‘Hounding Uttarkashi Muslims Is An Attempt To Hide Govt Failure on Jobs, Joshimath, Other Fronts’

A section of Uttarakhand citizens are concerned and anguished over the recent attacks on Muslim households in Uttarkashi. The ‘marked attack’ on the shopkeepers, whereby their shops are marked, bring back bad memories of a similar phenomenon during the Nazi era in Germany and Europe. The disgraceful design is clear. It is meant to camouflage the failure of the current BJP government in the state, and at the Centre, on the economic and social front.

The Centre and state governments have failed to provide secured employment, health and education to the youth, and the ordinary folks in far-flung hill villages. There have been repeated leaks in the entrance exams, while young people have protested in Dehradun demanding a CBI probe into the recruitment scams in February, 2023. They were brutally attacked by the police. Now connect the dots.

Earlier, a teenage girl, Ankita Bhandari, was brutally murdered, after she refused to ‘comfort’ the wealthy guests at a resort in Haridwar, owned illegally by the brothers of a BJP minister. . Also, there is a case of a Dalit man who was first abducted, then killed by his in-laws for marrying their upper-caste daughter in Almora district; Jagdish Chandra (39), a Dalit political activist from Panuadhokhan village, was found dead in a car in Bhikiasain town in early September last year.

Then, in Haldwani, thousands of, deprived and disenfranchised people, mostly Muslims, and also poor Hindus, were given the order to vacate their homes. Consequently, the Supreme Court intervened and stayed it. In Joshimath, the entrance to Badrinath, one of the holiest char-dhams of the Hindus, thousands have been protesting since months, as hundreds of homes have developed cracks and sunk, thanks to the so-called top-heavy and corrupt development model, along with the many dams and hydro-electrify projects, including the 520 MW Tapovan-Vishnugad project.

Besides, hundreds of homes have developed cracks en-route to the Rishikesh-Karnprayag Railway Lines. Since this government has nothing positive to show, the time-tested communal card, while targeting the peaceful minorities, seems to be the preparation for 2024 elections, using the tried and tested Hindu-Muslim hate narrative. This also shows the desperation of the BJP, Uttarakhand being a small state, sending merely five MPs.

Is Uttarkhand a peaceful state? It may appear on the surface to a casual tourist, given its cool, green and serene atmosphere, but if you scratch the surface a bit, you can see a different picture. Uttarakhand is the only state in the country where upper caste Hindus are in the majority. Thakurs constitute 35 per cent of the total population, followed by Brahmins (25 per cent); together, they constitute over 60% of the population. Most of them stood solidly behind the BJP in the last assembly elections.

The upper caste communities have been largely prejudiced, not against Muslims only, but also against Dalits and Adivasis, whom they call Shilpkars and Doms. It must be mentioned that the minor girl in Purola was a Dalit; she was having a consensual relationship with a Saini youngster, who was running a shop originally in Najibabad, UP.

Then, in every hill village, the hate campaign is silently going on since decades, where RSS-controlled Saraswati Shishu Mandirs are working and regular RSS shakhas are being held, brainwashing people, who may have never seen or met a Muslim, but are deeply prejudiced against them. So, the entire Muslim community is being targeted, though they are just about 1% of the population, as per the 2011 census. Hence, it seems a bit too desperate for the BJP!

Some forward-looking and peace-loving people have been protesting, including members of the Uttarakhand Insaniyat Manch. They submitted a memorandum against the hate campaign to the District Magistrate of Dehradun on June 7. A group of Supreme Court lawyers have written an open letter to Uttarakhand Governor, Lieutenant General Gurmit Singh, about the government’s inaction on repeated instances of hate speech in the state. A state-wide conference is being organised in Dehradun to oppose the hounding of Muslim citizens. The Left parties have been openly campaigning against it.

The CM is also organising a meeting on it on July 1 in Srinagar, Garhwal, a major hill town in Garhwal. But, the main opposition party, Congress, which is the only party which assumes power periodically, is maintaining a strategic silence. They are clearly scared of losing the Hindu votes, despite Rahul Gandhi’s ‘Mohabbat ka Caravan’!

Unrolling The PMO Paradigm

The Prime Minister’s Office (PMO) was a small unit under Jawaharlal Nehru that grew with time and with each prime minister. Little is known of its current strength and those who man it. But undoubtedly, under Narendra Modi’s stewardship, it is the strongest entity governing the country.

A common thread runs through them all. As happens in any parliamentary democracy, a PMO grows at the expense of the Cabinet Secretariat. Over the years, the PMO has become the instrument through which decisions on complex issues are taken and relayed to the right authorities to be enforced. And till that is done, the officials are on their toes.

They may pertain to anything – administration, politics, Centre-state relations, foreign and security affairs. In a sense, the PMO oversees the working of the entire nation. And since it has become a top-down process, mistakes occur and fault lines develop in a vast polity like ours.

Its work is being written about and discussed. The Narasimha Rao years have been written about by his biographers and recently, by his spokesman, S. Narendra in India’s Tipping Point. The Vajpayee years were analysed by the late Shakti Sinha. Manmohan Singh’s decade was treated in an erudite manner by Sanjaya Baru but ended up becoming an election-eve film that did little credit – forget the filmmaker — to the supposed protagonist.

At a time when the current government does not exactly heap praise on the Nehru-Gandhis, it is interesting to read how their PMOs dealt with challenges faced nearly four decades ago. But it confirms the common trend. Ambassador Chinmaya R. Gharekhan, who worked for them (1981-86), notes that “the concentration of power in the PMO has tended to depreciate the expertise of the civil service machinery.

“In a bureaucracy, access is everything” and having the PM’s ear inspired a feeling that he could “influence decisions even more than the foreign secretary,” he says in Centres of Power: My Years in the PM’s Office and Security Council. A year after he left the PMO, in 1987, Rajiv announced the sack, at a press conference, of Foreign Secretary A P Venkateswaran.

Gbarekhan says the system ensures the politician’s supremacy: “Even puppet politicians are politicians first and puppets later”.

Proximity to PM matters. Shakti Sinha was the “first and last man Vajpayee would see in the day through much of the mid-1990s — during his 13-day tenure in 1996, his stint as leader of opposition between 1996 and 1998, and then during the critical 1998-99 years when India went nuclear, embarked on ambitious reforms, and fought and defeated Pakistan in Kargil.” The reviews of Sinha’s book Vajyapee: The Years That Changed India say he understood the PM intimately during the numerous meals the two would share, alone — in total silence.

Those who reviewed Gharekhan’s book released last month, include K. Natwar Singh, a former foreign minister and Krishnan Srinivasan, a former Foreign Secretary. Srinivasan confirms two little-known things. Narasimha Rao mistakenly did not appoint Gharekhan as the Foreign Secretary. More importantly, when Natwar Singh resigned as Foreign Minister in 2005, Sonia Gandhi wanted Gharekhan to take over. This did not work out.

Gharekhan enjoyed working with the Gandhis. His accounts and anecdotes are both revealing and refreshing. Indira wanted to be accepted as a stateswoman and hoped to get a Nobel. And Gharekhan headed a committee to canvas for the prize. This was “as bizarre as that sounds. Clearly, some in high places in Delhi were, then as now, remote from reality.”

She did not share Nehru’s ideological affinity for Russia, was pro-British and was solicitous over British visitors, though she disliked the Commonwealth, “perhaps because in that forum several heads of government indulged in very plain speaking.” She cared about her coverage in the media, especially the Western press.

Gharekhan speaks of how the Americans were “most excited” about Rajiv Gandhi’s assumption of office and took advantage of Rajiv’s inexperience to flood Delhi with a host of envoys of dubious quality. That, one would surmise, is typical diplomacy, and not confined to the Americans.

While Indira changed drafts of statements, messages and speeches “like a sub-editor”, Rajiv simply had no time and patience for them. He did not like to be told how his mother worked or would have worked, on a particular issue. But both were trusting and caring of their officers. Indira would instruct staff to prepare ‘khichdi’ since Gharekhan had a bad tummy.

Gharekhan got on well with Indira. From time to time both would converse in French to the discomfiture of officers and ministers. But all that has not prevented him from being critical of the two bosses.

That she was superstitious is well-known, and so is her immaculate dress sense. Gharekhan had to reassure her once that her saree was perfectly worn, except a “little high on the left.” And as she corrected it, she would ask the poor official to “look away.”

Where else would anyone get a boss who keeps a tab of the officer’s cultural pursuit, outside of official work? Indira would listen to Gharekhan’s Hindustani Classical rendering on the radio and convey her appreciation of the performance. This is the stuff of which a good book is made.

Natwar Singh notes a word from Gharekhan that has a message for the present dispensation: “1962 had done harm to India and to Sino-Indian relations. All that changed when Deng Xiaoping told the Indian Prime Minister to leave the border aside and develop good neighbourly friendly relations in other areas like trade and tourism, exchange of students etc. From 1988 to 2020 there was no conflict between the two countries.”

Considered a ‘progressive’ in the PMO, despite his proximity with both the PMs he served, Gharekhan disliked Indira’s invocation of family heritage – “the emphasis on the family did not sound decent in a democracy”, adding, in another context, there “was no half-way house between democracy and dictatorship”.

What worked for Gharekhan was “my non-offensive, non-combative style”. It enabled him to ride the contradictions inherent in the system he worked within. His swan song before he left for the US to spend his remaining years shows him as a calm, composed and unruffled diplomat. We are talking of a different era.

Cyclone Biparjoy Landfall Begins, To Continue Till Midnight

The landfall process of extremely severe cyclonic storm ‘Biparjoy’ has begun and it will continue till Thursday midnight, a senior weather scientist at India Meteorological Department (IMD) said.

“The landfall process (of cyclone ‘Biparjoy’) has commenced and it will continue till (Thursday) midnight,” Mrutyunjay Mohapatra, director general, Meteorology, IMD, told ANI.

Earlier, on Thursday, the IMD said cyclone ‘Biparjoy’ will cross Jakhau Port of Gujarat by Thursday night after making landfall as a very severe cyclonic storm (VSCS).

“Cyclone Warning for Saurashtra and Kutch Coasts: RED MESSAGE. VSCS BIPARJOY at 1130IST today near lat 22.8N & long 67.3E, about 140km WSW of Jakhau Port (Gujarat) and 190km WNW of Devbhumi Dwarka. To cross near Jakhau Port (Gujarat) by tonight as VSCS,” IMD said in a tweet on Thursday.

Meanwhile, Gujarat Chief Minister Bhupendra Patel chaired a review meeting at the State Emergency Operation Center in Gandhinagar on Thursday morning as cyclone ‘Biparjoy’ neared.

The IMD issued a Red alert for the Saurashtra and Kutch coasts on Wednesday, saying that VSCS (Very Severe Cyclonic Storm) ‘Biparjoy’ will cross Saurashtra and Kutch and adjoining Pakistan coasts, between Mandvi and Karachi near Jakhau Port, by Thursday evening.

Warnings about extensive damage to temporary housing structures and falling of trees and branches due to high-speed winds, high tides and heavy rainfall have already been issued by India Meteorological Department.

“Sea conditions will remain disturbed in the northeast Arabian Sea due to cyclone ‘Biparjoy’. All fishing operations should remain suspended. Offshore activities, port and industrial activities and oil explorations should be regulated today,” the director general of IMD said.

Preparations for protection against the cyclone are on in full swing on the Gujarat coasts. District authorities have also been sharing timely updates on evacuation measures and the provision of temporary shelters for evacuees.

Amid the approaching cyclone, National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) deployed teams in Gujarat on Wednesday. The teams set about evacuating people and livestock from low-lying, coastal areas to safely and mobilising other emergency measures to save lives and property. (ANI)

Delhi Police Files Chargesheet Against Brij Bhushan

Delhi Police on Thursday filed a chargesheet in the FIR against former WFI chief Brij Bhushan Sharan Singh on the complaint of protesting wrestlers.

The chargesheet has been filed under sections 354, 354D, 345A & 506 (1) of IPC, Special Public Prosecutor Atul Srivastava said.

The chargesheet has been filed over the sexual harassment allegations against Brij Bhushan Singh, a BJP MP, levelled by the wrestlers.

Additonal Chief Metropolitan Magistrate Deepak Kumar of Rouse Avenue Court kept the matter for June 22 for consideration for taking cognisance of the chargesheet.

Two FIRs had been registered against Brij Bhushan Singh on the basis of wrestlers’ complaints.

While one was registered under POCSO Act in Patiala House Court on the basis of a complaint by a “minor wrestler”, the second was filed on the complaint of other wrestlers in MP/MLA court at Rouse Avenue.

The Delhi Police has filed its final report in both the FIRs in the respective courts.

In Patiala House Court, Delhi Police filed Cancellation Report citing a lack of evidence on POCSO matter.

This comes after the minor, who had accused the WFI chief of sexual harassment changed her statement. There was no collaborative evidence in the case, Delhi Police said.

Delhi Police officials said that in the POCSO matter, they have submitted a police report under section 173 Cr PC requesting for a cancellation of the case based upon statements of the complainant – the father of the victim and the victim herself.

Delhi Police said they filed the chargesheet for the offences under sections 354 (Assault or criminal force to woman with intent to outrage her modesty), 354A (making sexually coloured remarks), 354D (stalking) of IPC against accused Brij Bhushan Sharan Singh and for offences under sections 109/ 354/354A/506 IPC against accused former WFI assistant secretary Vinod Tomar.

Union Sports Minister Anurag Thakur had told protesting wrestlers during his talks with them earlier this month that the chargesheet in the case will be filed by June 15.

Thakur had said that an Internal Complaint Committee of the wrestling federation will be constituted and it will be headed by a woman.

The protesting wrestlers had said they will discuss the outcome of their talks with their supporters. (ANI)

Indian Exports Dip 6% in May Amid Global Slowdown

India’s overall exports, both merchandise and services combined, in May 2023 are estimated to be USD 60.29 billion, registering a decline of about 6 per cent from May 2022, official data revealed on Thursday.

Overall imports in May 2023 are estimated to be USD 70.64 Billion, down 7.45 per cent from May 2022.

India’s overall exports in April-May 2023, the first two months of fiscal 2023-24, are estimated to have declined 5.48 per cent over April-May 2022.

Overall imports in April-May 2023 are estimated to have declined 9.63 per cent from April-May 2022.

“India’s trade performance, after witnessing very strong growth in 2022-23 has shown declining trends as compared to the high base of last year as the pace of growth in global merchandise exports moderated significantly in 2023, as persisting geopolitical tensions and monetary tightening induced recessionary fears have led to a decline in consumer spending across advanced nations,” said the Commerce ministry in a release.

India’s overall exports in the just concluded financial year 2022-2023 were worth USD 775.87 billion, a growth of over 14 per cent and almost USD 100 billion more than last year’s figures. In 2021-22, the overall exports were at USD 676.53 billion.

Meanwhile, India’s trade deficit has shown a considerable decline in April-May 2023.

The overall trade deficit for April-May 2023 is estimated at USD 13.28 billion compared to the deficit of USD 20.56 billion during April-May 2022, registering a decline of 35.41 per cent. (ANI)

BJP Scared of Grand Alliance, Says RJD Leader Tajashwi Yadav

Referring to the upcoming visits of Union Home Minister Amit Shah and Bharatiya Janata Party National President JP Nadda to Bihar at the end of this month, state Deputy Chief Minister Tejashwi Yadav on Thursday said that the BJP leaders are visiting the state because the party is “scared” ever since the grand alliance was formed.

“Ever since the Grand Alliance was formed and we have come with Nitish Kumar, there is panic in their (BJP) camp. These people are scared,” Yadav said while addressing the reporters here.

He further emphasised that if the entire opposition contests elections unitedly, then the BJP will be ousted from the states where it currently holds power.

“If the entire opposition contests elections unitedly, then they are not going to last anywhere, these people know this and their internal survey is also telling them what will be their condition in different states? This is told by a BJP leader,” Tejashwi Yadav said.

Meanwhile, Bihar BJP President Samrat Chaudhary said Union Home Minister Amit Shah would address a public rally in Munger and JP Nadda would hold a public rally in Jhanjharpur.

“Union Home Minister Amit Shah will be visiting Bihar and will address a public rally in Munger on June 29. BJP national president JP Nadda will be holding a public rally in Jhanjharpur,” Chaudhary said.

This will be Shah’s fifth visit to the state in nine months since his party was ousted from power in the state in August 2022 after Nitish Kumar snapped ties with the BJP, bringing an end to the coalition government in the state.

Last year, Amit Shah visited Punia, which is considered to be the capital of the Seemanchal region.

Later, in October, he visited Sitab Diara, the birthplace of late socialist stalwart Jai Prakash Narayan.

In February this year, he visited Valmakinagar and Patna the same day (Feb 25) and addressed Kisan Samagam organised on the birth anniversary of peasant leader Sahajanand Saraswati in Patna, in a bid to woo the Bhumihar community.

In April, Shah addressed a public meeting in Nawada.

Notably, Bihar Chief Minister Nitish Kumar has called a meeting of top Opposition leaders to mobilise the opposition against BJP ahead of the 2024 Lok Sabha elections.

The meeting will be held in Patna on June 23, JD(U) national president Lalan Singh said earlier. (ANI)

Jaishankar Meets Jake Sullivan, Discusses Modi’s US Visit

External Affairs Minister S Jaishankar met US National Security Advisor Jake Sullivan on Thursday, ahead of Prime Minister Narendra Modi’s ensuing US visit.

The minister discussed the preparations for the upcoming visit of PM Modi and global strategic developments from the perspective of the India-US partnership.

Following their meeting, Jaishankar tweeted, “Great to meet US NSA @jakesullivan46 in South Block today morning. Our conversation focused on preparing for PM @narendramodi’s upcoming US visit. Also discussed global strategic developments from the perspective of our partnership.”

A day ago, Sullivan called on Prime Minister Narendra Modi and discussed matters of bilateral cooperation here in Delhi.

During the meeting, the two leaders also reviewed progress under the India-US Initiative on Critical & Emerging Technologies (iCET).

After the meeting, a tweet by Prime Minister Modi said, “Glad to receive US National Security Advisor @JakeSullivan46. Reviewed progress under India-US Initiative on Critical & Emerging Technologies (iCET) and other issues of bilateral cooperation. Look forward to meeting @POTUS @JoeBiden during my upcoming State Visit to the US.”

Sullivan is on an official visit to New Delhi from June 13-14, at the invitation of Indian National Security Advisor Ajit Doval. The two officials have frequently had in-depth meetings on a wide range of bilateral, regional, and international issues. A delegation of senior US government officials and leaders of the US industry accompanied Sullivan.

National Security Advisor of the US Jake Sullivan who is on a two-day India visit met his Indian counterpart Ajit Doval yesterday and held restricted discussions on regional and global issues of mutual interest.

Later, they both attended the second Track 1.5 discourse hosted by the Confederation of Indian Industry (CII).

The first edition of this dialogue was organised by the US Chamber of Commerce in Washington, DC on January 30 this year, according to the Ministry of External Affairs.

Addressing the gathering in Delhi, Sullivan said that US President Joe Biden was thrilled to see what is happening here and to watch how things unfold.

“As we look ahead to the State visit that PM Modi will be embarking upon in Washington next week, a number of the deliverables at that visit are not just bullet points on a page, they are fundamentally designed to remove obstacles in defence and high-tech trades and in taking away obstacles that have stood in the way of better collaboration among our scientists and researchers,” Sullivan said. Ethnic Violence in Manipur

Nine Killed In Fresh Ethnic Violence in Manipur

Nine people have been killed and 10 others injured in a fresh flare-up of violence in Manipur which has witnessed ethnic clashes.

Imphal East SP Shivkanta Singh said those injured in the incident have been provided medical treatment.
“Nine people have been killed and 10 others injured in fresh violence this morning in Khamenlok. Those killed were all men. The post-mortem is being done. Treatment has also been provided to those injured,” Singh told ANI.

Singh said that firing was heard in the area late on Tuesday night.

Official sources said that the role of suspected militants in the killings is being probed.

They said the area in the jurisdiction of Imphal East has seen incidents of violence over the last two-three days.

The Manipur government has extended the ban on the internet in the state till June 15 in view of the prevailing situation.

Union Home Minister visited Manipur for four days from May 29 and announced a series of measures to restore peace in the state.

He held meetings with Chief Minister N Biren Singh, leaders of various political parties, civil society, women and tribal groups and senior officials.

Shah had announced that a peace committee would be formed in the state.

Manipur has seen violence since early May following clashes during a rally organised by the All Tribals Students Union (ATSU) to protest against the demand for the inclusion of Meitei community in the Scheduled Tribe category.

The Manipur High Court had asked the state government to consider including the Meitei community in Scheduled Tribes (STs) list. (ANI)

ICC Rankings: Ashwin Retains Top Spot in Test Cricket

Indian spinner Ravichandran Ashwin retained his top spot as a Test bowler in the ICC Test Rankings for bowlers in men’s cricket, despite missing out on the ICC World Test Championship against Australia at The Oval, informed ICC on Wednesday.

Ashwin finished as India’s leading wicket-taker and overall third-highest wicket-taker behind South Africa’s Kagiso Rabada (67 wickets) and Australian spinner Nathan Lyon (88 wickets) in WTC 2021-23 cycle. He took 61 wickets in 13 matches at an average of 19.67 and an economy rate of 2.48. His best bowling figures are 6/91.

Rohit Sharma (729 points) and Virat Kohli (700 points) sit in 12th and 13th respectively after the match among the batters. Rohit scored 15 and 43 in the ‘Ultimate Test’ at The Oval. Virat also scored 14 and 49 in the title clash against the Aussies.

In WTC 2021-23 cycle, Rohit scored 758 runs in 11 matches at an average of 42.11. He scored two centuries and two fifties in 19 innings, with the best score of 127. The skipper missed out on some matches due to injury. On the other hand, Virat posted decent numbers but could not live up to his ‘King Kohli’ tag in this cycle. In 17 matches, he scored 932 runs at an average of 32.13. In 30 innings, he scored only one century and three fifties, with the best score of 186.

Travis Head’s stunning first innings century in the World Test Championship Final has pushed the left-hander well up the ICC Men’s Test Batting Rankings. He won the ‘Player of the Match’ award in the final.

Scoring 163 across the first two days of the World Test Championship Final against India at The Oval, Head jumped three places, joining Marnus Labuschagne (1st) and Steve Smith (2nd) in the top three with a rating of 884. Usman Khawaja (9th, 777 rating points) makes it four Australians in the top 10.

The last time three batters from the same side occupied the top three positions in the Test rankings was in December 1984 when Gordon Greenidge (810), Clive Lloyd (787), and Larry Gomes (773) from West Indies formed the top trio.

Smith and Head were the third and fourth highest-scorer for Australia in the WTC 2021-23 cycle behind Marnus Labuschagne (1,576 runs in 20 matches at an average of 52.53, with five centuries and five fifties) and Usman Khawaja (1,621 runs in 17 matches at an average of 64.84, with six tons and seven fifties).

In 20 matches, Smith scored 1,407 runs at an average of 52.11. He scored four centuries and six fifties in the cycle, with the best score of 200*. He was the fifth-highest scorer in the recently-concluded WTC cycle.

Head also turned many eyes towards him with his attacking batting style and his consistency despite the high-risk batting approach. In 18 matches, he scored 1,389 runs at an average of 55.56. Actor Mrunal Thakur is all set to start working with South superstar Vijay Deverakonda in an upcoming film. Mrunal continued to broaden her horizons after starring in popular films with actors like Dulquer Salmaan and Nani. She now collaborates with Vijay. The actor shared a picture with Vijay and expressed her excitement for her new project.

The film is being helmed by Parasuram Petla and is being produced by Sri Venkateswara Creations.
