Canada: Don’t Travel To Areas In India Bordering Pak

In what appears to be a bizarre travel advisory, Canada has advised its citizens to avoid all travel to areas in the states of Gujarat, Punjab, and Rajasthan that share a border with Pakistan due to the “presence of landmines” and an “unpredictable security situation.”

“Avoid all travel to areas within 10 km of the border with Pakistan in the following states due to the unpredictable security situation and presence of landmines and unexploded ordnance: Gujarat, Punjab, and Rajasthan,” the advisory states.
The travel advisory put out by the Canadian government on its website, which was last updated on September 27, also asks its citizens to exercise a high degree of caution in India due to the “threat of terrorist attacks throughout the country.”

This advisory excludes traveling to or within the Union Territory of Ladakh.

It also urges people to avoid non-essential travel to Assam and Manipur “due to the risk of terrorism and insurgency.”

Incidentally, India had on September 23 issued an advisory for Indian nationals and students in Canada to remain vigilant amid increasing incidents of crimes and anti-India activities in the country.

In a statement, the Ministry of External Affairs (MEA) said Indian missions in Canada have taken up these incidents with the Canadian authorities and requested them to probe these crimes.

“There has been a sharp increase in incidents of hate crimes, sectarian violence, and anti-Indian activities in Canada. The Ministry of External Affairs and our High Commissions/Consulates General in Canada have taken up these incidents with the Canadian authorities and requested them to investigate the said crimes and take appropriate action,” the MEA said in a statement.

The statement also stressed that “the perpetrators of these crimes have not been brought to justice so far in Canada.”

“In view of the increasing incidences of crimes as described above, Indian nationals and students from India in Canada and those proceeding to Canada for travel/education are advised to exercise due caution and remain vigilant,” the statement added.

The advisory also said Indian nationals and students from India in Canada may also register with the High Commission of India in Ottawa or the Consulates General of India in Toronto and Vancouver through their respective websites, or the MADAD portal madad.gov.in.

“Registration would enable the High Commission and the Consulates General to better connect with Indian citizens in Canada in the event of any requirement or emergency,” the advisory said.

This advisory after India termed the so-called Khalistan referendum conducted by separatist groups as a “farcical exercise”. (ANI)

MoS Muraleedharan

No Compromise On National Security: MoS Muraleedharan Lauds PFI Ban

Union minister V Muraleedharan on Wednesday lauded the Centre’s ban on PFI and its affiliates for five years, saying it showed that the Modi government “acts tough” with forces aiming to disrupt peace and stability.

The Minister of State for External Affairs and Parliamentary Affairs reaffirmed the government’s stand that there would be no compromise on the matter of national security.
“No compromise on National Security. Banning PFI reiterates the fact that @narendramodi Govt acts tough on forces aiming to disrupt peace & nation’s stability. @narendramodi govt ensuring integrity, sovereignty & security of the country. The whole nation welcomes this decision,” Muraleedharan tweeted.

Late Tuesday, the Ministry of Home Affairs declared the Popular Front of India (PFI) and its associates or affiliates or fronts “as an unlawful association with immediate effect”. It banned these outfits for five years under the Unlawful Activities (Prevention) Act, 1967.

Along with PFI, the ban was imposed on its fronts including Rehab India Foundation (RIF), Campus Front of India (CFI), All India Imams Council (AIIC), National Confederation of Human Rights Organisation (NCHRO), National Women’s Front, Junior Front, Empower India Foundation and Rehab Foundation, Kerala.

In a notification, the Home Ministry said the ban has been imposed against these outfits for “indulging in unlawful activities, which are prejudicial to the integrity, sovereignty and security of the country and have the potential of disturbing public peace and communal harmony of the country and supporting militancy in the country.”

The notification said the PFI has been found to be involved in several “criminal and terror cases and shows sheer disrespect towards the constitutional authority of the country and with funds and ideological support from outside it has become a major threat to the internal security of the country.”

The ban has been imposed after two rounds of nationwide raids against the PFI this month during which more than 100 members associated with the outfit were detained. (ANI)

MP Kodikunnil Suresh

Ban RSS Too: Cong MP Kodikunnil Suresh

Congress MP from Kerala on Wednesday compared the Rashtriya Swayamsevak Sangh (RSS) with the Popular Front of India and demanded a similar ban on it for perpetuating “Hindu communalism.”

The remarks by Lok Sabha MP Kodikunnil Suresh came in the wake of the ban by the central government issued through a notification late on Tuesday on Popular Front of India and its affiliates for having ‘terror links.”
“We demand a ban on RSS as well. The ban on PFI is not the remedy as RSS is also spreading Hindu communalism throughout the country,” K Suresh said.

“So both the RSS and PFI are equal. The government should ban both. Why only PFI? RSS is also doing the majority communalism,” he said.

K Suresh further added that the communalism of both the majority as well as minority is dangerous.

“Wherever majority communalism is there, then minority communalism is also coming up. So ultimately both (majority and minority) communalism is dangerous. It is dangerous for the country. So the government should ban both. Otherwise no result,” the Congress Lok Sabha chief whip added.

Earlier senior Congress leader Digvijaya Singh while denouncing the violence perpetrated by the Popular Front of India (PFI) in Kerala, lashed out at the RSS and VHP as well, calling them “ek hi thali ke chatte batte” while also demanding action against “all those who spread hatred and violence.

The Ministry of Home Affairs (MHA) on Tuesday night made the announcement through a notification declaring “the PFI and its associates or affiliates or fronts as an unlawful association with immediate effect”.

Alongwith PFI, a ban was also imposed on its fronts including Rehab India Foundation (RIF). Campus Front of India (CFI), All India Imams Council (AIIC), National Confederation of Human Rights Organization (NCHRO), National Women’s Front, Junior Front, Empower India Foundation and Rehab Foundation, Kerala as an “unlawful association”.

As per the notification, the Central government declared PFI and its associates or affiliates or the fronts as’ unlawful organizations’ in the exercise of the powers conferred by sub-section (1) of section 3 of the Unlawful Activities (Prevention) Act. 1967 (37 of 1967) and banned the organisations under section 4 of the UAPA.

Earlier on September 26, the Karnataka unit of the Social Democratic Party of India (SDPI), a political wing of the Popular Front of India condemned the raids conducted by the National Investigation Agency against its members, and asked why the central agency had not yet conducted raids on the RSS and its affiliated organizations for “acts of communal hatred”.

The NIA had arrested over 106 members of the PFI during its largest-ever raids spread across 15 states on September 22. (ANI)

PFI unlawful association

Centre Declares PFI Unlawful Association For 5 Years

The Central Government on Tuesday declared the Popular Front of India (PFI) and its associates or affiliates or fronts as an unlawful association with immediate effect for a period of five years.

“PFI and its associates or affiliates or fronts operate openly as a socio-economic, educational and political organization but, they have been pursuing a secret agenda to radicalize a particular
section of the society working towards undermining the concept of democracy and show sheer disrespect towards the constitutional authority and constitutional set up of the country,” said the government notification.

The notification said PFI and its associates or affiliates, or fronts have been indulging in unlawful activities which are prejudicial to the integrity, sovereignty and security of the country and have the potential to disturb public peace and communal harmony of the country and support militancy in the country.

It further said some of the PFI’s founding members are the leaders of the Students Islamic Movement of India (SIMI) and PFI has linkages with Jamat-ul-Mujahideen Bangladesh (JMB), both of which are proscribed organisations.

There had been a number of instances of international linkages of PFI with global

terrorist groups like the Islamic State of Iraq and Syria (ISIS); the PFI and its associates or affiliates or fronts have been working covertly to increase the radicalization of one community by promoting a sense of insecurity in the country, which is substantiated by the fact that some PFI cadres have joined international terrorist organisations, said the notification.

“The Central Government, having regard to the above circumstances, is of the firm opinion that it is necessary to declare the PFI and its associates or affiliates or fronts as an unlawful association with immediate effect, and accordingly, in the exercise of the powers conferred by the proviso to sub-section (3) of section 3 of the said Act, the Central Government hereby directs that this notification shall, subject to any order that may be made under section 4 of the said Act, have effect for a period of five years from the date of its publication in the Official Gazette,” it said.

The National Investigation Agency, Enforcement Directorate and the state police forces jointly coordinated searches at the houses and offices of the PFI leaders and members across India.

Searches were conducted at 93 locations in 15 states of India in which over 100 activists of the Popular Front of India (PFI) were arrested.

The states where the raids were conducted included Andhra Pradesh (4 places), Telangana (1), Delhi (19), Kerala (11), Karnataka (8), Tamil Nadu (3), Uttar Pradesh (1), Rajasthan (2), Hyderabad (5), Assam, Madhya Pradesh, Maharashtra, Goa, West Bengal, Bihar and Manipur.

The searches were conducted in connection with five cases registered by the NIA following “continued inputs and evidence” that the PFI leaders and cadres were involved in the funding of terrorism and terrorist activities, organising training camps for providing armed training and radicalising people to join banned organisations.

A large number of criminal cases were registered in different states over the last few years against the PFI and its leaders and members for their involvement in many violent acts.

The PFI was launched in Kerala in 2006. (ANI)

On the sidelines of the SCO summit in Samarkand on September 16, PM Modi had said “today’s era isn’t of war” while emphasising the need to find ways to address the problems of food, fuel security and fertilizers.

“I really want to emphasize on what PM Modi said. I think he captured, as well as anyone I have heard, fundamentally what this moment is about as he said, this is not an era, the time for war and we could not agree more,” Blinken during a joint press conference said.

Jaishankar about China LAC

Jaishankar: Indo-Russia Ties Based On India’s National Interest

Noting that India makes a choice about procuring defence equipment in its national interest, External Affairs Minister S Jaishankar on Tuesday said where “we get our military equipment is not a new issue or changed due to geo-political changes” and that New Delhi has not faced problems in terms of spare parts supply in the past from Russia.

Addressing a press conference with US Secretary of State Anthony Blinken, Jaishankar said India has a tradition of multi-sourcing defence equipment.

“Don’t think we’ve faced any problems in terms of servicing or spare parts supply we’ve got in past from Russia. Where we get our military equip is not a new issue or changed due to geopolitical changes. We exercise a choice that is in our national interest,” he said.

“We have a tradition of multi-sourcing and for us how to get the optimal deal from a competitive situation is really what this is all about,” he said responding to q query on import of defence equipment.

Jaishankar said the Ukraine conflict is “not in anybody’s interest”.

“The best way forward is to return to dialogue and diplomacy,” he said, reaffirming India’s stance.

The two leaders also exchanged views on Ukraine conflict and the Indo-Pacific region.

“We engage with each other in almost every domain and the quality of our cooperation in our conversations has steadily improved. We discussed our political coordination working together in plurilateral and multilateral formats and exchanging assessment and collaborating on the important regional issues and global challenges. I would specifically mention the Ukraine conflict and the Indo-Pacific situation in that regard,” Jaishankar said.

Russia had launched a special military operation in Ukraine in February this year.

In his remarks, Antony Blinken referred to remarks made by Prime Minister Narendra Modi during his meeting with Russian President Vladimir Putin on the sidelines of the SCO summit.

“I really want to emphasize on what PM Modi said, I think he captured, as well as anyone I have heard, fundamentally what this moment is about as he said, this is not an era, the time for war and we could not agree more,” he said.

PM Modi, in his remarks during the meeting with Putin, had noted that India and Russia have stayed together for several decades.

“Today’s era is not of war and I have spoken to you about it on the call. Today we will get the opportunity to talk about how we can progress on the path of peace. India, and Russia have stayed together with each other for several decades,” PM Modi had said.

“We spoke several times on the phone about India-Russia bilateral relations and various issues. We should find ways to address the problems of food, fuel security and fertilizers. I want to thank Russia and Ukraine for helping us to evacuate our students from Ukraine,” he had added.

Jaishankar also talked of the concern about energy prices among developing countries.

“Energy markets under stress must soften up. We’d judge any situation by how it affects us & other countries global south. There is a very deep concern among developing countries about how their energy needs are addressed or not,” he said.

He also referred to “deep anxieties in the global south on fuel fertilizers.”

Jaishankar met with Blinken earlier at the Quad meeting which saw participation from foreign ministers from India, the US, Australia, and Japan.

Speaking on the Sustainable Development Agenda the EAM said, “We must not let current developments jeopardize Agenda 2030 on SDGs or deflect us from climate action and climate justice commitments.”

Describing the discussions with Blinken as “productive,” Jaishankar said bilateral cooperation in different bilateral domains is progressing vigorously.

“We did a comprehensive stock-taking,” the minister said. (ANI)

Waqf Board Case: Order On Bail For Amanat Ullah Khan Reserved

A Delhi Court on Tuesday reserved the order on the bail plea of Aam Admi Party (AAP) MLA Amanat Ullah Khan after hearing the arguments of the counsel accused and Prosecution.

The AAP MLA was arrested in a case related to alleged irregularities in appointments in Delhi Waqf Board during his chairmanship.
On Monday the court sent AAP MLA Amanat Ullah Khan to judicial custody remand after the police custody remand.

Another accused Kausar Imran Siddiqui alias Laddan was produced on a production warrant before the court. He was interrogated and thereafter arrested with the permission of the court. He was in judicial custody in another case lodged at Jamia Nagar police station.

The court granted two days of custody of Laddan for interrogation.

Special CBI Judge Vikas Dhull reserved the order on the bail plea of Amanat Ullah Khan after hearing the arguments of both sides.

Senior Advocate Rahul Mehra, while arguing on behalf of Amanat Ullah Khan, submitted that there is evidence to show that there was any violation of rules and regulations in appointing the contractual employees of the board when as such no rules are in place.

Rahul Mehra further argued that each and every decision was taken by the board collectively, but Amanat Ullah Khan has been made the only accused in this case.

The senior advocate also submitted that there is no rule which bars the recruitment of persons of a constituency, area or family if they are otherwise qualified.

He also said that the recruitment was done through a walk-in interview and an advertisement was also published in the newspaper.

It was also argued that there was no violation of rules and regulations or demand and acceptance of any bribes or money. There is no material to show that the illegal money was recovered from the accused which is reflected in the diary recovered from Laddan’s house.

Therefore the sections of the Prevention of Corruption Act are not made out, the counsel for the accused submitted.

The senior advocate said that there was a bidding process for renting out the shops of the board. Everything is on paper. There is nothing to show that there was any criminality.

He also submitted that another case related to the appointment was registered by the CBI in 2016 against the accused but his not arrested as the premier agency is not bloodthirsty, unlike other agencies.

There were 25 cases against the accused, out of which in 20 cases he has been acquitted, discharged or the cases have been compromised. Five cases are still pending out of which one is of the CBI in which a charge sheet has been filed but the accused was not arrested.

In the present case, the accused has been arrested even after 2 years of investigation. Despite this the Prosecution has nothing against the accused even after 10 days of custody, Mehra argued.

While opposing the bail plea additional public prosecutor (APP) Atul Shrivastava submitted that there is evidence against the accused and he is a very influential person. He may influence the witnesses in this case.

APP submitted that there were Irregularities in the appointment. These appointments were made in violation of rules and his own people were employed.

He also submitted that the funds of Rs. 3.2 crores meant for widows’ help were paid as employees’ salaries. Thus, there was a misappropriation of funds.

AAP argued that there was an alleged demand of Rs.10 lakh from a successful bidder for renting a shop. When he refused to pay the bribe he was allegedly forced to withdraw the bid.

He also referred to a screenshot of a mobile in connection with the alleged payment of Rs.1 Lakh which was part alleged gratification of Rs. 7 lakh allegedly paid a person to the associates of Amant Ullah.

The APP also said that the accused was not cooperating in the investigation. He did not disclose his phone correctly. AAP MLA allegedly said his phone was lost on the day of arrest. The AAP showed a video on the mobile in which the accused was handed over to someone.

It was also alleged that the accused misused his official position as chairman of the board by appointing his own people, even his blood relatives. This section of Corruption is made out against him.

It was alleged that the successful bidder was forced to withdraw his bid for the rent of a property.

The court asked to show the tenancy document for the loss if any. The Prosecution could not satisfy the query satisfactorily. The court also asked where is the loss to the exchequer.

The APP replied that there was no rent agreement whereas the property can not be rented out without a rent agreement. The accused and his men rented out many properties without a rent agreement. The CEO had allegedly said the document was with the accused, AAP submitted.

At this point, Rahul Mehra rebutted that the accused was in their custody for 10 days. Still, the agency was able to recover the documents. The agency should go after the CEO if he is not providing the document.

Earlier, the Anti Corruption Bureau (ACB) had said that money was sent to Dubai and other money transactions need to be investigated. It was also alleged that an MCD school in Fatehpuri masjid was converted to shops and they were rented out at lesser rent. This caused a loss to the board.

The APP also referred to an incident of alleged misbehaving by the accused with the former CEO during a meeting. He said the accused misbehaved with him. He did not allow the videography of the meeting. Everything was being done only by the accused and his people on the board.

He also referred to the statement of a woman employee of the board who said that files related to the digitalisation program WAMSI were got removed so that it could not take place. (ANI)

8 Lakh Views To India’s First Live-Streaming Of SC

In a landmark moment in the history of the Indian judiciary, the Supreme Court on Tuesday live-streamed on YouTube its proceedings for the public to watch.

The proceedings were watched by more than eight lakh viewers.
This step will go a long way in overcoming the barriers of distance and will provide citizens from every nook and corner of the country opportunity to watch the Supreme Court proceedings, said a statement issued by the Supreme Court.

It further stated that this is a humble beginning and the “attempts will now be made to live-stream proceedings in all important matters” until live-streaming of proceedings becomes the order of the day.

“Three Constitution Benches in Court nos. 1, 2 and 3 of the Supreme Court of India were sitting today simultaneously and the proceedings in these three Courts were being live streamed through YouTube and other T.V. Channels. Statistics show that more than eight lakh viewers watched the proceedings before the three Constitution Benches,” said the Supreme Court.

The decision to live stream the proceedings of the Constitution benches was taken by the Full Court on September 20, 2022 and soon thereafter trial runs were undertaken by the Registry.

The technical support teams ensured that the live streaming was without any obstruction or difficulty and was completely seamless, the statement added.

Last week Supreme Court decided to hold live streaming of all the Constitution bench hearings from September 27.

Today, three Constitution benches heard the cases relating to pleas challenging the Centre’s decision to grant a 10 per cent quota for the EWS category in admissions and jobs, the Maharashtra political crisis, and control of administrative services in Delhi.

A five-judge bench headed by Chief Justice of India UU Lalit heard pleas challenging the EWS quota case. The case challenges the 103rd Constitution Amendment.

Justice DY Chandrachud-led bench heard the petitions filed by both the Uddhav Thackeray-led camp and Eknath Shinde group on the issue of Maharashtra political crisis, and the plea of the Delhi government on the contentious issue of who should control administrative services in Delhi over the transfers and postings of officers in the national capital.

While a bench headed by Justice Sanjay Kishan Kaul heard the matter relating to the validity of the All India Bar Examination.

Yesterday, CJI said that the Supreme Court will have its own platform to live-stream its proceedings and the use of YouTube for the purpose is temporary.

“These are the initial stages. We will certainly have our own platforms… We will take care of that (copyright issue),” he said while a lawyer told the apex court that the copyright of the top court proceedings cannot be surrendered to private platforms like YouTube.

Currently, the Constitution bench of the Supreme Court has been hearing a number of cases including economically backward class reservation law, the religious practice of ex-communication in the Dawoodi Bohra community, Centre’s petition on additional compensation for victims of the 1984 Bhopal gas tragedy among others.

The cases that the five-judge Constitution bench will hear in near future include challenges to the Citizenship Amendment Act (CAA), abrogation of Article 370, Maharashtra political crisis etc.

Senior advocate Indira Jaising had also written to the CJI and other judges requesting the Supreme Court to begin live streaming of proceedings of matters of public and constitutional importance.

In 2018 the then CJI Dipak Misra-led three-judge bench had agreed to start a live telecast of proceedings in a phased manner.

For the first time, the Supreme Court in August live-streamed its proceedings through a government webcast portal of a ceremonial bench for while giving farewell to outgoing Chief Justice of India NV Ramana. (ANI)

Nadda Holds Series Of Meetings, Meets State In-Charges

Bharatiya Janata Party (BJP) president J P Nadda on Tuesday held a meeting with the party’s newly appointed state in-charges and discussed ways to strengthen the organisation and prepare for 2024 general elections.
During the meeting, Nadda asked the in-charges to stay connected with the workers on ground and tell people about Narendra Modi-led government’s work done across the last 8 years, sources said.

“We were told that we need to keep visiting the state and keep highlighting the issues that concern particular state so that immediate feedback and cognizance can be taken,” a source told ANI.

This was Nadda’s first meeting with the party’s newly appointed state in-charges. The message by saffron party leadership was very clear for the newly appointed in-charges about making sure that the party strengthens its organisational base from right the booth level onwards.

Another source told, “We were told that we need to keep visiting the state and stay connected. This will keep the party cadre morale high.”

The party top leadership has asked the state in-charges to make frequent visits to the states assigned to them and that each one must maintain complete accountability.

“BJP is not a shortsighted party but a party with distinct vision and in for a long haul and therefore continuity in work in the organisation will hold the key,” a source told ANI about the message from the top brass.

Another meeting is also expected to take place with all the state in charges soon.

On 9tn September, BJP national president JP Nadda appointed in-charges for various states and union territories including poll-bound states like Tripura and Telangana.

Bhupender Yadav was replaced by general secretary Vinod Tawde in Bihar whereas Harish Dwivedi continues to be the co-incharge. Om Mathur is the in-charge for Chhattisgarh. Former Tripura Chief Minister Biplab Deb has been given an organisational responsibility and made in charge of Haryana.

Vinod Sonkar who was in charge of Tripura which goes into election next year has been replaced by former union minister and Noida MP Dr Mahesh Sharma. Former Gujarat chief Minister Vijay Rupani has also been given organisational responsibilities in Punjab and Chandigarh.

National general secretary Dilip Saikia has been replaced by Dr Laxmi Kant Bajpai in Jharkhand where the BJP locked in the bitter battle with th ruling JMM-Congress. Recently Bajpai was brought to the Rajya Sabha from Uttar Pradesh and has also been made the chief whip of the party in the Rajya Sabha

Notably, there are elections in the two state- Gujarat and Himachal Pradesh in the coming months. In the first part of the year 2023, Tripura, Meghalaya, Nagaland will witness elections and the party is preparing for all the state elections.

While the BJP is in power in Meghalaya and Nagaland in alliance with NDA, the party stunned everyone with the Tripura elections in 2018 and also is looking towards repeating its performance.

Karnataka state in which the BJP is in power for the longest will also be a stiff challenge for the saffron party with the kind of backlash that chief minister Basavaraj Bommai has been facing in the recent.

While the BJP continues to be in power in Madhya Pradesh with Shivraj Singh Chouhan at the helmit will be a stiff challenge for them to come back to power in states of Chhattisgarh and Rajasthan, which they lost in the last election. (ANI)
