Gujarat Uncorks The Bubbly

Gujarat Uncorks The Bubbly, A Wee Bit

Gujarat, Mahatma Gandhi’s birthplace, is held as an example of all things Gandhian, good or otherwise. The dilution of Prohibition law to create a ‘wet’ oasis in the Gujarat International Finance Tec-City (GIFT), although not the first departure, has set the tongues wagging.

Of course, neither support nor criticism are loud since the decision supposedly came “from the top.” Also, the set of rules, temporary and with riders, are “business friendly”. That makes for a measure of pragmatism. Business is not a sin, after all.

Is Gujarat, which took to Prohibition even in its earlier avatar as part of the Bombay State in 1949 and has since stuck to it doggedly, experiencing anything new? The availability of liquor has always been an open secret.

Media reports say liquor sales were up by 20 per cent in 2023. Liquor permits on health grounds went up by 58 per cent since 2021, when 40-plus people applied on grounds of insomnia, and anxiety. Seventy-seven Gujarat hotels have permit-liquor stalls, with 18 more applying. The fact, however, is that like non-vegetarianism, non-consumption is deeply ingrained in Gujarat’s upper caste/business class ethos.

Gandhi was supposed to have said that if appointed a ‘dictator’ even for a day, one thing he would do is to impose Prohibition. There is no point blaming Gandhi and his many supporters who, when in power, worked for its success. The fact, again, is that there are as many, and as strong, arguments for and against alcohol.

Article 47 of the Indian Constitution talks about raising the level of nutrition and the standard of living in the country. The objective is to improve public health and the State shall endeavour to bring about the prohibition of intoxicating drinks and drugs which are injurious to health.

Six decades back, in a longish article culled out from the New York Times archives dated February 16, 1964, Thomas S. Brady had rightly predicted: “As anywhere else, law enforcement depends not only on consent but on approval of the governed. Murder and stealing are threats to everybody, and they can be held to a minimum. But tippling, despite Gandhi, is another matter and seems to be here to stay, inside or outside the law.”

Unsurprisingly, the arguments for and against have not changed much. But the values have. If the support is on health grounds, social security and pressures from women’s groups who are potential voters and have proved effective, the opposition ranges from freedom to exercise personal choice.

ALSO READ: ‘Awareness, Not Harsh Laws, Can Impose Prohibition’

Bar owners and alcohol manufacturers, usually men, see their livelihood destroyed and, instead of empathising with women on this sensitive issue, they feel threatened. Vested interests remain well-entrenched. Why, Brady writes that supporters of prohibition included, remotely though, the bootleggers who thrive when an unpopular law is in existence.

An amazing feature of all this grassroots democracy is that there has been no mention of any public health initiatives to tackle alcohol misuse.

As for personal freedom, it is argued that most of the domestic violence crimes against women and children are committed behind closed doors. The new awareness of women’s and children’s rights and welfare in this century has made no dent when it comes to booze-driven violence. It is the neighbour’s problem, not mine, attitude.

At the root is the revenue. And the states that operate the law are always short of it. Brady recorded that Bombay and Maharashtra spent USD one million and lost revenue to the tune of USD30 million in 1964. What Bihar, Telangana and other states lose today is phenomenal. Some like the late Jayalalithaa, in a seeming act of redemption, spent the revenue from alcohol to distribute election-eve freebies.

Liquor mafias have thrived in state after state. From among them come legislators and ministers, obviously in cahoots with the political class. Perish the thought of the alcohol they distribute being of any consumable quality. Little wonder, hooch tragedies are a frequent affair. Investigations are ordered, but nothing comes out.

India is a land where contradictions are clashing, all the time. Hooch sells, prime quality liquor sells even better. Indians’ alcohol intake is small compared to the global one. But Indians are the world’s largest consumers of ‘brown’ liquor, mainly whiskey and rum. It is mind-boggling how brandy, a drink of the colder environments is consumed in Kerala, so close to the equator.

Indian alcohol producers are edging out with their premier products fabled brands like Glenlivet and Chivas Regal. Why, the other day, the Chief Justice of India’s court witnessed an Indian-versus-Foreign tussle, with the rival brands placed on the court’s argument desk.

If premier brands of ‘brown’ liquor are for all to see, can wine be far behind? There is no party in an urban centre without wine being served. Indians are developing a taste for wine, both locally that is produced, and exported, in abundance.

According to October 2023 statistics, there are now 10 million Indians who drink wine regularly, and the wine consumption rate increased in India by 29% in 2022 alone. Furthermore, according to an India Wine Insider (IWI) report, India’s wine market is now estimated to be valued at $238 million.

India celebrates Sonal C Holland, its first and only Master of Wine. But be sure, the tussle between health-morality-social uplift and revenue-personal freedom and business will continue forever.

Ram Temple inauguration BJP Congress

BJP Tears Into Cong For Declining Ayodhya Invite

Labelling the Ram Temple inauguration an event of the BJP and RSS, Congress turned down the invitation for the ‘Pran Pratistha’ ceremony of Ram Temple, scheduled to be held on January 22, after which the Bharatiya Janata Party leaders have slammed the grand old party, terming it “unfortunate, painful and shameful.”

Earlier on Wednesday, Congress declared that it would skip the massive inauguration ceremony being planned for the Ayodhya Ram Temple, saying it was a “political project” of the BJP and Rashtriya Swayamsevak Sangh.

Reacting to the issue, BJP MP Ravi Shankar Prasad said that the ‘Pran Pratistha’ ceremony of Lord Ram is a matter of joy for the whole nation.

“It is very unfortunate, painful and shameful… They had always opposed Ram Janmabhoomi… The Congress Party had ruled the country, yet where has it reduced itself to today? It will be wiped out in future elections as well. Is this a programme of the Sangh? This is a programme of the nation; the whole world is waiting for it,” Prasad told ANI on Thursday.

BJP MP Sudhanshu Trivedi, addressing a press conference, said that Congress only boycotts everything, whether it is the ‘pran pratishtha’ ceremony of Ram Temple or the Bharat Ratna ceremony of former President Pranab Mukherjee.

“Congress boycotted the inauguration ceremony of the new Parliament building. Congress boycotted G20 Summit…From 2004 till 2009, Congress boycotted Kargil Vijay Diwas. Congress did not give any statement for 10 days after the Pokhran nuclear test conducted in May 1998 under the leadership of Atal Bihari Vajpayee’s government. Congress had also boycotted the Bharat Ratna ceremony of former President Pranab Mukherjee, who belonged to their party. The public is also boycotting them from power,” Trivedi said.

Meanwhile, Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya said that declining the invitation has proven that Congress is against Lord Ram.

“The invitation was not sent by the government or the BJP. It was sent by the Ram Janmabhoomi Teerth Kshetra Trust. Declining the invitation has only proved again that they are against Lord Ram. They had already called Lord Ram a fictional character,” Maurya said.

Meanwhile, the secretary of Shri Ram Janmabhoomi, Teerth Kshetra Champat Rai, said, “We have sent invitations to many people, but many invited people are not coming. Everyone has to see many issues.”

A former litigant in the Ayodhya land dispute case, Iqbal Ansari, asserted that he would be going to Ayodhya for the ‘Pran Pratistha’ ceremony at Ram Temple.

“This is a religious matter. Who will attend and who won’t is a personal matter of individuals. I am a resident of Ayodhya and I respect all religions. I too have received an invitation and I will attend it,” Ansari said.

Union Minister Giriraj Singh claimed that the grand old party does not have the “moral strength” to go to Ayodhya.

“These people are seasonal Hindus; when they feel they have to get votes, they try to become soft Hindus,” Giriraj Singh told ANI.

He further asserted that since Jawaharlal Nehru, no one in the Congress has gone to Ayodhya.

“It was the Congress party itself that had done the work of pending the case in the court; hence they do not have the moral strength to go to Ayodhya,” he added.

Earlier, Union Minister Smriti Irani accused the Congress and the INDIA bloc of having an anti-Sanatana mindset.

“Congress party’s anti-Lord Ram face is before the nation. It is no surprise that under the leadership of Sonia Gandhi, the party that had filed an affidavit before the court that Lord Ram is a fictional character, its leadership declined the invitation to the ‘Pran Pratishtha’ of Ram Temple…Under the leadership of Sonia Gandhi and Congress, the INDI Alliance has insulted Sanatan Dharma again and again. Now, the declining of the invitation to the ‘pran pratishtha’ by leaders of the INDI Alliance reflects their anti-Sanatan mindset,” Smriti Irani said.

Karnataka CM Siddaramaiah on Thursday said that the Congress party is not against Lord Ram but the BJP is making politics out of it and we are opposing politics.

“We are not against Lord Ram. We all follow Lord Ram and we visit Ram Temples in our villages. They have built Ram Temple and we have no issue with it. But they are making politics out of it and we are opposing politics,” Siddaramaiah told reporters.

On Wednesday, senior Congress leaders–Mallikarjun Kharge, Sonia Gandhi and Adhir Ranjan Chowdhury–‘declined” the invitation for the grand event in Ayodhya, the party’s general secretary Jairam Ramesh said in a statement.

“Lord Ram is worshipped by millions in our country. Religion is a personal matter. But the RSS/BJP have long made a political project of the temple in Ayodhya. The inauguration of the incomplete temple by the leaders of the BJP and the RSS has obviously been brought forward for electoral gain. While abiding by the 2019 Supreme Court judgement and honouring the sentiments of millions who revere Lord Ram, Mallikarjun Kharge, Sonia Gandhi, and Adhir Ranjan Chowdhury have respectfully declined the invitation to what is clearly an RSS/BJP event,” the Congress said in its statement.

Preparations are underway in full swing for the Ram Temple ‘Pran Pratishtha’ on January 22, which will draw dignitaries and people from all walks of life.

Prime Minister Narendra Modi is set to attend the installation of the idol of Ram Lalla at the grand temple on January 22. As per temple officials, the ceremony will be held over a span of seven days, starting on January 16. (ANI)

Energy Among People In Manipur, Nagaland, Assam For Nyay Yatra: Venugopal

Congress general secretary KC Venugopal said on Wednesday that the Bharat Jodo Nyay Yatra, set to be flagged off this week, will be historic like the previous Rahul Gandhi-led foot march, and there is enthusiasm among people in northeastern states, including Manipur, for the Yatra.

“I have been travelling to Manipur, Nagaland, and Assam. We have witnessed a huge amount of energy on the ground for the Bharat Jodo Nyay Yatra. Manipur, Nagaland, and Assam are fully prepared to make it a grand success. Like Bharat Jodo Yatra, this Yatra is also going to be historic. That type of arrangement is going on everywhere,” the Congress general secretary said while addressing a press briefing here.

During the press conference, Venugopal, along with Congress general secretary in charge of communications Jairam Ramesh, said that the Bharatiya Janata Party government in Manipur had declined permission to start the Yatra from the Palace Ground in Imphal.

Venugopal said, that despite repeated assurances that the Nyay Yatra was not political, the Manipur government refused permission while it has been holding its programs in the state.

He said the party was looking for alternate venues, and state leaders, including former Chief Minister Okram Ibobi Singh and PCC president K Meghachandra Singh, were in touch with the state chief minister on the issue. He disclosed that the chief minister had verbally agreed to one of the alternate venues.

Meanwhile, the Congress leaders also issued a booklet spelling out the purpose and motto of the ‘yatra,’ besides launching websites and phone numbers where people can register themselves for participation in the Nyay Yatra.

The party will also be registering the ‘Nyay Yodhas’ who will not only participate in the yatra itself but will also be working outside.

Rahul Gandhi’s Bharat Jodo Nyay Yatra will commence from Imphal on January 14 and cover a distance of 6,713 km, straddling 100 Lok Sabha constituencies and 337 assembly segments and covering 110 districts.

Replying to a question, the Congress general secretary organization said the party had invited all the ‘INDIA’ leaders to participate in the Yatra according to their convenience.

While making it categorically clear that the Yatra was not political, at the same time, he added, the Congress party was simultaneously preparing for the 2024 General Elections.

He also said there is no confusion between the Yatra and the Election preparations, adding that the party will be holding the meeting of the coordinators of all parliamentary constituencies on January 12. (ANI)

BSF all-women marching and brass band contingents

BSF’s All-Women Marching Brass-Band Contingents To Debut In R-Day Parade

In a first, the Border Security Force’s (BSF) all-women marching and brass band contingents will participate in this year’s Republic Day parade on Kartavya Path.

An Assistant Commandant rank woman officer and two subordinate officers will lead a total of 144 women BSF constables marching down Kartavya Path on January 26 when India will be celebrating its 75th Republic Day in the presence of Emmanuel Macron, President of France, as the Chief Guest.

The BSF calls it a ‘Mahila Foot Contingent,’ whose all participants belong to almost every state in the country. Of the total participants, a maximum of 27 belong to West Bengal, 10 each from Jammu and Kashmir as well as Punjab, 12 from the North East, and others from Tamil Nadu, Kerala, Andhra Pradesh, Telangana, Uttar Pradesh, Gujarat, Maharashtra, Madhya Pradesh, Jharkhand, and other states.

Besides the marching contingent, a 72-member brass band contingent along with a bandmaster and two assistant band masters will also be participating in the parade for the first time.

BSF’s women marching contingents are among those Central Armed Police Forces that are set to send their women contingents to march on Kartavya Path on this Republic Day.

The Ministry of Defence had last year asked all the forces, state governments, and departments participating in the Republic Day parade to have women participants in their contingents, bands, and tableaux.

Speaking to ANI about the participation of the women contingent, BSF’s 25th Battalion Commandant Kamal Kumar said the objective of the Government of India is to ensure the maximum participation of women during the Republic Day parade.

“BSF’s women foot march as well as brass band contingents are being prepared to participate for the first time in this year’s Republic Day parade. If we talk about their strength, the women’s foot contingent is 144. The contingent will be led by an Assistant Commandant level officer accompanied by two platoon commandoes,” Kumar said.

“There are 75 members in our brass band contingent in which there will be one bandmaster and two platoon commanders. The total number of musical instrument contingents is 72,” added the officer.

He additionally mentioned that every state in India is represented by women in our contingent. “There are members from Ladakh, Jammu and Kashmir, Punjab, western state, and the northern states, almost from all the states,” he said.

One of the participants from the BSF’s marching contingent, namely Anita, told ANI, “Till now, only the male contingent used to participate in the Republic Day parade. Now, a women’s contingent is also going to march on the Republic Day parade this year.”

“We are very proud to think that we are going to create history for the force. This is a very good opportunity for us,” she said.

The BSF’s marching contingent has a unique distinction of participating in every Republic Day parade, and it has been adjudged the best marching contingent three times in 1997, 2012, and 2016.

BSF’s marching contingent and its camel contingent have jointly participated in the Republic Day parade since 1976. The force’s women bike riding contingent has also participated in the Republic Day parade in 2019 and 2022. (ANI)
