Additional District Magistrate (ADM) beat up a Secondary Teachers Eligibility Test (STET) candidate during a protest march in Patna.
In the video, the ADM could be seen bashing the young protestor with a stick, while the latter was holding a tricolour and rolling on the ground.

Kejriwal On 8 Cong MLAs Joining BJP: It’s Congress’ Fault

Delhi Chief Minister and Aam Aadmi Party national convenor Arvind Kejriwal on Wednesday reacted to the eight Congress MLAs joining the Bharatiya Janata Party in Goa and alleged it was the former’s fault for not being able to save its MLAs in the country.

“BJP is breaking MLAs by giving crores of rupees to them across the country in the name of Operation Lotus, this is wrong. But the fault is also of Congress,” Kejriwal said addressing a press conference in the national capital.
“They could not break our MLAs in Delhi-Punjab because we expose them, but Congress has failed to save its MLAs,” he added.

His remarks came hours after eight Goa Congress MLAs including former Chief Minister Digambar Kamat and Leader of Opposition Michael Lobo merged with the Bharatiya Janata Party in Goa on Wednesday.

Delilah Lobo, Rajesh Phaldesai, Kedar Naik, Sankalp Amonkar, Aleixo Sequeira and Rudolf Fernandes also joined the party after meeting with Chief Minister Pramod Sawant at the Goa Assembly complex during the day.

Taking a jibe at the Centre, Kejriwal further asked where the crores of money are coming to them. He accused BJP of ‘siphoning off’ the public’s money and said it has resulted in an increase in the inflation rate.

“Where are the thousands of crores to buy the MLAs coming from? This is the money of the government, which is being siphoned off, thus increasing inflation,” said Kejriwal mentioning that the “BJP tried its Operation Lotus in every state including Punjab.”

Days ago on September 4, Gujarat Youth Congress President Vishwanathsinh Vaghela resigned from his post which is considered to be a major jolt for the party.

On September 2, party leader Rajinder Prasad, who is also the son of late Master Beli Ram Sharma from Nowshera, Rajouri, resigned from all posts and the primary membership of the party. Prasad blamed the ‘coterie’ system for being a reason for the ‘demise’ of the party.

In recent months, Rajinder Prasad and several high-profile leaders have quit Congress. The exit of veteran leader Ghulam Nabi Azad from the Congress, months before the upcoming Gujarat and Himachal Pradesh Assembly polls, as well as the general elections in two years’ time, dealt a huge blow to party.

Jaiveer Shergill, who is a lawyer by profession and was one of the prominent ones among young Congress leaders, on August 24, tendered his resignation claiming that the vision of the decision-makers no longer was in sync with the aspirations of the youth.

Earlier this year in May, senior Congress leader Kapil Sibal, a prominent face of the G-23 group of dissenting leaders, resigned from the party and filed nomination papers for the Rajya Sabha elections as an independent candidate backed by the Samajwadi Party (SP).

Former Punjab Congress chief Sunil Jakhar too parted ways with the Congress in May this year.

Former Union Law Minister Ashwani Kumar in February also resigned from Congress after a long association of 46 years with the party.

Back in May, Gujarat Patidar leader Hardik Patel had quit the party after he felt that he was being “ignored”. (ANI)

Leonardo and Gigi

Are Leonardo and Gigi Actually Dating?

It may come across as a shock, but it looks like Gigi Hadid and Leonardo Dicaprio are dating!

According to Page Six, the couple has advanced their relationship into a more intimate stage. However, insiders close to the couple say they are “taking it carefully.”
Gigi Hadid, 27, and Leonardo, 47, have reportedly been getting close while hanging out with the same group of pals, according to Page Six.

Page Six further mentions that the couple has finally started going out on dates just as a twosome.

Page Six quoted a source telling them, they’ve “mostly hanging out with groups,” adding, “and solo a handful of times.”

“[DiCaprio] is not someone who is in and out of relationships,” the source told Page Six, “He doesn’t jump around hooking up. They are taking it slow.”

Page Six reported that the two were seen together on Saturday night at an exclusive party hosted by Richie Akiva and Darren Dzienciol, friends of the “Don’t Look Up” actor, at a loft in Soho.

And according to the Page Six source, the pair were also out together sometime last week, but the two are still “getting to know each other.”

The insider told Page Six that although Hadid and DiCaprio have crossed paths a few times over the years, their encounters have never been romantic.

They were originally seen with Kendall Jenner and Bella Hadid in a group setting at Art Basel in Miami back in 2019.

However, suspicions of a romance between the two started after they were spotted together at Ned’s opening in Manhattan, Akiva’s posh new members-only club, back in July.

Page Six was informed by a second source that DiCaprio and Hadid had been spotted together once more at the Manhattan club in August.

A short time ago, it was made public that the ‘Titanic‘ actor had broken up with Camila Morrone, his four-year girlfriend, only months after the model turned 25.

Leonardo is reputed to break up with his model girlfriends when they reach their mid-20s, but it appears that he is expanding his age range by a full two years.

Gigi, on the other hand, shares her 2-year-old daughter Khai with her ex-boyfriend, Zayn Malik. (ANI)

BCCI Allowed To Amend Its Constitution On Tenures Of Office Bearers

The Supreme Court on Wednesday allowed the Board of Control for Cricket in India (BCCI) to amend its constitution relating to the cooling-off period for the president and secretary, among other office-bearers.

This amendment may enable board President Sourav Ganguly and secretary Jay Shah to have longer tenures in the BCCI.
The Supreme Court was hearing the matter of changing BCCI rules relating to the “cooling off” period for the president, secretary, and other office bearers.

A bench of Justices DY Chandrachud and Hima Kohli allowed BCCI to amend its constitution. “We are of the considered view that the amendment would not dilute the original objective. We accept the proposed amendment,” the bench said.

“Amendment proposed by BCCI does not detract from the spirit of our original judgment and is accepted,” it said.

BCCI had sought permission to change the rules relating to the “cooling off” period for the President, secretary and other office bearers. The petition also sought a direction for the extension of the tenure of BCCI President, Sourav Ganguly and Secretary Jay Shah. The petition was filed in 2020.

The Board of Control for Cricket in India (BCCI), earlier moved the Supreme Court seeking an urgent hearing on a plea for approval to amend six rules of the board’s constitution.

The tenure of Sourav Ganguly as BCCI president and Jay Shah as BCCI secretary is set to expire in September 2022.

In 2019, the General Body of the BCCI during an AGM on December 1, 2019, proposed six amendments, including one in Rule 6 of the Constitution, which had barred BCCI and state board office bearers from holding office for more than six consecutive years.

According to the current rules, any person who has been an office bearer in the BCCI or state cricket body, or any combination, has to undergo a mandatory 3-year “cooling off period” following a maximum six-year term in office.

During this period, they cannot hold office in either a state body or in the BCCI. This would effectively bar the current office bearers of the BCCI from holding any posts either in the BCCI or any state board, for the next three years.

Before his appointment to the BCCI, Ganguly had served as president of the Cricket Association of Bengal (CAB) from 2014, while Jay Shah was an office bearer in Gujarat Cricket Association (GCA) since 2013. (ANI)

Begusarai Firing: Morale Of Criminals Increasing In Bihar, Says Shahnawaz

After two bike-borne miscreants shot at nine people, killing one in Bihar’s Begusarai, former Union minister and BJP national spokesperson Shahnawaz Hussain slammed Chief Minister Nitish Kumar’s government for the law and order situation in the state.

On Tuesday night, the BJP leader visited the injured at Sadar Hospital.
Shahnawaz Hussain strongly attacked the Bihar government and said, “I was trying to set up industries in Begusarai but now bullets are being fired like terrorists in Punjab and Kashmir. So many people have been shot and injured. This is a big incident in Bihar. The morale of criminals is increasing in Bihar and people will not forgive those who boost the morale of criminals.”

The BJP leader said these kinds of incidents will defame the image of the state and asked the Bihar government which direction the state has been going.

“What will be the image of Bihar in the country? Nitish Kumar needs to check this situation,” Hussain said.

Jeetu Paswan, one of the injured told ANI that he was selling ice cream at Malhipur Chowk when the assailants came and shot at him. He said another person who was near him was also shot at.

He said a tanker driver who was going to buy tea near Godhna village was also shot by bike-borne assailants.

Meanwhile, Bihar Police on Wednesday suspended seven police officials a day after a person was killed and nine others sustained injuries in separate firing incidents in Begusarai district.

Addressing media persons, Additional Director General of Police (HQ) Jitendra Singh Gangwar said, “Prima facie, our patrolling party was on the streets. Still, they either could not stop the criminals or could not do the checking. In this connection, seven police officials have been suspended with immediate effect.”

Asked about the attackers, ADG Gangwar said CCTV footage captured the assailants and police are verifying their identities. He said some people have been detained and police are questioning them.

“Checking was done all through the night. Neighbouring districts were alerted. A separate investigation team has collected CCTV footage. The criminals can be seen on them. We are verifying. A few people have been detained and they are being questioned,” added the officials.

One person died while nine others sustained injuries in separate firing incidents at different locations on Tuesday in Bihar’s Begusarai, according to a police official.

Superintendent of Police, Yogendra Kumar said that the police are checking the CCTV footage to ascertain the perpetrators.

As per police, two bike-borne assailants are behind the firing incidents in which several people are reported to be injured.

“Two persons with bullet injuries have been brought to the hospital,” said the doctor in the Government hospital in Teghra. Further investigation into the matter is underway. (ANI)

My Experience of Bengaluru Rain

‘The Aura of An IT Hub Was Washed Away In A Few Days Of Rain’

Prateek Yadav, 28, who works for the IT department of an International bank, says his high hopes from the IT City were met with a rude shock in a couple of rainy days

Bangalore, nee Bengaluru, is often addressed as different glorified titles such as IT City, Silicon Valley of the East or IT Hub. When you hear such names for a city, a rainbow of images run through your mind, in line with the reputation. I too had similar images about Bengaluru before I landed in the city a few weeks ago. Little did I realise that all that dreamy imagination will be washed away soon – literally.

I had been selected to work for the Indian arm of a global bank in Bengaluru. I looked forward to work in a highly developed and flourishing city which houses headquarters of several multinationals and unicorn start-ups. A couple of days of heavy rain was all that took away the glory of the IT Hub from my mind.

I witnessed roads turning into ponds, posh locality residents riding into cranes to reach safe places because knee-deep water had entered their houses, and people using high-floor vehicles to reach offices. I shudder to imagine what would have happened if the rain had continued for a couple of days more.

The crumbling infrastructure of the city was a rude slap in the face of its civic administration. After the facade was removed, the real face of the city became visible. I feel sad for the residents who have to face this on a yearly basis.

ALSO READ: ‘It Never Rains, It Pours Here’

I read the news that the Bengaluru-based Outer Ring Road Companies Association (ORRCA), an organisation of IT and banking companies located in the city’s Outer Ring Road (ORR), wrote to the Chief Minister and said the member companies and establishments lost about ₹225 crore in a single day due to continuous rains and subsequent flooding, blaming poor infrastructure.

The body also stated that the inadequate infrastructure situation on the ORR has reached a “crisis level” despite the fact that just 30% of workers in the area work from an office. Even as it announced a number of initiatives to improve the situation in Bengaluru, the State government has agreed to grant an additional ₹600 crore, including 300 crores for relief operations in the rain and flood-affected districts.

I believe that it’s the lack of governance that has caused this disaster to the city. Now, there’s a question of whether the amount received will go into the development of the city or somewhere else.

The roads are generally bad in the city. There are more potholes than smooth stretches of roads. Traffic density in peak hours makes it worse. Even some of the posh parts of the city have bad connectivity. Traffic jams and road accidents are commonplace across the city. Even an outsider like me has observed these problems of the city in a few weeks of my stay. I wonder why the people don’t demand the government to at least put the basic amenities in order.

China's BRI Project and Sri Lanka

Belt Road Initiative: A Blessing or A Curse?

The Chinese President Xi Jinping launched the BRI with much fanfare and high promises and grandiose plans for the participating countries in 2013. It was considered to be a centrepiece of the Chinese foreign and trade policy.

Basically, Belt and Road Initiative (BRI) earlier also referred to, as One Belt One Road or OBOR for short, is a global infrastructure development strategy to invest in nearly 150 countries and international organisations, around the globe.

The BRI formed a central component of Xi’s “Major Country Diplomacy” strategy, which calls for China to assume a greater leadership role for global affairs in accordance with its rising power and status. As of August 2022, 149 countries were listed as having signed up to the BRI.

Xi originally announced the strategy as the “Silk Road Economic Belt” during an official visit to Kazakhstan in September 2013, referring to the proposed overland routes for road and rail transportation through landlocked Central Asia along the famed historical trade routes of the Western Regions; in addition to the “21st Century Maritime Silk Road”, referring to the Indo-Pacific sea routes through Southeast Asia to South Asia, the Middle East and Africa. In fact the BRI was also considered a grandiose plan to challenge the American hegemony over the global trade and diplomacy.

However, the recent events in Sri Lanka, with similar echoes being heard from Bangladesh, Nepal and Pakistan has led some China watchers to conclude that this is an indicator of the hit that the Chinese economy has taken during the Covid pandemic and the BRI appears to be under revaluation with recipient countries wary of the debt trap and its economic feasibility.

Let’s take a closer look at the original intent of the BRI, its expansion and its long and short-term impacts on the aid recipient countries and whether it has been a success or a failure and how the U.S. could have countered it in a much better manner.

In his report in 2020, Rafiq Dossani, Director, RAND Centre for Asia Pacific Policy opined that China’s strongest motive behind the BRI was its long-term economic security. The maritime routes of the BRI would have helped the relatively underdeveloped, landlocked areas of China such as Yunnan and Xinjiang provinces by linking them with ports in the more rapidly growing areas of Asia.

At the same time, the emerging land routes of the BRI were marked as an alternative to the South China Sea, through which most of China’s trade currently passes and which is becoming a zone of contestation between the United States and China.

Dossani further explaining the reasons for the initial welcome of BRI opined that traditionally, many countries prefer to work with the World Bank and other multilateral lenders, which provide borrowers with good practices, while making significant funding available on a meritocratic rather than political basis.

But, he says further that from a developing country’s viewpoint, accessing the world’s spare capital has been difficult because of the risk entailed in many such investments. The Asian Development Bank estimates that Asian countries face an infrastructure investment gap of $459 billion a year.

This logic also explains the sentiments, which in the initial stages of the launch of the BRI seemed to be the main attractive reason for the BRI projects and Chinese funding. But nine years after its launch BRI seems to have lost its sheen, due to the economic meltdown in several countries, which borrowed heavily from China under the garb of infrastructure development, progress and prosperity.

Bangladesh Finance Minster AHM Mustafa Kamal has publicly blamed economically unviable Chinese BRI projects for exacerbating economic crisis in Sri Lanka. He says that developing countries must think twice about taking more loans through BRI as global inflation and slowing growth add to the strains on indebted emerging markets.

In fact Bangladesh has made it clear that it will not accept any further loans but only grants from Beijing. Nepal has also taken the same stand. Pakistan with some US $ 53 billion being spent by Beijing under the aegis of BRI also faces the same fate.

China has also invested some US $ 44 billion in Indonesia, US $ 41 billion in Singapore, US $ 39 billion in Russia, US $ 33 billion in Saudi Arabia and US $ 30 billion in Malaysia.

The cry against Chinese BRI is not limited only to Indian sub-continent as its reverberations can be heard in the stalled US $ 4.7 billion railway project in Kenya, also. Five years since its launch, the project ends abruptly in an empty field, 200 miles from its destination in Uganda.

As conflicts between the United States and China appear to mount, some experts have questioned the intentions of China’s BRI. It has been viewed as a debt trap for impoverished states and a means for China to expand its territorial control, but is it a reality? Is the United States missing an opportunity to participate-in or initiate parallel activities?

BRI has been repeatedly labelled a debt trap and a power grab, and perhaps this seemed like a possible scenario. However, this concept has been debunked by recent research. Deborah Brautigam, director of the China Africa Research Initiative at Johns Hopkins University, found no evidence that Chinese banks over-lend or invest in loss-making projects to obtain a foothold in those countries, in one of her studies on Chinese lending to Africa.

There is further evidence that China is not engaging in debt trap diplomacy. Brautigam has noted that in some countries the IMF has been labelled as being vulnerable. Also Chinese loans were not responsible for pushing indebted countries above IMF debt sustainability limits.

Furthermore, it should be noted that not just impoverished nations, but East Asian and Europe countries have also been smitten by the BRI. Over 18 European Union countries have joined the BRI.

In fact, rather than decrying China, the United States should engage in infrastructure lending to poor countries, and/or make it easier for multilateral banks to lend for such projects, reducing bureaucratic requirements. It should also initiate similar activities in under-developed or developing countries.

To better its image, China should improve transparency around BRI deals. The World Bank and other bodies have also called for increased transparency. This would go a long way in improving U.S. and other countries’ understanding of Chinese intentions about the BRI.

Jacqueline's Costume Designer

Jacqueline Appears Before Economic Offences Wing Of the Delhi Police

Bollywood actress Jacqueline Fernandez on Wednesday appeared before the Economic Offences Wing (EOW) of Delhi Police in connection with the Rs 200 crore money laundering case involving conman Sukesh Chandrashekhar.

Jacqueline arrived at the Delhi Police EOW office at Mandir Marg earlier today.
A senior police officer told ANI that EOW has prepared a list of questions to be answered by Jacqueline. The questions were based on her relationship with Sukesh and the gifts she got from him. She will also be asked how many times she had met or contacted Sukesh over the phone during that period, the officer added.

Meanwhile, Pinky Irani, who had apparently introduced Jacqueline Fernandez to Sukesh Chandrashekhar, also arrived at the office of the Economic Offences Wing of Delhi Police on Wednesday in connection with the money laundering case.

She has been summoned by EOW to join the investigation.

Irani has apparently helped Sukesh to contact Jacqueline Fernandez as she knew both of them. According to sources, Pinky and Jacqueline might be confronted during questioning to get more clarity in the case. Jacqueline has been communicated that her investigation might get stretched for a couple of days or back to back and hence told to plan her stay in Delhi accordingly.

Earlier, the Enforcement Directorate (ED) named Jacqueline in their chargesheet in the money laundering case that involves Sukesh.

The probe agency chargesheet stated that actor Jacqueline knew about Sukesh’s involvement in criminal cases but she chose to overlook his criminal past and got involved in financial transactions with him.

“The set of questions prepared for Jacqueline is different from that were asked to Nora Fatehi, who was earlier called for questioning into the case,” said another officer.

They have to also find out if both the actresses involved in the case were aware of each other receiving gifts, the officer added.

In September-October 2021, the enforcement agency recorded statements of Fatehi where she acknowledged having received gifts from the alleged conman and his actor wife Leena.

ED had registered a money laundering case in the alleged scam over the FIR registered by the Delhi Police. The agency had earlier stated that Fernandez’s statements were recorded on August 30 and October 20, 2021, where she admitted to having received gifts from Chandrashekar.

It also said that Fernandez had used proceeds of crime and bought valuable gifts for herself and her family members in India as well as abroad which amounts to an offence of money laundering under section 3 of the Prevention of Money Laundering Act 2002.

Sukesh Chandrashekhar, a native of Bengaluru in Karnataka, is currently lodged in a Delhi jail and faces over 10 criminal cases registered against him.

Chandrashekhar has been accused of extorting Rs 200 crore when he was lodged in Rohini jail, from Aditi Singh, the wife of jailed former Ranbaxy owner Shivinder Singh, while posing as an official from the union law ministry and the PMO, on the pretext of getting her husband out on bail. (ANI)
