Delhi Budget 2023-24: Focuses On Transport, Health, Education

The Delhi administration finally presented its Budget document on Wednesday, a day after it was initially supposed to be tabled in the Assembly.

The theme of the Delhi Budget largely revolved around ‘Clean, Beautiful, and Modern Delhi’.
The Budget proposed for the year 2023-24 worth Rs 78,800 crore, was presented by Delhi Finance Minister Kailash Gahlot, which is almost two and a half times the expenditure of Rs 30,940 crore in the year 2014-15, and 8.69 percent higher than the revised estimates for 2022-23.

Of the budgeted estimate of Rs 78,800 crore for 2023-24, Rs 56,983 crore is for the purpose of revenue expenditure and an outlay of Rs 21,817 crore under capital expenditure.

Notably, the share of capital expenditure as part of the overall budget has been raised 27.68 per cent in this year’s budget. The proposed capital expenditure of Rs 21,817 crore is almost three times the capital outlay of Rs 7,430 crore in 2014-15.

Through this budget, the Arvind Kejriwal-led administration aims to launch what it said is one of the most ambitious and comprehensive plans in Delhi’s history to transform it into a ‘clean, beautiful and modern city’.

Nine major schemes are proposed under the ambitious theme.

Delhi seeks to upgradation and beautify 1,400 kms of the entire PWD road network with a 10-year estimated expenditure of nearly Rs 20,000 crore – the biggest such effort in Delhi’s history.

The Budget document said total 28 flyovers were completed in the last eight years, and construction of another 26 new flyovers is underway. These include projects like Barapullah Phase 3 flyover from Sarai Kale Khan to Mayur Vihar and elevated road at Najafgarh Phirni.

It will construct three double-decker flyovers in collaboration with DMRC at Bhajanpura to Yamuna Vihar, Azadpur to Rani Jhansi intersections, and from Saket to Pul Prahaladpur. Vehicles will run on the lower deck of these double-decker flyovers, while the Metro rail will run on the upper deck.

The Budget proposes to introduce 1,600 new zero-emission electric buses next year, as part of a massive plan to induct a total of 8,280 electric buses (80 per cent of the total fleet) by 2025 with a financial outlay of Rs 28,500 crore in 12 years.

In a first, a dedicated last-mile connectivity scheme called ‘mohalla bus’ scheme will be launched in Delhi next year with 100 smaller (nine-metre length) electric buses, scaling up to 2,180 ‘mohalla buses’ by 2025.

Also, electrification of all 57 existing bus depots of Delhi will be done so that they are ready for induction of electric buses. The estimated cost would be about Rs 1,500 crore.

For modernisation of transport infrastructure, three modern Inter-State Bus Terminals (ISBTs) with airport-like amenities at Sarai Kale Khan, Anand Vihar and Dwarka will be set up. These will be called as “Bus Ports”.

In addition, two multi-level bus depots with parking upto six levels, two modern bus terminals, and nine new bus depots will also be constructed.

Further, 1,400 new and modern bus queue shelters in Delhi with digital screens with modern Passenger Information System (PIS) that will display the arrival time of buses will be erected.

Six-point action plan for a Clean Yamuna

The Delhi government said in the Budget it will rapidly expand the reach of the sewer network to all the colonies and clusters.

The total number of unauthorised colonies connected to the sewer network will almost double from 747 to 1,317 colonies next year. The people of Delhi will continue to receive the benefit of free household sewer connections.

“Delhi Government to join hands with MCD and provide financial assistance to get rid of Delhi’s three garbage mountains of shame in next two years – Okhla landfill by December 2023, Bhalaswa landfill by March 2024 and Ghazipur landfill by December 2024,” said the Budget document.

Education and Health

Education and health are set to continue to get the highest allocation for 2023-24. Allocation to education is pegged at Rs 16,575 crore (21 per cent) and health is Rs 9,742 crore (12 per cent).

The Budget proposes to provide new tablets to all teachers (including regular, guest and contractual), vice principals, principals and DDEs of Delhi government schools.

Free test facilities at Mohalla Clinics to be increased from 250 to 450.

“New Aam Aadmi Mohalla Clinics to come up at Metro stations. Number of Mahila Mohlla Clinics to expand from 4 to 100 in the coming year,” it said.

Also, an expansion plan is underway to increase the number of beds available for patients in Delhi government hospitals from 14,200 to 30,000.

Separately, in a few months, the Delhi government will complete the work of reviving 20 lakes.

Coming back to the friction ahead of the Budget, the Aam Aadmi Party (AAP) on Monday alleged that the Union Ministry of Home Affairs had stalled it.

It was learnt certain observations were made by the Delhi Lieutenant Governor Vinai Kumar Saxena on the Budget after which the Union Ministry of Home Affairs (MHA) on Monday requested the AAP-led Delhi government to resubmit the Budget addressing these concerns. Reports say the Centre had sought clarification on the Aam Aadmi Party government’s expenditure on advertisements before approving the presentation of the Budget.

Notably, Delhi’s Budget goes to the Home Ministry for approval and can be presented in the Delhi Assembly only when the MHA approves the Budget.

On Monday, the Delhi administration tabled in the Assembly the Status Report of Outcome Budget and Economic Survey for 2022-23.

The Economic Survey document showed that the advance estimate of Per Capita Income of Delhi at current prices during 2022-23 is seen at Rs 444,768, registering a growth of 14.18 per cent over the previous year.

The Economic Survey typically details the progress of various departments along with the statistics related to the economy of the state. The annual document is prepared every year and presented in the Budget Session before the Legislature.

Delhi’s Per Capita Income was always been around 2.6 times higher when compared to national average, both at current and constant prices, the survey said.

The Economy Survey also typically gives some idea about the tone and texture of the actual Budget for 2023-24, which is typically presented a day before Budget day.

Further, the survey said Delhi, being predominant as a service sector, has a share of contribution to Gross State Value Added (at current prices) at 84.84 per cent during 2022-23 followed by a contribution of Secondary Sector (12.53 per cent) and Primary Sector (2.63 per cent).

“The tertiary (or service) sector plays a pivotal role in the state economy both in terms of employment generation and contribution to state income,” the Economic Survey for 2022-23 said.

Regarding GDP size, the survey said the Advance Estimate of GSDP of Delhi at current prices during 2022-23 is likely to attain a level of Rs 1,043,759 crore which is at a growth of 15.38 per cent over 2021-22.

With the economy returning to normalcy brought closer by the successful mega vaccination drive in Delhi, hopes of a robust recovery in the services sector, consumption, and investment have been rekindled.

Coming to the Outcome Budget 2022-23, it covered 23 major departments under which, major programmes and schemes were identified and key output and progress indicators were defined against each of them.

“Our government is the first to start the outcome budget. We keep our report card in front of the public and we track each flagship scheme through two indicators, the Output Indicator and the Outcome Indicator,” Delhi NCT finance minister Kailash Gahlot had said. (ANI)

Peace Is Being Established In J-K After Article 370: Shah

Union Home Minister Amit Shah said on Wednesday said that peace is being established in Jammu and Kashmir and the Union Territory is once again returning to the old civilization and traditions after the abrogation of Article 370.

The Home Minister was speaking after inaugurating Maa Sharda Devi Temple in Jammu and Kashmir’s Kupwara district through video conferencing.
The Centre abrogated Article 370 and 35(A) from the erstwhile state on August 5, 2019. Jammu and Kashmir was bifurcated into two Union territories of Jammu and Kashmir and Ladakh on the same day.

Shah mentioned that Prime Minister Narendra Modi-led Central government is renovating many temples and faith centers for the revival of the culture in Jammu and Kashmir.

The Minister said that Sharda Peeth has been a historical center of India’s cultural, religious and educational heritage.

“Modi government will move in the direction of opening Sharda Peeth for devotees like Kartarpur Corridor. The Valley and Jammu are once again returning to their old traditions, civilization and Ganga-Jamuni Tehzeeb due to the establishment of peace in Kashmir after the abrogation of Article 370 following the efforts of Prime Minister Narendra Modi.”

In line with the commitment to social and economic transformation, Shah said, the Modi government has taken initiatives in all areas of Jammu and Kashmir, including the revival of culture. “Under this, systematic restoration and repair work is going on at 123 identified places, which include many temples and Sufi places.”

He said 35 places are being renovated at a cost of Rs 65 crore in the first phase.

The Minister said that 31 mega-cultural programs have also been organized by identifying the places of 75 religious and Sufi saints. “A total of 20 cultural festivals have also been organized here in every district which will help a lot in reviving our old heritage.”

The Home Minister started his address by wishing the countrymen a new year and said, “Today on the occasion of New Year, the newly constructed temple of Maa Sharda has been opened for the devotees and this is an auspicious sign for the devotees from all over India.”

Shah said the inauguration of Maa Sharda’s temple is the beginning of a new era and that the architecture and construction of this temple has been done according to mythological scriptures under the aegis of Sharda Peeth.

“The idol of Sharda Maa, donated by the Sringeri Math, has been brought here on a journey since January 24 till it was installed here today. The reconstruction of Maa Sharda’s temple in Kupwara is a necessary and important step in the direction of discovery of Sharda-civilization and promotion of Sharda-script.”

Shah said once upon a time Sharda Peeth was considered the center of knowledge in the Indian subcontinent and scholars from all over the country used to come here in search of scriptures and spiritual knowledge. He said that Sharda script is the original script of Kashmir, which has also been named on the basis of mother’s (Sharda Devi) name. “This is one of the Mahashakti Peethas and according to beliefs, the right hand of Maa Sati fell here.”

Several dignitaries including Jammu and Kashmir Lieutenant Governor Manoj Sinha were present on the occasion.

Shah lauded the efforts of Jammu and Kashmir Lieutenant Governor Manoj Sinha who was present at the event with several other dignitaries, saying “the zeal with which the Lieutenant Governor of Jammu and Kashmir Manoj Sinha has worked to implement all the flagship schemes of Prime Minister Modi is praiseworthy.”

He said that under the leadership of Prime Minister Modi, Manoj Sinha has played a big role in bringing industrial investment in Jammu and Kashmir. “This beginning today will help in bringing back the lost grandeur of this place and this place will remain the center of worship of Maa Sharda and the awakening of consciousness inspired by her in India for ages.” (ANI)

‘Such Brazen Misuse of ED-CBI Is Unprecedented In Our Political History’

Prof Avkash Sharma, a Mumbai-based academic, says BJP can’t digest Uddhav Thackeray being in power because he has made Shiv Sena a more inclusive political body. His views:

In July last year, when the Opposition parties in Maharashtra charged Deputy CM Devendra Fadnavis of running an “ED Government”, the BJP leader responded, “Yes, this is an ED government”, then after a pause adding that ED stood for Eknath-Devendra. Frankly, this was a blatant admission, with a twist, of coming to power with the help of Enforcement Directorate. Nothing could be more brazen than that.

The BJP regime at the Center, in Maharashtra or in any other state, has a clear-cut objective: silence all dissenting voices with the use of central investigating agencies. They have taken vendetta politics to a new low. Take the case of NCP leader Hasan Mushrif who has been summoned by ED recently. And before that, Nawab Malik and Anil Deshmukh were targeted in the same fashion. In fact, NCP leader Ajit Pawar had decided to quit politics citing the ED move against his uncle Sharad Pawar. But their real target and enemy number one in Maharashtra is Uddhav Thackeray. Let me explain why.

When the BJP-Ajit Pawar government collapsed three years ago, and Uddhav Thackeray became the Chief Minister, with the help of NCP and Congress, he scripted a new political role for Shiv Sena. He broke away from the Hindu nationalist image of Balasaheb and made his policies more inclusive and progressive. He was doing a commendable job quietly but his liberal image could not find favour with the BJP’s right-wing leaders.

During my college years as a student leader, we opposed Balasaheb tooth and nail, for his Marathi chauvinism. But Uddhav Thackeray has chosen a different path from his father. He tried to bring everyone together. The BJP-RSS obviously did not like this. They found a willing midwife in Eknath Shinde and a new faction of Sena was conceived. Many MLAs of the breakaway faction were herded with the sword of ED hanging over them. But there is little to write home about Shinde’s governance after becoming a dummy CM.

Now, there are talks that Uddhav will make a compromise with the BJP to save the Sena legacy and join back the saffron umbrella. It is quite possible. This is realpolitik. However what the people in non-BJP ruled states are concerned about is the frequent use of ED and CBI to stall governance. An average citizen is not unaware of what is happening in Delhi or Telangana.

Uddhav has his faction intact. Grassroots workers of Shiv Sena are with Uddhav but internal dissatisfaction is a real possibility. I feel Uddhav is concerned about the Shiv Sena legacy and the political future of his son. And since Congress offers little hope, he is likely to switch sides, even at the cost of his cadre’s dismay. Of course, Rahul Gandhi did a wonderful work via Bharat Jodo Yatra but he could not encash it politically.

So, should Uddhav wait for the ED or CBI to come knocking at his door and frame him like Sanjay Raut or Chidambaram? This is a real possibility. I visited Gujarat during assembly elections last year and met with a few political leaders who confessed of being mentally tortured by BJP to join ranks. There was one senior leader in Gujarat who clearly said that he has just two options left: either join BJP or go to jail.

So what we are witnessing here in Maharashtra is the political impact of the misuse of ED-CBI repeating itself within a span of a few years. Both these agencies have been politically misused so much after 2014 that it has no parallel in the political history of the country.

Bilkis Bano Case: SC Agrees To Constitute New Bench To Hear Plea

The Supreme Court on Wednesday said that it will constitute a bench to hear a plea challenging the pre-mature release of 11 convicts who had gang-raped Bilkis Bano and murdered her family members during the 2002 Godhra riots.

A bench headed by Chief Justice of India DY Chandrachud said, “I will have a bench constituted. Need to break two benches for it. Will look at it this evening.”
The CJI said this after advocate Shobha Gupta, appearing for Bano, mentioned the plea seeking listing of the case and said that the matter is not getting listed.

Earlier also advocate Gupta mentioned the matter for urgent hearing and said that a new bench needs to be constituted by the CJI as Justice Bela M Trivedi recused from hearing the plea.

A bench of Justices Ajay Rastogi and Bela M Trivedi earlier had ordered that matter be listed before the bench which Justice Trivedi is not a part of as she had recused herself from hearing the case.

Besides filing a petition against the per-mature release of convicts, Bano had also filed a review petition seeking a review of its earlier order by which it had asked the Gujarat government to consider the plea for the remission of one of the convicts.

The review petition was dismissed.

Some PILs were filed seeking directions to revoke the remission granted to 11 convicts.

The pleas were filed by the National Federation of Indian Women, whose General Secretary is Annie Raja, Member of the Communist Party of India (Marxist) Subhashini Ali, journalist Revati Laul, social activist and professor Roop Rekha Verma and TMC MP Mahua Moitra.

Gujarat government in its affidavit had defended remission granted to convicts saying they completed 14 years of sentence in prison and their “behaviour was found to be good”.

The State government said it has considered the cases of all 11 convicts as per the policy of 1992 and remission was granted on August 10, 2022, and the Central government also approved the ore-mature release of convicts.

It is pertinent to note that the remission was not granted under the circular governing grant of remission to prisoners as part of the celebration of “Azadi Ka Amrit Mahotsav”, it had said.

The affidavit stated, “State government considered all the opinions and decided to release 11 prisoners since they have completed 14 years and above in prisons and their behaviour was found to be good.”

The government had also questioned the locus standing of petitioners who filed the PIL challenging the decision saying they are outsiders to the case.

The pleas said they have challenged the order of competent authority of the government of Gujarat by way of which 11 persons who were accused in a set of heinous offences committed in Gujarat were allowed to walk free on August 15, 2022, pursuant to remission being extended to them.

The remission in this heinous case would be entirely against public interest and would shock the collective public conscience, as also be entirely against the interests of the victim (whose family has publicly made statements worrying for her safety), the pleas stated.

The Gujarat government released the 11 convicts, who were sentenced to life imprisonment, on August 15. All the 11 life-term convicts in the case were released as per the remission policy prevalent in Gujarat at the time of their conviction in 2008.

In March 2002 during the post-Godhra riots, Bano was allegedly gang-raped and left to die with 14 members of her family, including her three-year-old daughter. She was five months pregnant when rioters attacked her family in Vadodara. (ANI)

DMRC To Increase Speed Of Airport Line To 100 KMPH

The Delhi Metro Railway Corporation (DMRC) will increase the operational speed of the Airport Express Line from 80 kmph to 100 kmph from Wednesday.

The test run will take place at 1 pm on Wednesday on the Airport Express Line from New Delhi Metro Station to Dwarka Sector-21 Metro Station to demonstrate the enhanced speed.
Media persons are also invited to the test.

According to officials, the move to increase the speed will bring down the travel time between the New Delhi and IGI Airport stations from 19 minutes by around a couple of minutes.

According to officials, DMRC has plans to increase the operational speed of the line, which will bring down the travel time between the two stations to around 15 minutes. (ANI)

Vaishno Devi Bhawan Ready To Welcome Pilgrims On Chaitra Navratra

Adorned with thousands of multi-hued flowers, the holy cave shrine of Shri Mata Vaishno Devi is all set to host pilgrims expected to visit it in large numbers during the ensuing nine-day Navratra beginning from March 22.

Jammu and Kashmir LG Manoj Sinha who is also the Chairman of the Shri Mata Vaishno Devi Shrine Board, earlier on March 18 announced dedicated a five-storey Durga Bhawan to the pilgrims.

Chaitra Navratri is a nine-day festival dedicated to the worship of the nine incarnations of Maa Durga – Shailaputri, Brahmacharini, Chandraghanta, Kushmanda, Skandamata, Katyayani, Kalaratri, Mahagauri, and Siddhidatri.

It is observed in the first month of the Hindu lunar calendar, known as Chaitra. Therefore, the Navratri observed in this period is known as Chaitra Navratri. Additionally, Chaitra month is also the beginning of the Hindu New Year.

Hindus also observe Ram Navami on the ninth day.

The building has provision to accommodate 3000 pilgrims on a daily basis, bound to give a new shape and structure to the comforts and convenience of the pilgrims visiting the Holy Shrine.

“The Bhawan is equipped with free and paid accommodation alongwith washroom, locker facilities, a prasad counter and aesthetically designed Tripti Bhojanalya and buffet for providing hygienic and wholesome food at nominal rates for the convenience of the devotees,” the official stamen stated.

Chief Executive Officer of Shri Mata Vaishno Devi Shrine Board (SMVDSB) Anshul Garg reviewed the arrangements being put in place for pilgrims on the track and other locations which include round-the-clock water and power supply along the track leading to the shrine, sanitation, medicare and availability of special “fast-related” food at the catering outlets of the Shrine Board.

The Shrine Board shall continue to deliver special facilities to the Divyangjan which includes pony and battery car services on a complimentary basis, besides, priority darshans at the sanctum sanctorum during these Navratras.

Arrangements have also been made for a ‘Shat Chandi Maha Yagya’ at the shrine for peace, prosperity and good health of mankind. The ‘yagya’ will be telecast live from 11.30 AM to 12:30 PM every day during Navratra. In addition, there will be ‘bhajan’ and ‘bhaint’ performances by renowned artists during morning and evening Atka Aarti to add a spiritual fervour for the visiting pilgrims. It is pertinent to mention that the Aatka Aarti area stands remodelled to accumulate over 500 pilgrims in every session, thus doubling the existing capacity.

Garg has asked all area and unit heads and engineers of the board to personally take stock of the arrangements on the ground in their respective areas of responsibility on a daily basis and ensure sanitation and cleanliness besides other requisite arrangements.

“We have to double our efforts to meet the rising expectations of pilgrims so that they go back with a pleasant experience and happy memories,” an official statement said quoting Garg.

He further appealed to the pilgrims that all the pilgrim-centric facilities including helicopter tickets, battery car, accommodation, Aarti Darshan, Havan and donations can be booked online through the Official Website of Shrine Board: www.maavaishnodevi.org and MATA VAISHNO DEVI APP, only.

He also said all routes leading to the holy shrine must be fully maintained for the smooth movement of pilgrims apart from ensuring sufficient supplies of provisions, food, water, etc, along the track. (ANI)

Close Aide Of Bookie Jaisinghani Arrested In Extortion Case Of Fadnavis’ Wife

Mumbai Police said they have arrested Nirmal Jaisinghani, a close aide of bookie Anil Jaisinghani, in connection with the blackmail and extortion case filed by Amrita Fadnavis, wife of Maharashtra Deputy CM Devendra Fadnavis.

“Nirmal helped Anil Jaisinghani hide and provide him with logistic support and to book hotel rooms in his name,” an officer of the Mumbai police said.
“Further investigation, in this case, is underway,” he added.

Mumbai Police on Friday said they added an extortion section against Anishka, who was arrested for allegedly threatening and blackmailing Amruta Fadnavavis.

“Extortion section 385 of the Indian Penal Code has been added against the accused, who threatened to make two videos viral and demanded a bribe from Amruta Fadnavis,” said an officer of Mumbai Police earlier in the month.

According to police, Anishka was arrested from Ulhasnagar on Thursday (March 16).

“The accused woman had sent two videos to Amruta Fadnavis, threatening to make them viral unless she paid a bribe of Rs 10 crore. The videos were not made by the accused woman,” the officer had said.

The Mumbai Police informed further that they were on the lookout for the person who made the videos with which the accused woman tried to extort the Deputy CM’s wife.

The arrest was made after Amruta Fadnavis filed a complaint with Mumbai Police alleging she was threatened and asked to pay a bribe of Rs 10 crore by an acquaintance whom she identified as Anishka, a designer.

“A case was registered against Anishka and her father for allegedly trying to extort Rs 10 crore from Amruta Fadnavis, wife of Maharashtra Deputy CM Devendra Fadnavis,” Mumbai Police said on Thursday.

Anishka had known the deputy chief minister’s wife for over 16 months, police said.

After allegedly receiving calls and messages on her phone, Amruta filed a complaint at the Malabar Hill police station on Thursday, police said, adding that they were searching for the second accused, Anishka’s father Anil Jaisinghani.

Police said that Anishka’s father, bookie Anil Jaisinghani, is wanted in 16 cases and has been absconding for five years. (ANI)

Delhi Finance Minister Kailash Gahlot will present the Budget of the Union Territory on Wednesday at 11 am.

Gahlot is going to present the budget for the first time.
Before this, all eight previous budgets were presented by Manish Sisodia.

Sisodia was recently arrested by the Central Bureau of Investigation (CBI) and Directorate of Enforcement (ED) in an ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy of the government of the National Capital Territory of Delhi (GNCTD).

Chief Minister Arvind Kejriwal claimed on Monday that the Centre had placed the Delhi government’s budget on hold a day before it was scheduled to be presented in the Assembly.

Punjab Police issued a lookout circular (LOC) and non-bailable warrant (NBW) against ‘Waris Punjab De’ chief Amritpal Singh, the fugitive Khalistani sympathiser.

Addressing a press conference, Inspector General of Police (Headquarters), Punjab Sukhchain Singh Gill said that Amritpal Singh, a Khalistani sympathiser, has not been arrested yet.
“We are making all efforts to arrest him. We’re hopeful that we’ll arrest him soon…It is difficult to say that. Punjab Police is receiving full cooperation from other states and central agencies,” the IGP said.

“A lookout circular (LOC) and non-bailable warrant (NBW) have been issued against Amritpal Singh, who remains a fugitive and efforts are being made to arrest him,” said the Information and Public Relations Department Punjab government.

As part of its efforts to arrest Amritpal Singh, Punjab Police released his pictures on Tuesday.

IGP Gill requested people to help them in Amritpal’s arrest.

“There are several pictures of Amritpal Singh in different attires. We are releasing all of these pictures. I request you display them so that people can help us to arrest him in this case,” said Punjab Inspector General of Police (IGP) Sukhchain Singh Gill.

One of the pictures shows Amritpal Singh as clean-shaven.

According to a preliminary probe, police said he visited a Gurdwara in Jalandhar district while on the run and escaped on a motorcycle after changing clothes.

According to CCTV visuals, Amritpal Singh was seen escaping in an SUV in Jalandhar on March 18. He is still on the run.

He was asked if Amritpal Singh had fled to any other state.

“In the preliminary investigation, it was found that they went to Gurdwara Sahib in Nangal Ambian where Amritpal changed his clothes and they escaped on two motorcycles. Teams are working, further investigation is underway,” the senior police official told ANI.

He said a total of 154 people have been arrested and taken into custody so far.

“Around 12 weapons, including rifles and revolver, recovered”.

A local villager in Jalandhar said they got know on Tuesday that Amritpal Singh and his accomplices came to the village on March 18.

“We got to know today morning when the police came that Amritpal along with his associates was here in the village on March 18. He changed clothes at local gurudwara, had food and then went away on motorcycle. Babaji who’s being questioned by police now had admitted that Amritpal came here,” the villager said.

Locals of the Jalandhar village claimed Amritpal Singh’s presence in their village on March 18. A CCTV video has emerged sourced from the local villagers. Punjab police have not officially confirmed this.

The video shows a car and men waiting on a bike near a field. Another bike is parked nearby and as the first bike moves with three riders, the other also readies to leave.

Police have recovered the car in which ‘Waris Punjab De’ leader Amritpal Singh fled.

Gill said that they have arrested four people who helped the fugitive pro-Khalistani leader. He said weapons from recovered from the vehicle in which Amritpal Singh was travelling.

“We have arrested four more people in this case – Manpreet, Gurdeep, Harpreet, and Gurpej. These four people had helped Amritpal Singh escape in a Brezza vehicle from the Naka point. We recovered the vehicle, one rifle, and other equipment. Arms Act has been invoked,” he said.

Gill said the four have been arrested under the Arms Act.

An important fact has come to light that Amritpal Singh, after fleeing, visited the Gurudwara in Nangal Ambian village (in Jalandhar district) and changed his clothes before fleeing again. This came to be known in the questioning of the four people who have been nabbed,” Gill said at the press conference.

He said National Security Act (NSA) has been invoked against Amritpal Singh.

“A non-bailable warrant has been issued against him on March 18. Police are working as per law. People have suspicions, but the prime accused (Amritpal Singh) has not been arrested yet. As soon as the arrest is made, we will inform you,” he said.

Earlier in the day, the Punjab government told the Punjab and Haryana high court that the National Security Act (NSA) has been invoked against Amritpal Singh.

Punjab Advocate General Vinod Ghai told the High Court in a hearing that a search for the Waris Punjab De leader is on.

“We were armed but we refrained from using force. Some matters are so sensitive, that can’t be explained in court. We are doing a good job in action against Amritpal. NSA has been imposed on him,” the AG told the court.

Amritpal’s lawyer told the court that Amritpal Singh’s father Tarsem Singh was present in court. To this, the court said that since Singh’s father was not a party before it he cannot be heard and if he wanted to submit something, he should file an application.

The court was adjourned till the next hearing slated after four days. It also sought a fresh affidavit from the government.

Punjab Police on Saturday launched an operation against Amritpal Singh and his aides.

The police said that a total of 114 arrests have been made in the case so far, and there is a strong suspicion of ISI angle and foreign funding. (ANI)

Chaitra Navratri Begins, Devotees Offer Prayer At Jhandewalan Temple

Marking the first day of Chaitra Navratri, early morning ‘aarti’ was performed at the famous Jhandewalan Temple in Delhi on Wednesday.

Devotees visited the temple to offer prayers and seek blessings from Goddess Durga.
People were seen standing in the queue waiting for their chance patiently to offer prayers. Mantras were being chanted by priests and holy songs are being played at the temple premises.

People also flocked to Chhatarpur Temple to witness the early morning ‘aarti’ on the first day of Chaitra Navratri.

Chaitra Navratri or Vasant Navratri is celebrated during the spring season in India and it is considered to be an important nine-day celebration for the Hindu community.

This year, the nine-day festivities begin on March 22 and will go on till March 30. Each day is dedicated to a different form of Goddess Durga, worshipping the power and qualities that each avatar represents.

The first day of Chaitra Navratri falls during the ‘Shukla Paksha’ of the moon ie, the full moon phase. The rituals performed during the nine days in order to praise Goddess Durga, vary each day. It also marks the birthday of Lord Rama, which usually falls on the ninth day during the Navratri festivity, hence it is also known as Rama Navratri.

The festival is much like Maha Navratri, dedicated to the nine different forms of Goddess Durga, collectively known as Navdurga. (ANI)
