Don’t Know Whether I’ll Be In Jail: Kejriwal

Delhi Chief Minister and Aam Aadmi Party national convener Arvind Kejriwal on Thursday skipped a summon by the Enforcement Directorate in a money laundering case linked to the alleged excise policy scam and held a roadshow in Waidhan.

The Delhi chief minister urged the people of Madhya Pradesh to vote for his party in the coming assembly polls and said that he was not sure whether he would be in jail or out when the results are declared but expected the people to show faith in AAP like they did in Delhi and Punjab.

“Just like the people of Delhi and Punjab voted for the AAP, the people of Madhya Pradesh will also do the same in the coming days. I don’t know whether I will be in jail or somewhere else on the day of counting, but everyone should say that Arvind Kejriwal came to Singrauli and we gave him a historic victory,” AAP national convenor said while addressing a roadshow in Waidhan.

Punjab Chief Minister Bhagwant Mann also accompanied Arvind Kejriwal in the roadshow held at Waidhan in MP’s Singrauli district.

Earlier today, the Delhi CM demanded that the Enforcement Directorate (ED) withdraw its notice summoning him for questioning, claiming that it was “illegal and politically motivated”.

The ED had summoned the Delhi chief minister for questioning in a money laundering case linked to the alleged excise policy scam.

“The said summons is not clear as to the capacity in which I am being summoned i.e. as a witness or a suspect in the above-mentioned case. Please recall the said summons, which is to say the least is vague and motivated and I am advised, unsustainable in law,” Kejriwal stated in his letter to the ED.

He further alleged that the said summons appears to be politically motivated and issued for extraneous considerations.

“Simultaneous to the summons, in the afternoon of 30.10.2023, BJP leaders started making statements that soon I would be summoned and arrested. By the evening of that day, I received your summons. It is thus apparent that the said summons was leaked to select BJP leaders to malign my image and reputation and has been issued at the behest of the ruling party at the Centre,” his letter read.

Arvind Kejriwal was earlier summoned by the Central Bureau of Investigation (CBI) in April this year, in connection with the case.

However, Kejriwal was not named as an accused in the first information report (FIR) filed by the CBI on August 17, last year.

Madhya Pradesh is one of the five states set to hold elections this year. The state is scheduled to undergo polls in one phase on November 17 and the counting of votes will take place on December 3. (ANI)

Kejriwal To Announce Winter Action Plan To Tackle Air Pollution

The Delhi Government is tightening its grip on air pollution by intensifying its efforts towards implementing a comprehensive plan to combat winter pollution. Delhi Chief Minister Arvind Kejriwal will announce the Winter Action Plan on 29 September, according to an official statement of the state government. 

Providing further information, Environment Minister Gopal Rai said in a statement, “We are preparing a Winter Action Plan to curb winter pollution in Delhi on the basis of reports given by the departments. A joint meeting regarding the Winter Action Plan of all the 28 concerned departments was held on September 14 in the Delhi Secretariat and different responsibilities were assigned to the departments. Instructions have been issued to all construction agencies to strictly follow the norms related to dust pollution.”

In the meeting, officers from Environment Department, DPCC, Development Department, Delhi Cantonment Board, CPWD, DDA, Delhi Police, DTC, Revenue Department, DSIIDC, Education Department, DMRC, PWD, Transport Department, NHAI, Delhi Jal Board, DUSIB, NDMC were present. All departments were instructed to submit detailed action plans under the Winter Action Plan to the Environment Department by September 25.

Environment Minister Gopal Rai said, “Keeping in mind the phenomenon of rising pollution in Delhi during winters, the Delhi Government is preparing a ‘Winter Action Plan’. We conducted a high-level meeting of 28 government departments on September 14th in this respect. In that meeting, all the departments were given a unique goal, to be included in the Winter Action Plan.”

He continued, “Chief Minister Arvind Kejriwal will present this Winter Action Plan in front of the citizens of Delhi on September 29th, 2023. All the government departments will act in unison in the implementation of the Winter Action Plan to curb the rise of pollution in ensuing winters.”

He also said, “Last year, we worked together with all the agencies involved in the construction business in Delhi to keep a noose on pollution. Today, I am appealing to them to follow the norms related to dust pollution. Action would be taken against all those agencies who violate the law. A separate action plan will be made for 13 hotspots to reduce pollution. This time special monitoring will be done on hotspots to reduce pollution.” (ANI)

It’s a joyous occasion as Aam Aadmi Party (AAP) MP Raghav Chadha and actor Parineeti Chopra are all set to tie the knot in the presence of their close family members and friends.

According to sources, the couple will exchange nuptial vows on September 24.

Many guests arrived in Udaipur to participate in the wedding rituals.

On Saturday evening, Delhi Chief Minister Arvind Kejriwal and his Punjab counterpart Bhagwant Mann arrived in Udaipur amid high security to attend Raghav –Parineeti’s wedding functions.

Kejriwal was seen donning a blue shirt paired with black pants, while Bhagwant Mann wore a white kurta pyjama paired with a grey Nehru jacket.

Apart from them, AAP’s Rajya Sabha member Sanjay Singh, and actor Bhagyashree also arrived to attend the grand wedding.

The wedding rituals and functions are scheduled to take place later on Saturday at the Leela Palace Hotel in Udaipur, Rajasthan, and carry over into Sunday, according to several reports.

The duo exchanged rings on May 13 at Kapurthala House in New Delhi in the presence of their loved ones. The star-studded engagement ceremony was attended by several politicians, including Delhi CM Kejriwal, Punjab CM Mann, former Union Finance Minister P Chidambaram and Shiv Sena leader Aaditya Thackeray.

 Before their engagement, the couple had chosen to keep mum about their relationship.

Parineeti and Raghav reportedly knew each other for several years before they began dating. The couple was recently spotted scouting for locations for weddings in Udaipur, hinting that they will follow in her cousin Priyanka Chopra and Nick Jonas’ footsteps and tie the knot at a lavish wedding in Rajasthan.

Meanwhile, on the work front, Parineeti will share screen space with Diljit Dosanjh in ‘Chamkila’. Helmed by Imtiaz Ali, the film revolves around two famous Punjabi singers Amarjot Kaur and Amar Singh Chamkila.

Haryana Will Soon Get Benefits Of AAP Freebies: Kejriwal Tells Khattar

Delhi Chief Minister Arvind Kejriwal on Sunday responded to the remarks of his Haryana counterpart, Manohar Lal Khattar on ‘freebies’. 

Speaking about the upcoming Haryana assembly polls in 2024, CM Kejriwal claimed that the Haryana people will soon get the benefit of freebies. 

Taking to ‘X’ (formerly known as Twitter), the Delhi CM said, “Khattar Sahab! We provide free and world-class education and health services in Delhi. We provide free electricity and water around the clock. We have started these facilities in Punjab, too and the public is happy with us. Soon, the people of Haryana will also get the benefit of freebies”. 

Earlier on Saturday, Haryana CM Khattar interacted with the beneficiaries of CM’s Pariwar Antyodaya scheme and targetted the Aam Aadmi Party alleging that there are parties that raise slogans like, ‘Get this for free, Get that for free’. 

“There are many parties that raise slogans like ‘get this for free, get that for free’… Instead of inculcating the habit of freebies, our government’s priority is to fulfill the needs of a working person, enhance his skills and develop him”, CM Khattar said. 

It is worth mentioning that during the Gujarat assembly polls, the Bharatiya Janata Party accused the AAP of resorting to ‘freebies’ and alleged that the latter indulges in ‘Revdi politics’, (freebies politics). 

A war of words between the AAP and the BJP emerged during the Gujarat polls when the former, sticking to its pattern of promises, promised government schools, free electricity, access to water, and free healthcare in Gujarat, if voted to power. (ANI)

No Fight Among Us: Kejriwal After INDIA Alliance Meet

Delhi Chief Minister Arvind Kejriwal on Friday asserted that there is no conflict among the parties of the Indian National Developmental Inclusive Alliance (INDIA) alliance.

“This is an alliance not just of some 28 parties, but an alliance of 140 crore people. I have been noticing that there are forceful projections of infighting which is not there. I have attended three meetings of the alliance. I am saying with full responsibility that all meetings have been held in a very cordial atmosphere. There is no conflict,” Delhi CM said.

Delhi CM further said that no one here has come to get a post but to take India on the path of development. 

“Some big forces will try to break the INDIA alliance. Today, no one here has come to get a post but to take India on the path of development. I am sure India will come together which will become the cause of this government’s end,” he said. 

Attacking Prime Minister Narendra Modi-led government Kejriwal said that this government is the most corrupt and arrogant government in the history of independent India. 

“Modi government is the most corrupt and arrogant government in the history of independent India. We are reading in international papers that the government of India is working only for one person who is taking money out of the country….These people have started to think of themselves above God,” he added. 

Earlier in the day, the constituent parties in the Opposition INDIA alliance on Friday decided to contest the 2024 Lok Sabha election together “as far as possible”, said the alliance’s resolution taken during its third strategic meeting being held in Mumbai.

The third formal meeting of the opposition bloc INDIA alliance began on Friday with the aim of coming up with an action plan for the next Lok Sabha Polls.

The first meeting of the joint opposition was held in Patna on June 23 and the second meeting was held in Bengaluru on July 17-18. (ANI)

Kejriwal, LG To Hold Meeting Over Appointment Of DERC Chairperson Today

Delhi Chief Minister Arvind Kejriwal and Lieutenant Governor VK Saxena are scheduled to sit together in a meeting to decide on the name of the Chairperson of Delhi Electricity Regulatory Commission (DERC) on Wednesday.

The meeting will take place in LG Secretariat at 4 pm.
This comes after Supreme Court on Monday asked LG Saxena and CM Kejriwal to “rise above political bickering” and sit together and decide on the name of the DERC chairperson.

A bench of Chief Justice of India DY Chandrachud and Justices PS Narasimha and Manoj Misra said they both are constitutional functionaries and they have to rise above political bickering.

It asked, “Does everything run through modalities of the Supreme Court? They both are constitutional functionaries. Can’t the LG and Chief Minister sit and come with a name on which both agree.”

“So much of the work of government happens away from the public eye. We are not so much concerned about the DERC Chairperson appointment which will be done. We are on the larger issue. You both can sit together and sort out some issues,” it said while posting the matter of the DERC Chairperson’s appointment for a hearing on Thursday.

During the hearing, CJI said that there are many ways, one way is that one functionary gives a list of three names and the other functionary accepts one name. “We don’t want to step into this. We want you both to sit down and do this,” the bench added.

The top court was hearing a petition filed by the Delhi government relating to the appointment of Delhi Electricity Regulatory Commission (DERC) Chairperson.

The apex court on July 4 had ordered to defer the oath-taking ceremony of the appointment of Justice (retired) Umesh Kumar as the chairperson of Delhi Electricity Regulatory Commission (DERC) till July 11.

The Delhi government moved the Supreme Court challenging the appointment of former Allahabad High Court judge Justice Umesh Kumar as DERC chairperson on the ground that it was unilaterally made by the Lieutenant Governor without its concurrence.

The bench had noted that the petition raises a point of law regarding the validity of Section 45D of the GNCTD Act, as amended by the latest Ordinance issued by the Centre, which gives overriding powers to the Lieutenant Governor over the elected government in the matter of appointments.

Senior advocate Abhishek Manu Singhvi, appearing for the Delhi government, had sought stay of the notification appointing Justice Kumar.

Unilateral action by the LG is against the Supreme Court’s five-judge Constitution bench judgment and also the spirit of Article 239AA of the Constitution, he had said.

Delhi power minsiter Atishi alleged that the recruitment was done by “overlooking” the aid and advice of the elected government, therefore, violating the constitution by appointing someone else for that position.

She had said Delhi Chief Minister Arvind Kejriwal on June 21 had recommended Justice (retd.) Sangeet Lodha for the post, however, the same was “wilfully ignored” by the President.

Earlier, Kejriwal approved Justice (retd.) Rajeev Shrivastava for the DERC chairman, and the file was put up by former Deputy Chief Minister Manish Sisodia, who also held the power portfolio. However, the file was returned by Lieutenant Governor Vinai Saxena with a recommendation to also consult with Delhi High Court Chief Justice for the appointment.

Later, the Delhi government approached the Supreme Court on April 12, blaming the LG for delaying the appointment.

On May 19, the top court observed that the LG is not supposed to act on his own discretion on such appointments, and directed the government to appoint the DERC chairperson within two weeks.

However, Justice Shrivastava later ‘expressed his inability to accept the appointment’ due to ‘family commitments and requirements’.

The bench had said while appointing a sitting or a retired judge to the post of a state electricity regulatory commission, the Chief Justice of the High Court, to which the judge concerned belonged, has to be consulted.

Chief Justice of the High Court, under whose jurisdiction the electricity regulatory panel falls, need not be consulted for the appointment if the judge concerned has not served in that High Court, it had added.

The apex court while referring to a 2018 Constitution bench judgement and its judgement on the services row between the Centre and the Delhi government, the bench said it has been made clear that the “LG has to act on the aid and advice of the council of ministers.”

Delhi government had filed a plea in the top court alleging inaction by Lieutenant Governor in appointing the Chairperson of DERC.

The DERC has been functioning without a Chairperson for the last four months after previous Chairperson Justice (Retd) Shabihul Hasnain demitted office on January 9, 2023 upon attaining the age of 65 years. (ANI)

Delhi: Request People To Not Return To Their Flood-Affected Homes Says, Atishi

Delhi Minister Atishi on Monday advised people living in relief camps set up by the government in the National Capital to not return to their flood-affected homes since there was “slight rise” in water level in Yamuna River after rains lashed some areas of Haryana a day earlier.

The water level of the Yamuna River in Delhi was recored at 205.84 m at 1 pm today, up from 205.48 m at 7 am, as per Central Water Commisison.
The water level stood at 205.58 meters at 9 am, showing a slight increase from 205.50 meters at 8 am, as per CWC.

In a tweet (roughly translated from hindi), the Delhi’s Public Works Department Minister, citing Central Water Commisison, said that the water level could reach 206.1 metres overnight, well above the danger mark of 205.33 m.

She advised people to return to their homes only after the water level comes down below the danger mark.

“Due to heavy rains yesterday in some areas of Haryana, the water level of Yamuna is rising slightly today. The Central Water Commission estimates that water level could reach 206.1m overnight. There is no danger for the people of Delhi from this. But all the people living in relief camps are requested not to go back to their homes just yet. Go back to your homes only after the water level comes below the danger mark,” tweeted Atishi.

Delhi Chief Minister Arvind Kejriwal on Monday said that engineers are working round the clock to resume full capacity of the Wazirabad Water Treatment plant , which reopened a day ago after it was forced to close on account of floods a few days ago.

The Yamuna River in Delhi crossed the danger mark of 205.33 metres at 5 pm on July 10.

The hourly water discharge from the Hathni Kund Barrage which had gone up to approximately 3,60,000 cusecs on July 11 was at 53,955 cusecs on Sunday at 08:00 PM.

The National Disaster Response Force (NDRF) has deployed 17 teams for rescue work in flood-affected districts in Delhi. 1606 people have been rescued. Moreover, 7241 people and 956 livestock have been evacuated by the NDRF teams. Further, pre-hospital treatment has been given to 908 rescued persons.

Around 26,401 people have been evacuated from the flood-affected low-lying areas of six districts of Delhi, out of which around 21,504 people are staying in 44 camps (including temporary relief camps and pucca buildings like schools, community centres). The rest of the evacuated people have shifted to the places of their choice like their relatives’ houses or rented accommodations. (ANI)

Following the Congress decision to oppose Centre’s ordinance related to the control of administrative services in Delhi, the Aam Aadmi Party (AAP) on Sunday announced that it will attend the second opposition party meeting that is scheduled to take place in Karnataka’s Bengaluru on July 17-18.

AAP MP Raghav Chaddha, while speaking to the media after the party’s Political Affairs Committee (PAC) meeting confirmed the same and said, “As Congress has also made its stand clear on the black ordinance, it is decided that the party under the leadership of Arvind Kejriwal will take part in the meeting of like-minded parties in Bengaluru on July 17-18.”
The AAP called a PAC meeting of the party on Sunday.

The opposition meet in Bengaluru is scheduled with the purpose of uniting the opposition to take on the Bharatiya Janata Party in the upcoming general assembly polls in 2024.

Top leaders of at least 24 political parties would attend the second Opposition unity meeting being convened by Congress in Bengaluru.

Significantly, a mega opposition meeting was held in Bihar’s Patna on June 23.

The AAP asked Congress to clear its stand on the centre’s ordinance, which was brought by the central government regarding the transfer and posting of group-A officers in Delhi.

After the first Opposition meeting, Aam Aadmi Party (AAP) had said that unless the Congress publicly denounced the ordinance it would be “very difficult” for it to be a part of any coalition that includes the grand old party.

Congress General Secretary KC Venugopal on Sunday said that the party’s stand on the same is ‘very clear’ and it is going to oppose it in the parliament.

“Congress’ stand on this is very clear, we will oppose it,” Venugopal said while speaking to ANI.

The BJP-led central government brought the ordinance on the transfer and posting of bureaucrats in Delhi in May, virtually negating a Supreme Court verdict giving the elected government in Delhi the control over services matter.

The ordinance seeks to set up a National Capital Civil Service Authority for the transfer of and disciplinary proceedings against Group-A officers from the DANICS cadre.

Transfer and postings of all officers of the Delhi government were under the executive control of the lieutenant governor before the May 11 verdict of the apex court.

The AAP had been counting on the support of the Congress, which has 31 MPs in the Rajya Sabha. The BJP does not have a majority in the Upper House of Parliament.

CM Kejriwal had even held one-on-one meetings with top Opposition leaders across the country, soliciting their support on the Ordinance issue. (ANI)

Chandrawal Water Treatment Plant Resume Ops: Kejriwal

Delhi Chief Minister Arvind Kejriwal informed on Sunday that the Chandrawal water treatment plant (WTP) in the national capital has resumed operations as the water level in the Yamuna River dropped to 206.03 this morning.

Chandrawal plant alongside two other water treatment plants namely Wazirabad and Okhla were closed on July 13 as the floodwater entered the pumping stations of these plants.
Vice-Chairman of Delhi Jal Board, Somnath Bharti, in a tweet also shared that the Chandrawal WTP resuming operations will restore water supply to the tune of 105 MGD in assemblies falling in central Delhi – Rajender Nagar, Karol Bagh, Ballimaran, Chandni Chowk, Patel Nagar, Palam vihar, Delhi Cantt and also in NDMC areas.

Bharti further informed that the work to restore all three phases of Wazirabad WTP is going on incessantly and will be restored anytime today.

Key arterial roads and nearby areas in the national capital remained affected on Sunday due to waterlogging from fresh showers while the Yamuna continued to be in spate.

The water level, which had breached the danger mark, flooding many low lying ares of the national capital and resulting in a raging blame game between the ruling Aam Aadmi Party (AAP) and the BJP, was recorded at 206.02 metres at 8 am on Sunday.

According to the officials, the water level of Yamuna is likely to fall below the danger mark in the next few hours.

Meanwhile, teams from the National Disaster Response Force (NDRF) carried out rescue operations in the low-lying areas near Pragati Maidan on late Saturday night, officials said.

Hundreds of people, who were rescued from low-lying areas by the NDRF personnel, spent the night at a relief camp in Mayur Vihar.

Fresh showers lashed various parts of the national capital on Saturday, leading to extensive waterlogging at arterial stretches and bringing traffic to a crawl. (ANI)

Day After ‘Teamwork’ Pledge By CM, L-G, AAP Alleges Conspiracy Behind Delhi Flooding

The blame game over the Yamuna flooding in the national capital took centrestage, a day after Delhi Chief Minister Arvind Kejriwal and Lieutenant Governor VK Saxena issued a joint statement stressing ‘teamwork’, with Health Minister Saurabh Bharadwaj on Saturday alleging that the BJP-ruled Centre and the Haryana government had conspired to throw the national capital into a flood crisis.

Coming down heavily at the BJP at a press conference on Saturday, the ruling Aam Aadmi Party (AAP) leader said, “Delhi received 153 mm of rainfall on July 8, which was a record in two decades. It rained moderately in the evening on July 9, but thereafter, the city exprienced no further rainfall. So, the big question is — if there was not a drop of rain in Delhi since July 9, how did the national capital come to be flooded like this?”
“The answer, as is now evident, is that the BJP-led central government and the Haryana government, where too, the BJP is ruling party, conspired to push Delhi into a flood crisis,” Bharadwaj claimed.

The remark appeared to be in conflict with the show of unity by the L-G and the Delhi CM at the joint press conference on Friday, with the former saying, “We need to work as a team”.

“This is not the time to resort to a blame game or point fingers at each other. Right now, we need to work as a team. I, too, can say a lot of things but this is not what we should do at this time,” the L-G added.

CM Kejriwal said people, who have been grappling with flooding woes over the last couple of days, will get a measure of respite soon, as the rising waters of the Yamuna was receding slowly but surely.

“…water flooded different areas due to many reasons. Here, the flooding took place because of a breach (of drain regulator) while at Raj Ghat, it was a caused due to backflow of water from a drain. Several other places were flooded due to the backflow of the Yamuna waters. However, the people will get some respite soon as the Yamuna waters have started receding,” the CM said.

However, at the press conference on Saturday, Bharadwaj said, “The danger mark of the Yamuna is at 205.33 metres. Till yesterday, it was flowing at 208.6 metres. As is recorded in history, Delhi witnessed a catastrophic flood in July 1998, when the Yamuna flowed at 207.49 metres. The level currently is even higher. The reason for the prevailing situation in the Capital is that the regulator of the Hathni Kund barrage is based in Haryana’s Yamunanagar, which is located 228 kms away from Delhi.”

“We sent our team over there as we learned that water was being released deliberately towards Delhi,” Bharadwaj added.

Further, hitting out at the BJP, he said, “From July 9 to 13, water was deliberately released towards Delhi as part of a conspiracy. The report of the Central Water Commission, dated July 12 and 13, that we received from the Hathni Kund Barrage, says that the water was not released into the eastern cannal, towards Uttar Pradesh.”

“Last year, in August, water was not only released towards Delhi but the eastern and western canals as well. The flow was evenly distributed between multiple states because of which there was no flood in Delhi,” he added.

The AAP minister said, “False statements are being made that water cannot be release into the eastern canal as it is very small. Now, after the AAP highlighted this issue in the media, the water is now being released into the eastern canal as well.”

Earlier, Union Minister Nityanand Rai, while stressing the need for all stakeholders to set aside their differences and come together in the interest of putting Delhi out of its misery, said, “They (AAP) are resorting to the politics of lies. It is what the party was founded on. It is in their culture.” (ANI)
