The Rouse Avenue Court on Saturday extended the Central Bureau of Investigation (CBI) remand of former Delhi Minister Manish Sisodia in a case pertaining to alleged irregularities in the framing and implementation of the excise policy of GNCTD.

The Special Judge MK Nagpal on Saturday granted two more days of remand of Manish Sisodia to CBI.
Meanwhile, the Court also issued notice to CBI on bail moved by Manish Sisodia and listed the matter for March 10, 2023.

While seeking further remand of Manish Sisodia, CBI counsel stated, “He’s still non-cooperative and we need his further custody to confront him with two persons.”

“A lot of time went in his medicals. One whole day went in the petition he filed in the Supreme Court which was dismissed,” CBI told the Court.

Senior Advocate Dayan Krishan appears for Manish Sisodia opposed the CBI application seeking an extension of remand and submits that “What is the difference between what was on day 1 and today? Raids were conducted at my house, and at my office too… keeping me in CBI custody would produce a document, is this logical???”

Senior Advocate Mohit Mathur also appeared for Sisodia and submitted that while considering all of this my wife’s medical condition is being kept aside. “The man who is not going to run away has to be seen that way too,” he said.

During the hearing, Manish Sisodia himself submitted in the court that CBI officials are taking care of me, treating me respectfully and giving all things and not using any third degree. “But they are making me sit so long 9-10 hours daily and asking the same questions again and again… it is not less not mental harassment,” he said. On that, Court directed CBI not to ask repetitive questions.

Former Delhi Minister and Aam Aadmi Party (AAP) leader Manish Sisodia in his bail petition in a trial court stated that no fruitful purpose would be served keeping him in custody as all the recoveries have already been made.

Sisodia also stated that he has joined the investigation as and when called for by the Central Bureau of Investigation (CBI). The other accused persons arrested in this case have already been granted bail. Sisodia further stated that he holds the important constitutional post of Deputy CM of Delhi and has deep roots in the society.

Sisodia was arrested last Sunday in an ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy of GNCTD.

While sending Sisodia to CBI remand, the trial court observed that the accused had joined the investigation of this case on two earlier occasions, but it has also been observed that he has failed to provide satisfactory answers to most of the questions put to him during his examination and interrogation conducted and has thus, failed to legitimately explain the incriminating evidence which has allegedly surfaced against him in the investigation conducted so far.

It is true that he cannot be expected to make self-incriminating statements, but the interests of justice and of a fair investigation require that he should come up with some legitimate answers to the questions which are being put to him by the Investigation officer, said the court. (ANI)

Sisodia Moves Bail Plea In Trial Court

Former Delhi Minister and Aam Aadmi Party (AAP) leader Manish Sisodia, who is presently in CBI remand, moved a regular bail petition in a trial court on Friday.

Sisodia was recently arrested by the Central Bureau of Investigation (CBI) for alleged irregularities in the framing and implementation of the excise policy of GNCTD.
According to the lawyer concerned, hearing on the bail plea will be held on Saturday. Sisodia is also scheduled to be produced on Saturday at the end of his remand period granted on February 27, 2023.

Rouse Avenue Court on Monday while sending Sisodia to CBI remand directed that the interrogation of the accused during the remand period shall be conducted at some place having CCTV coverage in accordance with guidelines laid down by the Supreme Court and the said footage shall be preserved by the CBI.

Special Judge MK Nagpal on February 27, 2023, decided to send Manish Sisodia to CBI remand till March 4, 2023. Sisodia was arrested on Sunday in an ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy of GNCTD.

The court said, keeping in view the facts and circumstances, the accused is being remanded to CBI custody for a period of five days i.e. till March 4, 2023, for his further and extensive interrogation.

The court observed that the accused had joined the investigation of this case on two earlier occasions, but it has also been observed that he has failed to provide satisfactory answers to most of the questions put to him during his examination and interrogation conducted and has thus, failed to legitimately explain the incriminating evidence which has allegedly surfaced against him in the investigation conducted so far.

It is true that he cannot be expected to make self-incriminating statements, but the interests of justice and of a fair investigation require that he should come up with some legitimate answers to the questions which are being put to him by the Investigation officer.

Some of his subordinates are found to have disclosed certain facts which can be taken as incriminating against him and some documentary evidence against him has also already surfaced a proper and fair investigation requires that some genuine and legitimate answers to the questions being put to him about the same are to be found and hence, in considered opinion of this court, this can only be done during custodial interrogation of the accused, noted the court.

During arguments, CBI counsel told the court that the Delhi Deputy CM’s custodial interrogation is required for an effective investigation into the case. While seeking five days’ remand of Sisodia, CBI said, “Conspiracy was hatched in a very planned and secret manner.”

Meanwhile, senior Advocate Dayan Krishnan appeared for Sisodia and opposed the remand application of CBI.

“If someone is not willing to say something, that cannot be a ground for arrest,” argued Sisodia’s lawyer.

“What should I do with a phone that I changed? I am a minister, I cannot send it to a second-hand shop, it would have important data. CBI confronted me with the material but I did not confess. The remand application says I gave evasive replies. This cannot be a ground for remand. They search my residence on August 19, 2022. I hand over my phone. They called me to join the investigation and I joined. I cooperated,” Advocate Dayan Krishnan argued for Delhi Deputy CM.

The CBI on Sunday released a statement on Sisodia’s arrests, claiming he was giving evasive replies and wasn’t cooperating in the ongoing investigation of the liquor scam case. (ANI)

Sisodia Requests CBI To Defer Questioning Till Feb-End

Delhi Deputy Chief Minister Manish Sisodia, who was summoned by the Central Bureau of Investigation (CBI) on Sunday for questioning in regard to irregularities in the excise policy case, requested the central agency to defer questioning saying that he is “preparing the budget” at present and can only appear before it towards February-end.

“I will visit the CBI office by the end of February, whenever they (CBI) will call me. Being the Finance Minister of Delhi, preparing the budget is very important, so I have requested to shift the date. I have always cooperated with these agencies,” said Sisodia.

Meanwhile, CBI is investigating the case at the request of Manish Sisodia.

The Central Bureau of Investigation (CBI) has again summoned Delhi Deputy Chief Minister Manish Sisodia for questioning, nearly three months after filing a chargesheet in the Delhi excise policy case, officials said.

However, Manish Sisodia has not been named as an accused in the charge sheet filed in the case.

Arrested businessmen Vijay Nair and Abhishek are among the seven accused named in the chargesheet.

Alleging that the “full power” of agencies under the BJP-led central government had been unleashed to hound him, Manish Sisodia took to Twitter and said, “CBI has called me again tomorrow. They have unleashed the full power of CBI, ED (Enforcement Directorate) against me, raided my house, searched my bank locker, and yet found nothing against me.”

“I have arranged good education for the children of Delhi. They want to stop it. I have always cooperated with the investigation and will continue to do so,” he added.

Last year in August, the CBI conducted a search operation at Sisodia’s Punjab National Bank locker in connection with Delhi Excise Policy 2021-22 money laundering case, where according to him the CBI had found nothing.

Several raids were also conducted at 21 places in Delhi and the National Capital Region including the residence of Sisodia and the premises of four public servants last year, according to a CBI official. The official said that raids were conducted in locations across 7 states.

The probe was done after taking into account a report forwarded by the Chief Secretary to Delhi’s Lieutenant Governor VK Saxena recommending a CBI investigation into the matter.

The excise policy was passed by Chief Minister Arvind Kejriwal-led Delhi Cabinet in the middle of the deadly Delta Covid-19 pandemic in 2021.

The Delhi government’s version is that the policy was formulated to ensure the generation of optimum revenue, and eradicate the sale of spurious liquor or non-duty paid liquor in Delhi, besides improving user experience.

It has been alleged that the Delhi government’s policy of granting licenses to liquor traders is in the interest of some dealers who allegedly paid bribes for it, a charge strongly denied by AAP.

Following L-G’s recommendation, the office of the Assistant Commissioner of Delhi Police’s Economic Offences Wing (EOW) issued a notice to Delhi’s Excise Commissioner asking him to provide all documents relating to the award of liquor licenses under the new excise policy.

Meanwhile, Delhi Chief Minister Arvind Kejriwal on Saturday said that there was “no liquor scam” in the city and claimed that the case over his government’s excise policy was created as a result of “political vendetta”.

“First of all, there is no such thing as a liquor scam. We formulated the best and most transparent policy in the country. We implemented this policy in Punjab and the revenue increased by 48 per cent. All this is happening due to political conspiracy in Delhi.”

Addressing a press conference here on Saturday, Kejriwal said his government will fully cooperate with the CBI’s investigation into the alleged irregularities in the implementation of the now-scrapped excise policy 2021-22. (ANI)

CBI Seized Computer To Implant Files In CPU: Sisodia

Delhi Deputy Chief Minister Manish Sisodia on Sunday issued an official statement on the CBI raid on his office, terming the whole exercise to be an act of malice.

In his statement, the Deputy CM has termed the whole exercise to be an act of malice detailing how the CBI raided his office on a Second Saturday (an official holiday) and gave a handwritten notice to the Secretary to seize a computer from the conference room.
He said, “CBI is trying to maliciously frame me, seized a computer without providing Hash Value.”

The official statement reads, “Yesterday was a Second Saturday, so my office was closed when some CBI Official telephonically informed my PS to come to the office and open the same. When my PS reached the office at around 3:00 pm, he saw that a team of CBI officials was already present at my office. The CBI Officials asked him to open the Office and to take them to the conference room.”

“As they reached the conference room, they saw a computer installed therein, asked my PS to switch it on, assessed the same, and, forthwith, handed over a Notice under Section 91 CrPc to the Secretary, Dy. CM (GNCTD) with reference to the investigation of RC0032022A0053” the statement reads.

The statement further reads that as per the Notice, the Secretary was requested to produce the CPU of the system installed in my conference room.

“Thereafter, the CPU from the conference room of my office was seized without following the due procedure laid down. From the perusal of the said notice, it was perceived that the notice was hand-written to the Secretary, and immediately the property (CPU) was seized which shows the mala-fide of the Officer,” it read.

“The said conduct/ act of the CBI Officials also shows their malice whereby the Notice was given and immediately the said property was seized that too without following the guidelines as laid down in Chapter XVI: Cyber Crimes, CBI (Crime) Manual 2020. As it is explicitly mentioned in the said CBI Manual in Chapter XVI, 16.19:”

Sisodia said that CBI seized the computer without providing ‘Hash Value’.

The official statement reads, “Hash value is essentially an electronic fingerprint. The data within a file is represented through the cryptographic algorithm as a value known as hash-value. It is a string of data variables. Hash Value is the key to determining and validating the integrity of the data in question. As the integrity of the seized electronic device/digital device is quintessential to establishing the case, it is important to ensure the hash value of the data record is taken by the Investigating Officer at the time of seizure. The use of Hashing to authenticate electronic records is detailed in section 3(2) of the IT Act, 2000.”

“CBI Manual also mandates that at the time of the seizure of electronic document itself- an image of the same shall also be created and the said image shall also be hashed and tally with the hashing of the seized data to ensure data integrity. It is, therefore, a matter of record, as per the Seizure Memo provided to us by the CBI after the seizure that no ‘HASH VALUE was taken and mentioned by the Officer in the seizure memo who had seized the CPU’, nor CBI made an image of the seized document and hashed it” the statement reads further.

He said that in the absence of recording “HASH VALUE” during the seizure, the CBI can change the record in the seized CPU at its convenience.

According to the statement, “It appears that there is a scope for implanting, deleting and editing the record in the seized CPU by the team of CBI for making a frivolous case against me. In the absence of recording “HASH VALUE” during the seizure, the CBI can change the record in the seized CPU as per its convenience to maliciously frame me.”

Sisodia said in a statement, “I have clear apprehension that CBI has seized the CPU to destroy the confidential files/documents stored therein and will implant/edit files in the CPU and use the same to falsely implicate me as my name is not in the CBI chargesheet as an accused with respect to the afore-mention case.”

“Though the CBI/ED investigation in the Excise matter has been going on since last August 2022, it has not led to the discovery of any material against me. However, CBI is still continuing with its fishing and roving inquiry into the matter even after the chargesheet has been filed. This act clearly demonstrates that no procedural safeguards complied which would have ensured the integrity of electronic documents as mandated under the CBI Manual & IT Act. Therefore, the seizure of the electronic evidence yesterday has lost its authenticity and integrity in the eyes of law” Sisodia added in his statement. (ANI)

Sisodia Directs Hospitals To Boost Covid Preparedness

Amid the continuing global surge in Covid-19 cases, the Delhi government on Monday directed all public hospitals in the national capital to ramp up preparations and augment supplies in anticipation of rising infections in the coming days.

According to an official statement issued on Monday, Deputy Chief Minister Manish Sisodia chaired a review meeting with directors and medical superintendents of government hospitals during which he asked them to prepare for a rise in Covid cases in the near future.
Sisodia directed the hospital heads to take stock of Covid-preparedness and ensure that all requirements, in accordance with the guidelines laid down by the Union Health Ministry, are met.

He also directed them to submit a compliance report to the Health department.

Meanwhile, the Aam Aadmi Party government in the national capital approved a budget of Rs 104 crore for government hospitals to procure general medicines and prepare for Covid-induced contingencies in the immediate future.

Reviewing the Covid-related arrangements at public hospitals, Sisodia directed that the details with regard to beds, ventilators, ICUs, number of doctors and nurses, oxygen plants, field staff, and medicines are to be shared with the Health Department by Monday evening.

“According to the directions of the Union government, a mock drill will be organized in all hospitals on Tuesday, December 27, to ensure operational readiness for effective Covid management. In case of any gaps, the issue will be addressed immediately by the health officials concerned,” Sisodia added.

The focus of the mock drill will be on assessing bed capacities, human resources, referral resources, testing capacities of hospitals, medical logistics, telemedicine services, and medical oxygen, among others, the deputy CM said.

Apart from the operational preparations for Covid, the government also sanctioned funds totalling Rs 104 crores to enable government hospitals to stock up on life-saving medicines.

Sisodia said, “This amount has been approved by the government to ensure that there is no shortage of any medicines in government hospitals and they are well prepared to deal with an emergency.” (ANI)

The voters of Delhi have given a clear mandate to the Aam Aadmi Party in the Delhi Municipal Council elections. After 15 long years, AAP has wrested away the BJP bastion in the National Capital. The BJP had expected that it would gain from the unification of three municipal bodies but that was not to be. Now they are saying the Mayor’s election is still an open game, clearly showing their intent to get the Mayor seat by hook or crook. But they will never succeed.

Sisodia Accuses BJP Of Trying To Poach AAP Councillors

Aam Aadmi Party (AAP) leader and Delhi Deputy Chief Minister Manish Sisodia on Wednesday alleged that the AAP councillors have started receiving calls from the Bharatiya Janta Party (BJP), alleging poaching attempt of newly-elected party councillors after the civic poll results.

“BJP’s game has started. Phone calls started coming to our newly elected corporators,” tweeted Manish Sisodia.

Delhi Deputy Chief Minister Manish Sisodia exuded confidence and said that none of the councillors will be “sold”.

“None of our councillors will be sold. We have told all the corporators that if they get a phone call or come to meet them, record them,” tweeted Sisodia.

This comes in the wake of AAP’s victory in the Municipal Corporation of Delhi (MCD).

The results of the Municipal Corporation of Delhi have suggested that people are more inclined towards having a double-engine government which binds the ruling party to fulfil their electoral promises.

The high-stakes battle for control over the Delhi Municipal Corporation has ended with the Aam Aadmi Party (AAP) winning 134 of the total 250 wards in the national capital’s civic body polls, uprooting 15-year rule by the Bharatiya Janata Party (BJP).

As the Delhi State Election Commission announced the final results today, AAP won 134 wards while BJP came second with 104 wards. Congress managed to get 9 wards while three wards were bagged by Independents.

The party workers gathered in front of the office and rejoiced, danced and chanted slogans praising party chief Arvind Kejriwal.

The polls for 250 wards in the national capital were held on December 4 with about 50 per cent voter turnout and a total of 1,349 candidates in the fray. However, the low voter turnout did not prove to be an indicator of pro-incumbency.

This was the first civic election after the fresh delimitation exercise. There were 272 wards in Delhi and three corporations – NDMC, SDMC, and EDMC in Delhi from 2012-2022 that later reunified into an MCD that had formally come into existence on May 22. (ANI)

Delhi Excise Policy Case: Sisodia Changed His Mobile Phone 4 Times A Day

Bharatiya Janata Party (BJP) on Saturday alleged that Manish Sisodia is “completely involved” in the alleged irregularities in the Delhi excise policy case and alleged the Delhi Deputy Chief Minister changed four mobile handsets in one day and 14 handsets in two three months after Central Bureau of Investigation’s (CBI) lodged an FIR against him. The BJP alleged that Sisodia did so with the aim to destroy digital evidence.

Addressing a press conference at the party headquarters here, the BJP national spokesperson Sambit Patra said, “A few days ago, Arvind Kejriwal said that Manish Sisodia has a clean chit. And the scam that has taken place in the excise policy is not a scam because CBI and ED had given clean chit to Manish Sisodia. There is no charge sheet against Sisodia.”
Patra alleged that Sisodia has a big role in Delhi’s excise policy. “He is not just neck deep but he is completely involved in the liquor scam in Delhi,” the BJP leader said.

During the press conference, Patra presented a remand note which he claimed was submitted by the Enforcement Directorate (ED) to a Delhi court in which Patra said it is stated that an FIR dated August 17, 2022, was registered by CBI against Manish Sisodia

“A person named Amit Arora had taken and given money in the case. Amit Arora was arrested by the ED and while taking its custody the ED presented these documents in Court. The 32-page remand note shows that the investigation is going on against Manish Sisodia in the excise police scam case. The allegations against him are serious. The ED and CBI had charge-sheeted those arrested. They are preparing full-proof documents on Manish Sisodia. They all have a connection with Manish Sisodia.

“As per the document, an FIR dated August 17, 2022, was registered by CBI against Manish Sisodia. The Office Memo (OM) disclosed that Deputy Chief Minister Manish Sisodia, the then Excise Commissioner Arava Gopi Krishna and others were instrumental in giving orders to people in excise policy benefiting few by giving them an undue advantage,” said the BJP leader.

He further alleged that Sisodia might have consulted people to destroy digital evidence in the case.

“Manish Sisodia changed four mobile handsets in one day and 14 handsets in two three months after CBI’s FIR against him. He might have consulted Delhi CM Kejriwal, AAP leader Vijay Nair, liquor scam accused Amit Arora and Sunny Marwah to destroy digital evidence,” the BJP national spokesperson said.

Patra alleged “large-scale destruction of digital evidence” was done by the accused including the ex-excise minister of Delhi Sisodia and that 170 mobile phones were destroyed by the 36 accused in the alleged Delhi liquor scam

The Delhi LG had recommended a CBI inquiry into the findings of the Delhi chief secretary’s report filed in July showing prima facie violations of the Government of National Capital Territory of Delhi (GNCTD) Act 1991, Transaction of Business Rules (ToBR)-1993, Delhi Excise Act-2009, and Delhi Excise Rules-2010, officials had said.

In October, the ED had raided nearly three dozen locations in Delhi and Punjab following the arrest of Sameer Mahendru, Managing Director of Delhi’s Jor Bagh-based liquor distributor Indospirit Group, in the case.

The Excise Department had decided to refund the Earnest Money Deposit of about Rs 30 crore to a successful tenderer against the set rules. Even though there was no enabling provision, a waiver on tendered license fees was allowed from December 28, 2021, to January 27, 2022, due to COVID-19.

This allegedly caused a loss of Rs 144.36 crore to the exchequer, which has been instituted on a reference from the Union Home Ministry following a recommendation from Delhi Lieutenant-Governor Vinai Kumar Saxena. (ANI)

Sisodia Alleges BJP Conspiring To Kill Kejriwal; Manoj Terms Murder Script Old One

Aam Aadmi Party (AAP) leader Manish Sisodia on Friday again alleged that Bharatiya Janata Party (BJP) was conspiring to kill Delhi Chief Minister Arvind Kejriwal and that he will submit a complaint regarding the same to the Election Commission. The Delhi Deputy Chief Minister also demanded that BJP’s Manoj Tiwari be arrested for his “threat” against the AAP national convenor.

“Manoj Tiwari has threatened Kejriwal, which makes it clear that BJP is conspiring to murder Arvind Kejriwal. The way Manoj Tiwari Ji has spoken yesterday, it was an open threat that after failing to trap Kejriwal through various attempts has now come to the level of killing him. Manoj Tiwari is asserting for the sake of saying that he (Delhi CM) can be attacked by anyone, how did he know? This needs to be investigated hence will file a complaint with Election Commission and an FIR,” Sisodia said addressing a press conference today.
Meanwhile, responding to Sisodia’s allegations today, Tiwari, while addressing a press conference in the national capital, said that he had only “expressed his concern” for the safety of the Delhi Chief Minister.

“I have only expressed my concern towards Kejriwal’s safety. His MLAs are being beaten and one of the party’s workers has died, the situation is of concern to me. This script of murder and threat to murder by AAP is an old one, only the year changes, their allegations remain same,” Tiwari said displaying printouts of the previous similar allegations by the AAP.

In a tweet yesterday, the Delhi Deputy CM said that the BJP was scared of losing upcoming elections and hence was “conspiring to kill” CM Kejriwal through MP Manoj Tiwari and his “goons”.

“Due to the fear of defeat in Gujarat and MCD elections, BJP is planning to kill Arvind Kejriwal with their MP Manoj Tiwari openly asking his goons to attack Arvind Ji. The AAP is not afraid of their petty politics, the public will answer for their hooliganism,” Sisodia tweeted in Hindi.

Sisodia’s tweets followed BJP MP Tiwari’s tweets on the same day in which he said he was worried for the Delhi CM because of anger among AAP party workers regarding tickets for the elections and allegations of corruption.

Meanwhile, Delhi BJP spokesperson Praveen Shankar Kapoor also asked how Sisodia came with a fear of Arvind Kejriwal’s killing right before every election.

Praveen Shankar Kapoor further said, “Manish Sisodia ji, how much more will you lower the level of politics, your people are calling you a thief, a case of suspected suicide has also come to the fore, your MLAs are openly threatening the general public and now this tweet of yours seems to be your internal survey. AAP is losing not only in Gujarat, and Himachal but also in Delhi.

In a shocking incident, Aam Aadmi Party’s trade wing secretary, Sandeep Bhardwaj, was found dead at his Rajouri Garden residence on Thursday.

Notably, Lieutenant Governor VK Saxena took note of the tweets and statements by the Aam Aadmi Party leaders including the ones made by Deputy Chief Minister Manish Sisodia where he has alleged Bharatiya Janata Party of planning to kill CM Arvind Kejriwal, the Raj Niwas sources said.

The sources said that the LG has taken note of Tweets and statements by AAP leaders, including Dy CM Manish Sisodia, and asked the Police Commissioner to ensure that such eventuality orchestrated, or otherwise, does not happen, to the farthest possible extent. (ANI)

Sisodia Claims Scared Of Losing Polls, BJP Arrested His PA

Delhi Deputy Chief Minister Manish Sisodia on Saturday said the BJP is so afraid of losing elections that they raided his house and when they did not find anything, the ED raided his personal assistant’s house and when they did not find anything there too, they arrested him.

“They got my house raided based on false FIR, searched bank lockers, checked in my village but found nothing against me. Today, they conducted a raid at my PA’s house and when they didn’t find anything, they arrested him. BJP people! So much fear of losing the election,” he tweeted. (translated from Hindi)
Earlier on October 17, Sisodia was summoned to the CBI headquarters in the national capital where he was quizzed for nine hours.

While speaking to the media after the summon at his residence, Sisodia alleged that the case against him was intended not to probe any scam but to “make Operation Lotus successful in Delhi”.

“I was asked inside the CBI office to leave (AAP), or else such cases will keep getting registered against me. I was told ‘Satyendar Jain ke upar konse sachhe cases hain?’…I said I won’t leave AAP for BJP. They said they’ll make me CM,” he alleged.

However, the CBI refuted all such allegations and said that the examination was carried out in a “professional and legal manner”. It affirmed that the investigation will continue as per the law.

In August, the enforcement agencies conducted searches on Sisodia’s official residence among several other places in connection with the alleged corruption in the implementation of Delhi’s excise policy.

Sisodia, who is in charge of the excise department, has been under the scanner for alleged deliberate and gross procedural lapses which provided undue benefits to the tender process for liquor licencees for the year 2021-22.

Other accused are Manoj Rai, a former employee of Pernod Ricard; Amandeep Dhal, director of Brindco Sales; director of Buddy Retail Amit Arora, and Dinesh Arora; authorised signatories of Mahadev Liquors Sunny Marwah, Arun Ramchandra Pillai and Arjun Pandey.

The ED and the Central Bureau of Investigation (CBI) had alleged that irregularities were committed while modifying the Excise Policy and undue favours were extended to licence holders, the licence fee was waived or reduced and the L-1 licence was extended without the competent authority’s approval. The beneficiaries diverted “illegal” gains to the accused officials and made false entries in their books of account to evade detection.

This allegedly caused a loss of Rs 144.36 crore to the exchequer, said the FIR, which has been instituted on a reference from the Union Home Ministry following a recommendation from Delhi Lieutenant-Governor Vinai Kumar Saxena. (ANI)
