Quad Reaffirms Support To Free, Open Indo-Pacific

The Quadrilateral Security Dialogue (Quad) reaffirmed its steadfast commitment to supporting a free and open Indo-Pacific and strongly supported the peaceful settlement of disputes without resorting to threats or use of force and freedom of navigation and overflight.

The Quad Foreign Ministers carried out a comprehensive review of various issues, ranging from indo-pacific to ASEAN. The meeting was presided by External Affairs Minister S Jaishankar, Australian Foreign Minister Penny Wong, Japanese counterpart Yoshimasa Hayashi and US State Department Secretary Antony Blinken.
“Our meeting today reaffirms the Quad’s steadfast commitment to supporting a free and open Indo-Pacific, which is inclusive and resilient. We strongly support the principles of freedom, rule of law, sovereignty and territorial integrity, peaceful settlement of disputes without resorting to threat or use of force and freedom of navigation and overflight and oppose any unilateral attempt to change the status quo, all of which are essential to the peace, stability and prosperity of the Indo-Pacific region and beyond,” according to the statement released by Quad.

These statements came against the backdrop of growing China’s assertiveness in the region.

In the meeting, Foreign Ministers said the Quad, as a force for regional and global good, will be guided by the priorities of the Indo-Pacific region through its positive and constructive agenda.

Quad Foreign ministers sought support in the region through practical cooperation on contemporary challenges such as health security, climate change and the clean energy transition, critical and emerging technologies, infrastructure and connectivity. The Foreign ministers also addressed the debt crisis, space cooperation, cyber-security, humanitarian assistance and disaster relief (HADR), maritime security and counter-terrorism.

Talking about the reforms in United Nations Security Council, Quad said they reiterated their unwavering support for the UN Charter, including the expansion of permanent and non-permanent seats of the international organisation.

“We concur that the rules-based international order is anchored in international law, including the UN Charter, and the principles of sovereignty, political independence, and territorial integrity of all states. We are committed to cooperating to address attempts to unilaterally subvert the UN and international system, in consultation with our partners and through multilateral and international platforms,” the statement read.

“We reiterate our unwavering support for the UN Charter, including its three pillars, and our steadfast commitment to strengthening the UN and international system through a comprehensive reform agenda, including through expansion in permanent and non-permanent seats of the UN Security Council. In this regard, we commit to active and constructive engagement in the Inter-Governmental Negotiations (IGN) process on Security Council Reforms with an overall objective of making the UN Security Council more effective, representative, and credible,” it added.

The eighth edition of the Raisina Dialogue, from March 2-4, was inaugurated by Prime Minister Narendra Modi on Thursday and chief guest, Italian Prime Minister Giorgia Meloni, delivered the keynote speech.

The conference, organised under the theme ‘Provocation, Uncertainty, Turbulence: Lighthouse in the Tempest?’, is witnessing the participation of representatives from over 100 countries. (ANI)

Smoke Engulfs Kochi As Brahmapuram Waste Plant Fire Continues

A major fire that broke out at Kochi-based Brahmapuram waste treatment plant a day ago continues to burn despite efforts by the city’s Fire and Rescue Services to douse the blaze, officials said.

A total of 16 pumping units and six JCBs have been deployed to bring the fire under control, the cause of the fire is yet to be ascertained, officials said.
“The fire started last evening and we tried to douse the fire yesterday itself. Now we are separating the waste with JCB to prevent the fire from spreading to more places. Along with that, we are trying to douse the fire by cooling it down. This will happen more effectively if there are more JCBs,” Sateeshan, the Chief Fire Officer said.

He further told reporters that it is the sixth year in a row that the waste plant has caught fire.

Yesterday, the fire spread further to the east, the fire official said stating that in the absence of rain the waste is dry and made the situation grave. Also

Earlier it was possible to use water in the rivers. Now it can’t. There is a delay due to the situation of bringing water from outside.

“The fire is expected to be brought under control by Friday evening or we will try to bring as many areas as possible under control. There are enough units here, we are bringing pumping units and JCBs in use, this is a herculean task,” Sateeshan said. (ANI)

Pegasus In His Mind: Anurag On Rahul’s Fresh Snooping Charge At Centre

Lashing out at Congress leader Rahul Gandhi over his claim of being snooped on through Israeli spyware Pegasus, Union Minister Anurag Thakur on Friday said it is his habit to raise unfounded allegations and ‘defame’ India on foreign shores.

The Union minister’s statement comes in the wake of Rahul Gandhi claiming, in a lecture at Cambridge University, that his phone was being spied on through Pegasus, and that he was warned by Intelligence officers to be “careful” about what he says on the calls.
“I had Pegasus on my phone. A large number of politicians had Pegasus on their phones. I have been called by Intelligence officers who told me, ‘Please be careful about what you are saying on the phone because we are sort of recording the stuff’. So this is the constant pressure that we feel. Cases on the Opposition. I have got a number of criminal liable cases for things that should under no circumstances be criminal liable cases. That’s what we are trying to defend,” the Congress leader said in his address.

Hitting back at Rahul, Thakur asked why he did not submit his phone for examination before the Supreme Court-appointed committee, which was set up to look into the snooping allegations against the government.

“What was his compulsion that he could not submit his mobile phone (before the committee) to have it checked for Pegasus spyware? He is already on bail in a (National Herald) corruption case. What was there in his phone that he needed to hide? Why did he and other leaders (who Rahul claims were allegedly spied on) not submit their phones? It has become his habit to defame India on foreign shores,” Thakur said.

While not naming billionaire investor George Soros, who was recently in the news over his statement against Prime Minister Narendra Modi at a security conference in Munich, Thakur said, “It could be Rahul Gandhi’s hatred towards the Prime Minister (that makes him raise such allegations). But it also raises larger questions on the Congress’ agenda to defame the country repeatedly from a foreign land, sometimes from a foreign friend. Has Congress lost its faith in our constitutional institutions? Will Congress continue to raise questions about India’s democracy? Rahul Gandhi left no stone unturned in defaming India on foreign land,” the Union minister added.

Thakur said the Congress MP has Pegasus in his mind and nowhere else.

“As the election results (in Meghalaya, Tripura and Nagaland) showed yesterday, the Congress has been wiped out again. Hence, this is just Rahul Gandhi ranting against our government in frustration. He knew how his party was going to fare in the elections. Pegasus is in his mind, nowhere else. World leaders are commending India’s growth and how the country’s image and position has been elevated on the global platform under the leadership of Prime Minister Narendra Modi. If not someone else, Rahul Gandhi could have listened to the Italian Prime Minister Giorgia Meloni (at the G20 Foreign Ministers’ meeting on Thursday). Maybe, Rahul Gandhi could not accept this (Meloni’s praise for PM Modi), and neither could he accept the mandate of the people,” the Union Sports minister said.

On Rahul allegations of rising attacks on minorities in India, Thakur said the Congress resorted to ‘Divide and Rule’ when in power, and while the country, under PM Modi, has shed its colonial baggage and mindset, the grand old party doesn’t seem to have done the same.

“The Congress has divided people on the basis of caste, religion and community which was born out of a mindset of ‘Divide and Rule’. However, the country has now shed this colonial mindset,” he said.

Meanwhile, dismissing the allegations raised by the Congress MP against the government on Friday, Union Telecom minister Ashwni Vaishnaw told ANI, “What can I say on his remarks? His needle seems to have got stuck somewhere. He needs to move on from this.”

Earlier, in his lecture, Rahul Gandhi had shared a picture of himself in the presentation slide in which he is seen being held by police personnel, claiming that the Opposition leaders were “locked up” for “just standing” in front of the Parliament House to raise some issues, while also alleging that such incidents have happened “relatively violently”.

“In the Constitution, India is described as a Union of States, and that Union requires negotiation and conversation. It is that negotiation that is under attack and threat. You can see the picture that was taken in front of our Parliament House. The Opposition leaders, including myself, were just standing there, talking about certain issues, when we were detained and put in jail. That’s happened 3 or 4 times. It has happened relatively violently. You have also heard of the attacks on minorities and the press. This does give you a sense of what’s going on (in India),” Rahul claimed.

In August last year, the Supreme Court-appointed committee to look into snooping allegations against the government concluded that the spyware was not found in the 29 mobile phones examined by it, but malware was found in five mobile phones.

Reading the report of the committee, the bench had said, “We are concerned about the technical committee report… 29 phones were given and in five phones some malware was found but the technical committee says it cannot be said to be Pegasus.” (ANI)

Quad Announces Establishment Of Working Group On Counter-Terrorism

Quad grouping of countries comprising of US, Japan, Australia and India on Friday announced the establishment of a Working Group on Counter-Terrorism in sharpening of the group’s focus to combat terror.

A joint statement of the Quad Leaders issued in New Delhi today denounced the use of terrorist proxies and committed to promote accountability for terrorist attacks including the 26/11 attack in Mumbai, “which claimed lives of citizens from all Quad countries”. Heavily-armed terrorists from Pakistan struck in Mumbai on November 26, 2008 in which at least 174 people, including 26 foreign nationals, were killed and over 300 people injured.
“We announce the establishment of the Quad Working Group on Counter-Terrorism, which will explore cooperation amongst the Quad and with Indo-Pacific partners, to counter new and emerging forms of terrorism, radicalization to violence and violent extremism,” the joint statement said.

It noted that terrorism has become increasingly diffuse, aided by terrorists’ adaptation to, and the use of emerging and evolving technologies such as unmanned aerial systems (UAS) and the internet, including social media platforms for recruitment and incitement to commit terrorist acts, as well as for the financing, planning, and preparation of terrorist activities.

The group also welcomed the focused discussions on these themes at the Quad Counter-Terrorism Policy Meeting and tabletop exercise hosted by Australia in October 2022 and said it looked forward to its first meeting in the United States in March 2023 to continue discussions on this global issue.

Earlier during a panel discussion on “The Quad Squad: Power and Purpose of the Polygon,” External Affairs Minister S Jaishankar said that new things have come out during the Quad Foreign Ministers’ Meeting.

“If you ask me what were the new things which came out today, we agreed on a counter-terrorism working group. We agreed on cooperating more closely with Indian Ocean Rim Association. We agreed that we had earlier worked out a Humanitarian Assistance and Disaster Relief (HADR) Quad initiative,” said Jaishankar.

“We are pleased to note the progress made under the Quad Humanitarian Assistance and Disaster Relief Partnership (HADR) for the Indo-Pacific, since our last meeting in September 2022, when we signed the Guidelines for the Partnership,” read the statement

Quad welcomed the outcomes of the first HADR tabletop exercise and biannual meeting held in India in December 2022 and looks forward to the finalization of the Partnership’s Standard Operating Procedures (SOP) which would enable an efficacious and coordinated response mechanism.

Jaishankar also said that one of the outcomes that Quad agreed on was that the listings of terrorists, the counter-terrorism listings should not be politicised.

“We unequivocally condemn terrorism and violent extremism in all its forms and manifestations. We denounce the use of terrorist proxies and emphasize the importance of denying any logistical, financial or military support to terrorist organizations which could be used to launch or plan terrorist attacks, including transnational and cross-border attacks,” read the joint statement.

Moreover, Quad reiterates the condemnation of terrorist attacks, including 26/11 Mumbai, which claimed the lives of citizens from all Quad countries, and the Pathankot attacks.

“We are committed to working together with our regional and international partners to promote accountability for the perpetrators of such terrorist attacks, including through designations by the UN Security Council 1267 Sanctions Committee. In this regard, we express our concern at attempts to politicise the working of the UNSC Sanctions Regimes and call on all states to maintain the transparent, objective and evidence-based working methods of UNSC Sanctions Committees,” added the statement.

Speaking on reforms in the UN and Standard Operating Procedures on counter-terrorism, Jaishankar said, “So the SOP for that which I think the military people would obviously see as a prerequisite for their cooperation. We coordinated with the UN to make sure that the processes of the UN are respected and workings of the UN stayed true to its spirit. I was personally happy that there was a stronger expression of support from all of us collectively to the reform of the UN to the fact that there would be inter-governmental negotiations on the reform.”

He said that the Quad is working in 2023 because we have a leadership less burdened by baggage.

“I take the Quad back to Boxing Day 2004 when the Indian Ocean Tsunami happened. In 2006, when Prime Minister Abe came to India, before coming he had the idea that Quad could be an effective way of dealing with the challenges. There was actually a Quad meeting, my memory serves me right, in Manila in 2007. Then it did not work out. If you ask me why didn’t it work out, as opposed to what happened 10 years later because it was revived 10 years later in 2017,” said Jaishankar.

“In 2019, it became a Foreign Minister’s level, and when the Biden administration came in in 2021, it became a Summit level. One, there was greater strategic clarity on the part of all the countries concerned. If I were to look at India’s ties with the US, it became much deeper. With Japan also, grew, and the real big change has been in the last decade has been with Australia. In a way, Quad is working in 2023 because we have a leadership less burdened by baggage,” the external affairs minister added.

Meanwhile, in the joint statement issued today the Quad sought an end to violence and detentions by the Myanmar Junta. On Ukraine, the joint statement said they “continued to discuss our responses to the conflict in Ukraine and the immense human suffering it is causing, and concurred that the use or threat of use of nuclear weapons is inadmissible”.

“We underscored the need for a comprehensive, just and lasting peace in Ukraine in accordance with international law, including the UN Charter. We emphasised that the rules-based international order must respect sovereignty, territorial integrity, transparency and peaceful resolution of disputes,” the statetement added. (ANI)

US Secretary of State Antony Blinken on Friday said allowing Russia to do what it is doing in Ukraine will be a message to aggressors everywhere.

“If we allow Russia to do what it is doing in Ukraine then that’s a message to the aggressors everwhere that they may be able to get away with it too,” US Secy of State Antony Blinken said at the meeting of the Quad Foreign Ministers in the national capital.
Blinken was speaking at the Raisina Dialogue 2023 in Delhi themed “The Quad Squad: Power and Purpose of the Polygon,”, where all Quad Foreign Ministers participated in-person.

“For us the future is so much in Indo-Pacific…Even as we are rightly focussed on what is happening in Ukraine as a result of Russian aggression, not just because it matters to Ukrainians and to Ukraine and Europe, but because it matters to the entire world,” Blinken added.

On Quad grouping, Blinken said he believes it is a force for good, positive, and affirmative action.

India on Friday hosted the Quad foreign ministers’ meeting presided over by External Affairs Minister S Jaishankar with participation by US Secretary of State Antony Blinken, Japanese Foreign Minister Yoshimasa Hayashi and Australian Foreign Minister Penny Wong.

The meeting comes a day after the foreign ministers meeting of the G20 in the national capital and according to the Ministry of External Affairs, the meeting offes an opportunity for the ministers to continue their discussions held at their last meeting in New York in September 2022.

On Thursday Blinken and Jaishankar met and had discussions on measures to mitigate the global impacts of Russia’s war in Ukraine.

On the sidelines of the G20 Foreign Ministers’ Meet, Blinken spoke to Jaishankar and shared his views on tackling global and regional challenges.

Secretary Blinken and Minister Jaishankar also discussed how to mitigate the global impacts of Russia’s war in Ukraine, the United States and India’s cooperation in the Indo-Pacific, the successful launch of the initiative on Critical and Emerging Technology (iCET), and regional issues.

Earlier in the day, US Secretary of State Antony Blinken had urged his Russian counterpart Sergey Lavrov to reverse Moscow’s “irreversible decision” and return to implementing New START (Strategic Arms Reduction Treaty) nuclear arms reduction treaty. (ANI)

Congress leader Rahul Gandhi launched a scathing attack at the Centre during a lecture at Cambridge University, alleging that an attack has been unleashed on the basic structure of Indian democracy while also claiming that Israeli spyware Pegasus was being used to snoop into his phone.

Rahul claimed that he had been warned by the intelligence officers to be “careful” while speaking on the phone as his calls were being recorded.
Congress leader and ex-advisor to former Prime Minister Manmohan Singh, Sam Pitroda shared the YouTube link of Rahul Gandhi’s address to MBA students at Cambridge Judge Business School on the topic of ‘Learning to Listen in the 21st Century’, on Twitter.

Japan’s Foreign Minister Yoshimasa Hayashi on Friday reached New Delhi to participate in Quad Foreign Ministers Meeting.
