‘Muzaffarnagar Slapping Incident Blown Out Of Proportion, Given Communal Colour’

Ranveer Singh, principal of Government Inter College, Kamhera, Muzaffarnagar, says the slapping incident was given a Hindu-Muslim colour by vested political interests. His views:

For a teacher, the betterment and a bright future of his or her students are top priority. The guru-shishya parampara is deeply rooted in our culture and tradition where the shishya (student) must master the knowledge that the guru or teacher embodies. To achieve this end, a teacher may also use some corrective discipline to keep the student focused on his or her learning. The slapping incident in a Muzaffarnagar school must be seen in this light and not from a communal lens.

Let me clarify here that personally I am against any kind of corporal punishment or humiliation of a child at the school because it may impact his or her psyche adversely for life. As a student, I often faced the wrath of my teachers who believed in ‘spare the rod, spoil the child’ principle. School punishments were an acceptable reality to both teachers and parents in our schooling days. However, times have changed and our education system must adopt more humane method to impart knowledge.

This is also an era of mobile technology where a seemingly unintended action can be captured on phone camera, given a twist and spread via social media – sometimes causing selective outrage. This is actually what happened in this particular incident, where an act of classroom discipline was filmed and blown out of proportion with a communal angle. Thankfully, the student’s parents did not fall in the trap and elders of the region made classmates hug each other to bury the matter in time.

However, the video clip kept appearing on the prime time of national and local news channels. If you ask around in the Muzaffarnagar belt, people will laugh at the issue being magnified to this level of importance; for most local residents such incidents are commonplace. When it comes to teaching, different yardsticks apply in semi-urban or tier 2-3 towns and in metropolitan cities. However, this is not to say that the teacher was not on the wrong. An FIR has been registered against her and an enquiry has been ordered into the incident. And rightly so.

But I believe that most of those showing outrage had zero concern for the punished schoolchild. His photographs were made public with impunity, without realising that the boy could have forgotten the few slaps in the classroom but now would have to live with the public shaming of his humiliation.

The incident also provided an opportunity for some vested interest to corner the ruling dispensation. Physical punishments in schools is a social concern; turning it into a political finger-pointing to settle scores cannot address the issue. As a society we need to expose such propaganda and guard our social fabric.

No person in the academia will defend the action of the schoolteacher as there are other ways to discipline a child than physical punishment. A teacher must show compassion and calmness in the classroom to set an example. This is where the said teacher failed in her duty. But to showcase this incident as communal poison will be taking things too far.

This incident must serve as a lesson to all the teachers who often lose their temper in a classroom. The role of a guru is sacred and must remain unblemished with proper conduct with his or her students. Or else, teachers will lose the respect and status which they enjoy in Indian society today.

Manoj Jha on Women reservation

RJD Demands Reservation For OBC Women In Quota Bill

Rashtriya Janata Dal member Manoj Jha taking part in the discussion on the women’s reservation Bill on Thursday on behalf of his party in the Rajya Sabha demanded that women belonging to Other Backward Classes be incorporated in the legislation.

“There is still time available and I request the Bill is sent to a select committee and incorporate OBCs, along with SC and STs,” Jha said.

“Nobody is discussing the Bill being passed in the Lok Sabha but are talking about the injustices done to OBC women.”

Citing late political leader Sarojini Naidu and her demand for an “equal representation” in legislatures, Jha asked why the Bill intends to give reservation to only 33 per cent and why not 50 per cent or 55 per cent.

Speaking before Jha, YSRCP member V Vijayasai Reddy demanded reservation of women in the Upper House and the state legislative councils.

“Law Minister, please take note of it,” Reddy told Arjun Ram Meghwal.

YSRCP has often supported in passing of various bills brought by the BJP-led government.

Reddy also suggested that the month of September be announced as “women’s history month”.

“I strongly suggest and request September be declared as women’s history month,” he said.

As tabled in the Parliament, the new women’s reservation Bill in its current form says it will be effective once the decennial census and delimitation of constituencies are done.

Union Law Minister Arjun Ram Meghwal had on Tuesday introduced the new Bill — Nari Shakti Vandan Adhiniyam, in its very first sitting of the Lok Sabha in the new Parliament complex, which was passed on Wednesday in the Lower House.

The Women Reservation Bill seeks to guarantee 33 per quota for women in Lok Sabha and state assemblies. Reservation for women in Parliament and Legislative assemblies has been a promise of many parties, including the BJP for years. (ANI)

This comes amid strain in India-Canada relations after Canadian Prime Minister Justin Trudeau on Monday alleged that the Indian government was behind the fatal shooting of Hardeep Singh Nijjar.

Najjar, who was a designated terrorist in India, was gunned down outside a Gurdwara, in a parking area in Canada’s Surrey, British Columbia on June 18.

Trudeau during a debate in the Canadian Parliament, claimed his country’s national security officials had reasons to believe that “agents of the Indian government” carried out the killing of the Canadian citizen, who also served as the president of Surrey’s Guru Nanak Sikh Gurdwara.

The allegations made by the Canadian Prime Minister and foreign minister were rejected by the Ministry of External Affairs in India which dubbed the statements as absurd.

“We have seen and reject the statement of the Canadian Prime Minister in their Parliament, as also the statement by their Foreign Minister. Allegations of Government of India’s involvement in any act of violence in Canada are absurd and motivated” the statement said.

On Wednesday, Indian nationals, students in Canada and those planning on travelling to the country were advised to exercise caution. Indian nationals and Indian students in Canada were advised to avoid travelling to regions and potential venues in Canada that have seen growing anti-India activities, according to a release issued by the Ministry of External Affairs (MEA).

Women Reservation Bill

Lok Sabha Passes Women Reservation Bill; BJP Calls It Historic

Lok Sabha on Wednesday passed the Women’s Reservation Bill which provides for 33 per cent reservation for women in Lok Sabha and state assemblies.

The Constitution (One Hundred and Twenty-Eighth Amendment) Bill, 2023, was passed after a reply by Law Minister Arjun Ram Meghwal.

The Bill was passed following division with 454 members voting in favour of the legislation and two against it on the motion for the passage moved by Meghwal. The amendments moved by opposition members were negatived and there was also voting on clauses of the bill.

Speaker Om Birla announced that the Bill had been passed.

The ‘Nari Shakti Vandan Adhiniyam’ is the first bill passed by Lok Sabha after it shifted to the new Parliament building on Tuesday.

The bill was passed by a majority of the total membership of the  House and by a majority of not less than two-thirds of the members of the House “present and voting”

The division was carried out through the distribution of slips.

Meghwal said “history” was being made with the passage of the bill.

Rejecting the opposition’s criticism about the delay in the implementation of provisions of the Bill, Meghwal said that the bill ensures transparency. The bill was passed after a day-long debate which was initiated by Congress leader Sonia Gandhi.

Intervening in the debate, Home Minister Amit Shah also rejected the opposition’s contention and said the bill will follow due procedure and seats which are to be reserved will be decided by the Delimitation Commission.

Several opposition members including Congress leader Rahul Gandhi said that caste census and delimitation are not required for implementing the Women’s Reservation Bill and it should come into force soon after it is passed by Parliament.

“There is one thing in my view that makes this bill incomplete. I would like to have seen the OBC reservation included in this bill,” Gandhi said.

“Delimitation and census is not required, the bill should be immediately implemented,” the Congress leader added.

The Constitution (One Hundred and Twenty-Eighth Amendment) Bill, 2023 is expected to be taken up by the Rajya Sabha on Thursday.

The Rajya Sabha had earlier passed the Women’s Reservation Bill in 2010 during the Congress-led UPA government but it was not taken up in the Lok Sabha and subsequently lapsed in the lower House of Parliament.

The government introduced the new bill on Tuesday with Prime Minister Narendra Modi announcing the government’s intention to bring ‘Nari Shakti Vandan Adhiniyam’.

Sources said the division was carried out through slips as information regarding division numbers in the New House is awaited from some parties in the Lok Sabha.

The Special Session of Parliament began on Monday and will continue till Friday. (ANI)

Women Empowerment a Matter of Principle For BJP: Amit Shah

Union Home Minister Amit Shah on Wednesday said that unlike the Bharatiya Janata Party (BJP), other parties see women’s empowerment as a “political issue and a tool for vote bank politics”.

During the discussion over the Women’s Reservation Bill in the Lok Sabha, Shah further said that for the BJP and Prime Minister Narendra Modi, women’s empowerment is an issue of “principles and beliefs.”

“For some parties, the issue of women empowerment can be a political agenda or a slogan to win elections. However, for my party and my leader Narendra Modi, women empowerment is not a political issue, but it is a matter of principles and beliefs,” Shah said.

He further said that yesterday will be marked in history.

“Yesterday was Ganesh Chaturthi, it was the inauguration of the new Parliament and we introduced the Women’s Reservation Bill in Parliament,” he added.

“The Women’s Reservation Bill is a mark of respect and the beginning of a new era,” the Minister added.

He added that Prime Minister Modi presented a vision of women-led progress at the recently concluded G-20 session.

Notably, Day 3 of the Parliament special session witnessed a debate on the women’s reservation Bill in the Lok Sabha, while the Rajya Sabha discussed India’s space journey focusing on Chandrayaan-3’s successful soft landing on the moon.

The Women’s Reservation Bill that seeks to provide a 33 percent quota for women in Lok Sabha and state assemblies was introduced in the Lok Sabha today in the ongoing special session of Parliament and will be taken up for discussion on Wednesday when the House will meet at 11 am.

The Union Cabinet on Monday approved the Women Reservation Bill.

On Tuesday, Union Law Minister Arjun Ram Meghwal introduced the bill in the first sitting of Lok Sabha in the new Parliament building. The bill has been named ‘Nari Shakti Vandan Adhiniyam’.

In 2008, the Manmohan Singh-led UPA government tabled the Bill in the Rajya Sabha, and it was passed in 2010. However, the Bill was never taken up for consideration in the Lok Sabha.

The Bill will be taken up in Rajya Sabha on September 21 government sources said.

The Constitution (One Hundred and Twenty-Eighth Amendment) Bill, 2023, seeks to introduce three new articles and one new clause in the Constitution.

However, prior to Shah, Congress MP from Wayanad Rahul Gandhi alleged that the BJP was trying to distract people from the caste census and the Adani issue.

“Every time the Opposition raises the issue of caste census, the BJP tries to create a distraction, or to a new event so that the OBC community and the people of India look the other way,” he said while slamming the Centre for employing diversionary tactics.

Gandhi further asked the government to release the data of the Caste census done by us or “we will release it”.

Rahul Gandhi also said that the caste census is the only way to ensure representation for OBCs. He said that despite forming a huge chunk of the population, they control and define only 5 per cent of India’s budget. “This is an insult and a shame to the OBC community,” he added. (ANI)
