INDIA Alliance Leaders MP Manipur Murmu

INDIA Alliance Leaders, MPs Who Visited Manipur, To Meet Murmu Tomorrow

The floor leaders of the Opposition’s Indian National Developmental Inclusive Alliance (INDIA) along with the 21 MPs’ delegation that visited violence-hit Manipur will meet President Droupadi Murmu on Wednesday, informed Congress sources.

According to the sources, the meeting is scheduled to be held at 11.30 am.
The sources said that the leaders will raise the Manipur issue, the Haryana issue and the functioning of Parliament with the President.

The 21-member delegation of the grand Opposition alliance, on Saturday, visited Manipur which has seen ethnic strife and violence since May 4.

Firm on the demand that Prime Minister Narendra Modi should make a statement in Parliament on the Manipur situation, Congress general secretary KC Venugopal on Tuesday sought to know when he will discuss the “serious issue”.

The Congress leader said members of the Opposition alliance — INDIA — were ready for a discussion on the Manipur situation, but only if PM Modi attends the session.

Speaking to ANI ahead of the start of the ninth day of the ongoing Monsoon Session of Parliament, Venugopal said, “We are ready for any discussion. We also told as much to the Rajya Sabha chairman. If the Prime Minister comes to the House and makes a statement (on Manipur), we are ready for a discussion. When is he going to discuss this serious issue in Parliament? Why is PM running away from a discussion?”

On whether the government should reach out to the Opposition to end the deadlock in Parliament over Manipur, the Congress leader said, “You have to ask this question to the ruling BJP leadership. When are they going to speak up on these matters? For the past 90 days, Manipur has been burning. Unprecedented incidents (of violence) have happened there.”

Taking a dig at PM Modi over his brief statement on Manipur before the Parliament convened for the Monsoon Session on July 20, the Congress leader said, “Prime Minister spoke merely for thirty seconds on the Manipur situation.”

Earlier, PM Modi condemned the viral video of two women purportedly being stripped and paraded in Manipur, vowing that the “culprits involved in this heinous act would not be spared”.

Addressing the media after meeting the Governor, Congress MP Adhir Ranjan Chowdhury, who is part of the visiting delegation, said, “All 21 MPs handed over a memorandum to her. As we spoke with her over the Manipur situation, she expressed her pain and grief.

“The Congress MP added that they shared their first-hand account of the ground situation and shared their experiences during their two-day visit with the Governor.

“We shared whatever we witnessed and experienced during our visit to the relief centres. She agreed with the suggestions that we put forward,” he added.

The BJP, however, termed the Opposition’s Manipur visit as a “show off’ and “political tourism”.

Accusing the Opposition of running away from a debate in Parliament on Manipur, BJP leader Sushil Kumar Modi said, “The Opposition has the right to go anywhere. But, the Parliament is currently in session and the government is ready for discussion (on Manipur). So, why are they running away? For the last seven days, they haven’t allowed the Parliament to function.”

The 21-member Opposition delegation includes Adhir Ranjan Chowdhury, Gaurav Gogoi, K Suresh and Phulo Devi Netam of the Congress; Rajiv Ranjan Lalan Singh of the JDU; Sushmita Dev from Trinamool Congress; Kanimozhi from DMK; Sandosh Kumar of the CPI; AA Rahim from CPI(M), Manoj Kumar Jha of RJD; Javed Ali Khan of SP; Mahua Maji of JMM; PP Mohammed Faizal of NCP; Aneel Prasad Hegde of JDU, ET Mohammed Basheer of IUML; NK Premachandran of RSP; Sushil Gupta of AAP; Arvind Sawant of Shiv Sena (UBT); D Ravikumar of VCK; Thiru Thol Thirumavalavan also of VCK; and Jayant Singh of the RLD. (ANI)

Amid the clashes in Haryana

No Big Incidents Have Happened Outside Nuh: ADGP On Haryana Violence

Amid the clashes in Haryana that broke on Monday between two groups, the Additional Director General of Police Mamta Singh on Tuesday said that Nuh was the main affected area and no big incidents have happened outside Nuh.

While talking to ANI, ADGP Singh said, “Nuh was the main affected area…outside Nuh, no big incidents have happened…there were small incidents of violence, we have registered FIR and an investigation is underway.”
The ADGP also appealed to the people to come forward with any information that can help them in the investigation.

“We have arrested a large number of people. We have appealed to everyone to come forward if they have any information that can help us in the investigation or identify the rioters,” ADGP Singh said on Nuh clashes.

Earlier in the day, Haryana Chief Minister Manohar Lal Khattar reacted over Nuh violence and suspected a “conspiracy” behind the clashes that broke out between two groups on Monday.

Khattar while speaking to ANI on Tuesday called the incident “unfortunate” and said that clashes broke out at several places and that a big conspiracy seems behind the violence.

A total of five people have died including two home guards who were shot dead after after a clash broke out on Monday.

“This is an unfortunate incident. A Yatra was being organised during which some people conspired an attack Yatris and the police. Violent incidents were reported at several places. There seems to be a big conspiracy behind this,” said Khattar.

Post the clashes between the two groups in Nuh, a curfew has been imposed in the area.

“Heavy police have been deployed in Nuh district and nearby areas. Curfew has also been imposed in Nuh and Section 144 has been imposed in some places. Around 44 FIRs have been registered and 70 people have been taken into custody. Strict actions will be taken against them,” added Khattar.

Further assuring assistance to the victims of the deceased, Khattar appealed to locals to maintain peace and said, “So far 5 people have lost their lives including two police officials. We will provide all possible assistance to them. I appeal to the common people to maintain peace in the district.”

Meanwhile, authorities on Tuesday said mobile internet services will remain suspended in Nuh district till August 2, Wednesday, in light of clashes between two groups. Prohibitory orders were also put in place in the district a day after the clashes.

All educational institutions, including schools, colleges, and coaching centres will remain closed on Tuesday in Gurugram in light of the clashes, the district Information and Public Relations officer of Gurugram said on Monday.

The order was issued by District Magistrate Nishant Kumar Yadav.

The deceased home guards were identified as Neeraj and Gursevak. They were deployed at Khedali Daula police station.

Further, according to the police, the personnel injured in the clashes were under treatment at Gurugram’s Medanta Hospital. (ANI)

Manipur DGP

Manipur Case: SC Keeps Matter For August 7

The Supreme Court on Tuesday asked the Director General of Police (DGP) of Manipur to remain present before it on August 7 while saying that there was an “absolute breakdown of law and order and machinery of the State”.

A bench headed by Chief Justice of India DY Chandrachud asked the State government to prepare a statement setting out the date of occurrence, date of registration of zero FIR, date of registration of regular FIR, date on which witness statements have been recorded, date on which statements under section 164 CrPC have been recorded, and date of arrests made.
The bench also comprising Justices JB Pardiwala and Manoj Mishra said, “The investigation is so lethargic. No arrests were made. Statements being recorded after such lapse of time. This gives the impression that there was no law and a breakdown of constitutional machinery. Maybe it is correct that arrest could not be made because police could not enter the locality… but even then there was a complete breakdown of law and order.”

Supreme Court also asked the Solicitor General to take instructions on who will investigate.

“We are not in a situation where the State Police carry out the investigation. So we will need a mechanism,” said Supreme Court.

SC said, “We are clear about the fact that entrusting CBI with the investigation of 6,500 FIRs is impossible. At the same time, State Police can’t be entrusted.”

“The government shall prepare a statement setting out the date of occurrence, date of registration of zero FIR, date of registration of regular FIR, date on which witness statements have been recorded, date on which statements under section 164 CrPC have been recorded, and date of arrests made,” SC said.

Supreme Court recorded that the report which has been filed on behalf of Manipur states that 6496 FIRs have been registered as on July 25, 2023.

SC noted that “The status report stated that as per official reports, 150 deaths took place, 502 were injured, 5,101 cases of arson and 6,523 FIRs were registered. 252 persons were arrested in FIRs and 1,247 persons were arrested for preventive measures. The status report states that 7 arrests have been made in connection with 11 FIRs.”

Attorney General for India R Venkataramani appearing for the government said there are incidents occurring in the border areas which are deeply disturbing. We need to take calibrated approach.

Solicitor General appearing for the Manipur government told Supreme Court that so far as 11 FIRs relating to violence against women and children can go to CBI.

Moreover, the Apex Court said that “There is a need to be a mechanism to bifurcate these 6500 FIRs because the CBI cannot be burdened with all 6500 otherwise it will result in the breakdown of the CBI mechanism also.”

“It needs to know in how many FIRs specific names of accused have been taken and if there are names in the FIRs, what steps have been taken to arrest them?” Court added.

Supreme Court asked Solicitor General Tushar Mehta that of the 6,000 FIRs, how many of them involve serious offences like bodily harm, destruction of property, religious places, home, murders, and rapes, their investigation will have to be taken in fast track means.

“That is how you will send confidence. Because it’s clear that for two months, the state police were not in charge. They may have made performative arrests but they were not in charge. Either they were incapable of doing it or uninterested,” the court asked SG.

CJI Chandrachud said that if the law and order machinery cannot protect the people, what happens to them?

Solicitor General said we have transferred the case to CBI. When Supreme Court asks how many arrest Manipur police has made, the Solicitor General said 250 arrests have been made and 12,000 arrests as preventive measures.

“Have any arrests been made of the police? Did the DGP care to find out in all these months? What has he done? It is his duty. Did they interrogate the police officers?” asked Supreme Court.

Meanwhile, Supreme Court observed that one thing is very clear there has been a long delay in the registration of FIRs. Referring to an incident of a woman being dragged out of a car and her son being lynched to death in Manipur, Supreme Court said the incident happened on May 4 and FIR was registered on July 7. CJI Chandrachud observes that it appears except for 1-2 FIRs there is no arrest at all. The investigation is too lethargic, FIRs are registered after two months, and statements are not recorded.

Solicitor General for the Manipur government said all officers in all police stations have been directed to be sensitive to sexual violence reported by women and children. In the car wash incident where tribal women working were allegedly raped and murdered, the Manipur government says an investigation is underway, 37 witnesses have been examined, and 14 other employees of the car wash are in the process of examination. Seven accused were arrested including one juvenile. FIR has been transferred to CBI for early booking of culprits, Solicitor General told Supreme Court.

The apex court was hearing pleas of victims who were paraded naked and a batch of petitions relating to the ethnic violence which has been going on in the State since May. (ANI)

Indian Army uniform

Army Implements Common Uniform For Brigadier And Above Ranks

The Indian Army has implemented a new common uniform regulation for senior officers with Brigadier and above ranks irrespective of the parent cadre and initial appointment, Army officials said.

They said the move will reinforce common identity and Indian Army’s character as a fair and equitable organisation. The decision was taken after detailed deliberations during the recently-concluded Army Commanders Conference and extensive consultations with all stakeholders.

Officials said that headgear, shoulder rank badges, gorget patches, belt and shoes of senior officers of flag rank (Brigadier and above) will now be common and standardised. The flag-rank officers will now not wear any lanyard.

The step has been taken to promote and strengthen common identity and approach in service matters amongst senior leadership beyond the boundaries of regiments, officials said.

Brigadier and above officers are those who have already commanded units and battalions and are mostly posted at headquarters or establishments where officers from all arms and services work and function together.

A standard uniform will ensure a common identity for all senior-rank officers and reflect the true ethos of the Indian Army, officials said.

There is no change in the uniform worn by Colonels and officers below that rank, Army officials said. (ANI)

Sidhu Moosewala murder case

Moosewala Murder Accused Bishnoi Extradited To India From Azerbaijan’s Baku

Prime accused in the Sidhu Moosewala murder case, Sachin Bishnoi alias Sachin Thapan has been extradited to India from Baku, Azerbaijan by Delhi Police Special Cell.

Delhi Police Special Cell Commisioner HGS Dhaliwal said that the police will hold a detailed press conference later today.
Bishnoi, a relative of notorious gangster Lawrence Bishnoi, had been absconding after the sensational murder of Moosewala in May 2022.

According to reports, Bishnoi who hails from Punjab’s Fazilka was detained in Azerbaijan in August last year.

A few days before Sidhu Moosewala’s murder, Bishnoi fled the country using a forged passport.

Meanwhile, earlier this month, the National Investigation Agency (NIA) had arrested notorious jailed gangster Lawrence Bishnoi’s key aide Vikramjeet Singh alias Vikram Brar, after his deportation from United Arab Emirates (UAE) to India.

Also, gangster Lawrence Bishnoi has been brought to Delhi from a Gujarat jail and lodged in the national capital’s Mandoli prison. He has refused his involvement in Moosewala’s killing.

Sidhu Moosewala, 28, was shot dead on May 29 last year in Mansa, a day after the Punjab government curtailed his security cover.

The singer was shot at point-blank range and declared dead on arrival at the Mansa civil hospital. The assailants fired over 30 rounds at Moosewala, who was found slumped in the driver’s seat by locals.

The investigation suggested gangster Lawrence Bishnoi was the mastermind of the daylight killing. His close aide Goldy Brar, who is said to be based in Canada, was also under investigation in this case. Police issued a Red Corner Notice against Brar through Interpol.

The incident occurred two days after Punjab Police withdrew the security cover of 424 persons, including that Moosewala.

Moosewala had fought an election from Mansa in the last Assembly election on a Congress ticket but was defeated by AAP’s Vijay Singla. On November 23, the National Investigation Agency (NIA) arrested Bishnoi in a case related to the alleged conspiracy to recruit youth to carry out terror strikes in Delhi and other parts of the country.
