Delhi Air Quality Index 342,Very Poor Category

The air quality of the national capital remained ‘very poor’ as the System of Air Quality and Weather Forecasting And Research (SAFAR) calculated its quality index as 342 on Monday.

The Air Quality Index for the day has been marginally lower than the recorded AQI level of 350 on Sunday.
In the area near Delhi University, the AQI has been recorded as 372 under the ‘very poor category. Meanwhile, the SAFAR recorded it ‘very poor’ at 362 in the Lodhi Road area.

Meanwhile, the Pusa area was also under the ‘very poor’ category with an AQI level of 340.

The AQI at Mathura Road, IGI Airport Terminal 3, and IIT Delhi also felt ‘very poor quality of air with the levels at 358, 336, and 322.

Notably, the Air Quality level in Delhi was in the ‘very poor category on Sunday as well.

The air quality has been deteriorating in the national capital before Diwali, but it increased further as people burnt firecrackers here and because of the stubble burning in Punjab, Uttar Pradesh, Haryana, and Rajasthan in the winter, its fumes and pollutants move across cities.

Stubble burning had turned worse across Punjab, giving no hope of improvement in Delhi’s Air Quality Index (AQI) as the capital gasps for clean air.

Increasing incidents of stubble burning in Punjab this year have become a matter of serious concern with the Union Environment Ministry pointing out that the AQI is likely to sharply deteriorate as only about 45-50 percent of sown area in the state had been harvested till October 24.

Sources in the Environment Ministry had told ANI that the contribution of stubble burning to the adverse air quality in Delhi and the National Capital Region has been increasing sharply and is about 18-20 percent currently with the trend only likely to increase further.

As per the Standard Protocol developed by ISRO for Commission for Air Quality Management (CAQM), for the period September 15, 2022, to October 26, 2022, total paddy residue burning events reported in Punjab were 7,036 compared to 6,463 for the same period during the last year.

CAQM further stated that about 70 percent of farm fires during the current paddy harvesting season were reported only from six districts namely Amritsar, Firozpur, Gurdaspur, Kapurthala, Patiala, and Tarn Taran.

These districts account for 4,899 cases against a total of 7,036 incidents in Punjab. These traditional six hotspot districts also accounted for about 65 percent of the total burning incidents during the last year for the same period. Out of a total of 7,036 reported cases, 4,315 stubble-burning incidences were reported during the last six days alone i.e., about 61 percent.

As per the Standard ISRO Protocol, for the period of September 15 – October 28 this year, a total of 10,214 paddy residue burning events have been reported in Punjab compared to 7,648 for the same period during the last year, which is a significant increase of about 33.5 percent.

Out of the total 10,214 reported cases, 7,100 stubble-burning incidents were reported in the last 7 days alone which is about 69 percent, added the official.

While in Haryana, the total number of farm fire events reported for the period September 15, 2022, to October 26, 2022, is 1,495 compared to 2,010 for the same period last year. There is about a 26 percent reduction in paddy residue burning events in Haryana so far during the current year.

Meanwhile, Commission for Air Quality Management in NCR and adjoining areas has intensified its efforts to ensure enforcement and compliance with its directions in view of deteriorating air quality in Delhi.

The Commission has issued closure directions to 45 coal-based industrial units in Rajasthan. Further, 32 coal-based units (9 in Haryana and 23 in UP) have been closed down permanently. 48 units (8 in Haryana and 40 in UP) have temporarily suspended their operations till these units are converted to approved fuels.

The Graded Response Action Plan (GRAP) sub-committee decided to implement Stage III of GRAP in the entire NCR in a move to prevent further deterioration of air quality.

“Under this, all construction work will be banned except for special projects like Central Vista and other projects of national need,” read the official press release from Commission for Air Quality Management in NCR and Adjoining Areas.

While comprehensively reviewing the overall air quality parameters during the meeting, the Commission noted that due to unfavorable meteorological conditions with slower wind speed and sudden spike in farm fire incidents, it is considered necessary to implement Stage III of GRAP with immediate effect in the entire NCR. Air Quality In Some Areas Of Delhi Falls Into Severe Category

Air quality in Delhi fell into ‘severe’ category with an AQI of 457 in the Anand Vihar area on Saturday and it was also recorded in the severe category in Noida, as per National Air Quality Index.

According to data from the System of Air Quality and Weather Forecasting and Research (SAFAR), Delhi’s overall air quality was 381 in the ‘very poor’ category in the afternoon. In the Delhi University area, the air quality was at 399, also in the ‘very poor category.
On Mathura road, it was 380. In Gurugram it was 349 while Noida was worst with an AQI of 411 in the severe category.

Today morning the air quality in the national capital remained in the ‘very poor’ category with the overall air quality index (AQI) at 309.

Morning walkers, cyclists, and joggers working out near India Gate amid dipping air quality in New Delhi were seen affected due to the dip in the air quality.

“We’re from Gurugram. There is breathing difficulty and irritation in the eyes,” a member of a group of cyclists told ANI.

People felt this way because, according to the System of Air Quality and Weather Forecasting and Research (SAFAR), the AQI in the overall Delhi region was in the ‘very poor category at 309.

“Local surface winds are 6 to 8 km/h (Max Temperature 32 deg C; Min 14-15 deg C) for the next three days that cause weak dispersion of pollutants. Peak ‘Mixing layer height’ during daytime (~1.0-1.5 km) leads to moderate vertical dispersion of pollutants,” read SAFAR’s official statistics.

The air quality watchdog also informed that strong winds at the transport level blowing from the northwest direction from stubble burning areas are likely to transport pollutants to Delhi and its share in Delhi’s PM2.5 is likely to increase further.

Environmentalist Vimlendu Jha told ANI that Severe category AQI is very dangerous for health and it affects even healthy people and seriously impacts those with existing diseases. (ANI)

German Delegation Praises Concrete Climate Actions Taken By India

While fully supporting India’s G-20 Presidency beginning in December, the German delegation at a meeting in New Delhi praised the concrete environment and climate actions taken by India despite the huge size and population.

Union Minister of Environment, Forest and Climate Change, Bhupender Yadav held a fruitful meeting with the Committee on Environment of German Federal Parliament headed by Member of Parliament (MdB) Harald Ebner, on Thursday at Indira Paryavaran Bhawan, New Delhi.
In the meeting, they discussed global environmental, climate change, and other related challenges, and how Germany and India can work together to find sustainable solutions to these challenges.

As Per the Ministry of Environment, Forest and Climate Change, in the meeting, issues related to a sustainable lifestyle, circular economy, e-wastes, conservation of water bodies, drinking water, the problem of fertilizers, urban migration, sectoral climate action plans, and achievements were discussed.

“The Union Environment Minister acknowledged the support given by Germany to India for addressing challenges relating to the environment and climate change. He appreciated Germany’s support in Ganga Rejuvenation and stated that India and Germany must work together to address global environmental challenges,” the ministry said in a statement.

The Minister highlighted that India has been undertaking numerous concrete climate actions under the leadership of Prime Minister Narendra Modi, both domestically and globally. These include NCAP, Biofuel, Kalyan Yojana, Amrit Sarovar, 500 GW target of RE, BS-VI, etc. India always endeavors to be part of the solution, and not part of the problem, Yadav said.

Union Minister Bhupendra Yadav elaborated on India’s global commitment to addressing climate change, by spearheading global initiatives like International Solar Alliance (ISA), Coalition for Disaster Resilient Infrastructure (CDRI), and Leadership Group for Industry Transition (LeadIT), and specially thanked Germany for joining ISA.

He emphasized the need for mindful consumption and circular economy, and that India is promoting circular economy from three aspects-Legal, Capacity, and Market economy.

While responding to the questions raised by the German delegation, Union Minister Yadav stressed that India’s climate actions are based on the principle of CBDR-RC. He stated that India achieved the targets mentioned in the 1st NDC on renewable energy and energy intensity before time. Further, India has enhanced these targets along with the launch of Mission LiFE.

Concluding the meeting, both sides acknowledged the contribution of the Indo-German Bilateral Cooperation on environment and climate and agreed to further strengthen the same and also explore how both countries can work together in areas like conservation of water bodies, circular economy, and e-waste. New Delhi: Air quality Remains Very Poor, Overall AQI Of 323

On Diwali evening, the air quality in Delhi remained in the “very poor” category with the overall air quality index (AQI) at 323.

According to the System of Air Quality and Weather Forecasting and Research (SAFAR), the AQI in the overall Delhi region was in the ‘very poor category at 323.
However, in the Delhi University and airport area, the AQI remained in the ‘very poor category at 365 and 354. At Mathura Road, the AQI was in the ‘very poor category at 322. While at Gurugram, the AQI remained in the ‘poor’ category at 342.

In a bid to reduce vehicular pollution, the Delhi government also announced the ‘Red Light On Gaadi Off’ campaign.

Under the campaign, public representatives and officials will motivate commuters to turn their vehicles off at red lights to curb vehicular pollution.

The air quality in the national capital is also affected because of stubble burning in surrounding Punjab, Uttar Pradesh, Haryana, and Rajasthan in the winter. (ANI)

Modi To Address 90th INTERPOL General Assembly On Tuesday

Prime Minister Narendra Modi will address the 90th Interpol General Assembly on October 18 in New Delhi’s Pragati Maidan, the Prime Minister’s Office (PMO) said on Monday.

“The 90th General Assembly of INTERPOL will be held from 18th to 21st October. The meeting will be attended by delegations from 195 INTERPOL member countries comprising of Ministers, Police Chiefs of countries, Heads of National Central Bureaus, and Senior police officers,” the PMO said in a statement.
The General Assembly is INTERPOL’s supreme governing body and meets once a year to take key decisions related to its functioning. According to PMO, the INTERPOL General Assembly meeting is taking place in India after a gap of about 25 years – it was last held in 1997.

India’s proposal to host the INTERPOL General Assembly in 2022 at New Delhi coinciding with celebrations for the 75th year of India’s independence was accepted by the General Assembly with an overwhelming majority.

The event provides an opportunity to showcase best practices in India’s law and order system to the entire world, PMO said.

Union Home Minister, INTERPOL President Ahmed Naser Al Raisi, and Secretary General Mr. Jurgen Stock, CBI Director will also be present on the occasion.

The 90th Annual General Assembly of Interpol will take place between October, 18-21 at Pragati Maidan, New Delhi.

Delegations from 195 countries will be attending the event. PM Modi will inaugurate the Assembly while Union Home Minister Amit Shah will address the valedictory function on October 21.

The General Assembly is Interpol’s supreme governing body, comprising representatives from 195 member countries that meet annually.

Each member country may be represented by one or several delegates who are typically ministers, chiefs of police, heads of their Interpol National Central Bureaus, and senior ministry officials. (ANI)

Modi To Bring 1,500 Agri Startups On One Platform

Prime Minister Narendra Modi will inaugurate the two-day event — PM Kisan Samman Sammelan 2022 — on Monday at Indian Agricultural Research Institute, New Delhi.

The event would bring together more than 13,500 farmers from across the country and around 1,500 Agri startups, an official statement said. More than 1 crore farmers from various institutions are expected to attend the event virtually. The Sammelan will also witness the participation of researchers, policymakers, and other stakeholders.
Prime Minister will inaugurate 600 Pradan Mantri Kisan Samruddhi Kendras (PMKSK) under the ministry of chemicals & fertilizers. The statement said under the scheme, the fertilizer retail shops in the country will be converted into PMKSK in a phased manner. It said PMKSK will cater to a wide variety of needs of the farmers and provide agri-inputs (fertilizers, seeds, implements); testing facilities for soil, seeds, and fertilizers; generate awareness among farmers; provide information regarding various government schemes and ensure regular capacity building of retailers at block/ district level outlets. More than 3.3 lakh retail fertilizer shops are planned to be converted into PMKSK.

During the event, the Prime Minister will launch Pradhan Mantri Bhartiya Jan Urvarak Pariyojana — One Nation One Fertilizer. Under the scheme, Prime Minister will launch Bharat urea bags, which will help companies market fertilizers under the single brand name ‘Bharat’.

In a reflection of the continued commitment of the Prime Minister towards the welfare of the farmers, during the event, Prime Minister would release the 12th installment amount of Rs16,000 crore under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) through direct benefit transfer, the statement said. Under the scheme, eligible farmer families are provided a benefit of Rs6,000 per year in three equal installments of Rs2,000 each. So far, eligible farmer families have received benefits of more than Rs2 lakh crore under PM-KISAN.

The official statement said the Prime Minister will also inaugurate the Agri Startup Conclave and Exhibition. About 300 startups will showcase their innovation related to precision farming, post-harvest & value-add solutions, allied agriculture, waste to wealth, mechanization for small farmers, supply chain management, and argi-logistic, among others.

The platform would facilitate startups to interact with farmers, farmer-producer organizations (FPOs), agri-experts, corporates, etc. Startups will also share their experience and interact with other stakeholders in technical sessions.

The statement also noted during the event, Prime Minister will also launch ‘Indian Edge’, an e-magazine on fertilizer. It will provide information on domestic and international fertilizer scenarios, including recent developments, price trend analysis, availability and consumption, and success stories of farmers, among others. EC To Announce Election Schedule For Gujarat, Himachal Today

The Election Commission (EC) is likely to announce the schedule for the assembly polls for Gujarat and Himachal Pradesh on Friday.

The EC has called a press conference at Vigyan Bhawan in New Delhi at 3 pm.
The term of the Gujarat Assembly ends on February 18, 2023, while the term of the Himachal House will end on January 8, 2023.

In the 182-seated Gujarat Assembly, there are 111 BJP and 62 Congress MLAs at present.

Last month, the Chief Election Commissioner Rajiv Kumar and Election Commissioner Anup Chandra Pandey visited Gujarat and Himachal to review poll preparedness.

The 14th Gujarat Legislative Assembly election was held on December 9 and 14 in 2017 to elect the Members of the Legislative Assembly (MLA). The votes were counted on 18 December.

The incumbent Bharatiya Janata Party (BJP) obtained a simple majority with an increase in the vote share in the last election. Despite a decrease in the number of seats, the BJP retained its simple majority in the house and formed government for the sixth time.

In the results declared for all the 182-seated Gujarat Assembly, BJP won 99 seats, Congress wins 77, 1 seat was won by NCP while Bhartiya Tribal Party and Independent candidate won 2 and 3 seats respectively.

Himachal Pradesh voted to elect its legislative assembly on November 9, 2017.

In the 68-member Himachal Pradesh Legislative Assembly election, the Bharatiya Janata Party (BJP) defeated the Congress Party and won 44 seats while Congress secured only 21 seats in 2017.

At present, in Himachal Pradesh legislative assembly, the BJP has 45 MLAs, while Congress has 22 and CPIM has 1 MLA.

In the upcoming state elections, The AAP is looking to set foot in Gujarat and Himachal Pradesh.

In Gujarat, AAP could not open its account in the previous Assembly elections. After a massive victory in Punjab, the party is looking to spread its wings to other parts of the country.

Meanwhile, in Himachal Pradesh, the Congress is gearing up to challenge the BJP.

With the announcement of the election schedule in both states, the model code of conduct will come into force. (ANI)

Minor Killed By Two Men As Sacrifice To God: Delhi

In a shocking incident, a 6-year-old boy was allegedly killed by two men in South Delhi’s Lodhi Colony on Saturday night in what they claimed was a “sacrifice on the orders of God”.

According to Delhi Police, the incident took place on Saturday night at the construction site of the Central Reserve Police Force (CRPF) headquarters in the posh Lodhi Colony area.
The Delhi Police got a PCR call in the early hours of Sunday at Lodhi Colony that the throat of a 6-year-old boy was slit by two men at an under-construction building. Police personnel rushed to the spot and arrested the two accused, who were already caught by other laborers and CRPF personnel on duty.

The victim was identified as the son of one of the laborers working at the site. They are natives of Uttar Pradesh’s Bareilly.

Police said both the accused, Vijay Kumar and Aman Kumar, are natives of Bihar and worked as cement cutters at the site.

According to Police, the accused were under the influence of drugs when they allegedly slit the child’s neck.

Police said the child was also known to the accused and there was no enmity with the family.

At around 10:30 pm on Saturday, the accused called the child when he was going to his shed. They took the boy to their cooking space and committed the act, said police. One of the accused told Delhi Police that he had a vision that “Bhole Baba wants them to slit the throat of a child.”

The investigation is underway. (ANI)
