UP Forms State’s First All-Woman PAC Battalions

The Uttar Pradesh government on Monday announced the formation of the state’s first three all-woman battalions of the Provincial Armed Constabulary (PAC), informed CMO officials.

The move comes with the aim to entrust the responsibility of the security of the state to women.
Also, women’s help desks were set up at all 1,584 police stations in the state by appointing women to beat constables.

“In India, women are considered a form of ‘Shakti’. It is worth mentioning that, along with making the women’s power of the state strong, and self-reliant, giving them a safe environment is in the priority of Chief Minister Yogi Adityanath. “While the daughters and women of the state are becoming self-reliant by taking advantage of the schemes of the Yogi government by joining self-employment with employment, the Yogi government has also given them an important role in the police forces to give them a safe environment,” read an official statement.

The battalion has been named after Veer Naris. Under the program, 20 percent of the police force of the state was reserved for the appointment of women, so that women could be made self-reliant along with given security.

Three Provincial Sashastra Seema Bal PAC woman battalions are being established in the name of brave and courageous women in the state.

These three battalions are being named after Rani Avantibai Lodhi, Uday Devi, and Jhalkari Bai, who sacrificed their lives in the freedom struggle of India. They are being established at Badaun, Lucknow, and Gorakhpur. The process of posting 1262 posts in one women’s battalion of PAC is going on. This includes the posts of one senanayak, three deputy Senanayak, nine assistant senanayak, one shivirpal, 24 inspectors, 108 head constables, 842 scavengers, and cooks.

“In order to listen to the problems of daughters and women coming to the police station and for their speedy disposal, the Yogi government has set up women’s help desks in 1584 police stations (including GRP) by appointing women to beat constables. For this, a reception was set up especially for women in the police station premises so that they could feel free to speak to the female constable,” the statement added.

So far, 3,98,686 complaints have been received through the Women Help Desk, out of which 3,89417 complaints have been resolved. Similarly, a total of 47,855 cases have been registered against 1,14,269 accused through the help desk. Of these, 81,011 criminals have been arrested. Also, in 3,55,519 cases, the senior officers of the police stations took the feedback of women.

A total of 10417 women police beats have been constituted in 1535 police stations of the state. In these newly formed women police beats, 20740 women-beat police officers have been appointed.

“Women-beat officers play an important role in curbing crime and criminals by establishing communication with women in the village. Not only this, but she is also making women aware about the schemes and programs being run by the Yogi government for the welfare of women. Shakti Mobile was formed to prevent crimes related to women across the state, which is taking legal action against the criminals with the counseling of the victim’s family. 4.84 lakh women were assisted through women helpline,” noted CMO.

To crack down on online crimes against women, a women’s cyber cell was formed at the cyber police station by the state government.

Through this, prompt and effective action is being taken on cyberstalking and cyberbullying complaints on women’s cyber cell, the internet, and other social media apps.

“At the same time, 61 women’s reporting police posts, counseling centers, and women’s police stations were formed in remote tehsils of the districts. In these outposts and police stations, women are registering complaints regarding crimes related to women, and domestic violence. Quality disposal of cases like complaints of women, dowry harassment, domestic violence, and triple talaq is being done at these centers. 3195 Anti-Romeo squads were formed in the state to take action against the men who molest daughters. 28,33,893 shoahdas were checked by them at 6,75,143 places,” added the statement. Senior Bharatiya Janata Party leader and Rajya Sabha MP from Uttar Pradesh Ashok Bajpai on Monday slammed SP chief Akhilesh Yadav for saying that the Kanpur accident was due to bad roads and added that instead of expressing grief, he was politicizing the incident.

Speaking to ANI, Ashok Bajpai said, “Instead of expressing grief over the Kanpur accident, Akhilesh Yadav is playing politics on it and I think it does not suit him.” The accident was unfortunate.”
Bajpai further slammed Akhilesh Yadav and said that during Yadav’s government, the entire road had potholes.

“During Akhilesh Yadav government in Uttar Pradesh there were no potholes in the road, the entire road was covered with potholes. It is now that the conditions of roads have improved and are one of the best in the state,” the BJP MP told ANI.

BJP Upper House MP from Uttar Pradesh further told ANI, “I feel pity for Akhilesh Yadav because most roads have been constructed under the Bharatiya Janata Party government, whether it is the government of Uttar Pradesh or the central government. Be it the construction of national highways or expressways or local roads, such large-scale roads were never built after independence”.

Samajwadi Party (SP) president Akhilesh Yadav on Sunday attacked the ruling BJP over road accidents in Uttar Pradesh, alleging that the Kanpur tragedy was a result of the poor condition of roads in the state.

In a statement issued from the SP headquarters on Sunday, Akhilesh alleged that the road accident victims are not even getting ambulances under the BJP government. He also alleged that the injured in the Kanpur incident, in which 26 people lost their lives, were taken to hospital on motorcycles.

Akhilesh said that roads across UP are in shambles and are marred with potholes. (ANI)

Durga Puja Pandal Fire In UP’s Bhadohi: 5 Dead

Five people, including three children, have so far died after a fire broke out at a Durga Puja pandal in Uttar Pradesh’s, Bhadoi district, police said on Monday.

The fire broke out on Sunday in the Aurai town at the pandal during the Aarti session to mark the Saptami or the seventh day of Navratri festivities.
Bhadohi DM, Gaurang Rathi said today, “The death toll in the Bhadohi Durga Puja pandal fire incident has risen to five. Three children and two women have died.”

Of the five deceased, three people – one Jai Devi and her two grandchildren- belonged to the same family, which has left the family in a state of shock.

Jai Devi’s husband said, “Along with my wife, three of her daughters-in-law and two grandchildren had gone to the pandal. While the woman and one of the children died in hospital, one more child died today morning at home”.

Earlier on Monday, it was reported that three people had died in the incident.

“The death toll has reached three in the Bhadohi Durga Puja pandal matter. A 12-year-old boy, a 10-year-old boy, and a 45-year-old woman died in the incident, “the DM said.” “

On Sunday night, the Bhadohi SP, Anil Kumar informed about the incident saying that the fire broke at the time of aarti.

“At around 9 pm, a fire broke out at Durga Puja pandal in Bhadohi as it was the time of aarti. Around 10-15 people were injured and were immediately rushed to the hospital,” the SP said.

Gaurang Rathi, the Bhadohi DM informed that the incident happened prime facie because of a short circuit.

“Around 150 people were present during the Durga Puja aarti when the fire broke out. 52 people were admitted to different hospitals. People having 30–40 percent burns have been admitted to trauma centers and every patient is stable. Prime facie, the incident happened due to a short circuit, further probe is on,” the DM said late Sunday night. (ANI)

Mulayam’s Health Deteriorates, Shifted To ICU

Former Uttar Pradesh Chief Minister and Samajwadi Party (SP) leader Mulayam Singh Yadav’s health deteriorated on Sunday and he was shifted to the Intensive Care Unit (ICU) at Medanta hospital in Gurugram.

The 82-year-old SP leader was admitted for several days but on Sunday he has been shifted to the ICU after his condition deteriorated.
Meanwhile, Akhilesh Yadav left for Delhi from Lucknow as soon as he received the news of his father’s health.

Mulayam Singh referred to as Netaji- founded the Samajwadi Party. He currently represents the Mainpuri constituency in the Lok Sabha.

Earlier, the Samajwadi Party patriarch’s wife, Sadhna Gupta, passed away in July this year.

She was undergoing treatment at a private hospital in Gurugram for a lung infection.

Sadhana Gupta was Mulayam Singh Yadav’s second wife. His first wife, Malati Devi, passed away in 2003. Maalti Devi was the mother of Akhilesh Yadav. (ANI)

UP: Death Toll In Kanpur Road Accident Rises To 26

The death toll in the Kanpur road accident in Uttar Pradesh, where a tractor trolley carrying pilgrims overturned, rose to 26 on Saturday.

The incident took place in the Ghatampur area of Kanpur district on late Saturday evening.

The tractor trolley carrying devotees was returning from Unnao. Following the accident, the police rushed to the spot and started the rescue operation along with the locals.

The injured were sent to the community health center immediately for treatment. Five injured people have been referred to Kanpur Hallet Hospital.

“A total of 26 people have lost their lives and others are injured. The pilgrims were returning from the Chandika Devi temple in Fatehpura. The injured people have been sent to Hallet hospital. The investigation is underway. “Rescue work has been completed,” said Vishak G Iyer, District Magistrate, Kanpur.

Further details into the matter are awaited.

Meanwhile, Prime Minister Narendra Modi announced an ex-gratia of Rs 2 lakh to the next kin of each of the deceased while the injured would be given Rs 50,000, said the Prime Minister’s Office (PMO).

“Distressed by the tractor-trolley mishap in Kanpur. My thoughts are with all those who have lost their near and dear ones. Prayers with the injured. The local administration is providing all possible assistance to the affected,” tweeted the PMO.

Uttar Pradesh Chief Minister Yogi Adityanath said that the senior officers have been instructed to reach the spot immediately.

“The road accident in Kanpur district is very heart-wrenching. The District Magistrate and other senior officers have been directed to reach the spot immediately and conduct relief and rescue operations on a war footing and make arrangements for proper treatment of the injured. Wishing a speedy recovery to the injured,” tweeted CM Yogi.

“The loss of life in this accident is very sad. My condolences are with the bereaved family. “Praying to Lord Shri Ram to grant the departed souls a place at his feet and the families of the dead to bear this unfathomable loss,” he added. (ANI)

Private Madrasas In UP Oppose Govt’s New Class Timings

The private madrasas in Uttar Pradesh have come out in protest against the recent order of the state government to change the timings of the madrasas across the state and demanded to revert to the previous schedule.

The Uttar Pradesh Board of madrasa education had passed an order on September 27 this year to change the timings of all madrasas in the state from 9 am to 3 pm, a decision which had to be implemented across the state from October 1.
Earlier, the classes used to start at 7 am and ended at around 1 pm.

Protesting against the move of the government, the private madrasas in the state said that it hampers their Zuhr prayers, and demanded to implement the old time.

Earlier last month, when the committee decided to change the timings, the Muslim bodies criticised it because of the fear that it will certainly upset the religious education being imparted through madrasas in the morning and also affect the timing of the Zuhr prayers for the madrasa teachers and students.

The madarsa board also started surveys of non-government/ private madrasas in Uttar Pradesh to curb irregularities in Madarsa education.

Madarsa Board has started surveys at the district level where a team of SDM, BSA and District Minority Officers are conducting the surveys. The survey is being conducted across Uttar Pradesh and will be completed by October 15.

Maulana Khalid Rashid Farangi Mahal, director of Madrasa Darul Uloom Farangi Mahal opposed the decision of the Madrasa Parishad.

Concerned over the timings and the inability to offer prayers, he said while speaking to ANI, “The Madrasa Council should consider it once again. It has decided to change the time but has it consulted the concerned party about it?”

He said that the decision taken “without knowing the ground reality” will be wrong.

“The timing which has increased is not suitable for us. If the timing of the madrasa is to be changed, it should be from 7 am to 12:30 instead of 9 am to 3 pm, since 12:30 is the time of Zuhr namaz, therefore many teachers and students of the madrasa have to go for it. If namaz is not taken care of in the madrasas, then where will it be?” he said.

Maulvi Haroon, who is training the children in the madrasa, also opposed the new timetable.

A student of Madrasa Darul Uloom Firangi Mahal accepted the board’s decision, however, he said, “The study time should be 6 hours but from 6 or 7 am so that we can leave at 12.00 or 12.30 pm which is the time for Zuhr prayer”.

Meanwhile, Uttar Pradesh madrassa council member Qamar Ali said that “The talk of the timing of madrasa was going on for a long time and a meeting was also held in November last year. The central and state government is continuously working for the bright future of the children of madrasas.”

He said that the council would welcome the suggestions if the people in the madrasas are facing problems due to the new timings.

” And if someone has an issue with the new timing of the madrasas then he should give suggestions to the board and we will surely look into it,” he said. (ANI)

BJP Using ECI To Snatch Yadav, Muslim Votes In UP: Akhilesh

Samajwadi Party Chief Akhilesh Yadav alleged that the Bharatiya Janata Party (BJP) with the help of the Election Commission machinery “snatched” away the power in Uttar Pradesh from Samajwadi Party because they are aware that without UP, they cannot remain in power at the Centre.

Elaborating further he accused the Election Commission of deliberately reducing the votes of ‘Muslim’ and ‘Yadav’ communities by 20,000 in almost every Vidhan sabha seat on the diktats of BJP and its aides.
“The Election Commission deliberately reduced the votes of Yadavs & Muslims by 20,000 in almost every Vidhan sabha seat on diktats of BJP & its aides. A probe can be conducted, it will be found that the names of many people were removed…,” SP chief Akhilesh Yadav said.

Akhilesh, who was elected as the National President of the Samajwadi Party at the party’s national conference for the third consecutive time, made a scathing attack on the BJP and said that a probe can be conducted on how the votes of Yadavs and Muslims have been reduced in almost every Vidhan sabha seat.

“This government is not made by people, even people don’t believe how they again formed the government. They and their machinery snatched away the government from the Samajwadi party because they knew if they lose power in UP they’ll lose power in Delhi,” Akhilesh said.

Attacking the BJP, Akhilesh Yadav said, “The Gujarat businessmen and industrialists have enjoyed the maximum loan waiver. Despite forming the government twice, the current government has only increased unemployment and poverty across the state.”

“Agni Veers were being recruited in Farrukhabad, lakhs of youth had come for recruitment, but the government has betrayed the country’s army. The youth were coming for Army recruitment because of poverty and unemployment,” he further said.

“This government is playing with the reservation system. Ever since they came to power, atrocities towards Azam Khan have been unstoppable. Even the officers have been instructed that they will only get promotions if they continue to do atrocities,” said Akhilesh Yadav.

The SP Chief further took a jibe at the free ration scheme of the BJP and called it an election gimmick.

“They have made ration free as elections are approaching in some states. They can make ration free but can’t provide stretcher or ambulance to poor people in villages while they give huge benefits to big businessman,” the SP Chief said.

Earlier on September 20, Samajwadi Party led by Akhilesh Yadav, held a protest march against the Yogi Adityanath-led UP government, highlighting issues in the state before the commencement of the Monsoon Session of the state legislature.

The Leader of Opposition (LoP) Akhilesh Yadav accused the BJP government of stopping him and his party members from marching to the Vidhan Bhavan.

However, the BJP hit back at the protests and Uttar Pradesh Deputy Chief Minister Keshav Prashad Maurya said that the march was not related to the benefit of the common people. (ANI)

Bhagwat Visits Delhi Madrasa, Interacts With Students, Teachers

After visiting a Masjid at Kasturba Gandhi Marg, Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat went to the Azad Market Madrasa Tajweedul Quran in Old Delhi today, interacted with the children and also had a piece of advice for them.

All India Muslim Imam organization chief Umar Ilyasi said, “Mohan Bhagwat is the father of the nation and the head of the largest social organization. The chief talked to the children about what is taught inside the Madrasa”.

Bhagwat told the children that they are the future of the country and so they should focus on their studies and work for the nation.

Madarsa director Mahmudul Hasan, while talking to ANI said, “The chief stayed inside the Madrasa for about an hour and met the teacher and the children.”

His visit to the Masjid earlier and to the Madarsa has grabbed eyeballs, as it is for the first time that he has been to a Madarsa.

The RSS chief is also engaged in a campaign to increase continuous contact with Muslim society, also met with Dr Imam Umair Ahmed Ilyasi, head of All India Imam Sangathan, on August 1 last month.

Earlier, in the day he had also met with many Muslim intellectuals, including the Chief Imam, Dr Imam Umer Ahmed Ilyasi.

As per sources close to the RSS, issues like the Hijab controversy, Gyanvapi and maintenance of peace and harmony among religions were discussed in the meeting.

Other than Bhagwat, senior RSS members, including Dr Krishna Gopal, Indresh Kumar, Ramlal and Karish Kumar also participated in today’s meeting.

Sunil Ambekar, the Akhil Bharatiya Prachar Pramukh of RSS told ANI that the meeting was a part of the ‘Samvad’ process.

“RSS Sarsanghachalak meets people from all walks of life. It’s the part of a continuous general “Samvad” process,” Ambekar said.

The controversy over Hijab erupted from a Karnataka college and is currently being heard in the Supreme Court. It also came up in the findings of intelligence agencies that PFI was behind triggering the controversy.

After the controversy erupted regarding Gyanvapi also, the RSS Chief met with Muslim intellectuals and academicians.

Earlier on Tuesday, RSS Chief Mohan Bhagwat met with many Muslim intellectuals and discussed recent controversies and ways to strengthen religious inclusivity in the country.

As per the sources close to RSS, the meeting was held for propagating the ideas of Sangh and for promoting the theme of religious inclusivity. Recent incidents like the Gyanvapi controversy, the Hijab controversy, and population control were discussed in the meeting.

The meeting was attended by many intellectuals like former Chief Election Commissioner (CEC) S Y Qureshi, former Delhi Lieutenant Governor (LG) Najeeb Jung, former Chancellor of Aligarh Muslim University (AMU) Lieutenant General Zameer Uddin Shah, former MP Shahid Siddiqui, and businessman Saeed Shervani.

Earlier, during the time of Ram Mandir’s judgment as well, RSS played an active role. The senior RSS members met with Muslim intellectuals and propagated the message that whatever order comes out, everybody will be accepting it peacefully.

NIA, ED Arrest 100 Popular Front Leaders From 10 States

In a first-ever largest action, a joint team of the National Investigation Agency (NIA), Enforcement Directorate (ED), and state police forces have arrested over 100 Popular Front of India (PFI) leaders during raids across 10 states, said sources on Thursday.

The searches are being conducted at multiple locations in the largest ever investigation process till date.
These searches are being conducted at the residential and official premises of persons involved in “funding terrorism, organizing training camps, and radicalizing people to join proscribed organizations”.

“In a major action across 10 states, NIA, ED, and state police have arrested more than 100 cadres of PFI,” sources told ANI.

The raids were conducted in Telangana, Kerala, Andhra Pradesh, Uttar Pradesh, and many more states, said sources.

NIA earlier this month also raided 40 places in Telangana, Andhra Pradesh in a PFI case and detained four persons.

The agency had then conducted searches at 38 locations in Telangana (23 in Nizamabad, four in Hyderabad, seven in Jagityal, two in Nirmal, one each in Adilabad and Karimnagar districts) and at two locations in Andhra Pradesh (one each in Kurnool and Nellore districts) in the case relating to Abdul Khader of Nizamabad district in Telangana and 26 other persons.

In the operation, NIA had seized incriminating materials, including digital devices, documents, two daggers and Rs 8,31,500 cash.

As per NIA, the accused were “organizing camps for imparting training to commit terrorist acts and to promote enmity between different groups on the basis of religion”.

The PFI was launched in Kerala in 2006 after merging three Muslim organizations floated after the Babri Masjid demolition in 1992 – the National Development Front of Kerala, Karnataka Forum for Dignity, and Manitha Neethi Pasari of Tamil Nadu. After the demolition of the Babri mosque, many fringe outfits had surfaced in south India and PFI was formed after merging some of them.

Now the PFI claims it has units in 22 states. Its growth is phenomenal, admitted intelligence agencies, saying it successfully exploited a growing vacuum in the community by donning the role of a savior. The successful portrayal of the image helps PFI to mobilize funds, especially from the rich middle-eastern countries. The PFI had its headquarters in Kozhikode earlier, but after broadening of its base, it was shifted to Delhi. PFI’s state president Nasaruddin Elamarom is one of the founding leaders of the outfit. Its all-India president E Abubaker also hails from Kerala.

Survey of Madrassas is Systemic Targeting Of Muslims: Owaisi

After the Uttar Pradesh government ordered a survey of Islamic educational institutions or Madrassas in Kanpur, AIMIM chief Asaduddin Owaisi on Wednesday alleged that the government is targeting Waqf property which is a “systematic targeting of Muslims”.

Attacking the Uttar Pradesh government, Owaisi alleged that there is a conspiracy behind the madrasas’ survey.

While addressing the media persons in Hyderabad, he said, “Why are you (UP Govt) conducting a survey of Waqf properties only? Do it for Hindu Endowments Board properties too. I was saying there’s a conspiracy behind madrasas’ survey. It’s coming to the fore. UP govt is violating Article 300 (Right to property).”

“If someone has illegally registered Govt property as Waqf property, fight it in Court, go to Tribunal. UP Govt is targeting Waqf property & trying to snatch it away. Such a targeted survey is absolutely wrong. We condemn it. It’s systematic targetting of Muslims,” he added.

In light of the Uttar Pradesh government’s order, the survey of Islamic educational institutions or Madrassas has started in Kanpur.

According to the government order, the survey will be on the basis of 12 aspects. The teams of officials for the Madrassa survey have been constituted by District Magistrate (DM) as per government order.

“The survey of Madrassas has started. We are checking certain points such as land records, syllabus, cleanliness, housing facilities etc. Some Madrassas have been identified to be checked. There are 25 Madrassas in the city area. The rest are the in surrounding villages,” said Sub Divisional Magistrate Himanshu Nagpal.

Earlier this month, the Uttar Pradesh government started the process of conducting a survey of the Islamic education institutions.

Earlier, the UP government declared to conduct a survey in unrecognised madrassas to ascertain information on the number of students, teachers, curriculum and affiliation with any non-government organisation.

The survey of unrecognized Madrassas is conducted to ensure the basic facilities of the students of Madrassas.

Danish Azad Ansari, Minister of State for Minority Welfare, Muslim Waqf and Waqf Department said that the order also holds to give maternity leave and child care leave to women employees working in Madrassas in the light of the rules applicable in the Department of Secondary Education and Basic Education.

All the District Magistrates (DMs) in Uttar Pradesh have been issued instructions regarding the survey. The government has also ordered holding a survey of unrecognised Madrassas by October 5. The teams will constitute officials of the Sub Divisional Magistrate (SDM), Basic Shiksha Adhikaris (BSA) and District Minority Officers.

Once the survey is conducted it has also been instructed to hand over the report to the Additional District Magistrate (ADM) after which ADM will present the consolidated statements to the District Magistrates (DMs).

Moreover, it has been ordered that in case of a disputed management committee or in case of the death of any employee in an aided Madrassas, a post-facto approval for appointment by the principal Madrassas and District Minority Welfare Officer in the dependent quota of the deceased and the existence of a valid management committee has to be sought.

Meanwhile, a convention of madrassas of Uttar Pradesh was held in Darul Uloom, Deoband on the survey of unrecognized madrassas by the state government on Sunday. The convention was attended by over 250 madrassa representatives.

After the convention, Jamiat Ulama-e-Hind president Maulana Arshad Madani said there is no objection from the madrassas on the issue of the survey of unrecognized madrassas by the state government.

“There is no opposition among us regarding the survey. We have instructed the Ulemas to give correct answers to whatever questions are asked to them and people should cooperate fully in the survey,” Madani said.

He said the madrassas are instructed to keep their rules and accounts correct and conduct audits from time to time.

Madani said that the madrassas will not take help from the government for day-to-day religious affairs adding that the government can help in building schools and colleges.

Madani said if a madrassa is on the land of the government, then the government has the right to demolish it, but “if the madrassa is on its own land, then we are against it.”

He said the convention appealed to all Islamic madrassas to cooperate with the survey team. (ANI)
