AAP Party in opposition meet

AAP To Attend Opposition Meet In Bengaluru: Raghav

Following the Congress decision to oppose Centre’s ordinance related to the control of administrative services in Delhi, the Aam Aadmi Party (AAP) on Sunday announced that it will attend the second opposition party meeting that is scheduled to take place in Karnataka’s Bengaluru on July 17-18.

AAP MP Raghav Chaddha, while speaking to the media after the party’s Political Affairs Committee (PAC) meeting confirmed the same and said, “As Congress has also made its stand clear on the black ordinance, it is decided that the party under the leadership of Arvind Kejriwal will take part in the meeting of like-minded parties in Bengaluru on July 17-18.”
The AAP called a PAC meeting of the party on Sunday.

The opposition meet in Bengaluru is scheduled with the purpose of uniting the opposition to take on the Bharatiya Janata Party in the upcoming general assembly polls in 2024.

Top leaders of at least 24 political parties would attend the second Opposition unity meeting being convened by Congress in Bengaluru.

Significantly, a mega opposition meeting was held in Bihar’s Patna on June 23.

The AAP asked Congress to clear its stand on the centre’s ordinance, which was brought by the central government regarding the transfer and posting of group-A officers in Delhi.

After the first Opposition meeting, Aam Aadmi Party (AAP) had said that unless the Congress publicly denounced the ordinance it would be “very difficult” for it to be a part of any coalition that includes the grand old party.

Congress General Secretary KC Venugopal on Sunday said that the party’s stand on the same is ‘very clear’ and it is going to oppose it in the parliament.

“Congress’ stand on this is very clear, we will oppose it,” Venugopal said while speaking to ANI.

The BJP-led central government brought the ordinance on the transfer and posting of bureaucrats in Delhi in May, virtually negating a Supreme Court verdict giving the elected government in Delhi the control over services matter.

The ordinance seeks to set up a National Capital Civil Service Authority for the transfer of and disciplinary proceedings against Group-A officers from the DANICS cadre.

Transfer and postings of all officers of the Delhi government were under the executive control of the lieutenant governor before the May 11 verdict of the apex court.

The AAP had been counting on the support of the Congress, which has 31 MPs in the Rajya Sabha. The BJP does not have a majority in the Upper House of Parliament.

CM Kejriwal had even held one-on-one meetings with top Opposition leaders across the country, soliciting their support on the Ordinance issue. (ANI)

Kejriwal Oversees Flood Relief Camp In Delhi’s Mori Gate

Chief Minister Arvind Kejriwal on Sunday visited a flood relief camp in Sarvodaya Bal Vidyalaya at Mori Gate in north Delhi.

During his visit to the relief camp where residents from the flooded Yamuna Bazar area have taken shelter, the CM was accompanied by Delhi Public Works Department (PWD) Minister Atishi.

“Due to the rise in the water level of Yamuna River, many low-lying areas were affected and have been facing waterlogging for the past few days. So residents of affected areas were moved to various relief camps across the capital. Six districts in the city have been affected and Delhi government has set up relief camps at several places in these six districts. Relief camps were set up in nearby schools and Dharamshalas and facilities for drinking water and toilets were ensured. This is one such relief camp, we have residents from the Yamuna Bazar area here”, CM Kejriwal told reporters after visiting the camp.

Meanwhile, Delhi Lieutenant Governor (LG) Vinai Kumar Saxena also inspected flood-affected areas in Delhi’s Raj Ghat area today.

Delhi Minister Saurabh Bharadwaj earlier today inspected a relief camp near Mayur Vihar.

On Saturday, Delhi PWD Minister Atishi directed the chief secretary to ensure that all amenities are provided to people sheltered in relief camps.

Marooned locals residing on the banks of the Yamuna were evacuated and shifted to relief camps after the river breached the danger mark, resulting in water spilling over and flooding several parts of the national capital.

There have been complaints of inadequate facilities at the relief camps, with people sheltered there claiming shortage of water, inadequate toilets, electricity and poor quality of food.

Meanwhile, according to the data shared by the Central Water Commission on their portal, the water level of the Yamuna River dropped to 205.88 metres at 12 noon on Sunday.

Further, according to officials, the water level of Yamuna is likely to fall below the danger mark in the next few hours. The Yamuna River in Delhi crossed the danger mark of 205.33 metres at 5 pm on July 10.

Officials said that National Disaster Response Force (NDRF) teams carried out rescue operations in the low-lying areas near Pragati Maidan late on Saturday night as the Yamuna River continues to overflow.

Notably, several parts of Delhi witnessed waterlogging and flooding following incessant rainfall and the release of water from the Hathni Kund barrage in Haryana. However, the water level of the Yamuna river is receding gradually as per the data released by the Central Water Commission. It was recorded at 205.95 at 10 am today. (ANI)

India Has to do Much More to Attract Global Investment

Last week the Taiwanese electronics manufacturers and prominent supplier to Apple announced that it was pulling out of India and shelving its plans to set up a plant to make semiconductors jointly with Indian conglomerate, Vedanta. It was a big setback. The Foxconn project, envisaged with an investment of nearly $20 billion, was touted as a big breakthrough to India’s Make in India and Self-reliant India drives, both pet missions of Prime Minister Narendra Modi to boost manufacturing in India and the country’s value-added exports.

Foxconn, which is the world’s largest contract electronics manufacturer, was to have set up its joint venture plant in Modi’s home state of Gujarat and once up and running it would have employed an estimated 100,000 people.

Why Foxconn decided to pull out of the project is not known in detail. However, media reports suggest that the decision has to do with the quantum of incentives that the project was supposed to receive.

Foxconn’s about-face shows that India’s ambitious objective of emerging as a globally relevant manufacturing base will not be easy to achieve. A lot more needs to be done. And they need to be done fast.

Opportunities have opened up for potential manufacturing locations in the world after the West and multinational corporations have begun rethinking their China strategy. China and the US are in the midst of a face-off that has economic and commercial implications for both countries. Western companies are also peeved at the increased restrictions and controls that the Chinese government has been imposing on their activities in China.

However, if India wants a piece of the action by attracting big investments in manufacturing, it will have to go the extra mile.

In the Foxconn instance, the concerns may have been about delays by the Indian government to approve incentives that the project was entitled to. Apparently, the government agencies had raised questions about the cost estimates of the project. These values determined the quantum of incentives that the project was to receive.

India is coming late to the global manufacturing game and although China might be losing its sheen as a favoured player there, the competition is by no means a cakewalk. Tiny Vietnam has scored more points when it comes to attracting investment that is looking for destinations other than China. India, simply, has to do much more.

Furore over an extension for India’s ED

India’s Enforcement Directorate (ED) is a domestic law enforcement and economic intelligence agency responsible for enforcing economic laws and fighting economic crime in India. As part of the finance ministry’s department of revenue, the directorate, headed by the Enforcement Director, is a powerful body that investigates and prosecutes cases involving foreign exchange law violations, money laundering, and other economic offences. By definition the ED needs to be fair and unbiased, not swayed by political pressure nor used with motivation other than the offences and violations that it is deemed to deal with.

However, the controversy right now is that the ED has been accused of being biased and politically motivated in its actions and investigations against some opposition leaders, activists, journalists, and businessmen.

The controversy’s latest twist is that the current director, S.K. Mishra, has been given three extensions of his term by the central government since his appointment in October 2018. His original term was supposed to end in November 2020, but he was given a one-year extension till November 2021, and then another one-year extension till November 2022, and finally a third one-year extension till November 2023.

The third extension was recently struck down by India’s Supreme Court as being illegal and invalid in law because it violated an earlier judgment that has directed the government not to extend Mishra’s term further.

Instances where the government interferes or influences investigating agencies such as the ED, the Central Bureau of Investigation, and other bodies, are not uncommon in India. Neither are such instances of misuse related to any particular government or regime in power. Such biased “use” of agencies meant to act objectively have occurred during the tenure of successive governments in India, regardless of their political stripe.

Curiously, hours after the Supreme Court struck down the third extension for Mishra, the home minister Amit Shah said in a tweet that “those rejoicing over the Hon’ble SC decision on the ED case are delusional for various reasons: The amendments to the CVC Act, which were duly passed by the Parliament, have been upheld. Powers of the ED to strike at those who are corrupt and on the wrong side of the law remain the same”. He added that the “ED is an institution which rises beyond any one individual”.

Some wondered why the home minister, whose ministry is responsible for the maintenance of internal security and domestic policy in the country, was commenting on the ED whose office is under the finance ministry.

Hearing to begin on Kashmir’s revoked autonomy

In 2019, in a quick decision, the Modi government revoked the Indian Constitution’s Article 370 in Kashmir. The Article gave the northern Indian state of Jammu & Kashmir a special status, which forbade Indians outside the state from permanently settling, buying land, holding local government jobs and securing education scholarships.

The Modi regime revoked the Article and split the state into two union territories, Kashmir and Jammu.

Last week, however, it was announced that the Supreme Court would begin hearing arguments related to an appeal against the abrogation of the Article. Opponents of the ruling regime believe the abrogation was unconstitutional in Kashmir, which is India’s only Muslim-majority region. But the move by the Centre to revoke the special status was seen as part of the Modi government’s attempt to consolidate its rule over the territory. The proceedings in the Supreme Court begin shortly and will be watched keenly

The floods in Delhi are not only because of rain

Last week as rains pounded north India, Delhi witnessed floods of a magnitude that had not occurred in 45 years. The levels of the River Yamuna rose, breached an all-time high and overflowed into the city flooding key roads.

The authorities had to evacuate thousands of people in flood-prone areas and major traffic diversions had to be put in place. Nearly 100 people died because of the floods. TV footage showed flooded streets in the city, including the street outside Delhi’s chief minister Arvind Kejriwal’s home. Because of the floods, three water-treatment plants in the city have had to be closed down and Kejriwal said that water would have to be rationed–that means Delhi could face water shortages for a few days.

Although the rainfall in Delhi has been heavy–Delhi, Punjab, and Himachal Pradesh have received 112%, 100% and 70% more rainfall than average so far–the floods are not all because of the rains. Systematic ecological degradation is to blame. The warnings have been coming in for a number of years now.

Experts say large-scale encroachment of floodplains, the absence of wetlands and the presence of 25 bridges on the Yamuna River have contributed to the deluge. The rains are only the tipping point. In addition, the infrastructure, such as drainage systems, which is required to handle flooding, is in need of serious overhauling.

Sadly, the red flags are raised only when the floods occur and when the rains subside, no one worries about them any longer.

Will Wagner Group get a new boss?

Not so long ago, all eyes were on Yevgeny Prigoshin, the head of Russia’s most prominent mercenary army, which played a crucial role in the country’s offensive against Ukraine. Prighozin led a sort of mutiny against the Kremlin when he led his troops towards Moscow–a move that was construed as a challenge to President Vladimir Putin’s regime.

The so-called attempted coup was defused and the troops retreated. Prigozhin is believed to be in St. Petersburg but his group of soldiers, recruited mainly from prisons, is no longer believed to be active in the ongoing war that has been going on for more than 500 days.

Now, reports have emerged that Putin has proposed to the Wagner Group’ fighters that a senior mercenary, Andrey Troshev, be appointed as their new commander. According to reports emanating from mostly state-controlled media in Russia, Putin is attempting to create a split between Prighozin and his erstwhile fighters.

Would this be a fresh lease on life for the Wagner Group and its involvement in Russia’s ongoing war against Ukraine? The unfolding events will tell.

SBSP JOIN NDA

SBSP Chief Joins NDA

Founder leader of Suheldev Bharatiya Samaj Party, Om Prakash Rajbhar, on Sunday formally joined the BJP-led National Democractic Alliance (NDA) government after calling on Union Home Minister Amit Shah in the national capital on July 14.

Speaking to ANI after the saffron embrace in the run-up to the crucial Lok Sabha elections next year, Rajbhar, who led a two-member delegation to the national capital to meet the Union Home Minister, said he was grateful to Prime Minister Narendra Modi for all taking all like-minded parties along.
“We met Union Home Minister Amit Shah on July 14 and deliberated on a range of issues. We also resolved to fight the 2024 Lok Sabha elections together. I want to thank PM Modi, Home Minister Amit Shah and (Uttar Pradesh) Chief Minister Yogi Adityanath for taking us along,” he told ANI.

The SBSP chief said in another tweet, “We will attend the NDA meeting in Delhi on July 18. The post of minister is not important for me. Now there is no competition in Uttar Pradesh.”

Welcoming his party into the NDA fold, Amit Shah said Rajbhar’s entry will lend further strength to the ruling alliance at the Centre, going into next year’s Lok Sabha elections.

“The arrival of Rajbhar-ji will further strengthen the NDA in Uttar Pradesh. Under the leadership of Prime Minister Narendra Modi, the NDA is making constant efforts to ensure the well-being of the poor and the deprived sections of our society,” Amit Shah tweeted in Hindi, tagging an image of himself with the Suheldev Bharatiya Samaj Party chief to his post.

“Met Shri @oprajbharji in Delhi (who) decided to join the NDA alliance led by Prime Minister Shri @narendramodi ji,” Shah said in another tweet.

Rajbhar is an MLA from Zahoorabad Assembly constituency in Ghazipur, Uttar Pradesh.

Earlier, on Saturday, Lok Janshakti Party (Ram Vilas) chief Chirag Paswan said a final decision on attending the NDA meeting or formally joining the ruling alliance at the Centre ahead of next year’s Lok Sabha elections will be taken after holding consultations with all party leaders and workers.

BJP National President JP Nadda, earlier on Saturday, wrote to Hindustani Awam Morcha President Jitan Ram Manjhi inviting him to the National Democratic Alliance (NDA) meeting that is scheduled to be held on July 18.

This comes weeks after former Bihar Chief Minister Jitan Ram Manjhi met Union Home Minister Amit Shah at his residence in New Delhi and made his announcement to return to the NDA.

The meeting in the national capital will be chaired by Prime Minister Narendra Modi. The meeting of the NDA is being organized to mark the completion of 9 years of the central government under Prime Minister Narendra Modi. (ANI)

Delhi Chief Minister Arvind Kejriwal informed on Sunday that the Chandrawal water treatment plant (WTP) in the national capital has resumed operations as the water level in the Yamuna River dropped to 206.03 this morning.

Chandrawal plant alongside two other water treatment plants namely Wazirabad and Okhla were closed on July 13 as the floodwater entered the pumping stations of these plants.

Key arterial roads and nearby areas in the national capital remained affected on Sunday due to waterlogging from fresh showers while the Yamuna continued to be in spate.

Delhi: Key Roads Remain Waterlogged As Yamuna Continues To Be In Spate

Key arterial roads and nearby areas in the national capital remained affected on Sunday due to waterlogging from fresh showers while the Yamuna continued to be in spate.

The water level, which had breached the danger mark, flooding vast swathes of the national capital and resulting in a raging blame game between the ruling Aam Aadmi Party (AAP) and the BJP, was recorded at 206.02 metres at 8 am on Sunday.
Visuals showed ITO, Red Fort and the Ring Road areas showed persistent and heavy waterlogging even on Sunday.

Drone visuals also showed waters from the overflowing Yamuna sneaking into the iconic Red Fort wall, near the Ring Road.

Further, Delhi’s Akshardham and the walled city area near Kashmere Gate continued to remain inundated with drone visuals showing the extent of flooding there.

However, the water level on the stretch of road from Majnu Ka Tila to Kashmere Gate has started to recede. The same comes as a huge respite for locals in the area, who had been literally marooned over the last few days due to excessive flooding on account of record rainfall and release of water into the Yamuna.

Meanwhile, teams from the National Disaster Response Force (NDRF) carried out rescue operations in the low-lying areas near Pragati Maidan on Saturday late night as the Yamuna continued to be in spate, officials said.

Hundreds of people, who were rescued from low-lying areas by the NDRF personnel, spent the night at a relief camp in Mayur Vihar.
