Jallikattu Tamil Nadu

SC Upholds TN Govt’s Law Allowing “Jallikattu”

The Supreme Court on Thursday upheld the Tamil Nadu government’s law allowing the bull-taming sport ‘Jallikattu’ in the State.

Supreme Court, however, said that the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Act, 2017, substantially minimises pain and suffering to animals.
A five-judge Constitution bench of Justices KM Joseph, Ajay Rastogi, Aniruddha Bose, Hrishikesh Roy and CT Ravikumar was hearing a batch of petitions challenging Tamil Nadu and Maharashtra governments’ laws allowing the bull-taming sport ‘Jallikattu’ and bullock cart races.

Supreme Court also allowed the validity of similar laws framed by the governments of Maharashtra and Karnataka allowing sports involving animals.

The bench noted that Jallikattu has been going on for the last few centuries.

Strictly observing that the law, having received President’s assent can’t be interfered with, the bench dismissed all the pleas challenging the validity of states’ laws allowing bull-taming sport “Jallikattu” and bullock cart races.

Five-judge Constitution bench directed that all laws are strictly implemented and the DM and competent authorities shall be responsible for strict implementation of the amended law.

The Tamil Nadu government had defended the event of “Jallikattu” and told the apex court that sporting events can also be a cultural event and there is no cruelty on the bulls in “Jallikattu”.

Jallikattu is conducted during the Pongal festival as thanksgiving for a good harvest and subsequent festivals are conducted in temples which shows that the event has great cultural and spiritual significance, it had added.

In February 2018, the Supreme Court had referred to the Constitution bench whether the people of Tamil Nadu and Maharashtra can conserve Jallikattu and bullock-cart races as their cultural right and demand their protection under Article 29 (1) of the Constitution.

The top court had earlier said that the petitions challenging the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Act, 2017, needed to be decided by a larger bench since they involved substantial questions relating to interpretation of the Constitution.

Tamil Nadu and Maharashtra had amended the central law, the Prevention of Cruelty to Animals Act, 1960, and allowed Jallikattu and bullock cart racing, respectively.

The petitions were filed in the top court challenging the State laws.

A batch of petitions, led by People for Ethical Treatment of Animals (PETA), sought direction to quash the Jallikattu law passed by the Tamil Nadu Legislative Assembly, which brought bulls back into the fold of “performing animals”.

PETA had challenged the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Bill 2017 passed by the state assembly on several grounds, including that it circumvented the apex court verdict holding the bull-taming sport as “illegal” in the state.

The top court had earlier dismissed the Tamil Nadu government’s plea seeking a review of the 2014 judgement banning the use of bulls for Jallikattu events in the state and bullock cart races across the country. (ANI)

The train will provide a faster, more comfortable and convenient travel experience to passengers, boost tourism and promote economic development in the region.

Last month, the railways conducted the trial run of Vande Bharat Express, India’s indigenously designed semi-high-speed train, between Howrah and Puri on Friday.

PM Modi will lay the foundation stone and dedicate several railway projects worth more than Rs 8,000 crore in Odisha via video conferencing on Thursday.

Mahinda Rajapaksa

Overseas Ban On Rajapaksa Lifted

The overseas travel ban which was imposed on former Prime Minister Mahinda Rajapaksa with regard to the May 9, 2022 clashes was lifted by a Sri Lankan court on Wednesday, Lankan news organization News First reported.

Alongside Rajapaksa, the travel ban against MP Rohitha Abeygunawardena, Minister Pavithra Wanniarachchi, and ex-provincial Council member Kanchana Jayaratne was entirely lifted by the Fort Magistrate’s Court as well.
The ban was imposed on Rajapaksa and others in view of investigations for their alleged involvement in the deadly attack on peaceful anti-government protesters in Colombo on May 9, 2022.

President’s Counsel Shavendra Fernando asked the court to relax the travel restrictions placed on former president Mahinda Rajapaksa, MP Rohitha Abeygunawardena, minister Pavithra Wanniarachchi, and former provincial council member Kanchana Jayaratne, citing the fact that none of them had been listed as suspects in the investigation, News First reported.

After hearing the argument, the magistrate issued an order lifting the travel ban and designated the Controller General of Immigration and Emigration as the recipient of the stated order.

However, the travel ban on two others including MP Milan Jayathilake, the fourth suspect in the case, was extended to the next court date.

The Magistrate further ordered that Hewagamage Manjula, Ramesh Bhanuka, Chamath Thivanka, and Nishantha De Mel, released on bail earlier, be released from the case, as per Sri Lanka-based News First.

The Sri Lankan Supreme Court had earlier issued an interim order that prevented them from leaving the country without the court’s permission until August 11.

A ples was filed in the Supreme Court seeking an overseas travel ban on Mahinda Rajapaksa, Basil Rajapaksa and former Governor of the Central Bank of Sri Lanka, Ajith Nivard Cabraal, Colombo Gazette reported.

The plea sought an investigation to be carried out against those individuals who are responsible for Sri Lanka’s economic crisis, in line with a fundamental rights petition filed before the Supreme Court.

On July 22, 2022, a large military group, along with the police, launched a raid near the Presidential Secretariat and the protest site at Galle Face to clear the area of protesters. Several arrests were made.

With many Sri Lankans experiencing extreme shortages of essentials including food and fuel, peaceful protests began in March. The demonstrations led then-Prime Minister Mahinda Rajapaksa to resign on May 9, and his brother, President Gotabaya Rajapaksa, to flee the country on July 13 and resign the following day.

Wickremasinghe became acting president, and parliament elected him as the new president on July 20 with the support of the Rajapaksas’ political party, the Sri Lanka Podujana Peramuna. (ANI)

Pakistan-led espionage case

Operation Dhvast: NIA Raids 324 Spots To Bust Terror-Drug Nexus

In a massive day-long operation, the National Investigation Agency (NIA), in coordination with Punjab and Haryana Police, on Wednesday raided 324 locations as part of “Operation Dhvast” in eight states in terrorist-gangster-drug smugglers nexus cases.

The agency seized a huge cache of arms and ammunition, besides other incriminating material in the operation which began around 5.30 am.

Several suspects were detained during the raids, conducted in Punjab, Delhi, Haryana, Uttar Pradesh, Rajasthan, Maharashtra, Gujarat, Chandigarh and Madhya Pradesh.

While NIA conducted search operations in 129 places, Punjab Police launched searches at 143 places in 17 districts and Haryana Police raided 52 locations in 10 districts simultaneously.

The day-long searches were aimed at breaking the terror nexus of Arsh Dalla, a designated terrorist, apart from dreaded gangsters such as Lawrence Bishnoi, Chhenu Pehalwan, Deepak Teetar, Bhupi Rana, Vikash Lagarpuriya, Ashish Choudhary, Gurpreet Sekhon, Dilpreet Baba, Harsimrat Simma and Anuradha, said the NIA.

“The focus of today’s raids was on weapon suppliers, financiers, logistic providers and hawala operators associated with the hardcore gangs working with drug smugglers and terrorists based out of other countries like Pakistan and Canada,” the Central anti-terror agency said.

The raiding parties seized a pistol, assorted ammunition (both live and used cartridges), in addition to 60 mobile phones, five DVRs, 20 SIM cards, one hard disk, one pen drive, one dongle, one WiFi router, a digital watch, two memory cards, 75 documents and Rs 39, 60,000 in cash.

These were the sixth in the series of such crackdowns launched by the NIA following the registration of three cases since August 2022 of conspiracies related to targeted killings, terror funding of pro-Khalistan outfits and extortion.

The sensational killing of Maharashtra builder Sanjay Biyani and international Kabaddi player Sandeep Nangal Ambia in Punjab last year is notable among these cases.

NIA investigations have revealed that the conspiracies were being hatched in jails of different states and were being executed by an organized network of operatives based abroad.

“The spotlight on these gangs has become sharper after reports of several prisons becoming havens of the deadly nexus and hubs of gang wars, which recently resulted in violence and murder inside Goindwal Jail and Tihar Jail”, said the NIA.

The NIA has further found that many criminals, who were leading the gangsters in India, had fled to countries like Pakistan, Canada, Malaysia and Australia, from where they have been engaged in planning serious crimes in association with criminals lodged in jails across India.

“These groups were carrying out targeted killings and raising funds for their nefarious activities through smuggling of drugs and weapons, hawala and extortion”, one of the NIA officials said.

Abohar, Moga, Fazilka, Ludhiana, Mohali, Ferozpur, Tarn Taran, Ludhiana, Faridkot, Roopnagar, Nawashahar, Ferozpur, Amritsar, Patiala, Bernala and Jalandhar districts of Punjab, Gurugram, Yamuna Nagar, Ambala, Rohtak, Sirsa, Kurukshetra and Jhajjar districts of Haryana, Sri Ganga Nagar, Churu, Bikaner and Jaipur districts of Rajasthan; Baghpat, Meerut and Lucknow in Uttar Pradesh, Bhind and Barwani districts of Madhya Pradesh, besides Dwarka, North, North-east, South-east, South, Outer and Outer North districts of Delhi and NCR are some of the locations where raids were conducted on Wednesday.

The NIA had previously conducted searches at 231 locations and seized 38 arms, including 4 lethal weapons, along with 1,129 rounds of ammunition. It has so far frozen 87 bank accounts and attached 13 properties, besides seizing 331 digital devices, 418 documents and two vehicles.

Two absconders have been declared as designated individual terrorists, and NBWs have been issued against 10 persons and Look Out Circulars against 14 others.

“Further investigations are on to dismantle such terror networks as well as their funding and support infrastructure,” added the NIA. (ANI)

Jallikattu

SC Verdict On Law Allowing Jallikattu On Thursday

The Supreme Court on Thursday will pronounce its judgement on a batch of petitions challenging Tamil Nadu and Maharashtra governments’ laws allowing the bull-taming sport ‘Jallikattu’ and bullock cart races.

A five-judge Constitution bench of Justices KM Joseph, Ajay Rastogi, Aniruddha Bose, Hrishikesh Roy and CT Ravikumar will pronounce the verdict.
The Tamil Nadu government had defended the event of ‘Jallikattu’ and told the apex court that sporting events can also be a cultural events and there is no cruelty on the bulls in ‘Jallikattu’.

“This is an incorrect notion that an activity, which is in nature of a sport or entertainment or amusement, cannot have a cultural value,” the state had said.

Countries like Peru, Columbia and Spain consider bullfighting a part of their cultural heritage, the Tamil Nadu government had argued, adding that bulls involved in ‘Jallikattu’ are maintained by farmers around the year.

Earlier, the apex court had asked the Tamil Nadu government whether an animal can be used in bull-taming sports like ‘Jallikattu’ for the entertainment of humans and how is the sport necessary for preserving the native breed of bulls.

Tamil Nadu government in its affidavit had stated that Jallikattu is “not merely an act of entertainment or amusement but an event with great historic, cultural and religious value.”

Jallikattu is conducted during the Pongal festival as thanksgiving for a good harvest and subsequent festivals are conducted in temples which shows that the event has great cultural and spiritual significance, it had added.

In February 2018, the Supreme Court referred to the Constitution bench whether the people of Tamil Nadu and Maharashtra can conserve Jallikattu and bullock-cart races as their cultural right and demand their protection under Article 29 (1) of the Constitution.

The top court had earlier said that the petitions challenging the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Act, 2017, needed to be decided by a larger bench since they involved substantial questions relating to the interpretation of the Constitution.

It had said that a larger bench would decide whether states have the “legislative competence” to make such laws on grounds, including that Jallikattu and bullock cart racing fell under the cultural rights enshrined under Article 29(1) and can be protected constitutionally.

Tamil Nadu and Maharashtra had amended the central law, the Prevention of Cruelty to Animals Act, 1960, and allowed Jallikattu and bullock cart racing, respectively.

The petitions were filed in the top court challenging the state laws.

A batch of petitions, led by People for Ethical Treatment of Animals (PETA), sought direction to quash the ‘Jallikattu’ law passed by the Tamil Nadu Legislative Assembly, which brought bulls back into the fold of “performing animals”.

(ANI)

As per details, a heavy contingent of Punjab Police was deployed on the roads leading to Zaman Park while barriers were installed on several roads.

Sources told ARY News that Canal Road, Dharam Pura Chowk and Allama Iqbal Road have been closed to traffic. Police personnel wearing bulletproof jackets were present along with mobile vans, according to ARY News.
