Govt Revokes Ban On Construction Activity In Delhi

The Union government panel that recommends steps to control pollution in the national capital region has revoked actions under the graded response action plan (GRAP) stage III with immediate effect, because of a noteworthy fall in pollution.

Stage III of GRAP means a ban on all construction activities except those of national importance.

The Sub-Committee for invoking actions under GRAP of the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) held a meeting today to review the situation and take the appropriate call in view of noteworthy improvement in the overall air quality of Delhi witnessed in the last few days with a fall of more than 100 points in the overall Air Quality Index (AQI) since the last invocation of Stage III of the Graded Response Action Plan (GRAP) on December 4.

“While comprehensively reviewing the overall air quality parameters of Delhi-NCR, the Commission noted that due to forecasts by IMD/ IITM not indicating the overall AQI of Delhi to slip into the “Severe” category in the next few days and as it is likely to fluctuate between ‘Poor’ to ‘Very Poor’ category, it is advisable to relax the restrictions and further roll back Stage-III of the GRAP with immediate effect in the entire NCR,” the Ministry of Environment, Forest and Climate Change said in a statement.

The GRAP Sub-Committee in its earlier meetings had invoked actions under Stage-I, Stage-II, Stage-III, and Stage-IV of the GRAP in the entire NCR on October 5, October 19, October 29, and November 3 respectively.

Further, Sub-Committee in its review meeting revoked the actions under Stage-IV (‘Severe+’ Air Quality) of GRAP on December 6 and revoked Stage-III (‘Severe’ Air Quality) of GRAP on November 14 after considering the improvement in the air quality of Delhi and AQI forecasts of subsequent days.

Stage III of the GRAP was again invoked in the entire Delhi-NCR on December 4 after the sudden increase in the overall AQI of Delhi.

The Ministry further said that The Sub-Committee in its meeting today comprehensively reviewed the air quality scenario in the region as well as the IMD/IITM forecasts for meteorological conditions and the air quality index of Delhi and observed that the overall AQI of Delhi has been progressively improving with 407 recorded on December 4; 347 on December 5; 353 on December 6; and 304 recorded today which is below the threshold for invoking the GRAP Stage-III actions (Delhi AQI 401-450).

Further, the AQI is seeing a downward trend with favorable improvement in the average AQI as well. Preventive/ mitigative/ restrictive actions under all Stages up to Stage II are already underway and the forecasts by IMD/ IITM also do not indicate the AQI to fall in the ‘Severe’ category in the next few days.

Further, actions under Stage-I to Stage-II of the GRAP shall however remain invoked and be implemented, intensified, monitored, and reviewed by all agencies concerned in the entire NCR to ensure that the AQI levels do not slip further to the ‘Severe’ category.

All implementing agencies shall keep strict vigil and especially intensify measures under Stages I and II of GRAP which include the

Mechanical/vacuum-based sweeping of roads to be carried out on a daily basis.

Ensure water sprinkling along with the use of dust suppressants regularly on roads to arrest road dust, especially at hotspots, heavy traffic corridors, and vulnerable areas (before peak hours), and proper disposal of dust collected in designated sites/landfills.

Regular inspection and strict enforcement of dust control measures at Construction & Demolition (C&D) sites and enforcement of direction on the use of Ani-Smog guns.

Do not allow coal/firewood including in Tandoors in Hotels, Restaurants, and open eateries.

Ensure hotels, restaurants and open eateries use only electricity/ clean fuel gas-based appliances.

Enhance Parking fees to discourage private transport.

Regulated use of DG Sets except for the emergent and essential services.

C&D project sites and industrial units which have been issued specific closure orders on account of violations/ non-compliances with various statutory directions, rules, guidelines, etc. under no circumstances shall resume their operations without any specific order to this effect from the Commission.

Further, the Commission has once again appealed to the citizens of NCR to cooperate in implementing GRAP and follow the steps mentioned in the Citizen Charter under the GRAP.

Citizens are advised to use public transport and minimize the use of personal vehicles.

Regularly replace air filters at recommended intervals in your automobiles. Avoid dust-generating construction activities.

Various agencies responsible for implementing measures under GRAP and Pollution Control Boards (PCBs) of NCR and DPCC have also been advised to ensure strict implementation of actions of Stage I and Stage II under GRAP in the NCR.

Further, the Commission is closely watching the situation and will review the air quality scenario accordingly, the ministry statement read. (ANI)

Delhi Chief Minister Arvind Kejriwal, who led Aam Aadmi Party to astounding victory in the civic body polls on Wednesday, thanked the people for “believing” in him and also sought Prime Minister Narendra Modi’s “blessings” for making the city better.

Kejriwal was addressing the party workers and candidates after registering a win in the Municipal Corporation of Delhi polls as AAP won 134 seats out of 250 wards in the polls, and the BJP won 104 wards.

“I congratulate the people of Delhi for this win and thank them for bringing change. We have fulfilled the responsibilities that the people of Delhi gave us. I am indebted to you for believing in me and giving me love. We all have to work together. I appeal to all the candidates and parties that politics was only till today, we all have to work for the betterment of Delhi,” Kejriwal said.

The Chief Minister sought cooperation from the BJP and Congress in working “together” for the city.

“I want cooperation from the BJP and the Congress. I expect their cooperation. I appeal to the Centre and ask for the Prime Minister’s blessings to make Delhi better. We have to make MCD corruption-free. Today, the people of Delhi have given a message to the entire nation,” he said.

Deputy Chief Minister Manish Sisodia and Punjab CM Bhagwant Mann were also present on the occasion.

Sisodia said that the mandate by the people of Delhi was to oust the BJP from power.

“The people of Delhi have not only given the mandate to make Kejriwal win, but also to oust the BJP from the MCD. It is not just a victory but a big responsibility to clean the city,” he said.

The Aam Aadmi Party crossed the halfway mark gaining a majority in the Municipal Corporation of Delhi elections on Wednesday, thus uprooting the Bharatiya Janata Party’s (BJP) 15-year-long rule in the city’s civic body.

Way earlier than the final results were declared, celebrations started at the Aam Aadmi Party office in the national capital after the trends showed that the party is set to take over the MCD from the BJP.

The party workers gathered in front of the office and rejoiced, danced, and chanted slogans praising party chief Arvind Kejriwal.

In a fiercely fought battle, the BJP began the day by leading in the initial trends for nearly one and a half hours initially, however, the trends started shifting as the AAP gained the lead and maintained thereafter until the final results were declared.

Both the parties held on to hope as the counting began at 8 am, with the BJP claiming to win the elections for the fourth time, while the AAP exuded confidence in winning the elections.

“The BJP has got the answer today that the people of Delhi vote for those who work, and not for the ones who defame. The BJP fielded its MPs, Ministers, CBI, and ED, but the people of Delhi still voted for the AAP. The people have given a befitting reply to the BJP for the allegations that it levelled against Kejriwal. We will make Delhi the most beautiful city in the world,” Raghav Chadha said earlier.

The Bharatiya Janata Party (BJP) on Wednesday called a meeting of its key office bearers at the BJP headquarters at 5:30 pm today, informed the BJP sources.

Another meeting of the party’s winning councilors of the MCD elections has been called.
This development comes after the Aam Aadmi Party (AAP) won 134 of the total 250 wards in the national capital’s civic body polls, uprooting 15-year rule by the Bharatiya Janata Party (BJP). BJP won 104 wards. and Congress was reduced to nine, which means its base in Delhi continues to erode.

The high-decibel battle of MCD witnessed the claims and counter-claims by both parties (BJP, AAP) of winning the elections, however, it all boiled down to December 7 when the outcome of the election was revealed.

The polls for 250 wards in the national capital were held on December 4 with about 50 percent voter turnout and a total of 1,349 candidates in the fray. However, the low voter turnout did not prove to be an indicator of pro-incumbency.

Congress, which is mostly focussing on the success of the Bharat Jodo Yatra, was not predicted (in the exit polls) to be a prominent challenger in the recently conducted polling.

However, the high-stakes civic polls are largely seen as a three-way contest between the BJP, the AAP, and Congress.

Special Media Rooms to facilitate viewing of live results on the Commission’s web portal on the LED screens at these 42 counting centres.

Delhi had witnessed highly charged campaigning by AAP and BJP which made top leaders, including Union ministers, chief ministers of BJP-ruled states, and MPs hit the streets for door-to-door campaigning and meetings to garner public support.

This was the first civic election after the fresh delimitation exercise. There were 272 wards in Delhi and three corporations – NDMC, SDMC, and EDMC in Delhi from 2012-2022 that later reunified into an MCD that had formally come into existence on May 22. (ANI)

Delhi Witnesses Close Contest Btw AAP, BJP

As the initial trends of the counting of votes for the Municipal Corporation of Delhi elections showed a neck-to-neck contest between the ruling BJP and the Aam Aadmi Party, both political outfits exuded confidence in winning the polls.

Counting of votes on the 250 wards of the MCD began at 8 am today.
Speaking to ANI, BJP leader Harish Khurrana said that the exit polls were proven wrong in the previous MCD elections and it will be repeated again in the city this time also.

“The BJP is confident. The next Mayor of Delhi will be from the BJP. We have worked. The BJP was predicted to win 50 seats in the last elections as well, but we won with two-third majority,” he said.

AAP’s Saurabh Bharadwaj also exuded confidence that his party will win with a huge margin and get over 180 seats.

“We are going to get more than 180 seats. If voters favour us, we can also cross 230 seats. Mayor will be from our party. I think exit polls are pointing towards the victory of Aam Aadmi Party,” he said.

He said that Chief Minister Arvind Kejriwal and AAP MLAs will collectively arrive at the party office after the trends become clear.

“AAP will win with big majority. Delhi will be cleaned. The initial trends will change as the counting of votes from EVM has begun. We are prepared and will have big celebrations. Chief Minister Kejriwal and the winner candidates and the MLAs will reach here as the trends are clear,” Bharadwaj said.

In a neck-and-neck contest so far, the Aam Aadmi Party (AAP) has gained an edge over the Bharatiya Janata Party (BJP) as per the initial trends in the counting of votes for the Delhi civic body polls on Wednesday.

As per the official data by the Election Commission till 10 am, the AAP which was trailing since the counting began at 8 am, gained a lead over the ruling BJP.

The latest data shows the AAP leading in 114 municipal wards as against the BJP which is leading in 110.

Congress, which was trailing since morning on the third spot, maintains its position with its lead in 11 wards, while the BSP is leading in 1 ward. 4 independents are also leading. (ANI)

Delhi: BS3 Petrol, BS4 Diesel Vehicles Ban As Air Quality Deteriorates

The Transport department of the Delhi government imposed a ban on the plying of BS-3 Petrol and BS- 4 Diesel LMVs (4-wheelers) in Delhi-NCR till December 9 with immediate effect.

The restrictions came in the wake of the restrictions imposed by the air quality panel under stage III of the Graded Response Action Plan (GRAP).
Earlier on Sunday, the Commission for Air Quality Management (CAQM), a Union government panel recommending steps to control air pollution in the national capital, announced a temporary ban on construction and demolition activities in Delhi-NCR.

The announcement came after the air quality in Delhi and the national capital region worsened again, breaching the ‘severe’ category.

“As per the directions as provided under Stage III of the revised GRAP and under section 115 of the Motor Vehicle Act, 1988, it is hereby ordered that there shall be restrictions to ply BS-III petrol and BS-IV diesel LMVs (four-wheelers) in NCT of Delhi with immediate effect till December 9 or till downward revision in GRAP stage, whichever is earlier,” read an order issued by the transport department.

The ban will not apply to the vehicles used for government, electoral, and emergency services operations.

“If any BS-III petrol and BS-IV diesel LMV (4 wheeler) found plying on the roads, will be prosecuted under section 194 of Motor Vehicle Act, 1988 which provides with a fine of Rs 20,000,” read the transport department order.

Meanwhile, The CAQM, which on Sunday chaired a meeting to review the air quality in Delhi-NCR, put out a release saying, “As the AQI in Delhi has slipped into ‘severe’ category, the sub-committee had decided that all actions, as envisaged under Stage III of the GRAP, be implemented in right earnest by all the agencies concerned, with immediate effect in the NCR, in addition to all action under Stage I and Stage II of the GRAP.”

The panel further observed that the air quality saw a further deterioration over the last 24 hours, with Delhi’s overall Air Quality Index (AQI) at 407 on December 4, according to Central Pollution Control Board (CPCB).

In its order, the CAQM says it temporarily banned construction activities, “with the exception of Metro Rail services, including stations; airport and inter-state bus terminals; railway services/stations; national security/defence-related activities/ projects of national importance; hospitals/healthcare facilities; linear public projects such as highways, roads, flyovers, overbridges, power transmission, pipelines; sanitation projects like sewage treatment plants and water supply projects; ancillary activities specific to and supplementing above categories of projects”.

Milk and dairy units and those involved in the manufacturing of life-saving medical equipment, drugs, and medicines, were also exempted from the restrictions stipulated in the CAQM order.

An AQI between 201 and 300 is considered ‘poor’, 301 and 400 ‘very poor’ and 401 and 500 ‘severe’. (ANI)

Indian Judiciary To Go Paperless soon: Rijiju

Union Law and Justice Minister Kiren Rijiju on Tuesday asserted the Indian judiciary will go completely paperless in the near future.

Speaking at the inauguration of the Delhi High Court new building, the Minister said, “I had a detailed meeting about the e-Court projects. For e-courts I have also requested the Chief Justice of India (CJI) to complete the task in his tenure.”
He said lawyers in the country should be prepared for paperless work adding that the Ministry has conveyed to law officers that very soon the system will have to go paperless.

“When we talk about the judiciary which is totally digital, then it will have a huge impact on the justice delivery mechanism itself. It will also help in delivering fast result,” Rijiju said.

While stating that as the central government has a well-defined role, Law Minister Rijiju said, the Centre cannot do much for High Court infrastructure as it is the State government who has to look after the expenditure for developing the infrastructure.

“We have to make the judiciary more interesting and attractive so that aggrieved people should be able to come to courts with ease,” he said

On Tuesday, the Chief Justice of India DY Chandrachud inaugurated a new ‘S block’ of the Delhi High Court. Besides the Chief Justice of India, Law and Justice Minister Kiren Rijiju, Minister of Housing and Urban Affairs Hardeep Puri, Justice Sanjay Kishan Kaul, Justice Hima Kohli, Justice Sanjeev Khanna of Supreme Court, Delhi Lieutenant Governor Vinai Kumar Saxena and Delhi Chief Minister Arvind Kejriwal were guests of honour at the inauguration function.

According to the Delhi High Court communication, the ‘S block’ building is truly a new benchmark in judicial infrastructure as well as public architecture made possible by the support of the Government of India, the Government of Delhi and all Government regulatory as well as project management agencies who worked synergistically to serve in the cause of justice.

According to Delhi High Court’s press communication, the new building has Delhi International Arbitration Centre with 18 new arbitration rooms and huddle rooms. It will also have a Judicial Convention Centre with Full Court Facility, a 285-seater Auditorium, 200 lawyers’ Chambers, and Common meeting rooms with other facilities for lawyers including a cafeteria.

The new Block will also have offices across 6 floors and a large 300 capacity Parking facility across three basements. (ANI)

Delhi Suffers Another ‘Very Poor’ Air Day With 337 AQI

Air Quality Index (AQI) was recorded on Tuesday at 337 by the System of Air Quality and Weather Forecasting And Research (SAFAR).

According to the SAFAR, Delhi’s air quality was recorded in the ‘very poor’ category on Tuesday.
Earlier on Monday, the national capital woke up to smog with the Air Quality Index (AQI) recorded at 340 by SAFAR.

The Air Quality Index from 0 to 100 is considered as good, while from 100 to 200 it is moderate, from 200 to 300 it is poor, and from 300 to 400 it is said to be very poor and from 400 to 500 or above it is considered as severe.

Prime Minister Narendra Modi was greeted with thunderous applause when he arrived at the BJP headquarters in Delhi on Monday afternoon to address a meeting of national office-bearers.

BJP national president JP Nadda lauded the efforts made by the Narendra Modi-led government in ensuring India gets the G20 presidency for the period of an entire year.

Addressing his party colleagues, Prime Minister Narendra Modi highlighted what the G20 presidency meant for a country like India. He also instructed the party workers to focus on making this occasion glorious. “Make each and every Indian feel proud of this achievement and make them also a participant of this historic occasion,” sources said quoting Prime Minister Modi.

The sources further said that on the instructions of the Prime Minister, the party is likely to look at organising various events and programmes, with a focus on public participation, to showcase India’s prowess both culturally as well as traditionally.

The first G20 Sherpa meeting under India’s presidency started in Rajasthan’s Udaipur on Sunday. This was the first of the 200 such meetings that will take place across 55 cities in India over the next one year.

On Monday evening, at Rashtrapati Bhavan, a meeting of all political party presidents has been convened by the government to brief them about India’s G20 presidency. Top political leaders and party presidents, including Mallikarjun Kharge of Congress, Trinamool Congress supremo Mamata Banerjee, DMK chief MK Stalin and Naveen Patnaik of the Biju Janata Dal will be present at the meeting.

India formally assumed the G20 presidency from Indonesia on December 1.

The G20 or Group of 20 is an intergovernmental forum of the world’s major developed and developing economies.

Last month, Indonesia handed over the G20 presidency to India in the presence of PM Modi at the Bali summit for the coming year. (ANI)
