Nobody Knows When Women Reservation Will Be Implemented: Rahul

Congress leader Rahul Gandhi on Friday said the Women’s Reservation Bill is a “distraction tactic” by the BJP-led government to take away the attention of people from demands such as caste census and said nobody knows when the legislation will be implemented.

Addressing a press conference at here a day after the Bill was passed in the Special Session of Parliament, Rahul Gandhi demanded that the data of the previous caste census should be released immediately and that a fresh caste census should be held to determine the population of OBCs and other weaker sections.

Rahul Gandhi said the party extended its full support to the Women’s Reservation Bill but there is no certainty about the date of its implementation and it requires Census and delimitation exercise. He said should have been implemented immediately.    

“Women’s Reservation Bill is great but we received two footnotes that Census and Delimitation need to be done before that. Both of these will take years. The truth is that the reservation can be implemented today…This is not a complicated matter but the government doesn’t want to do that.  The government has presented this before the country but it will be implemented 10 years from now. Nobody knows if this will even be implemented. This is a distraction tactic, diversion tactic,” Rahul Gandhi said.

“What is it that you are being diverted from? From OBC Census. I spoke of one institution in Parliament, that which runs the Government of India – Cabinet secretary and secretaries…I asked why only three out of 90 people belong to the OBC community?…I don’t understand that PM Modi speaks of OBCs every day but what did he do for them?” he asked.

The Congress leader had spoken about the lower representation of OBCs in the secretary-level posts at the Centre while participating in the debate on the Women’s Reservation Bill in the Lok Sabha.  The BJP countered him by saying that it gives larger representation to OBCs and the number of MPs of the party from the community was more than the total number of parliamentarians of Congress.

The 128th Constitutional Amendment Bill 2023, also called Nari Shakti Vandan Adhiniyam, was passed during the Special Session of Parliament which began on Monday. The two Houses were adjourned sine die on Thursday, a day before the scheduled ending of the session, after the Bill was passed.

Supriya Sule Calls Women Reservation Bill A Post-Dated Cheque

Terming the bill as a “post-dated cheque”, Nationalist Congress Party (Sharad Pawar faction) MP Supriya Sule slammed the Bharatiya Janta Party for calling a special session for parliament for passing the Women’s Reservation Bill. 

Meanwhile, Union Law Minister Arjun Ram Meghwal moved the Women’s Reservation Bill for discussion in Rajya Sabha.

Stating that neither census and delimitation has been done, the NCP MP also said that the Centre could have introduced the bill during the upcoming winter session.

Speaking to ANI ahead of the passage of the bill in the Rajya Sabha, Supriya Sule said “They did this in such a haste, in a special session. There was so much haste that it seemed that they could have done it in December (Winter Session). Even if they did it then, the outcome would have been the same…”

“We are supporting it strongly. But it is a post-dated cheque because neither census nor delimitation has been done. Unless both of them are done it can’t be implemented. It will perhaps be implemented in 2029, who knows?”

BJP MP, Hema Malini congratulated PM Modi for his “vision” following the passage of the bill in the Lok Sabha on Wednesday.

 “The people who question will only question. But PM Narendra Modi has done it. He has done what has never happened before. We all should thank him, and congratulate him. He has a vision…” the Mathura MP told ANI.

The ‘Nari Shakti Vandan Adhiniyam’ is the first bill passed by Lok Sabha during the special session after it shifted to the new Parliament building on Tuesday.

The ‘Nari Shakti Vandan Adhiniyam’ is a “historic legislation” that will further boost women’s empowerment and will enable “greater participation of women in our political process,” Prime Minister Narendra Modi said on Wednesday after the passage of the bill in Lok Sabha.

The bill was introduced in Lok Sabha on Tuesday, the first sitting of the House in the new Parliament building.

The five-day Special Session of Parliament began on Monday and will conclude on Friday. (ANI)

Lok Sabha Passes Women Reservation Bill; BJP Calls It Historic

Lok Sabha on Wednesday passed the Women’s Reservation Bill which provides for 33 per cent reservation for women in Lok Sabha and state assemblies.

The Constitution (One Hundred and Twenty-Eighth Amendment) Bill, 2023, was passed after a reply by Law Minister Arjun Ram Meghwal.

The Bill was passed following division with 454 members voting in favour of the legislation and two against it on the motion for the passage moved by Meghwal. The amendments moved by opposition members were negatived and there was also voting on clauses of the bill.

Speaker Om Birla announced that the Bill had been passed.

The ‘Nari Shakti Vandan Adhiniyam’ is the first bill passed by Lok Sabha after it shifted to the new Parliament building on Tuesday.

The bill was passed by a majority of the total membership of the  House and by a majority of not less than two-thirds of the members of the House “present and voting”

The division was carried out through the distribution of slips.

Meghwal said “history” was being made with the passage of the bill.

Rejecting the opposition’s criticism about the delay in the implementation of provisions of the Bill, Meghwal said that the bill ensures transparency. The bill was passed after a day-long debate which was initiated by Congress leader Sonia Gandhi.    

Intervening in the debate, Home Minister Amit Shah also rejected the opposition’s contention and said the bill will follow due procedure and seats which are to be reserved will be decided by the Delimitation Commission.

Several opposition members including Congress leader Rahul Gandhi said that caste census and delimitation are not required for implementing the Women’s Reservation Bill and it should come into force soon after it is passed by Parliament.

“There is one thing in my view that makes this bill incomplete. I would like to have seen the OBC reservation included in this bill,” Gandhi said.

“Delimitation and census is not required, the bill should be immediately implemented,” the Congress leader added.

The Constitution (One Hundred and Twenty-Eighth Amendment) Bill, 2023 is expected to be taken up by the Rajya Sabha on Thursday.  

The Rajya Sabha had earlier passed the Women’s Reservation Bill in 2010 during the Congress-led UPA government but it was not taken up in the Lok Sabha and subsequently lapsed in the lower House of Parliament.

The government introduced the new bill on Tuesday with Prime Minister Narendra Modi announcing the government’s intention to bring ‘Nari Shakti Vandan Adhiniyam’.

Sources said the division was carried out through slips as information regarding division numbers in the New House is awaited from some parties in the Lok Sabha.

The Special Session of Parliament began on Monday and will continue till Friday. (ANI)

Modi Has Invited Biden To Be Republic Day Chief Guest: US Envoy

US President Joe Biden has been invited to India’s January 26-Republic Day celebrations here in the national capital, the Ambassador of US to India, Eric Garcetti revealed on Wednesday.

Garcetti said the invitation was extended to Biden by PM Modi on the sidelines of the bilateral that took place between the two leaders at the recently concluded G20 Summit.

During this, India and the US also settled the seventh and last outstanding World Trade Organisation (WTO) dispute. 

Notably, the six previous disputes were resolved during PM Modi’s state visit to the US. 

“Prime Minister Narendra Modi welcomed United States President Joseph R. Biden, Jr., to India today, reaffirming the close and enduring partnership between India and the United States. The leaders expressed their appreciation for the substantial progress underway to implement the ground breaking achievements of Prime Minister Modi’s historic, June 2023, visit to Washington,” the India-US joint statement read.

The two leaders called on their governments to continue the work of transforming the India-US Strategic Partnership across all dimensions of our multifaceted global agenda, based on trust and mutual understanding. 

After the meeting, both the leaders lauded the India-US relations and said that the friendship between the two nations will continue to play a great role in furthering global good.

The G20 Summit took place in New Delhi from September 9-10 under India’s Presidency.

Notably, Egypt’s President Abdel Fattah el-Sisi was the chief guest at this year’s Republic Day parade. In 2015, Barack Obama became the first US President to attend India’s Republic Day parade as the chief guest. (ANI)

Women Empowerment a Matter of Principle For BJP: Amit Shah

Union Home Minister Amit Shah on Wednesday said that unlike the Bharatiya Janata Party (BJP), other parties see women’s empowerment as a “political issue and a tool for vote bank politics”.

During the discussion over the Women’s Reservation Bill in the Lok Sabha, Shah further said that for the BJP and Prime Minister Narendra Modi, women’s empowerment is an issue of “principles and beliefs.”

“For some parties, the issue of women empowerment can be a political agenda or a slogan to win elections. However, for my party and my leader Narendra Modi, women empowerment is not a political issue, but it is a matter of principles and beliefs,” Shah said.

He further said that yesterday will be marked in history.

“Yesterday was Ganesh Chaturthi, it was the inauguration of the new Parliament and we introduced the Women’s Reservation Bill in Parliament,” he added.

“The Women’s Reservation Bill is a mark of respect and the beginning of a new era,” the Minister added.

He added that Prime Minister Modi presented a vision of women-led progress at the recently concluded G-20 session.

Notably, Day 3 of the Parliament special session witnessed a debate on the women’s reservation Bill in the Lok Sabha, while the Rajya Sabha discussed India’s space journey focusing on Chandrayaan-3’s successful soft landing on the moon.

The Women’s Reservation Bill that seeks to provide a 33 percent quota for women in Lok Sabha and state assemblies was introduced in the Lok Sabha today in the ongoing special session of Parliament and will be taken up for discussion on Wednesday when the House will meet at 11 am.

The Union Cabinet on Monday approved the Women Reservation Bill.

On Tuesday, Union Law Minister Arjun Ram Meghwal introduced the bill in the first sitting of Lok Sabha in the new Parliament building. The bill has been named ‘Nari Shakti Vandan Adhiniyam’.

In 2008, the Manmohan Singh-led UPA government tabled the Bill in the Rajya Sabha, and it was passed in 2010. However, the Bill was never taken up for consideration in the Lok Sabha.

The Bill will be taken up in Rajya Sabha on September 21 government sources said.

The Constitution (One Hundred and Twenty-Eighth Amendment) Bill, 2023, seeks to introduce three new articles and one new clause in the Constitution.

However, prior to Shah, Congress MP from Wayanad Rahul Gandhi alleged that the BJP was trying to distract people from the caste census and the Adani issue.

“Every time the Opposition raises the issue of caste census, the BJP tries to create a distraction, or to a new event so that the OBC community and the people of India look the other way,” he said while slamming the Centre for employing diversionary tactics.

Gandhi further asked the government to release the data of the Caste census done by us or “we will release it”.

Rahul Gandhi also said that the caste census is the only way to ensure representation for OBCs. He said that despite forming a huge chunk of the population, they control and define only 5 per cent of India’s budget. “This is an insult and a shame to the OBC community,” he added. (ANI)

INDIA Bloc Assures Support For Women Reservation Bill

Aam Aadmi Party MP Sanjay Singh on Wednesday expressing his concern over the implementation of Women’s Reservation Bill and urged the centre to implement the bill in 2024 if their intentions were clear. The AAP MP also assured the support of the INDIA bloc to the bill. 

AAP MP Sanjay Singh said, “This is definitely not a Women’s Reservation Bill, this is ‘Mahila Bewakoof Banao’ Bill. We have been saying this because none of the promises made by them have been fulfilled ever since PM Modi came to power. This is another ‘jumla’ brought by them…If you want to implement the Bill, AAP stands with you completely but implement it in 2024. Do you think the women of the country are fools? Anti-women BJP has brought one more ‘jumla’ in the name of the Bill. Women of the country, political parties understand these election tactics. So, we say that if their intentions are clear, implement it in 2024…”

MP Sanjay Singh said that in the Women’s Reservation Bill introduced by the UPA in 2010 there was no such conditions that the bill would be implemented in 15 years or 20 years and delimitation would be conducted.

Sanjay Singh said, “If the centre is serious about the Women’s Reservation Bill then the time limit clause should be removed and it should be implemented in 2024. INDIA alliance meeting is going to be held and we will discuss the details soon.”

However, the AAP MP has assured that the INDIA alliance members will vote in favour of the bill after voicing their opposition to certain clauses.

“The INDIA alliance members have agreed to question the Government’s intent on the bill in the house, we will also oppose the fact that the implementation of the bill is being delayed. However, during the voting on the bill we will vote in favour of the bill” said Sanjay Singh. 

Earlier ahead of the discussion on the Women’s Reservation Bill in the Lok Sabha today, Union Law Minister Arjun Ram Meghwal said that discussion on the bill will be held throughout the day and it has nothing to do with politics.

Women Reservation Bill: Sanjay Raut Says End Fight For Credit

Shiv Sena (UBT) MP Sanjay Raut said on Wednesday that the Women’s Reservation Bill is for the entire nation so there should be no fight over the credit for the bill. 

“The fight for credit should end…This work (Women’s Reservation Bill) is for the entire nation…It is your (BJP) government at present, it may be some other government (in rule) tomorrow. If you (BJP) talk about women then why do you fight over credit…You have brought the bill, you have tabled it, you’ve shown the courage and we appreciate your courage,” said Raut. 

Meanwhile, ahead of the discussion on the Women’s Reservation Bill in Lok Sabha on the third day of the ongoing Parliament special session, the INDIA bloc held a meeting to chalk out the strategy for the floor of the house. 

The meeting was held at the office of Rajya Sabha leader of the Opposition Mallikarjun Kharge in Parliament.

Cong Sounds Poll Bugle In Telangana With Massive Rally

Sounding the poll bugle in Telangana with a mammoth rally, the Congress party announced six guarantees for the people of the state after the two-day Congress Working Committee (CWC) meeting in Hyderabad. 

General Secretary KC Venugopal said, “The Congress has announced 6 Guarantees to transform Telangana into a prosperous state so as to address the needs of the poor, backward and ensure that marginalised are uplifted and live a life of dignity.”

The Telangana Assembly election is slated to be held this year. 

The Congress MP Rahul Gandhi listed out six guarantees by the party once it comes to power in the state including houses for all homeless, Rs 4,000 old age pension, Rs 2,500 monthly assistance for all women, gas cylinders for Rs 500, free bus travel for women and Rs ten lakh health insurance, besides several other things.

The first Guarantee “Indiramma Indlu” promises House site + Rs. 5 lakh and 250 sq yards plot for Telangana movement fighters

“We have promised to provide a house plot and Rs 5 lakh for the construction of a house for the homeless through the Indirimma Indlu scheme. 250-square-foot house for those who fought for the Telangana movement. Whenever we come to power you will get a house over your head,” Rahul Gandhi said.

The second Guarantee is “Mahalakshmi”  Rs 2500 monthly allowance to all women,Gas cylinder at Rs. 500  and Free travel in all TSRTC buses across the state.

“Every month women will get Rs 2500. Narendra Modi has given you Rs 1000 gas cylinder, we will give you Rs 500 cylinder,” he said speaking on the Mahalaxmi scheme. “Karnataka buses are free for Karnataka women…Telangana women will also get this benefit once the Congress party comes to power,” he added.

The third Guarantee is Gruha Jyoti – 200 units free electricity 

Rahul Gandhi also promised “200 units of free electricity every month through Griha Jyoti Scheme.” Moreover, under the Yuva Vikasam scheme, he promised “five lakh assistance to youths going to colleges, and for coaching fees.”

Fourth Guarantee is for the elderly: Cheyutha – Rs. 4000 pension – Rs. 10 lakh Rajiv Arogyasri insurance

The Congress MP also promised Rs 4000 monthly pension for the elderly and Rs 10 lakh health insurance under the Rajiv ArogyaShri scheme.’

Fifth Guarantee is Rythu Bharosa: Rs 15,000 annually to all farmers and tenant farmers alongwith  Rs. 12,000 for agri labour and Rs. 500 bonus for paddy crops

Moreover, under Rythu Bharosa, Rahul Gandhi promised “Rs 15,000 for every acre to our farmer and Rs 12000 for every agricultural labourer.”

The sixth Guarantee is for youth i.e. Yuva Vikasam – Vidya Bharosa card worth Rs. 5 lakh for students – Telangana International Schools in every mandal

Assuring people that these guarantees will be fulfilled in the first meeting of the cabinet once Congress forms the government in the state, he asked them that they can crosscheck and verify in neighbouring Karnataka where they had promised similar guarantees and which have already been fulfilled.

The party leaders also lashed out at the Telangana Chief Minister K Chandrashekhar Rao for his secret understanding with the Bharatiya Janata Party (BJP) and indulging in rampant corruption and benefitting his own family.

Leading the charge, party president Mallikarjun Kharge said that while the Congress delivered the promise of a separate Telangana state, KCR brought it to the brink of bankruptcy with over Rs 3.60 lakh crore debt, while the state was earlier financially surplus.

He alleged that Prime Minister Modi and the Chief Minister KCR had joined hands together.

He reminded people that it was Sonia Gandhi who had promised them a separate Telangana state and fulfilled her promise, but everything was squandered away and looted by KCR in the last ten years.

Meanwhile, former Congress chief Sonia Gandhi announced the Mahalakshmi scheme for empowering the women of Telangana. She said, that under the Mahalakshmi scheme Rs 2,500 per month, financial assistance will be given to every woman in the state. Besides, she added, gas cylinders will be provided at Rs 500 and women will get free travel facilities in TSRTC buses across the state.

Reminding people about the creation of a separate state of Telangana, she said, “I along with my colleagues have the opportunity to be a part of the birth of this great state, Telangana. Now it is our duty to elevate it to new heights.” 

“It has been my dream to see the Congress government in Telangana that will work for all sections of society. Are you all going to give us your support?” she asked the public.

Earlier today, the two-day Congress Working Committee (CWC) meeting in Hyderabad concluded, with party leaders expressing optimism about receiving a “clear mandate” in the upcoming assembly elections in five states.

Congress chief of all poll-bound States has given presentations during the meeting about their strategy and preparations, sources said.

Calling the upcoming polls a “do-or-die fight”, Congress general secretary KC Venugopal said that the party is determined to remove the Bharatiya Janata Party (BJP) government in the 2024 Lok Sabha elections.

“This two-day meeting has put up a clear-cut agenda. It is a do-or-die fight for Congressmen. In 2024 we have to remove this (BJP) government. Therefore this is a call from the CWC to the workers of the party throughout the country. Now without taking a rest, we have to fight to win,” Venugopal said after concluding the two-day Congress Working Committee (CWC) meeting.

He further asserted that Congress is going to form the government in all five states.

“As far as assembly elections are concerned, we are very confident that we are going to form the government in all five states.”

Meanwhile, Congress leader Sachin Pilot who attended the meeting said that we have discussed and made strategies on how to defeat the BJP and other parties.

“This meeting was held for elections…Despite getting a complete majority, the BJP government has failed… We have discussed and made strategies on how to defeat the BJP and other parties. The Congress will win the upcoming elections in all five states,” Pilot said.

After the CWC meeting, Congress leader Ambika Soni said, “That (discussion on INDIA alliance) was not on the agenda but to fight the election, everybody gave their opinion”

Moreover, Karnataka Deputy CM and Congress leader DK Shivakumar called the meeting fruitful. 

“Very very fruitful (meeting). It will change the face of Telangana, it will change the face of India…we have assured the country that Congress will come back,” Shivakumar said. 

Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana will go to polls later this year. (ANI)

Congress Fighting Against BJP-BRS-AIMIM, Says Rahul Gandhi

Asserting that though the Bharatiya Janata Party (BJP), Bharat Rashtra Samithi (BRS) and the All India Majlis-E-Ittehadul Muslimeen (AIMIM) call themselves different parties, Congress MP Rahul Gandhi said that they work together in unison in Telangana but the Congress party is fighting against BJP-BRS-AIMIM combine.

“In Telangana, the Congress party is not fighting against BRS but with BRS, BJP and AIMIM combined. They call themselves different parties but they are working together unitedly,” Rahul Gandhi said speaking at Vijayabheri Sabha at Telangana’s Tukkuguda.  

“I have watched the BRS with my own eyes in Parliament. Whenever BJP needed them the BRS supported them. They supported Narendra Modi while passing the Farmers’ Bill. When it came to the election for the President, Vice President they supported Narendra Modi. They supported GST,” Rahul Gandhi listed out the instances the BRS supported the BJP in Parliament.

Rahul Gandhi also alleged that the three parties chose to disturb the Congress party’s Vijayabheri Sabha by holding public meetings on the same day.

“We decided to hold a public meeting today, all three chose to hold public meetings today so that they can disturb our meeting. But Telangana supported the Congress, so they were not able to disturb us. They will call each other up in the evening and will figure something out to oppose the Congress party,” he said.

Rahul Gandhi also claimed that there are no cases against Telangana Chief Minister K Chandrashekar Rao or AIMIM chief Asaduddin Owaisi since Prime Minister Narendra Modi considers them his “own people”.

“There are cases against every Opposition leader by the central agencies, whether it is the ED or the CBI. But there is no case against the Telangana Chief Minister KCR nor the AIMIM chief. They just fight against the opposition. Narendra Modi does not fight against their own people. They think your Chief Minister and AIMIM to be their own. So there is no case against them. They have broken all records of corruption but there is no case by the ED, CBI,” he said.

The Congress MP also listed out six guarantees by the party once it comes to power in the state.

“We have promised to provide a house plot and 5 lakh rupees for the construction of a house to the homeless through the Indirimma Illu scheme. 250-square-foot house for those who fought for the Telangana movement. Whenever we come to power you will get a house over your head,” Rahul Gandhi said.

“Every month women will get Rs 2500. We gave five guarantees to Karnataka. We implemented them the day our Cabinet was sworn in. The day the Congress party will form the government here, that very day you will receive your guarantees.”

Speaking about the scams undertaken by the BRS government through their schemes, Rahul Gandhi said, “They (BRS) stole Rs 1 lakh crore in the Kaleshwaram project, they took away your land in the Dharinin portal scam,…big landowners were benefitted from the Rythu Bandhi scheme…,they leaked your public service paper. We want to give you back what they have looted.”

Telangana will go to polls by the end of this year. The state is expected to see a three-pronged contest against the Congress, BJP and BRS. The results of the assembly elections is expected to set the tone for the upcoming 2024 Lok Sabha polls. (ANI)

Addressing a press conference in Hyderabad coinciding with a meeting of the Congress Working Committee (CWC),  party leader P Chidambaram said BJP is seeking to divert attention from the pressing issues and create “a false narrative”.

“One nation, one election is an assault on the Constitution. We reject it. It is an attack on federalism. It will require at least five Constitutional amendments. The BJP knows that it does not have the numbers to pass these constitutional amendments. Yet if it (BJP) puts forward this mirage of One Nation, One Election, it is only to divert attention from the pressing issues and to create a false narrative,” Chidambaram said.

The Centre earlier this month constituted a High-Level Committee to examine the issue of ‘one nation, one election’ and make recommendations for holding simultaneous elections in the country.

The committee is chaired by former President Ram Nath Kovind and includes Home Minister Amit Shah, former Leader of Opposition in Rajya Sabha Ghulam Nabi Azad, former Finance Commission Chairman NK Singh, former Lok Sabha Secretary General Subhash C Kashyap, Senior Advocate Harish Salve and former Chief Vigilance Commissioner Sanjay Kothari.

Adhir Congress leader Adhir Ranjan Chowdhury, who was also named a member of the High-Level Committee,  declined to serve on the panel, saying its “terms of reference have been prepared in a manner to guarantee its conclusions”.

Prime Minister Narendra Modi has several times pitched the idea of One Nation, One Election.

Chidambaram said the Congress Working Committee is deliberating on a draft resolution.

“The deliberations are still underway…We are discussing the situation in the country. Broadly, it can be divided into the political situation, the economic crisis that the country faces and the security threats both internal and external that are a great challenge to the country,” the Congress leader said.  

Party leader Jairam Ramesh, who also addressed the press conference, said that CWC will discuss preparations for assembly polls in five states on Sunday.  (ANI)
