TN Cabinet Reshuffle: TRB Rajaa Sworn In As Minister

Tamil Nadu Chief Minister MK Stalin on Thursday expanded his cabinet for the second time since assuming office on May 7, 2021.

Palanivel Thiaga Rajan (PTR) was divested of the Finance and Human Resources Management portfolio and made the Minister for Information Technology and Digital Services in the reshuffle of the Tamil Nadu Cabinet.
Thangam Thennarasu, who was the Minister for Industries, has been made the Minister for Finance and Human Resources Management in place of PTR.

Taking to Twitter today, PTR said that he is “grateful” to Chief Minister M K Stalin for assigning him the portfolio of Information Technology.

Recently, the Bharatiya Janata Party Tamil Nadu chief K Annamalai recently released audio tapes purportedly of Palanivel Thiaga Rajan accusing Chief Minister MK Stalin’s family of “corruption”.

PTR has, however, refuted allegations made in the audio clips and called them “false” and “fabricated”.

Stalin also during his recent ‘Ungalin Oruvan’ question and answer series in which the Tamil Nadu Chief Minister responds to various questions relating to various political developments had said he does not want to “publicize those indulging in cheap politics.”

Meanwhile, in today’s Cabinet reshuffle MP Saminathan, the Minister of Information and Publicity, has been additionally allotted the Tamil Official Language and Tamil Culture, Archaeology.

Also, Dravida Munnetra Kazhgam (DMK) legislator TRB Rajaa was sworn in as a Minister in the Tamil Nadu Cabinet this morning.

Governor RN Ravi administered the oaths of office and secrecy to the Mannargudi MLA, Rajaa at a ceremony in the Raj Bhavan in Chennai attended by Chief Minister M K Stalin and others.

Rajaa has been allocated the Industries portfolio. The three-time MLA from Mannargudi. He was earlier appointed the DMK’s NRI wing secretary and later the IT wing secretary.

MP Saminathan, the Minister of Information and Publicity, has been additionally allotted the Tamil Official Language and Tamil Culture, Archaeology.

Mano Thangaraj, the Minister for Information Technology and Digital Services has been reassigned the Milk and Dairy Development portfolio.

This is the first time that DMK has dropped its minister from the Cabinet since it was elected to power in Tamil Nadu.

On Tuesday, Governor RN Ravi approved the recommendation of Stalin to induct him into the council of ministers and drop incumbent Dairy Minister SM Nasar.

With the removal of Nasar and the addition of Raja the strength of the Council of Ministers remains at the maximum number as according to the Tamil Nadu Assembly rules, the maximum approved strength of the Council of Ministers is 15 per cent of the total number of members in the house.

The 234-member Tamil Nadu assembly can have 35 ministers. (ANI)

Delhi Govt Ought To Have Control Of Services Subject To Public Order: SC

The Supreme Court on Thursday ruled in favour of the Delhi government over control on services in the national capital and held it must have control over bureaucrats.

However, the court said the legislative power over services excludes public order, police and land.
The verdict is being seen as a victory for Aam Aadmi Party led by Chief Minister Arvind Kejriwal. The Supreme Court gave its verdict in the case related to the administrative control over transfers and postings of civil servants in Delhi.

The court said that control over services shall not extend to entries related to public order, police and land. Delhi government similar to other States represents the representative form of government and any further expansion of the Union’s power will be contrary to the Constitutional scheme, the court said.

Supreme Court held that if administrative services are excluded from the legislative and executive domains, the ministers would be excluded from controlling the civil servants who are to implement the executive decisions.

It said that states too have the power but the executive power of the State will be subject to the law existing of the Union. It has to be ensured that the governance of States is not taken over by the Union.

Supreme Court said in a democratic form of government, the real power of administration must rest with the elected government. If a democratically elected government is not given the power to control the officers, the principle of the triple chain of accountability will be redundant.

It said if the officers stop reporting to the ministers or do not abide by their directions, the principle of collective responsibility is affected. The officers feel they are insulated from the control of the government, which will dilute accountability and affect governance

CJI DY Chandrachud said they are unable to agree with Justice Ashok Bhushan in the split judgement of 2019.

A five-judge Constitution bench of CJI Chandrachud and Justices MR Shah, Krishna Murari, Hima Kohli and PS Narasimha pronounced the judgment on Thursday.

The five-judge bench had reserved its judgment on January 18 this year.

Governance of the national capital has witnessed a power struggle between the Centre and the Delhi government since the Aam Aadmi Party (AAP) came to power in 2014.

The case was posted before a Constitution bench after a three-judge bench had in May 2021 decided to send it to a larger bench on a request by the Central government.

On February 14, 2019, a two-judge bench of the top court delivered a split verdict on the question of powers of the Government of National Capital Territory of Delhi (GNCTD) and the Union government over services and referred the matter to a three-judge Bench.

While Justice Ashok Bhushan had ruled the Delhi government has no power at all over administrative services, Justice AK Sikri, had said the transfer or posting of officers in top echelons of the bureaucracy (joint director and above) can only be done by the Central government and the view of the Lieutenant Governor would prevail in case of a difference of opinion for matters relating to other bureaucrats.

The two-judge bench of the Supreme Court which was hearing pleas on six matters pertaining to a long-running conflict between the Centre and the Delhi government, had given a unanimous order on the remaining five issues except the control over services.

Prior to February 2019 judgement, a five-judge constitution bench of the Supreme Court had on July 4, 2018, laid down the broad parameters for governance of the national capital.

In the landmark verdict, it had unanimously held that Delhi cannot be accorded the status of a State but clipped the powers of the LG saying he has no “independent decision-making power” and has to act on the aid and advice of the elected government.

It had restricted the jurisdiction of the LG to matters pertaining to land, police and public order and on all other matters, it held that the LG would have to act on the aid and advice of the council of ministers. (ANI)

Amid exit-poll projections showing the grand old party having an edge over the BJP in Karnataka assembly elections, Congress leader Rahul Gandhi thanked party workers and leaders for a “well-run, dignified and solid people-oriented campaign.”

Referring to workers as “Babbar Sher”, Rahul Gandhi also thanked the people of Karnataka for voting in large numbers.
“I want to thank the Babbar Sher workers and leaders of Congress for a well-run, dignified and solid people-oriented campaign. Thank you to the people of Karnataka for coming out in large numbers to vote for a progressive future,” Tweeted Rahul Gandhi.

Congress is expected to have a clear edge in Karnataka in the assembly elections held on Wednesday with four exit polls giving it a full majority and some predicting a hung assembly with an advantage to the party.

The voting was done for 224 assembly constituencies of Karnataka. 2,615 candidates are in the fray.

According to the Election Commission of India, the majority mark to form the government is 113 seats.

In what turned out to be a high-decibel campaign phase, the incumbent BJP, Congress and the JDS went at each other and pulled out all stops to woo voters.

After the controversy around its manifesto, which included a promise to ban the Bajrang Dal, Congress tried to redirect its campaign focus back to the bread-and-butter issues and the alleged corruption of the incumbent BJP government.

However, the BJP led by Prime Minister Narendra Modi, went big on the pledge to ban the Bajrang Dal and alleged faux pas by the party’s designated translator at a campaign rally addressed by Sonia Gandhi.

In this year’s Karnataka polls, the Congress (supported by the CPI), and JDS are contesting on their own, aiming to form their government with a full majority.

In the previous state polls, the Congress and JDS had contested as partners.

Karnataka: Exit Polls Give Cong The Edge

Congress is expected to have a clear edge in Karnataka in the assembly elections held on Wednesday with four exit polls giving it a full majority and some predicting a hung assembly with an advantage to the party.

A few exit polls also said that BJP is ahead in the sweepstakes to form the government.
The exit polls, which were released after the polling ended in Karnataka, predicted that Janata Dal-Secular JD(S) would not touch the 37 seats it won in the 2018 polls but will continue to be a strong regional player in the state. If Karnataka throws up a hung assembly, the JD-S could emerge in the role of kingmaker.

According to India Today-Axis My India exit poll, Congress is poised to win a comfortable majority with 122-140 seats, BJP will get 62-80 seats, JD(S) 20-25 and others 0-3 seats.

A party needs 113 seats for a majority in the 224-member Karnataka assembly.

The poll of polls shows an advantage for the Congress with the party poised to win 109 seats, BJP 91 seats and JD-S 23.

News24-Today’s Chanakya predicted Congress crossing the halfway mark. It said BJP is poised to win 92 seats, Congress, 120 and JD-S 12 seats.

Times Now-ETG poll and India TV-CNX poll also predicted Congress hitting the majority mark. Times Now-ETG said BJP is expected to win 85 seats, Congress 113, JD-S 23 and others three.

India TV-CNX poll gave 80-90 seats to BJP, 110-120 to Congress, JD-S 20-24 and 1-3 to others.

Republic P-MARQ has predicted that Congress would get a 40 per cent vote share, BJP 36 per cent, JD(S) 17 per cent and seven per cent for independents and others.

The poll predicted that no party would get the majority mark in Karnataka with BJP poised to get 85-100 seats, Congress 94-108, JD-S 24-32 and others 2-6 seats.

The ABP-C Voter exit poll gave 83-95 seats to BJP, 100-112 to Congress, 21-29 to JD(S) and 2-6 to others.

TV9 Bharatvarsh-Polstrat poll predicted a hung assembly. It said that BJP would win 88-98 seats, Congress 99-109 seats, JD-S 21-26 seats and others 0-4 seats.

The Zee News-Matrize exit poll gave a clear advantage to Congress. It predicted BJP getting 79-94 seats, Congress 103-118 seats, JD-S 25-33 seats and others 2-5 seats.

The News Nation-CGS exit poll predicted a majority for BJP. It predicted that BJP will win 114 seats, Congress 86, JD-S 21 and others 3.

Asianet Suvarna News-Jan Ki Baat also predicted that BJP will be ahead of Congress with a better chance of forming the government. As per the exit poll, BJP is expected to get 94-117 seats while Congress would be close second with 91-106 seats.

It said JD(S) is expected to get 14-24 seats, while 0-2 seats would go to other parties.

In the 2018 assembly polls, BJP emerged as the single largest party with 104 seats, Congress won 80 seats and JD(S) got 37 seats.

The fiercely contested election that saw high-pitch campaigns from the political parties is crucial for both BJP and Congress.

BJP is keen to retain the only state it has in southern India to further expand its footprint while Congress is keen to gain momentum for its challenge in the assembly polls later this year and the Lok Sabha elections in 2024.

An incumbent government has not returned to power in Karnataka after a full term of five years since 1985. (ANI)

The statement released by the White House read, “President Joe Biden and First Lady Jill Biden will host Prime Minister Narendra Modi of the Republic of India for an Official State Visit to the United States, which will include a state dinner, on June 22, 2023.”
The upcoming visit will affirm the deep and close partnership between the US and India and the warm bonds of family and friendship, linking Americans and Indians.

“The visit will strengthen the two countries’ shared commitment to a free, open, prosperous, and secure Indo-Pacific and our shared resolve to elevate our strategic technology partnership, including in defence, clean energy, and space,” the statement read.

“The leaders will discuss ways to further expand our educational exchanges and people-to-people ties, as well as our work together to confront common challenges from climate change, to workforce development and health security,” it added.

US and India have a strategic alliance. In their last in-person meeting in Indonesia, Prime Minister Modi and President Biden took into account areas like crucial and emerging technologies and artificial intelligence.

In the meeting, both sides discussed close cooperation in future-oriented sectors such as critical and emerging technologies, advanced computing, and artificial intelligence, an official statement by Prime Minister’s office read.

The two leaders also exchanged dialogue on topical global and regional developments.

Earlier, PM Modi visited the United States on September 23, 2021.

In 2022, on the sidelines of the QUAD Leaders Summit, PM Modi and President Biden announced the India-US initiative of critical and emerging technology, known as iCET.

Cyclone Mocha: Indian Embassy In Myanmar Advises Countrymen To Track Forecast

The India Meteorological Department (IMD) has forecast that Cyclone Mocha is likely to make landfall off the Myanmar coast around 12 am (local time) on May 14. Wind speeds in excess of 110 kmph, accompanied by heavy rains, are likely prior to/during this period, Indian Embassy in Myanmar said in a public advisory.

“All Indian nationals in Myanmar are advised to keep a watch on the weather forecast news and be prepared for any eventuality,” the advisory stated.
The advisory further requested the people to abide by the advisories being issued by the local authorities, the Department of Meteorology and Hydrology of Maynmar, through its website www.moezala.gov.mm (and its Facebook page) from time to time.

People were being advised to avoid non-essential travel and stock up on essential supplies, including drinking water.

The India Meteorological Department (IMD) on Wednesday predicted that the depression over the southeast Bay of Bengal moved northwestwards during the past six hours and is likely to move north-northwestwards and intensify gradually into a cyclonic storm over the same region by the evening.

“The depression over the southeast Bay of Bengal moved northwestwards during past 06 hours with a speed of 05 kmph and lay centred at 23:30 hours IST of 9th May 2023 over the same region near latitude 8.5°N and longitude 89.3°E, about 510 km west-southwest of Port Blair, 1460 km south-southwest of Cox’s Bazar (Bangladesh) and 1340 km south-southwest of Sittwe (Myanmar)”, an official statement said.

The bulletin also informed that the movement of the depression is very likely to intensify into a cyclonic storm over the southeast and adjoining central Bay of Bengal.

“It is very likely to move north-northwestwards and intensify gradually into a cyclonic storm over the same region around the 10th of May evening. Continuing to move north-northwestwards, it will gradually intensify further into a severe cyclonic storm by the 11th May morning and very severe cyclonic storm by 11th May mid-night over the southeast and adjoining central Bay of Bengal,” the statement said.

It mentioned that on May 14, the depression is likely to recurve gradually, move north-northeastwards and cross southeast Bangladesh and north Myanmar coasts between Cox’s Bazar (Bangladesh) and Kyaukpyu (Myanmar).

“Thereafter, it is likely to recurve gradually, move north-northeastwards and cross southeast Bangladesh and north Myanmar coasts between Cox’s Bazar (Bangladesh) and Kyaukpyu (Myanmar) around the forenoon of 14th May 2023,” added the statement.

On Monday, West Bengal Chief Minister Mamata Banerjee said people need not fear the cyclone as her government was equipped to handle the situation.

“There is no need to fear the cyclone. If need be, we will shift people from coastal areas. The forecast suggests that the cyclone will move to Bangladesh and, thereafter, towards Myanmar,” CM Banerjee said. (ANI)

Imran’s Lawyers Alleged Plot To Kill Him

Imran Khan’s lawyers on Wednesday alleged a conspiracy to kill the former Pakistan premier in prison, according to a video posted from the official Twitter handle of the Pakistan Tehrik-e-Insaf (PTI).

After a meeting with Imran Khan for an hour and a half, one of his lawyers said the former Prime Minister complained of experiencing chest pains.
Imran claimed that his meals were being laced with insulin in a bid to induce a heart attack, PTI quoted his lawyers as claiming further.

One of his lawyers briefed the media about the meeting with Imran Khan, saying that all four of his lawyers met him for an hour and a half after getting permission from the National Accountability Bureau (NAB) court.

“We asked him if he was tortured. He said he had been experiencing pain in his heart since morning,” one of his lawyers was quoted by the PTI as saying.

“This is an attempt to kill him. He (Imran Khan) said he was not being allowed to sleep,” the lawyer further informed further, sharing details about the conversation he had with the former premier.

“Imran Khan was brought to the police lines at 3 am and was put in a dirty room which neither had a toilet nor a bed,” his lawyer claimed.

“He was not given a morsel to eat since 3 am (Wednesday),” the lawyer added.

On the ongoing civilian protests and violence that erupted across Pakistan in the wake of Imran’s arrest and continues, his lawyer said they briefed Imran on it.

He urged the people to keep fighting for the restoration of the rule of law in the country, the lawyer claimed.

“When we informed him that people were still out on the streets, holding protests against his arrest, he asked us to inform the masses that they have to keep fighting for the restoration of the rule of law,” the lawyer said.

On Tuesday, Imran was arrested outside Islamabad High Court by Pakistan Rangers on a warrant issued by National Accountability Bureau (NAB) in the Al-Qadir Trust case.

He was dragged out of Islamabad High Court. According to reports in Pakistani media, he was allegedly made to crawl when they held his neck and dragged the former premier towards a police vehicle. (ANI)

SC To Pronounce Verdict On Uddhav, Shinde Factions Tomorrow

The Supreme Court is likely to deliver the verdict on Thursday on various petitions filed by the rival factions Uddhav Thackeray and Chief Minister Eknath Shinde in connection with the Maharashtra political crisis.

The verdict will be delivered by a five-judge Constitution bench headed by Chief Justice of India DY Chandrachud.
CJI Chandrachud on Wednesday said that “We are going to be delivering two judgments tomorrow.”

The five-judge Constitution bench of Chief Justice DY Chandrachud, Justices MR Shah, Krishna Murari, Hima Kohli and PS Narasimha was dealing with the issue related to Maharashtra political crisis.

The court had earlier reserved the order after all the parties concluded their arguments.

The lawyer appearing for the Uddhav Thackeray camp had said that the illegal act of the Maharashtra Governor is a prior pending sub judice challenge before the trust vote.

Senior advocate Kapil Sibal, appearing for Uddhav Thackeray camp had said that political party has primacy in the relationship between the legislature and political party.

Kapil Sibal argued that the Constitution does not recognise any faction whether there is a majority or minority. Sibal further argued that the dissent was outside the House not inside the House.

CJI Chandrachud had sought to know from the lawyer of the Uddhav Thackeray camp whether the Governor cannot look at the number of members who say they want to withdraw support.

CJI noted that there was a group who did not want to support the then government and may face disqualification, which can affect the strength of the House.

Kapil Sibal replied that this used to take place when there was no tenth schedule of the Constitution. He said that the Govornor cannot call for a trust vote based on a faction as calling for a trust vote is based on alliances. He said that suddenly some members decided to withdraw support.

During the hearing, the top court had noted that a merger was not an option for the Shinde camp because it was not their case as a merger may lead to losing their political identity.

The Supreme Court’s Constitution bench earlier said it would decide later on referring the cases related to the Maharashtra political crisis to a larger seven-judge bench for reconsideration of a 2016 Nabam Rebia judgment on powers of Assembly Speakers to deal with disqualification pleas.

The hearing that went on for almost nine days had witnesses and arguments made by various senior lawyers including Kapil Sibal and AM Singhvi for the Uddhav camp and Harish Salve, NK Kaul and Mahesh Jethmalani for the Shinde camp.

Solicitor General Tushar Mehta represented the Maharashtra Governor and explained to the Court about the Governor’s decision to call for a floor test after a rival camp wrote that they were withdrawing support from Uddhav Thackeray-led government as they did not want to continue.

During the hearing, the Court observed that Governor should not enter into any area which precipitates the fall of a government and called Maharashtra political crisis a serious issue for democracy.

Solicitor General Tushar Mehta, arguing on behalf of the Maharashtra Governor,

apprised the Court with the fact that the rival legislators had written to the Governor about their unwillingness to continue with the then government and the Governor invited Thackeray to prove his majority.

Uddhav Thackeray camp had submitted before the Supreme Court that if a crisis like in Maharastra was permitted then it will have far-reaching consequences for the country as any government can be toppled. Uddhav Thackeray camp had also submitted that the rival camp had no defence under the tenth schedule.

Shinde Camp had argued before the Supreme Court that the head counting is not meant for taking place in Raj Bhavan but in the floor of the House and the Governor did nothing wrong by calling the floor test.

Countering the argument of the rival Uddhav Thackeray camp, Senior Advocate NK Kaul, appearing on behalf of the Shinde camp, said that political party and legislative party are conjoined and connected and the argument made by Uddhav Thackeray camp that the other factions represent the legislative party and not a political party is a fallacy. He also said that dissent is the hallmark of democracy. (ANI)

Neha and Angad married in a private ceremony in Gurudwara on May 2018. The couple was blessed with their first daughter Mehr in November of the same year. They welcomed their second child Guriq in October 2021. (ANI)
