Bhutan: Modi Interacts With Members Of Indian Diaspora In Thimphu

Prime Minister Narendra Modi, who is on a two-day state visit to Bhutan, interacted with the members of the Indian diaspora and the local people of Bhutan who gathered to welcome him outside the Hotel in Bhutan’s national capital, Thimphu.

PM Modi was welcomed with a cultural performance at the Hotel and people holding Indian flags to see him.

Later on, PM greeted the other officials gathered at the Hotel.

The members of the Indian community on meeting PM Modi expressed their happiness and said that they felt honoured to meet PM Modi.

“We saw PM Modi. We were very excited to see him. He came to meet us, he greeted us and saw cultural dance. It was really a good feeling and we were really honoured to see him so closely. Thanks to the Indian embassy, and Indian community here for giving me this opportunity,” Varun Amar, who has been working in the South Asian Association for Regional Cooperation (SAARC) said.

Dr Pallavi Majumdar, working in Bhutan said that this was a big event for them and she felt privileged to be part of the event.

“This was a big event. There was a lot of anticipation that PM Modi would come to Bhutan. As an Indian community, I feel very privileged and honoured to see him as such close quarters. Felt very good,” she said.

Earlier, PM Modi received a rousing welcome from the people who turned out in large numbers to accord a warm reception in Bhutan.

In an unprecedented welcome for PM Modi in Bhutan, people lined up the streets across the entire stretch of 45 kms from Paro to the national capital, Thimphu.

It was as if a human wall was present across the entire stretch of 45 kms from Paro to Thimphu and the entire Bhutan was on roads.

Prime Minister Narendra Modi on Friday received a warm reception at the Paro International Airport as he landed in Bhutan’s Paro International Airport to pay an official state visit.

PM Modi’s arrival embraced relations between Bhutan and India as Bhutanese PM Tshering Tongay gave the former a warm hug.

Later on, PM Modi was accorded a grand guard of honour at the airport from Bhutanese armed forces.

PM Modi departed for Bhutan on Friday morning and is scheduled to pay a state visit to Bhutan from March 22-23.

Ahead of PM Modi’s arrival in Bhutan, concerned authorities made elaborate preparations to welcome the leader at Paro International Airport.

PM Modi’s posters along with his Bhutanese counterpart have been put up at the airport and the venue was decorated with flowers and Rangoli (coloured artwork).

A red carpet and colourful flags to portray Bhutanese culture were also set up to welcome PM Modi.

During his visit to Bhutan, PM Modi will attend various programmes to further enhance India-Bhutan bilateral partnership.

India and Bhutan share a unique and exemplary bilateral relationship founded on mutual trust, goodwill, and understanding.

Formal diplomatic ties between the two countries were established in 1968, with the cornerstone being the Treaty of Friendship and Cooperation signed in 1949 and subsequently renewed in February 2007.

Over the years, high-level exchanges have played a pivotal role in nurturing the strong bond between India and Bhutan.

King of Bhutan, Jigme Khesar Namgyel Wangchuck, has made several visits to India, underscoring the close ties between the two nations. His last visit to India was in November 2023.

Similarly, PM Modi’s visit to Bhutan in August 2019 marked a significant milestone, with the launch of major bilateral projects aimed at bolstering economic cooperation and connectivity.

The recent official visit of Prime Minister Tshering Tobgay of Bhutan to India in March 2024 further reaffirmed the commitment of both countries to enhancing bilateral relations across various domains, including development cooperation and vibrant economic ties. (ANI)

ED Produces Kejriwal At Rouse Avenue Court

The Enforcement Directorate on Friday produced Delhi Chief Minister Arvind Kejriwal before Rouse Avenue court following his arrest in connection with the excise policy case.

The special CBI judge Kaveri Baweja’s bench will hear the matter. Senior Advocate Abhishek Manu Singhvi is representing the Delhi CM.

Kejriwal was arrested by the Enforcement Directorate (ED) in the excise policy case on Thursday after the Delhi High Court refused interim protection to Kejriwal from coercive action in connection with the excise policy case.

The Delhi CM was arrested after skipping nine summons issued against him by the Enforcement Directorate and Delhi High Court, which refused to grant him relief from any coercive action by the probe agency.

The case pertains to alleged irregularities and money laundering in framing and implementing the Delhi excise policy case 2022, which was later scrapped.

Arvind Kejriwal’s arrest came days after the ED arrested K Kavitha, Bharat Rashta Samithi (BRS) leader and daughter of former Telangana chief minister K Chandrasekhar Rao, in connection with its investigation into money laundering charges linked to the now-scrapped excise policy.

Earlier Manish Sisodia, who was the then Delhi Deputy Chief Minister, was arrested by the CBI on February 26 following several rounds of questioning. On October 5, ED arrested Sanjay Singh, who is a Rajya Sabha member.

Kejriwal’s arrest also comes ahead of the Lok Sabha elections, which will be held from April 19 to June 1, as per the schedule announced by the Election Commission earlier in the month.

Two senior AAP leaders, Manish Sisodia and Sanjay Singh, are in judicial custody in the excise policy case. Things are really not working as per the pre-determined script the two-man leadership of the BJP had master-minded, along with the RSS, on how to ride the jolly good ride once again to absolute victory in the coming 2024 Lok Sabha polls. From ‘Modi hai to mumkin hain’, the slogan in 2019, to ‘Abki baar, 400 paar’, seems to have got stuck in a filthy quagmire – and they can’t even blame the opposition for it. Indeed, it only reminds a shocked nation, especially seasoned journalists who understand the ‘system’, that, even then, an absolute majority seemed ‘namumkin’ for Modi – that is, until Pulwama happened!

The tragic, sudden and shocking death of 40 CRPF soldiers travelling in a convoy on February 14, 2019, on the Srinagar-Jammu highway, in a village near Pulwama, is still simmering deep inside the conscience and consciousness of India. The tears in the eyes of the family members have still not dried.

The attack happened moments after 3 pm in the afternoon. Anyway, there are too many uncanny and unresolved questions about the attack and how such a huge quantity of explosives was being carried in a vehicle by a lone man in an extremely high security and volatile area, and that too in what is perceived to be a ‘conflict zone’. Those questions can only be resolved after a ‘fair and free’ enquiry, which is simply inconceivable in the current circumstances.

The revelations by former Kashmir governor, Satyapal Malik, however, has been terribly disturbing, and his version has been quoted widely in the media. In all probability, his version might be correct, though a proper enquiry alone can only substantiate the final sequence of events, and the instructions allegedly given to him by the PM himself after hearing the news.

Well, during the attack, or before it, the PM was in yet another ‘PR mode’, shooting for an adventure series called ‘Man vs Wild’, dressed in safari jungle jacket, at the Jim Corbett National Park.

Since then, much turbulent waters have flowed down the bridge. Come to think of it, the BJP, riding high on its well-oiled, cash-rich electoral machine, backed by an organized RSS cadre with deep pockets, and, largely, a stooge media, is in a worse situation now then what it was in — before the Pulwama tragedy. The Ram Mandir ‘Pran Pratishtha’ hyperbole, as a deliberate Hindutva card, with blanket media coverage day in, day out, seems to have vanished into the blue, and even the saffron flags atop homes and vehicles have all but disappeared. The brazen push to make the secular Indian State turn into a quasi-Hindutva apparatus, with the PM leading the rituals in Ayodhya, apart from temple-hopping across the country, seems to have found a sudden road-block.

Indeed, he was last seen in the sea-waters somewhere on the coast of Gujarat, scuba-diving perhaps, praying to the mythical watery city of Krishna, wearing, as trolls claimed, a space-helmet – “so that his face is visible, while praying, underwater”. That is, yet another glorious adventure-spectacle, mixed with a heavy dose of religion, plus, a spectacular photo shoot.

The only other leader known to do such grand, narcissistic ‘spectacles’, often oozing with bare-bodied machismo, is Russian dictator Vladimir Putin, perhaps on steroids; he has predictably won a landslide for the umpteenth time recently, with no opposition party pitched against him in a one-man show, while his most formidable opponent and famous dissenter, Alexei Navalny, just about 47, seems to have been murdered in cold-blood, in a cold prison, somewhere in the icy wilderness far away from Moscow.

Thankfully, India still seems to be a quasi-democracy, with a firm belief in the secular Constitution drafted by Dr BR Ambedkar, culturally pluralist in its deepest essence, still clutching onto the sacred doctrines of freedom and equality in its heart and soul. The second Bharat Jodo Yatra by Rahul Gandhi has been a stupendous success, the India bloc has stitched-up a strategic alliance, the South, Bengal and Punjab are refusing to accept the BJP or Hindutva, and the Supreme Court has finally delivered a great, historic order of justice in an overwhelming atmosphere where injustice seems to be the order of the day. Inevitably, this paradigm shift has plunged the fake messiah and his fanatic followers into a quagmire of doom and despair.

The electoral bonds scam has exposed an organized, unimaginably gigantic, shadowy and sinister operation, putting the most efficient and ruthless mafiosi into shame, in what appears to be a multi-million, multi-mega scam, unprecedented in the history of any living democracy in the world. ED raids are thereby directly linked to patronage to sleazy enterprises, lucrative deals and huge donations to the BJP, whereby, sometimes, companies with a pitiable financial corpus are seen to be donating massive sums running into many crores to the party, using these bonds. This has created the speculation that some of them might be camouflaged as ‘proxies’ for big industrialists; or, some big business empires might simply be wanting a quid-pro-quo in terms of yet another multi-million cash-cow project, including, perhaps, stakes in a public sector company, like airports, mining and ports.

Hence, now, the slogan, ‘Na khaunga, na khane doonga’, seems as hollow, and bereft of ethical values, as most slogans coined by the PM.

Remember a man named Wakeel Hasan. He is one of the rat-miners who staked their lives and squeezed inside the rat-hole, the death-trap of the Silkyara tunnel, in November last year and saved the lives of the 41 trapped workers inside for 16 days. This, after the best of national and foreign technology interventions and disaster management applications failed to succeed. It became 24×7 prime-time news.

After the rescue operations, the PM had a ‘live’ chat show with the rat-miners. Later, reportedly, they were not even given alternative jobs or a financial package as reward – and thereby were left to their fate to rot as rat-miners for the rest of the lives. To add salt to their simmering wounds, Wakeel Hasan’s humble home was demolished by the DDA recently in Delhi. Surely, the meaning of gratitude is different for different people!

Besides, in a dark irony, Navayuga Engineering Company Private Limited — the company that built the Silkyara Tunnel in Uttarkashi which collapsed on 12 November, 2023 — had reportedly bought bonds worth Rs 55 crore. Reports claim that they had bought 30 bonds worth Rs 1 crore each on April 18, 2019, shortly before the Lok Sabha Elections in 2019. In mid-2020, the Andhra-based firm was granted the controversial Rishikesh-Karnaprayag rail link project, apart from other projects.

Controversial, because, like the ‘Char Dham’ project of the PM, which has led to massive cutting down of trees, huge soil erosion and the fear of multiple-landslides in the fragile Himalayan ecology of Uttarakhand, the rail-link project was opposed by environmentalists as another recipe for an impending ecological disaster, after the watery sinking of Joshimath. Besides, reportedly, on October 26, 2018, income tax officials had swooped down on its offices, accusing it of violating income tax rules and laundering money.

As the joke goes on and on in social media: ‘Aap chronology samjhiye – please’! Surely, as another cliché does the rounds: ‘Modiji hain, to sab mumkin hain’!

Kejriwal Arrested By ED In Excise Policy Case

Delhi Chief Minister and AAP national convenor Arvind Kejriwal has been arrested by the Enforcement Directorate (ED) in the excise policy case, sources said.

AAP leader and Delhi Minister Atishi said they had moved the Supreme Court for quashing Kejriwal’s arrest and have sought an urgent hearing.

“We have moved the Supreme Court for quashing the arrest of Delhi CM @ArvindKejriwal by ED. We have asked for an urgent hearing by the Supreme Court tonight itself,” Atishi said in a post on X.

She had earlier said that Kejriwal will run the government from jail.

“We have received news that ED has arrested Arvind Kejriwal… We have always said that Arvind Kejriwal will run the govt from jail. He will remain the CM of Delhi. We have filed a case in the Supreme Court. Our lawyers are reaching SC. We will demand SC have an urgent hearing tonight,” she said.

An Enforcement Directorate team arrived at Kejriwal’s residence on Thursday for questioning in connection with the liquor policy case. The team conducted a search operation at his residence, the sources said.

The Enforcement Directorate team reached his residence for questioning hours after the Delhi High Court refused interim protection to Kejriwal from coercive action in connection with the excise policy case.

AAP workers also staged a protest outside the residence of Delhi CM Arvind Kejriwal.

Denying him interim protection from arrest in the liquor policy case, the Delhi HC ruled that, in this state, it was not inclined to do so.

The court passed down the directive during the hearing on a plea by the AAP supremo, urging coercive action against him in connection with the excise policy case.

Aam Aadmi Party (AAP) leader Raghav Chadha called the ED’s move a conspiracy to arrest the Delhi Chief Minister just before the Lok Sabha elections.

“Just before the Lok Sabha elections, a big conspiracy is going on to arrest Arvind Kejriwal ji. Kejriwal ji has the blessings of crores of people. The wonderful works done in Delhi and Punjab are being discussed all over the world today. You can arrest Kejriwal’s body but cannot put Kejriwal’s ideology behind bars,” Chadha said in a post on X.

Punjab Chief Minister Bhagwant Mann said BJP’s political team (ED) cannot put Kejriwal’s ideology behind bars. “It is only the Aam Aadmi Party (AAP) that can stop the BJP. Thoughts and ideas can never be suppressed,” he said.

Delhi Minister Imran Hussain said, “It’s very unfortunate. It’s a conspiracy to stop the AAP and Arvind Kejriwal. People of Delhi love Arvind Kejriwal and they’ll respond to the BJP.”

ED had issued repeated summons to the AAP supremo in the excise policy case and he had skipped them, pointing out that the probe agency had moved the court against him.

Preparations Underway To Arrest Him: AAP’s Bharadwaj

After an ED team arrived at Chief Minister Arvind Kejriwal’s residence on Thursday late evening for questioning in connection with the liquor policy case, AAP leader Saurabh Bharadwaj claimed that preparations were underway to arrest him.

Speaking to reporters as police personnel massed outside Kejriwal’s residence in the national capital, Bhardwaj said, “The way the police personnel went inside his residence, not allowing anyone else to go in, it seems that the CM is being raided. It also indicates that preparations are afoot to arrest him.”

Labelling the ED as the BJP’s ‘political team’, Punjab Chief Minister Bhagwant Mann said while the AAP national convenor could be put behind bars, his ideas cannot.

Posting from his official X handle amid the dramatic developments outside Kejriwal’s residence on Thursday evening, the Punjab CM stated, “BJP’s political team (ED) cannot put Kejriwal’s ideology behind bars. It is only the Aam Aadmi Party (AAP) that can stop the BJP. Thoughts and ideas can never be suppressed.”

Meanwhile, according to sources, Kejriwal’s legal team has filed a petition in the Supreme Court challenging the Delhi High Court order earlier in the day, denying him interim relief in the excise policy case.

Sources said Kejriwal’s legal team was making an effort to ensure urgent listing of the matter in the apex court.

“What prevented you from arresting him, and why are you issuing summonses back-to-back?” the court also asked ED during the arguments.

To that, Additional Solicitor General SV Raju replied that the agency never said they would arrest him.

“The power is there. (However) You come to join the investigation, we may or may not arrest you,” Raju said.

The Additional Solicitor General opposed the plea for interim protection from arrest on maintainability grounds, submitting that the petition was seeking to quash and set aside all proceedings qua the petitioner in the capacity of his being national convener of a political party.

“But here, AAP has not been made an accused yet and the fact that he’s challenged means that his figment of imagination can’t lead to a grant of relief. A person or entity that has not been made an accused can’t seek to strike down a provision,” Raju said.

On Wednesday, during the hearing in a related matter at the Delhi High Court, Kejriwal’s lawyers stated that they have apprehension that the ED will arrest him, adding that he was ready to appear if he was given protection.

Kejriwal, through his plea, sought the declaration of Section (2) (s) OF PMLA to be ultravires, unconstitutional and arbitrary insofar it is construed to include a political party within its ambit and sweep.

Kejriwal’s plea stated that the present petition is being filed in extremely urgent and emergent circumstances where such arbitrary procedure under PMLA is sought to be employed “to create a non-level playing field for the impending general elections scheduled to be held from April 19, 2024, and to skew the electoral process in the favour of the ruling party at the Centre that controls the ED through the Ministry of Finance”.

The ED on Sunday issued two fresh summonses to Kejriwal in two separate cases–the liquor policy case and another linked to the Delhi Jal Board.

The latest summons to the AAP supremo by the ED was the ninth in connection with a money laundering probe related to irregularities in the Delhi Excise Policy 2021-22 case. He was asked to appear before the central agency for questioning on March 21.

The fresh summons to the Delhi Chief Minister followed the eighth summons, which he had skipped on March 4.

Last week, the Additional Chief Metropolitan Magistrate of Rouse Avenue Court granted bail to Arvind Kejriwal on two complaints filed by ED for non-compliance with summons issued by the agency. During the hearing, Kejriwal appeared physically before the court.

According to the ED, the agency wants to record Kejriwal’s statement in the case on issues like the formulation of policy, meetings held before it was finalized, and allegations of bribery.

In its sixth charge sheet filed in the case on December 2, 2023, naming AAP leader Sanjay Singh and his aide Sarvesh Mishra, the ED claimed that the AAP used kickbacks worth Rs 45 crore generated via the policy as part of its assembly elections campaign in Goa in 2022.

The now-scrapped excise policy was aimed “at revitalizing the city’s flagging liquor business” and replacing a sales-volume-based regime with a licence fee for traders.

Lieutenant Governor Vinai Kumar Saxena had ordered a probe into alleged irregularities in the policy. AAP has accused Saxena’s predecessor, Anil Baijal, of sabotaging the move with a few last-minute changes that resulted in lower-than-expected revenues.

Delhi HC Asks Centre To File Response On Plea Challenging Ban On 23 Dog Breeds

The Delhi High Court on Thursday sought a response from the central government on a plea challenging a circular asking all states to ban 23 dog breeds posing dangers to humans.

Justice Subramonium Prasad issued a notice to the Centre. The matter was listed for further hearing on August 9. This petition was filed by Sikander Singh Thakur and others through advocates Nikhil Palli and Kshitij Pal.

However, the court, while admitting the plea, said the government circular was a policy decision.

Justice Prasad said, “We will examine the portion of the circular that mandates that even the current owner shall get their such pets sterilised.”

The counsel appearing for the petitioner submitted that the circular was ‘without rationale’.

“A high court issues a notice in this matter while the Karnataka High Court has stayed the circular (banning 23 dog breeds). A detailed response must be filed,” the counsel for the petitioner argued.

The petitioner challenged the circular issued on March 12 by the Department of Animal Husbandry and Dairying, asking all states and union territories to ban 23 ‘ferocious’ dog breeds.

The circular sought a ban on the import, breeding, and selling of the breeds, including Pitbull Terrier Tosalnu/ American Staffordshire Terrier Fila Brasileiro, Dogo Argentine, American Bulldog, Boerboel, Kangal, Central Asian Shepherd Dog (ovcharka)/ Caucasian

Shepherd Dog (ovcharkaJ South Russian Shepherd Dog (ovcharka) Tornja~ Sarplanina~ Japanese Tosa and Akita/ Mastiffs (boerbulls) Rottweiler Terriers/ Rhodesian Ridgebac~ Wolf dogs/ Canario/ Akbash dog/ Moscow Guard dog/ Cane Corso/ and every dog of the type commonly known as a Ban Dog (or Bandog).

The notification or order also imposed a mandate on current owners of the said breeds to forcibly sterilise their pets, thus severely restricting their rights as pet owners and imposing undue hardships on responsible pet caregivers, the plea stated.

It added that the notification lacks scientific basis and is devoid of any research or reports supporting the purported cause of reducing dog bites or enhancing public safety.

The absence of substantiated scientific evidence or justifiable empirical data backing the classification of specific dog breeds as ‘ferocious’ renders the notification arbitrary ab initio, the plea contended.

“By failing to adhere to established scientific protocols or engage in comprehensive research methodologies regarding canine behavior, temperament, and risk factors associated with dog-related incidents, the impugned notification lacks the necessary credibility and

legitimacy required for such regulatory interventions,” it stated.

“Consequently, the arbitrariness inherent in the notification’s formulation casts serious doubt upon its validity and warrants judicial review to ensure adherence to constitutional principles of reasonableness, fairness, and evidence-based policymaking,” the plea added. (ANI)

The Delhi High Court on Thursday refused interim protection from coercive action to Delhi Chief Minister Arvind Kejriwal and said at this stage it is not inclined to grant interim relief.

The court was hearing a plea by Kejriwal seeking protection from coercive action in connection with the excise policy case.

The bench of Justice Suresh Kumar Kait and Justice Manoj Jain passed an interim order on his petition with the main matter listed for July 22, 2024.

During the hearing, Senior Advocate Abhishek Manu Singhvi, who appeared for Kejriwal, submitted that the summons issued under Section 50 do not even reveal whether the person summoned is a witness, suspect or accused.

Singhvi referred to Karnataka Deputy Chief Minister DK Shivkumar’s case order to argue for no-coercive action.

In the reply, Singhvi said that AAP leaders Manish Sisodia and Sanjay Singh were also arrested by the agency. “We have an apprehension that ED will arrest him; he is ready to appear if he is given protection.”

Kejriwal, through his plea, has sought, the declaration of Section (2) (s) OF PMLA to be ultravires, unconstitutional and arbitrary insofar it is construed to include a political party within its ambit and sweep.

Kejriwal’s plea stated that the present petition is being filed in extremely urgent and emergent circumstances where such arbitrary procedure under PMLA is sought to be employed “to create a non-level playing field for the impending general elections scheduled to be held from April 19, 2024, and to skew the electoral process in the favour of the ruling party at the Centre that controls the ED through the Ministry of Finance”.

The plea said action is being taken in view of the petitioner’s role as a vocal critic of the ruling party and his role as an opposition leader and partner of the INDIA alliance contesting the general election, stated the plea.

“By using such provisions of PMLA for investigation/arrest or threat thereof, E.D., being in control of the Central Government, has been weaponized as a tool to coerce a change in the political landscape of the country in favour of the ruling dispensation,” Kejriwal alleged.

The plea further stated that it is the case of the petitioner that the said impugned summons dated February 26, 2024 and March 16, 2024, were sent to the petitioner with an oblique motive to arrest the petitioner (Kejriwal).

“The investigation in the present matter has been going on since August 22, 2022, i.e., the last one-and-a-half years and after the investigation, as many as six prosecution complaints with thousands of documents have been filed. All necessary documents/ information are already in possession of respondent and summoning the petitioner “in person” is therefore a ploy to illegally arrest him and the present matter is a clear case of malice,” the petition said.

It said since elaborate complaints with thousands of documents are filed by the respondent, it is clear that all relevant material and information is already in the possession of the Directorate of Enforcement.

Last week, the Additional Chief Metropolitan Magistrate of Rouse Avenue Court granted bail to Arvind Kejriwal on two complaints filed by ED for non-compliance with summons issued by the agency. During the hearing, Kejriwal appeared physically before the court.

According to the ED, the agency wants to record Kejriwal’s statement in the case on issues like the formulation of policy, meetings held before it was finalized, and allegations of bribery.

In its sixth charge sheet filed in the case on December 2, 2023, naming AAP leader Sanjay Singh and his aide Sarvesh Mishra, the ED claimed that the AAP used kickbacks worth Rs 45 crore generated via the policy as part of its assembly elections campaign in Goa in 2022.

The now-scrapped excise policy was aimed “at revitalizing the city’s flagging liquor business” and replacing a sales-volume-based regime with a licence fee for traders.

Lieutenant Governor Vinai Kumar Saxena had ordered a probe into alleged irregularities in the policy. AAP has accused Saxena’s predecessor, Anil Baijal, of sabotaging the move with a few last-minute changes that resulted in lower-than-expected revenues.

Two senior AAP leaders, Manish Sisodia and Sanjay Singh, are in judicial custody in the case. Sisodia, who was the then Delhi Deputy Chief Minister, was arrested by the CBI on February 26 following several rounds of questioning. SC Questions TN Governor’s Conduct For Not Appointing K Ponmudy As Minister

The Supreme Court on Thursday questioned the conduct of Tamil Nadu Governor RN Ravi over his decision to refuse to appoint K Ponmudy as a minister in the state cabinet and said that he had defied the order of the top court.

Chief Justice of India DY Chandrachud, along with justices JB Pardiwala and Manoj Misra, made these observations while hearing the Tamil Nadu government’s plea challenging the Governor’s decision to refuse to appoint K Ponmudy as minister in the state cabinet.

The court, while adjourning the matter for tomorrow, also remarked that if it doesn’t hear anything in a positive manner over the issue, then it may pass the order with certain observations.

CJI noted that Ponmudy’s conviction has been stayed by the top court and in spite of that, the Tamil Nadu Governor is not allowing him to swear in. The top court remarked, “Attorney General, what is your Governor doing, Please tell the Governor that it is going to make some observations now.”

The Supreme Court said that after the top court stayed Ponmudy’s conviction, how could the governor say that, Ponmudy’s re-induction as the Minister would be against constitutional morality?

CJI Chandrachud said, “We are seriously concerned about the conduct of the Governor in this case. We did not want to say it out loud in court but you are now constraining us to say that aloud.”

The top court commented that the Governor is defying the Supreme Court of India. The bench also remarked that when a two-judge bench of the Supreme Court stays a conviction, the Governor has no business to tell us that this does not wipe off the conviction and observed that those who have advised the Governor have not advised him correctly. Now the Governor better be informed that when the Supreme Court of India stays a conviction, then law has to follow its course, the court said.

The court was dealing with the TN government’s plea against the Governor’s decision refusing to appoint Ponmudy as minister. In the plea, TN Government has urged the top court to issue directions to appoint K Ponmudy as a Member of Legislative Assembly as a Minister of the Government of Tamil Nadu.

Recently, Tamil Nadu Governor RN Ravi has refused to accept the recommendation of Chief Minister MK Stalin to appoint K Ponmudy as a minister after he was reinstated as an MLA.

The TN Government submitted that the letter of the Governor refusing to accede to Chief Minister’s request to appoint Ponmudy as the Higher Education Minister amounts to a blatant breach of Article 164(1) of the Constitution and is liable to be set aside. The TN Government said that the Governor is attempting to run a parallel government and is attempting to choose a minister as per his subjective assessment of suitability, which is impermissible.

Disqualified Tamil Nadu minister and DMK senior leader K Ponmudy was reinstated days after the Supreme Court stayed his conviction and three-year jail sentence in a disproportionate asset case on March 13, 2024.

Reinstating Ponmudy, the state legislative assembly speaker, M Appavu, has said he will continue as a member of the Legislative Assembly. However, the Governor has expressed his inability to appoint Ponmudy as a minister again.

Notably, the Directorate of Vigilance and Anti-Corruption registered a case against Ponmudy and his wife, Visalakshi, in 2011.

Ponmudy was also the minister for higher education and mines during the DMK regime from 2006 to 2011. (ANI)

Dhoni Steps Down As CSK Captain, Ruturaj To Lead

Five-time IPL champions Chennai Super Kings (CSK) announced star opener Ruturaj Gikwad as the side’s new skipper of the team on Thursday ahead of the upcoming season of Indian Premier League (IPL) 2024.

The decision marks the end of Dhoni’s long reign at the helm of the CSK, during which he led them to five IPL titles.

“MS Dhoni handed over Chennai Super Kings’ captaincy to batter Ruturaj Gaikwad ahead of the start of the Indian Premier League (IPL) 2024. Ruturaj has been an integral part of Chennai Super Kings since 2019 and has played 52 matches in IPL during this period,” CSK informed through an official statement on Thursday.

He led the CSK in 212 IPL matches, winning 128 matches and losing 82. Dhoni announced his retirement from international cricket on August 15, 2020, after leading the team to glory in the 2007 T20 World Cup, 2011 ODI World Cup and the 2013 Champions Trophy.

Last year, Dhoni led the Chennai franchise to a record-equalling fifth IPL title against the Gujarat Titans in Ahmedabad. The 42-year-old, who remains one of Indian cricket’s most admired faces, enjoying fandom that rivals that of some current stars, captained Chennai since the inaugural IPL season in 2008, barring two years when the franchise was suspended from the tournament over fixing charges.

He handed over the captaincy mantle to star-all-rounder Ravindra Jadeja at the start of the 2022 season but returned to lead the franchise again after just eight matches into the season.

Ruturaj was part of CSK’s victorious IPL 2023 campaign. One of the heroes of the campaign that year, the Maharashtra batter stitched important partnerships with fellow opener Devon Conway for the Chennai franchise.

In 16 matches in the 2023 season, Gaikwad scored 590 runs at an average of 42.14. He also scored four half-centuries in the tournament, with a best score of 92.

In his IPL career since making his debut for the CSK in 2019 and finding ‘yellove’ from the fans, he has scored 1,797 runs at an average of 39.07 and a strike rate of 135.52. He has scored one century and 14 fifties, with best score of 101*.

He has also featured in 9 T20Is for India, aggregating 135 runs with one fifty. He has also represented India in one ODI, scoring 19 runs.

The 17th season of the Indian Premier League (IPL) will kick off on March 22, with last year’s champions going head to head with the Faf Du Plesis-led Royal Challengers Bengaluru (RCB) in a South Indian derby at the latter’s home arena–MA Chidambaram Stadium.

Indian Student Goes Missing In Ohio, Family Seeks MEA’s Help

A 25-year-old Indian student has gone missing from the Cleveland area of the US, following which his family has urged the External Affairs Ministry to find their son after receiving a “ransom call.”

Mohammed Abdul Arafat, a native of Hyderabad, went to the US for his masters in IT from Cleveland University in May 2023 but has been missing since March 7, 2024.

His father, Mohd Saleem, said that after ten days, they received a phone call where the person was saying that their son (Abdul Arafat) had been kidnapped and asked for a USD 1200 ransom.

“My son went to the US on May 23 for his master’s. He was doing fine and was talking to me every day. After March 7, we didn’t talk. We tried calling, but the phone was off. Later, we called our brother and asked him to see. As my son was not at the location, they went and filed a missing complaint. After 10 days, we got a call on WhatsApp, that your son was kidnapped and asked for a USD 1200 ransom. I urge the state government and central government to find my son,” Saleem said.

Saleem’s brother, who also lives in the US, filed a missing person complaint with the police.

Saleem urged the state and central government to find their son.

Today, Arafat’s father, Mohd Saleem, went to the Nacharam police station, explained the whole incident to the police, and asked for their help in the matter.

Moreover, Saleem also wrote a letter to the External Affairs Minister, S Jaishankar, requesting that they ask the Indian Embassy in Washington, DC, USA and the Indian Consulate in Chicago, USA about his son.

“Missing of my son Mohammed Abdul Arfath from Cleveland, Ohio State, USA- Req-Reg.

It is requested to ask the Indian Embassy in Washington DC, USA and Indian Consulate in Chicago, USA,” he stated in his letter to EAM Jaishankar.

Majlis Bachao Tahreek (MBT) spokesperson Amjed Ullah Khan took to his social media X, detailing the incident.

“Mohammed Abdul Arfath from Malkajgiri District in Telangana State persuing Masters in IT from from Cleveland University, Cleveland, Ohio, USA is not in touch with his family since 7th March 2024, his father Mohd Saleem appeals @DrSJaishankar for help in locating his son, All details attached,” he stated.
