: Over 1000 street dogs (including pet dogs) have been poisoned, beaten to death with iron rods and sticks, hung by the neck, burned and buried alive.

Bellary, Karnataka: Over 100 street dogs whose mouths and legs were tied with metal wires were thrown into the forest.

Nipani, Belgaum, Karnataka: Over 60 street dogs beaten up, bound and thrown outside the municipal limits.

Bijapur, Karnataka: Over 25 dogs and pups were beaten and taken away by the Patil Medical College.

Dogs have been domesticated and been the companions of humans since centuries. Dogs are an integral part of the Army and Police and have proven to be the best therapy animals for the blind, autistic children and people in need. With the onset of several natural calamities including widespread flash floods, incessant rainfall, spread of epidemics and dangerous diseases, is it not time we learn and understand to CO-EXIST and respect nature and her creations.

Animal Cruelty is scientifically known to be perpetrated by humans who often harm children, abuse women and engage in heinous crimes. It is light of the recent hostility and rise of cruelty against street dogs, we the Citizens of India seek to call attention to the need for compassion for all living beings and to discharge our constitutional duty under Article 51 (g) & (h) of the Constitution of India. Our Citizens Rally stands up for dogs, man’s best friend who down the ages have given us their unconditional love, loyalty and service. It is appealed to all citizens of India, to join this Citizens Rally and speak up for those who cannot speak.

We call for immediate implementation of the following:

Nationwide implementation of Animal Birth Control Rules, 2001 to sterilize and immunize street dogs, advertised and promoted to encourage public participation.

Appropriate sensitivity training for municipal and panchayat staff as well as for police and law enforcement agencies.

Inclusion of animal welfare as a subject in schools.

Promotion of PM Modi’s initiative to adopt Indian Dogs, preventing illegal breeding and sale of dogs.

The immediate adoption of the amended Prevention of Cruelty To Animals Act, 1960 with increased punishment for crimes against animals.
