Growing Support For UNSC Permanent Seat To India: Jaishankar

By Reena Bhardwaj

External Affairs Minister S Jaishankar on Wednesday stated that there is greater support for India’s case to be a permanent member of the UN Security Council and that there is a broad global consensus over the need to reform the Council.

“I do believe that each passing year, I sense in the world that there is greater and greater support for India to be there (UNSC).”

The Minister said that a reform, particularly as it does not reflect the realities of the world, asserting that an expanded Council is not only in India’s favor but also in favor of other unrepresented areas.

“Within a few years India will be the third largest economy in the world, it will be the most populous society, and not to have such a country in the council- it’s obvious it’s not good for us, but I also think it’s good for the global council,” Jaishankar said while speaking at the Columbia University, New York.

Earlier, he also said that it is in the mutual interest of India and China to find a way to accommodate each other as the “Rise of Asia” is contingent on the economies of the two countries getting along well.

“The biggest thing we have seen in the world is the rise of China. It has risen in a dramatic manner. It’s in mutual interest to accommodate each other because the rise of Asia is contingent on the three biggest economies getting along with each other,” said Jaishankar at an event at Columbia University.

Over the last three days, Jaishankar has met with envoys and heads of states from around the world on the sidelines of the annual United Nations General Assembly (UNGA) and has more than 50 official engagements in total. The highlights of Jaishankar’s meetings particularly with developing countries from Asia, Africa, Latin America, the Caribbean, and Small Islands are sharply focused on the reform of the UN Security Council.

” We do command the confidence and trust of a very large part of the world. I do not want to compare it with the current permanent 5 (P5) but I would say a lot of countries, perhaps think that we speak for them with a high degree of empathy and accuracy,” Jaishankar added.

Jaishankar will address world leaders at the General Assembly on Saturday, after which he will leave for Washington and a meeting with US Secretary of State Antony Blinken. (ANI)

Survey of Madrassas

Survey of Madrassas is Systemic Targeting Of Muslims: Owaisi

After the Uttar Pradesh government ordered a survey of Islamic educational institutions or Madrassas in Kanpur, AIMIM chief Asaduddin Owaisi on Wednesday alleged that the government is targeting Waqf property which is a “systematic targeting of Muslims”.

Attacking the Uttar Pradesh government, Owaisi alleged that there is a conspiracy behind the madrasas’ survey.

While addressing the media persons in Hyderabad, he said, “Why are you (UP Govt) conducting a survey of Waqf properties only? Do it for Hindu Endowments Board properties too. I was saying there’s a conspiracy behind madrasas’ survey. It’s coming to the fore. UP govt is violating Article 300 (Right to property).”

“If someone has illegally registered Govt property as Waqf property, fight it in Court, go to Tribunal. UP Govt is targeting Waqf property & trying to snatch it away. Such a targeted survey is absolutely wrong. We condemn it. It’s systematic targetting of Muslims,” he added.

In light of the Uttar Pradesh government’s order, the survey of Islamic educational institutions or Madrassas has started in Kanpur.

According to the government order, the survey will be on the basis of 12 aspects. The teams of officials for the Madrassa survey have been constituted by District Magistrate (DM) as per government order.

“The survey of Madrassas has started. We are checking certain points such as land records, syllabus, cleanliness, housing facilities etc. Some Madrassas have been identified to be checked. There are 25 Madrassas in the city area. The rest are the in surrounding villages,” said Sub Divisional Magistrate Himanshu Nagpal.

Earlier this month, the Uttar Pradesh government started the process of conducting a survey of the Islamic education institutions.

Earlier, the UP government declared to conduct a survey in unrecognised madrassas to ascertain information on the number of students, teachers, curriculum and affiliation with any non-government organisation.

The survey of unrecognized Madrassas is conducted to ensure the basic facilities of the students of Madrassas.

Danish Azad Ansari, Minister of State for Minority Welfare, Muslim Waqf and Waqf Department said that the order also holds to give maternity leave and child care leave to women employees working in Madrassas in the light of the rules applicable in the Department of Secondary Education and Basic Education.

All the District Magistrates (DMs) in Uttar Pradesh have been issued instructions regarding the survey. The government has also ordered holding a survey of unrecognised Madrassas by October 5. The teams will constitute officials of the Sub Divisional Magistrate (SDM), Basic Shiksha Adhikaris (BSA) and District Minority Officers.

Once the survey is conducted it has also been instructed to hand over the report to the Additional District Magistrate (ADM) after which ADM will present the consolidated statements to the District Magistrates (DMs).

Moreover, it has been ordered that in case of a disputed management committee or in case of the death of any employee in an aided Madrassas, a post-facto approval for appointment by the principal Madrassas and District Minority Welfare Officer in the dependent quota of the deceased and the existence of a valid management committee has to be sought.

Meanwhile, a convention of madrassas of Uttar Pradesh was held in Darul Uloom, Deoband on the survey of unrecognized madrassas by the state government on Sunday. The convention was attended by over 250 madrassa representatives.

After the convention, Jamiat Ulama-e-Hind president Maulana Arshad Madani said there is no objection from the madrassas on the issue of the survey of unrecognized madrassas by the state government.

“There is no opposition among us regarding the survey. We have instructed the Ulemas to give correct answers to whatever questions are asked to them and people should cooperate fully in the survey,” Madani said.

He said the madrassas are instructed to keep their rules and accounts correct and conduct audits from time to time.

Madani said that the madrassas will not take help from the government for day-to-day religious affairs adding that the government can help in building schools and colleges.

Madani said if a madrassa is on the land of the government, then the government has the right to demolish it, but “if the madrassa is on its own land, then we are against it.”

He said the convention appealed to all Islamic madrassas to cooperate with the survey team. (ANI)

Yogi Condoles Mulayam's Death

After Madrasas, UP Govt To Survey Waqf Properties

Amid the ongoing survey of unrecognized madrassas, the Uttar Pradesh government is geared up to conduct a survey of the Waqf properties in the state.

The Yogi Adityanath government has revoked the 1989 order that enabled the transfer of barren or non-agricultural land or a piece of land being used by a shrine or an Eidgah to the Waqf Board.

The state government has directed all district magistrates and divisional commissioners to re-examine the records of all properties registered under Waqf since April 7, 1989. Instructions have been given to rectify the revenue records as per the prescribed procedure after re-examination.

According to the state government, the order for re-examination has been issued in the wake of complaints that many properties which were “Usar, Banjar and Bhita” in the revenue records and were declared as Waqf properties under the 1989 mandate.

The Union Ministry of Minority Affairs had in February this year written to states regarding issues relating to the Waqf properties and had called for necessary directions to State Waqf Boards.

“Various waqf properties have been illegally sold in collusion with the officials of the revenue department, Muttawalli and land grabbers. Most of the waqf properties have not been registered as “Waqf” in the revenues records and Muttawaiii in collusion with the officials of revenue department have registered such waqf properties in their name and become the owner of waqf properties,” the letter said.

“You are kindly requested to look into the matter and issue necessary directions to the State Waqf Boards, Revenue Departments and other concerned authorities to make efforts that all the waqf properties in your state must be recorded as a ‘Waqf’ in the revenue records,” it added.

The Uttar Pradesh government started the process of conducting a survey of unrecongnised madrassas earlier this month.

The state government decided to conduct a survey in unrecognized madrassas to ascertain information on the number of students, teachers, curriculum, and affiliation with any non-government organization. The survey is being conducted to ensure the basic facilities of the students of madrassas.

All the district magistrates (DMs) in Uttar Pradesh were issued instructions regarding the survey. The government had given instructions for holding survey of unrecognized madrassas by October 5. The teams include officials of the sub-divisional magistrate (SDM), basic Shiksha Adhikari (BSA), and district minority officers.

Once the survey is conducted, the report is to be given to the additional district magistrate (ADM), who will present the consolidated statements to the DMs. (ANI)

SC Anil Deshmukh's Bail

Hate Speech: SC Asks Why Govt Is A Mute Spectator

The Supreme Court on Wednesday asked why the government was remaining a mute spectator to hate speech and also pulled up mainstream TV news channels for holding debates that often give space for hate speech.

A bench of Justices KM Joseph and Hrishikesh Roy said the role of anchor in the TV channel debate is “very important” and “critical” and observed that it’s their duty to ensure that guests invited to the show don’t indulge in hate speech.

The bench also said that TV channels which often give space to hate speech escape without any sanctions.

“Role of the anchor is very important. These speeches are on mainstream media or social media that is unregulated. Mainstream TV channels still hold sway. The role of the anchor is critical. The moment you see somebody going into hate speech, it is the duty of anchor to immediately see that he doesn’t allow that person,” said Justice Joseph.

The apex court was hearing a batch of pleas seeking direction for steps against hate speech incidents.

The bench further said that hate speech benefits politicians the most and TV news channels give platforms for hate speech.

Senior advocate Sanjay Hegde appearing for one of the petitioners in the case also agreed with the bench and said, “Channels and politicians feed on such speech. Channels get money. They keep ten people in debates.”

“You should be communicating what others are saying not what you want to say. Pillars of democracy are supposed to be independent and not take orders from anyone,” the bench said.

The bench said, “If sanctions are effected this will go… Any anchor will have his own views, but what is wrong is when you have people of different views and you are not allowing them to express those views… in doing that you are bringing hate and your TRP is going up.”

The bench further observed that freedom of the press is important and ours is not as free as the US but we should know where to draw a line.

Citing an instance, Justice Joseph said that one news channel was fined heavily in the United Kingdom.

“We don’t have that here. They (news channels) are not being dealt with firmly. They can be taken off air, fined, if such sanction comes….” Justice Joseph opined.

Hegde told the bench that on Tuesday, US President Joe Biden said that we cannot give hate oxygen.

To this, Justice Joseph responded, “Not one bit. We cannot give hate any air.”

The top court further added that nowadays nobody reads because of the paucity of time, but visual media has a power that has been recognised by this court in censorship cases.

During the hearing, the bench asked why the Central government was remaining a “mute spectator” on the hate speech issue.

“What’s the problem? Why government of India not taking a stand? Why is the government remaining a mute spectator?” asked the bench from Additional Solicitor General KM Nataraj.

Government should not take an adversarial stand on this but assist the court, Justice Joseph said.

Nataraj, representing the Centre, told the bench that 14 states have filed their responses. The apex court asked the Centre to also file a response collating the State government’s inputs.

In July this year, the top court had directed the Centre to prepare a detailed chart outlining States’ compliance with the general directions issued by it in the judgments relating to curbing hate speech. (ANI)

Vadra

Vadra Apologises To Court For Violating Travel Restrictions

Businessman Robert Vadra on Wednesday tendered an unconditional apology for his alleged violation of the terms and conditions imposed by a Delhi court for travelling to the UK, Italy and Spain.

Special Judge Neelofar Abida Parveen of Rouse Avenue court on Wednesday reserved its order till Thursday on the plea by the Enforcement Directorate (ED) to forfeit fixed deposit and initiate legal proceedings against Vadra for violating terms and conditions imposed by the court for travelling abroad.

Vadra offered an unconditional apology while the ED said action should be initiated against him. He said in an affidavit that he inadvertently made an error and instead of “to Dubai”, he wrote “via Dubai” in the application for permission to travel. Vadra, husband of Congress leader Priyanka Gandhi Vadra is at present on bail in a money laundering case.

Senior advocate Abhishek Manu Singhvi appeared for Robert Vadra,

Vadra’s contention was opposed by the counsel of ED. Advocate N K Matta, special public prosecutor (SPP) for ED submitted that Robert Vadra was directed to submit his address to the court before leaving India and added that even after coming back to India, he did not submit details of places he visited in the UK.

“ED on August 22, 23 and 24 did not object to the modified itinerary (which included a stopover in Dubai for 4 days) that we had submitted, Singhvi argued.

On Monday, the Court had expressed its displeasure with businessman Robert Vadra’s explanation that he stayed in Dubai for a medical emergency in August this year while travelling to the United Kingdom via UAE and said this is a violation of the terms and conditions of the permission granted to him.

The court had also issued a show cause notice asking Vadra, husband of Congress leader Priyanka Gandhi why his fixed deposit receipt should not be forfeited for violating the terms and conditions of the permission granted to him.

The court had granted permission to Robert Vadra on August 12 to travel abroad to the UK via UAE, Spain and Italy for four weeks. The court had noted that the flight and hotel details mentioned in the said undertaking given by Robert Vadra clearly indicated that he would travel to the UK via UAE as permitted by this court.

Vadra in his affidavit said that he stayed in UAE before embarking on his further journey because he had deep vein thrombosis (DVT) in his left leg and he had been advised to take proper rest between long-haul flights.

During the said trip, since there was inflammation and pain in his left leg, he had to stop and seek medical advice in Dubai on August 27 at the LGA Medical Facilitation Centre meant for medical emergencies of travellers in Dubai where he was advised further medical treatment in this respect, Vadra’s lawyer argued.

Vadra in his affidavit stated that his stoppage at UAE during the said trip to the UK was not with the intention to violate any condition imposed nor was there any attempt to mislead, rather, was on account of medical exigencies.

Robert Vadra is presently on bail in a money laundering case filed by Enforcement Directorate (ED). (ANI)

Mosquito Nets

Is Pakistan Planning To Import Mosquito Nets From India?

Even as it faces the fury of large-scale floods, Pakistan is confronted by another severe challenge as malaria cases have begun to achieve unprecedented proportions with some suggesting that the country should look towards India for remedial measures.

Senior Pakistani journalist Ghulam Abbas Shah, in fact, claimed that Pakistan’s ministry of health has sought permission to import 71 lakh mosquito nets from India to control the malaria outbreak. The grim health situation in Pakistan has resulted in a high demand for mosquito nets.
“After the spread of malaria in #Pakistan, the Ministry of Health asked the government of Pakistan for permission to buy mosquito nets from #India. There is an urgent need for 71 lakh mosquito nets in 26 districts of Pakistan. #FloodsInPakistan,” tweeted Ghulam Abbas Shah, a senior broadcast journalist.

He claimed that in the flood-affected Sindh and Balochistan, two lakh people have been infected with malaria in the last two months, in which 22 per cent of the cases are of Plasmodium falciparum type.

Skin infections, diarrhoea and malaria are rampant in parts of Pakistan’s flood-ravaged regions, killing 324 people, authorities said on Wednesday, as the country’s prime minister said it was going through one of the “toughest times,” reported Geo News.

Hundreds of thousands of people displaced by the floods are living in the open, and as floodwaters — spread over hundreds of kilometres — may take two to six months to recede, stagnant waters have led to severe health issues.

With Pakistan’s already weak health system and lack of support, displaced families have complained of being forced to drink and cook with disease-ridden water. Authorities have also warned that the situation may get out of control if required aid doesn’t arrive, reported Geo News.

“We know it can sicken us, but what to do, we have to drink it to stay alive,” flood victim Ghulam Rasool told local Geo News TV as he stood near where his home was washed away in southern Pakistan.

According to media reports, officials are warning they now risk losing control of the spread of infections in a dire situation that the World Health Organisation (WHO) described as “utterly heartbreaking”.

On Wednesday, the southern Sindh provincial government said makeshift health facilities and mobile camps in the flooded areas had treated more than 78,000 patients in the last 24 hours, and more than 2 million since July 1. Out of them, six died, it said.

Deaths from diseases aren’t among the 1,569 people killed in flash floods, including 555 children and 320 women, the country’s disaster management agency said on Wednesday.

The deluge has affected nearly 33 million people in the South Asian nation of 220 million, sweeping away homes, crops, bridges, roads, and livestock in damage estimated at USD 30 billion, according to media reports. (ANI)
