AAP ka Impression

For one born of an anti-graft movement that captured the nation’s imagination ten years ago, corruption charges are why the Aam Aadmi Party (AAP) is facing its worst moment. Manish Sisodia, its virtual Number 2, resigned as Delhi’s deputy chief minister when put behind bars. Critics ask whether he could have acted without a nod from his chief, Arvind Kejriwal.

The duo’s liquor marketing briefly made the National Capital a boozer’s paradise when it emboldened some private liquor vendors to introduce buy-one-get-one-free offers. The Delhi Government earned about ₹8,917 crore through bidding against a reserve price of ₹7,041 crore and ₹768 crore in the first month. But it was withdrawn within eight months amid allegations of corruption and favouritism in license granting.

Investigations are on and even the legality of Sisodia’s arrest is being questioned. Judicial scrutiny is on the cards that, under prolonged media glare, will see AAP’s further spanking. Until its outcome is known, one should not prejudge it.

But politics is different. Unsurprisingly, both the Congress and the Bharatiya Janata Party (BJP), disrupted by the newbie’s rise have screamed ‘excise scam’. The Congress blames AAP’s forerunner, the “India Against Corruption” movement for its downfall and its Delhi debacle. Ajay Maken calls it an “open and shut case”.

Swarajya editor R Jagannathan, known for his pro-BJP stance has, however, cautioned against it. He points, with justification, to the rot in the system, how and why it has landed into money swamping all political activity and hence, governance. No money, no vote, no prospects of power. This applies to all, just all, players – no exceptions.

Home to the nation’s capital, Delhi has been a unique Centre-dominated half-state. In ruling it, both the Congress and the BJP resented the Centre breathing down their necks. But in recent years, Delhi’s political discourse has taken a toxic “pehley-aap” mode, literally. Each Lt. Governor has behaved as the Centre’s ‘Laat Sahab’, perennially confronting the elected representatives. Taking the Centre-state tussle to the Supreme Court has not helped. The apex court has to intervene even to get Delhi’s civic bodies to function.

Add to these – a key part of the problem – the role of the Centre-governed Delhi Police. Count the strictures it has earned from the state judiciary and higher courts, particularly in the investigations and trials of the February 2020 violence in North Delhi. Incidentally, AAP legislator Amanullah was acquitted by a court on the day Sisodia was arrested.

That, plus serious doubts over the Centre’s use of various investigative and enforcement agencies. But then, Delhi is not alone. Most opposition-ruled states have proactive, even combative central government representatives. They could knock on any door. One hears of ‘silence’ observed by some prominent opposition leaders, ostensibly on this score.

Politically, AAP has been a significant disrupter as shown by its two landslide wins in Delhi, also in its civic bodies, and in Punjab last year. It has sought to spread its wings to other states in its bid to become a national party, opening accounts in Goa and Gujarat.

Complexities abound in the BJP-AAP relationship. One reason for AAP’s success is that Kejriwal understands the Modi pulse well. He attracts the charge of being BJP’s B team when he tries to climb the Hindutva platform. But then, Congress, too, engages in projecting Rahul Gandhi as a ‘janeudhari’ Brahmin. With Congress, AAP’s relationship is simply hostile in the way it has undercut its support base. The Congress, too, has kept the AAP out of the opposition unity moves it has initiated.

Both Congress and AAP were wary of taking a clear stand on the farmers’ agitation and North Delhi’s violence targeting the Muslims. This underscores the fact that BJP determines the agenda for its opponents.

Besides running Delhi with its hands tied, Punjab, the sensitive border is witnessing the return of separatist forces. Not just political, this extends to national security and external threat perceptions. AAP cannot afford to err in its governance tasks.

The political challenge to AAP is heightened with assembly elections in some states where it seeks to expand, and the general elections just a year away. Kejriwal was in Karnataka for the election campaign while the crisis brewed in Delhi. Contesting and winning elections, after all, has become the core of the political game in the country. AAP cannot be different.

Its emergence is the story of the last decade – of the 2010s – that engulfed many countries where mass movements captured the public imagination. Many of them have sadly lapsed into seeing personality cults built on aggressive ‘nationalism’. This trend shows no sign of ebbing and feeds the current global political discourse.

Kejriwal has made a difference by enforcing a generational change and enrolling young professionals who had practically no role in the political discourse unless they chose politics as their full-time profession. AAP has so far retained the support of the young among the urban middle class in a country that is getting fast urbanized.

The rise of AAP or the rot in it – depending upon how one views it, whether as a middle-class movement or just another political party in pursuit of power – was inevitable, even if considered undesirable. I learnt of its internal churning and its developing differences, of all the places, in the toilet in a mall.

I spotted one of its leading lights, legal luminary Shanti Bhushan, coming to see a film. After a brief reminder of my having interviewed him, I popped the AAP question. He spoke about it long before the party took a formal shape, to the chagrin of many in the intelligentsia, seeking change without being in politics.

Mass movements need messiahs, and Anna Hazare, with due respect, is no Vinoba Bhave. Unwittingly, Hazare became part of a political churning that he either couldn’t help or didn’t mind. Little wonder, his occasional fulminations carry no weight and little media attention.

Nobody likes corruption, but few shun it when the push comes to serve and fewer understand its dynamics. A decade after the anti-graft movement and the clamour for an ombudsman who would expose it and punish the guilty, it cannot be said that corruption has been reduced in India, let alone eliminated. Only, its pursuit is selective, depending upon who wields power — political power, not moral. Given human nature, it is forever on the man’s to-do list, an ideal to be pursued.

AAP succeeded in Delhi and Punjab because it was perceived as a movement against traditional politics. It was a revolt against an establishment ruined by corruption, crime, conspiracy, and money and muscle power. It is a very difficult path. It walks it or joins the rest. We shall see.

‘Uddhav Has Gained Public Sympathy & Support Amid Setbacks’

Feroze Mithiborwala, a Mumbai-based socio-political activist, says Uddhav Thackeray stands as a resolute leader in sharp opposition to the BJP dirty politics. His views:

Ever since the formation of Eknath Shinde Government in Maharashtra, politics has taken over governance in the state. Even though Shinde is the chief minister, every Marathi Manus knows who wields the real power in the Mumbai Secretariat. In popular parlance, this government is referred to as Pachaas Khokhe ki Sarkar or ₹50-Crore Government (the alleged amount paid to each breakaway legislator). But the incident has also initiated a social and political churning in Maharashtra. I shall come to that later.

First, there is a sense of disbelief why the Uddhav Thackeray-led Shiv Sena surrendered so easily before the dirty politics launched from New Delhi. If the Thackeray faction, along with its allies Congress and NCP had brought in their supporters to Mumbai and launched a mass movement, it would be seen as a push-back to the Amit Shah brand of politics. We did witness such a counter-attack in Bihar, led by Tejashwi Yadav.

Another surprise element was how easily the BJP was able to wean away Shiv Sena legislators from a party where the workers swear by the Thackeray family. It is possible that strong-arm tactics were used with the scope of ED and other agencies which led them to enter the BJP dry-cleaning machine. But how this was allowed to happen without any knowledge of Sena leadership is surprising nonetheless.

Now, let me come back to the churning in Maharashtra. If you speak to the common man on the street, you will find that Uddhav Thackeray still has the popular mandate. From taxi-driver to Mumbai Local passenger, there is unison about Uddhav being wronged. The allocation of the party symbol, Bow & Arrow, to the rival faction has also not gone down well with the state electorate.

There is all-round praise for Uddhav’s governance in retrospect, be it Covid management or communal harmony. This popularity is not lost on the Shinde faction which is now trying to establish its influence in Shiv Sena’s shakhas. However, as reports suggest, most shakha heads (pramukhs) still owe their allegiance to the Thackeray clan.

Another interesting development has been the Muslim voter, which is now moving in favour of Uddhav faction. This sizeable section is appreciative of Thackeray not playing the communal card in state politics and also by his parting of ways from the BJP-RSS.

In this light, if the Uddhav faction, or the Maha Aghadi Morcha, wins forthcoming municipal elections, and later zilla parishad polls, it will make the next year’s Assembly elections an interesting political battle to watch.

Another factor which will influence the electoral contest is the OBC factor. Already, there has been a growing consolidation of OBC vote, with debates on the Ramcharitmanas and Manu Smriti. Mandal forces are uniting against Savarna lobby in other states. This will have a direct bearing on Maharashtra politics.

Uddhav has parted ways from the Savarna Hindutva, propagated by RSS leadership. There is a perception that it was RSS Brahmin lobby which favoured Devendra Fadnavis over Uddhav Thackeray and they gave a go ahead to dislodge the united Shiv Sena. In the melee, Thackeray has emerged as a resolute leader with an ideological position. Plus, he has grassroots support. This puts him at an advantageous position in the battles to come.

Yogi Asks UP Officials To Teach A Lesson To Land Mafia

Chief Minister Yogi Adityanath on Tuesday held Janata Darshan program at his constituency, Gorakhpur and heard the problems of the people. He directed the police officials to teach a ‘befitting’ lesson to the land mafias in the state.

CM Yogi Adityanath on a visit to Gorakhpur interacted with the people in the Janata Darshan outside Mahant Digvijaynath Smriti Auditorium of Gorakhnath Temple Complex and directed the administration and police officials to ensure that no land mafia encroaches on anyone’s land and asked them to give such elements befitting lessons through legal means, informed the government through a release.

CM Yogi also warned the officers against negligence at any level, ensuring quick and effective action on complaints related to land grabbing.

All this while, the Chief Minister kept handing over the application letters to the concerned officials along with necessary directions. He met with 500 people and said, “There is no need to worry about anything. Quick, quality and satisfactory action would be taken to solve your issues.”

In the case of mutual land dispute, CM directed the officers to conduct counselling first between the aggrieved parties and then take appropriate legal action.

Talking with the people who came with complaints, CM said, “Don’t panic, strict action will be taken.”

Regarding complaints related to other districts, CM Yogi instructed officers to send those to the concerned officers of those districts.

On complaints related to revenue in Janata Darshan, he directed the officers to expedite the disposal of land measurement and revenue-related matters in tehsils. He said, “Where necessary, the police force should also be taken along”.

CM Yogi also ensured full support to those who came seeking financial help for the treatment of serious diseases. He instructed the officers to complete the process of cost estimation of treatment on a priority basis and send it to the government.

“The government will not let lack of funds come in the way of treatment”, CM said.

Further, CM Yogi Adityanath also showered his love and blessings on the children who came to the Janata Darshan with their mothers and gave them chocolates.

Earlier, newly constructed Pediatric Intensive Care Units (PICUs) were inaugurated at Gorakhpur’s Jangal Kauria and Chargaon (Khuthan) Community Health Centres (CHCs) on Monday by Chief Minister Yogi Adityanath.

According to a media release by the state government, the PICU was developed by Hindustan Urvarak and Rasayan Limited (Hurl), with the Corporate Environment Responsibility (CER) fund and will benefit five lakh children, including 2.5 lakh residents each at Jangal Kauria and Chargaon. (ANI)

15 Pakistani Hindu Students Beaten Up For Playing Holi In Pakistan

At least 15 Hindu students were injured after being allegedly attacked by the Islami Jamiat Tulba (IJT) activists on Monday in Punjab University’s new campus when they were celebrating Holi, Dawn reported.

A number of videos surfaced on the social networking platform which showed that Hindu communities were being attacked by the IJT even after the students got permission from the administration for the celebration of Holi.

An application had been filed with the police for the registration of a case against the attacker.

Some other videos also showed that the security guards were carrying batons and beating the students and they were running from the scene, reported Dawn.

Talking about the incident, Sindh Council General Secretary Kashif Brohi said that the members of the Hindu community and the council had organised a Holi celebration after getting permission from the university administration.

He said the IJT activists started hurling threats after students had posted invitations for the Holi celebration on their Facebook page.

He said on Monday morning the members of the Sindh Council and Hindu community gathered outside PU law College to celebrate the Holi when the IJT activists carrying guns and batons attacked them.

Brohi further added that the students later gathered to protest outside the vice chancellor’s office when the security guards came there holding batons and started beating them.

He said the security guards also bundled four to five students into their vans, not allowing them to record their peaceful protest, according to Dawn.

He said an application was submitted to the administration and police for case registration against the IJT activists and security guards for torturing them.

However, IJT spokesperson Ibrahim Shahid told Dawn that they did not stop the Hindu community members from celebrating Holi. He further stated that the attackers might have used their name but the IJT will not. The IJT will ensure equality for minority community members to hold their religious events.

He said the security guards might have attacked the students and IJT had nothing to do with it.

He said they were holding Dars-i-Quran on the campus and were not present there.

A PU spokesman said action would be taken against the students involved in attacking minority community members, reported Dawn. (ANI)

Land For Jobs Scam: CBI Begins Questioning Lalu Yadav

A day after reaching former Bihar Chief Minister Rabri Devi’s residence, the Central Bureau of Investigation (CBI) on Tuesday started questioning former Union Minister Lalu Prasad Yadav, in connection with the land-for-jobs case.

The questioning is taking place in Pandara parak residence of his daughter Misa Bharti residence. Misa Bharti is a Rajya Sabha member. Lalu Yadav’s family said that they will cooperate in the investigation.
Earlier, a CBI official had said that the central agency had served notice to Yadav a few days ago and is likely to question Lalu Yadav soon.

“A few days ago, CBI had served notice to former Bihar Chief Minister Lalu Yadav in connection with the land-for-job case. CBI is likely to question Lalu Yadav soon,” a CBI official told ANI on Monday.

Earlier on Monday, CBI reached the residence of former Bihar Chief Minister Rabri Devi in Patna in the alleged case.

CBI had filed the chargesheet in October last year, against former Bihar chief ministers Lalu Prasad Yadav, Rabri Devi, their daughter Misa Bharti and 13 others in the land-for-jobs scam.

The chargesheet stated that during the investigation, it was found that the accused in conspiracy with the then GM Central Railways and CPO, Central Railways engaged persons as substitutes in lieu of land either in their name or in the name of their close relatives.

This land was acquired at prices lower than the prevailing circle rate and much lower than the market rate. It was also alleged that the candidates have used false TC and submitted false attested documents to the Ministry of Railways, said the CBI statement.

The alleged scam occurred between 2004 and 2009 when Lalu Yadav was the Railway Minister. Apart from the Rashtriya Janata Dal (RJD) chief, the chargesheet also includes the name of the then Railway General Manager.

CBI stated that the investigation had revealed that the candidates were considered for their engagement without any need for substitutes and there was no urgency for their appointment which was one of the main criteria behind the engagement of substitutes and they joined their duties much later from the approval of their appointment and they were subsequently regularised.

There were several anomalies found in the applications of the candidates and the documents that were enclosed due to which the applications should not have been processed and their engagement should not have been approved but it was done.

Further, in most of the cases, the candidates joined their jobs in their respective divisions on many later dates which defeated the purpose of appointment of Substitutes and in some cases, the candidates could not clear their medical examination under the required category to which their engagement was made and subsequently, they were considered and appointed on the posts where inferior/lower medical category was required, said the CBI.

Recently on February 27, while taking cognizance of the CBI chargesheet, Delhi’s Rouse Avenue Court issued summons against Lalu, his wife Rabri Devi and 14 others in connection with alleged land-for-job scam. (ANI)

SBI Team Debunks Raghuram Assessment On Slowing Indian Growth

The argument that India is going towards a ‘Hindu rate of growth’ is “ill-conceived, biased and pre-mature” when weighed against the respective data on savings and investments, said SBI Research in its Ecowrap report.

The term Hindu rate of growth was coined by economist Raj Krishna in 1978, which denoted the economic growth of about 3.5-4.0 per cent in terms of GDP during 1947-1980.

“India’s quarterly sequential Y-o-Y GDP growth has been in a declining trend in FY23. It has been argued in select quarters that India is going towards Raj Krishna coined rate of Growth (3.5-4 per cent) that predominated the growth in the period of 1947-1980. We find the argument ill-conceived, biased and pre-mature at its best when weighing the numbers against the data on savings and investments,” the Ecowrap report said.

The SBI Research report comes on the backdrop of former RBI governor Raghuram Rajan, having told media that economic growth of India was close to that of Raj Krishna coined term ‘Hindu rate of growth’.

Further, SBI Research argued institutional share of the Public and Private sectors in total Gross Capital Formation (GCF) has been nearly constant since FY12 at around 10 per cent and 34 per cent of GDP, respectively.

According to World Bank, the gross capital formation consists of investments on addition to the fixed assets of the economy plus net changes in the level of inventories.

Gross capital formation by the government touched a high of 11.8 per cent in 2021-22, up from 10.7 per cent in 2020-21. This, the SBI report said, also had a domino effect on private sector investment that jumped from 10 per cent to 10.8 per cent over the same period.

“In fact, the trends in GCF to gross output ratio or the plough back of funds for the creation of fresh capacity shows that for public administration the ration attained a fresh peak in 2021-22 owing to the emphasis on capital expenditure in recent budgets,” the report said.

Moreover, it argued that household savings in India increased sharply during the pandemic period on account of sharp accretion in financial savings such as deposits.

“While household financial savings have since then moderated from 15.4 per cent in 2020-21 to 11.1 per cent in 2022-23, savings in physical assets have grown sharply to 11.8 per cent in 2021-22 from 10.7 per cent in 2020-21.”

An analysis by SBI Research prima facie showed that the Incremental Capital Output Ratio (ICOR), which measures the additional units of capital investment needed to produce an additional unit of output, has been improving. ICOR which was 7.5 in FY12 is now only 3.5 in FY22, which essentially means only half of the capital is now needed for the next unit of output.

“Such reducing ICOR in the current years reflects a relative increasing efficiency of capital. The talk on ICOR becomes relevant shows that the economy is on a sound footing. It is also now clear that potential growth of Indian economy (a global phenomenon) is now lower than earlier. From that point of view, future GDP growth rates even at 7 per cent could still mean a decent number by any standards!” SBI Research’s report added. (ANI)

Nationalist Democratic Progressive Party’s Neiphiu Rio and National People’s Party (NPP) chief Conrad Sangma will take oath as a Nagaland and Meghalaya Chief Ministers respectively today in the presence of Prime Minister Narendra Modi.

Besides Prime Minister Narendra Modi, Union Home Minister Amit Shah and BJP national President JP Nadda are likely to attend the swearing-in ceremony of both the Chief Ministers.
Nagaland political stalwart and its longest-serving chief minister Neiphiu Rio is set to assume office for a fifth consecutive term after the convincing win.

Rio on Saturday had tendered his resignation as Chief Minister of Nagaland to Governor La Ganesan and staked claim to form the new government in the state.

The ruling Nationalist Democratic Progressive Party-Bharatiya Janata Party retained power in the Nagaland election, with the two parties having secured 37 seats in the 60-member assembly, as per the data by the Election Commission of India (ECI).

Rio won the Northern Angami-II Assembly constituency, trouncing Seyievilie Sachu of the Congress by a mammoth margin of 15,824 votes. He bagged a total of 17,045 votes, which comes to 92.87 per cent of the total votes polled in the seat.

Notably, a history was scripted in Nagaland when the state elected its first women legislators in its 60 years of statehood. The state, which has had 13 Assemblies so far, never had a woman MLA before Thursday’s result.

The two women lawmakers – Hekhani Jakhalu and Salhoutuonuo Kruse of the ruling NDPP defeated the sitting MLAs in Western Angami and Dimapur-III seats respectively.

The Northeast state saw a triangular contest as Congress and CPIM, which have been arch rivals for years, stitched a pre-poll alliance to defeat the ruling BJP.

In Meghalaya, the NPP-led alliance, with the support of 45 MLAs two of the BJP has staked claim to form the government in the state.

Among the allies, the eight cabinet berths will go to the NPP, two to the United Democratic Party (UDP) and one each for Bharatiya Janata Party (BJP) and Hill State People’s Democratic Party (HSPDP).

Sangma’s NPP won 26 seats in the Assembly elections and is all set to form the government in as the chief minister for a second consecutive term.

The swearing-in ceremony will be held at Raj Bhawan in Shillong where Prime Minister Narendra Modi will also be present.

Meghalaya CM Conrad Sangma won from the South Tura constituency with a margin of 5,016 against Bharatiya Janata Party’s Bernard N Marak, as per the data shared by the Election Commission of India on March 2.

United Democratic Party (UDP) bagged 11 seats in the results of assembly polls announced on Thursday. Congress won five seats. Trinamool Congress, which had inducted all Congress MLAs in the previous assembly, also got five seats.

BJP, People’s Democratic Front and Hill State People’s Democratic Party bagged two seats each. Voice of the People Party got four seats. Two seats were won by independent candidates.

BJP and NPP were partners in the outgoing government but fought the assembly polls separately. (ANI)

US Secretary of Commerce Gina Raimondo will visit India from 7 to 10 March on the invitation of Piyush Goyal, Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles.

During the visit, she will participate in the Indo-US Commercial Dialogue and CEO Forum which will be held on 10 March 2023.

Discussions would be held on cooperation in various sectors that could unlock new trade and investment opportunities between the two countries.

The Commercial Dialogue is a cooperative undertaking encompassing regular government-to-government meetings to be held in conjunction with private sector meetings, with an aim to facilitate trade and maximize investment opportunities across a broad range of economic sectors.

The last India-USA Commercial Dialogue was held in February 2019. Since then, due to the pandemic and other factors, it could not be held. It is proposed to re-launch the Commercial Dialogue with a strategic outlook with a focus on supply chain resiliency & diversification and new emerging areas, after a gap of three years.

Earlier, India-US CEO Forum was soft-launched by the Indian Commerce & Industry Minister and US Secretary of Commerce on 9th November 2022 via video conference for which identified key priorities were increasing supply chain resilience, enhancing energy security & reducing overall greenhouse gas emissions, advancing inclusive digital trade and facilitating post-pandemic economic recovery, especially for small businesses.

Trade, Commerce and Economy had always enjoyed a place of prominence in the India-US multifaceted strategic bilateral relations. Today, the two countries are leading trading partners of each other. India is the ninth most significant trading partner for the US, while the US is India’s largest trading partner and export destination.

The bilateral trade in goods saw very robust growth during CY 2022, surpassing $131 billion in goods, thus doubling since 2014 while total trade in Goods and Services is expected to cross US$ 180 billion. The US is also India’s third most significant source of FDI, and the USA is one of India’s top five investment destinations. This visit will immensely contribute towards furthering trade and commercial ties between the two countries. (ANI)

In a feat that could not be accomplished in the past seven decades, the Centre’s flagship ‘Jal Jeevan Mission’ started supply of potable tap water in areas inhabited by the Particularly Vulnerable Tribal Group (PVTG) ‘Pando’, a special backward tribe in Chhattisgarh’s Balrampur district.

The locals heaped praise on the central government as well as the central team that arrived for inspection in the remote village.

Pando community is a backward tribe with a population of just over 35 houses. They inhabit the Dhauli village of Libra in North Chhattisgarh, which is situated merely 1 km away from the Jharkhand border.

The villagers had to toil and face and lot of hardship to fetch drinking water. Rural women had to travel 1-2 km to fetch water from handpumps.

Now, with the supply of tap water through the Centre’s Jal Jeevan Mission, water connections have been provided to all residents of Libra village.

The villagers are now receiving an uninterrupted supply of water through taps.

The district officer of the Public Health Engineering (PHE) Department said the central team carried out inspections, which eventually led to the launch of the scheme in the remote area. (ANI)

A geographically, philosophically, and linguistically diverse spectrum of terror networks are becoming more antagonistic towards the second-largest economy in the world, China. This comes as China’s influence grows throughout Asia and beyond, Nikkei Asia reported.

Referring to the recent incidents of terror attacks as Longan Hotel, also known as Chinese Hotel, win central Kabul was attacked that left three terrorists dead and two foreigners injured.

The attack followed days after the terror attacking the Pakistani embassy in Kabul on December 2 with the target apparently being the head of mission.

The Islamic State of Khorasan Province (ISKP) claimed credit for both the attacks.

Apparently, the Chinese government was watching the scene from 4,000 kilometres away in Beijing. The following day, Wang Wenbin a spokesman for China’s foreign ministry, reported that some Taliban security personnel had been killed and give Chinese citizens had been hurt. He claimed that China was extremely astonished.

A report in Nikkei Asia read, that this wasn’t a one-off incident.

They have been different complaints, ranging from East Africa and the Philippines to Afghanistan and Pakistan. But in their propaganda, broad and overlapping themes may be seen. Experts frequently see a strategic link between how these militant networks target China and the Belt and Road Initiative (BRI) to undermine the local governments they are fighting.

In the upcoming years, this seems set to put Beijing and its allies to even more pressure. There are indications that Beijing is at least temporarily restricting its diplomatic presence in Pakistan, a key BRI investment recipient where Chinese interests have been assaulted numerous times over the years, as a result of rising security concerns, according to Nikkei Asia.

The Chinese Embassy said last week that its Consular Service Hall will be shut down “until further notice” for an unidentified “technical cause.” Yet, numerous sources Nikkei Asia spoke with indicated that security was a concern. There have been explicit threats made against the Chinese in Islamabad, according to a federal government official from Pakistan who asked to remain anonymous because he was not authorised to speak to the media.

Security has been stepped up throughout the capital, he said, adding that this is one of the reasons.

This comes as the first such attack on Chinese interests since the Taliban took control of Afghanistan in August 2021.

Post the attack, China’s foreign ministry spokesman, Wang Wenbin, asked Chinese nationals to immediately leave Afghanistan. He said five Chinese nationals were wounded in the attack.

“The bombing occurred only a day after Chinese Ambassador Wang Yu met with Afghan Deputy Foreign Minister Sher Mohammad Abbas Stanekzai to discuss security and request more attention to the protection of Beijing’s embassy in Kabul,” reported Nikkei Asia.

CEO of Intelonyx Intelligence Advisory and counterterrorism specialist, Laith Alkhouri, in a statement to Nikkei Asia said that ISIS-K sees the targeting of Chinese nationals as a twofold benefit.

He said, “On the one side [they] score attack points, on the other it’s a… factor to grow their radical base. This tactic is consistent with the larger ISIS plan, which calls for assaults at convenient times that have significant propaganda value.”

Particularly in the northwest China region of Xinjiang, many militant organisations see Beijing as an imperial or colonial state that is cruel to its own people. More than 1 million Uyghur Muslims and other minorities are allegedly being held in camps, a claim Beijing refutes. At the same time, militants perceive China as aiding the regional authorities they disagree with, reported Nikkei Asia. (ANI)
