The Central Bureau of Investigation

2 Arrested, Including Passport Assistant In UP’s M’nagar For Taking Bribe

The Central Bureau of Investigation (CBI) on Monday said it has arrested two persons, including a Passport assistant posted at the Passport Seva Kendra in Uttar Pradesh’s Muzaffarnagar for allegedly demanding a bribe to issue passports.

The arrested persons were identified as Ankush Kumar, an assistant at Passport Seva Kendra in Muzaffarnagar and Farhan, a private person.
On July 4, Abhishek Kumar, a resident of Mirzatilla in Muzaffarnagar, filed a complaint with CBI that he had applied online for a passport on May 1 at the passport office in Muzaffarnagar. He got the appointment date and submitted his documents and completed other formalities on June 19.

“On July 3, when I went to the above office to inquire about my passport, Ankush and Farhan demanded a bribe of rupees 5000 and told me that I will get my passport at home in 10 days, otherwise the file will be stuck. I have already deposited my passport fee so did not want to pay the bribe,” the complainant said.

Passport Seva Kendra in Muzaffarnagar is an extension desk of the passport office in Ghaziabad.

The CBI laid a trap and nabbed the accused while accepting the bribe of Rs 5,000, the official said.

“Searches were conducted at the residential premises of the accused,” the official said. (ANI)

Pure Offence: China Fumes After US special Envoy Meets Dalai Lama

Amid soaring tensions between the United States and China, Beijing has firmly opposed the meeting of Joe Biden administration’s top official on human rights, Uzra Zeya, with Tibetan spiritual leader the Dalai Lama in the national capital.

Strongly objecting to the meeting, Beijing has asked Washington to stop meddling in the internal affairs of China under the pretext of Tibet-related issues.
Taking to Twitter, the spokesperson of the Chinese Embassy in India, Wang Xiaojian, said, “The US should take concrete actions to honour its commitment of acknowledging Xizang as part of China, stop meddling in China’s internal affairs under the pretext of Xizang-related issues, and offer no support to the anti-China separatist activities of the Dalai clique.

“Xizang (Tibet) affairs are purely internal affairs of China and no external forces have the right to interfere. China firmly opposes any form of contact between foreign officials and the ‘Tibetan independence’ forces,” the Chinese spokesperson added.

This follows after Zeya met with the Dalai Lama during her India visit, according to Central Tibetan administration, a non-profit political organisation, which works for the Tibetan government in exile.

The Chinese Embassy spokesperson stated that the designation of Uzra Zeya as Special Coordinator for Tibet issues is “pure offence” and a political manipulation to “interfere in China’s internal affairs” and “undermine Tibet’s development and stability.”

China has always been firmly opposed to this and has never recognized it, the spokesperson said.

“The 14th Dalai Lama is by no means just a religious figure, but rather a political exile who has long been engaging in anti-China separatist activities and attempting to split Xizang from China,” Wang Xiaojian said.

“The so-called ‘Tibetan government-in-exile’ is an out-and-out separatist political group and an illegal organization completely in violation of China’s Constitution and laws. It is not recognized by any country in the world,” the spokesperson of the Chinese Embassy in India said.

On July 9, US official Zeya tweeted, “Namaste, New Delhi! Look forward to productive meetings with Government of India & civil society leaders building on momentum of @narendramodi ‘s historic State Visit. Together, we are working toward a world that is more open, prosperous, secure, inclusive & resilient!”

The US Special Coordinator for Tibetan Issues is on a 7-day visit to two nations — India and Bangladesh– from July 8-14.

US State Department in a statement had said that during her India visit, she is expected to meet with senior government officials to discuss the deepening and enduring US-India partnership, including advancing shared solutions to global challenges, democracy, regional stability, and cooperation on humanitarian relief.

Zeya is being accompanied by US Assistant Secretary of State Donald Lu.

Zeya was appointed as the special coordinator for Tibetan Issues in December 2021. (ANI)

Satyendar Jain

SC Extends Interim Bail To Jain On Medical Ground

The Supreme Court on Monday extended interim bail given to former Delhi Minister Satyendar Jain on medical ground till further orders.

A bench of Justice AS Bopanna and Justice MM Sundresh extended the interim bail granted to Jain and adjourned the matter till July 24.
Senior Advocate AM Singhvi appearing for Jain, apprised the top court that three hospitals, GB Pant, Appollo, and Max have recommended surgery.

Additional Solicitor General SV Raju, appearing for Enforcement Directorate, urged the top court to ask Jain to undergo medical checkup at AIIMS for independent evaluation as he raised doubt on the report by three hospitals.

The court noted that two medical reports have been brought on record and one more is to be brought on record and asked it to bring on record and furnish the copy to ASG.

On May 26, the top court granted interim bail to Satyendar Jain for six weeks in money laundering case but imposed various conditions including neither to talk with media and nor to live Delhi without permission.

The top court had also given Jain to choose any hospital of his choice for his medical treatment. The top court had made it clear that interim bail is considered on medical conditions.

Satyendar Jain has moved the top court seeking bail in money laundering case. He has challenged Delhi High Court order dismissing his bail plea in the money laundering case against him.

Satyendar Jain lawyer had told the top court that he has lost 35 kg and turned skeleton due to this.

Former Delhi minister Satyendar Jain has moved Supreme Court challenging Delhi High Court order dismissing his bail plea in the money laundering case against him.

On April 6, the Delhi High Court dismissed the bail plea of Satyendar Jain. The HC while dismissed the Satyendar Jain bail plea stated that applicant is an influential person and has the potential of tampering with evidence. Satyender Jain/applicant, at this stage, can’t be held to clear the twin conditions of Prevention of Money Laundering Act (PMLA).

The HC had kept the order reserved on March 21 after the conclusion of the submissions made by the defence and prosecution sides after multiple hearings.

During arguments in High Court, Additional Solicitor General (ASG) SV Raju appeared for Enforcement Directorate contented that money laundering is crystal clear against Jain and other co-accused.

In his bail plea, Jain stated, “I appeared before ED on 7 occasions. I have cooperated and participated in the investigation. I was arrested 5 years down the line in 2022.”

On November 17, 2022, the trial court dismissed the bail petition of Satyendar Jain. He was arrested on May 30, 2022, under sections of the Prevention of Money Laundering Act (PMLA) by Enforcement Directorate and is presently in Judicial Custody in the case.

The ED case is based on a Central Bureau of Investigation (CBI) complaint registered on the allegation that Satyender Jain had acquired movable properties in the name of various persons from February 14, 2015, to May 31, 2017, which he could not satisfactorily account for. (ANI)

Delhi Rain

Delhi: No Significant Rainfall Likely During next 2-3 Hrs

Latest radar imagery shows no significant rainfall likely over Delhi and the neighbourhood during the next 2-3 hours, informed the India Meteorological Department (IMD).

The city will receive moderate rainfall accompanied by thunderstorms and will have cloudy skies today, as per the weather forecast,
Meanwhile, the Delhi government on Sunday issued a flood warning amid heavy rains in North India, as the Haryana government released more than one lakh cusecs of water into the Yamuna River from the HathniKund Barrage in Yamunanagar.

The water level in the Yamuna River in Delhi is rising and is expected to breach the danger mark of 205.33 metres on Tuesday, the Central Water Commission (CWC) said on Sunday.

In view of incessant rains in the national capital, Union Home Minister Amit Shah on Sunday spoke to Delhi Lieutenant Governor Vinai Kumar Saxena and took updates.

Pictures and videos of commuters wading through knee-deep water flooded social media platforms, raising concerns over the efficiency of the city’s drainage infrastructure.

Delhi Traffic Police kept tweeting updates on how the vehicular movement was being impacted because of the downpour. They also shared images of waterlogged areas.

The national capital recorded 153 mm of rainfall in 24 hours ending at 8:30 am on Sunday, the highest in a single day in July since 1982, the India Meteorological Department (IMD) said.

Several parts of northwest India witnessed a heavy spell of rain with Delhi shattering a 41-year record on Sunday. There were reports of house collapses, uprooting of trees and waterlogging in several residential colonies. Waterlogging issues were also observed in diplomatic enclaves such as Chanakyapuri, Kaka Nagar, Bharti Nagar, and other prominent roads and colonies under the jurisdiction of the NDMC.

Further, according to the IMD, an interaction between a western disturbance and monsoonal winds is leading to an intense rainfall spell over northwest India, including Delhi, which experienced the season’s first “very heavy” rainfall. (ANI)

Anurag Thakur Himachal Sukhu

BJP Condemns Panchayat Poll Violence In West Bengal

Union Minister for Information and Broadcasting and Youth and Sports, Anurag Singh Thakur on Sunday expressed deep concern over the election violence in West Bengal on the day of the Panchayat Polls.

Reacting sharply to the violence that erupted in West Bengal on the day of the Panchayat Polls in the state, the Union Minister raised questions about the recurring instances of violence, arson, and anarchy in Bengal during elections, suggesting a disturbing trend.
“It is disheartening to witness the prevalence of violence in Bengal during elections. The culture of resorting to destructive means tarnishes India’s reputation and undermines the essence of democracy worldwide,” Thakur stated.

Referring to several instances of rigging, Thakur also criticized the use of ballot boxes instead of Electronic Voting Machines (EVMs).

He further remarked on the grave extent to which violence and murder were being used by Mamata Banerjee led TMC to establish dominance in Panchayati Raj.

The deteriorating law and order situation in Bengal, which has resulted in multiple deaths and injuries, has drew attention and raised worries throughout the country and abroad, he said.

Thakur strongly denounced the orchestrated violence in West Bengal, holding the Trinamool Congress (TMC) responsible.

He posed a direct question to Chief Minister Mamata Banerjee, asking why every election in West Bengal is accompanied by violence, bombings, and murders.

He emphasized that the Chief Minister Mamata Banerjee cannot absolve herself of responsibility and that she must be held accountable.

Additionally, Thakur pointed out the silence of certain individuals and groups who are typically vocal on issues related to violence.

He questioned the silence of the “Award Vapsee” (award returning) gang, which was vocal even on minor incidents.

“They are now, nowhere to be seen,” he added.

He urged everyone to address the alarming situation in Bengal and voiced disappointment over the lack of attention it has received.

Thakur further called for immediate action to restore peace and order in West Bengal and ensure that democracy prevails in the state. (ANI)

Amit Shah Hails NDRF Role In Amarnath Yatra Safety

Union Home Minister Amit Shah on Thursday hailed the National Defence Response Force for providing a safe Amarnath Yatra to every pilgrim.

Taking to Twitter Amit Shah tweeted, “The NDRF and the SDRF have always stood tall in service to the nation and humanity despite all odds. Their role has been crucial in fulfilling our goal of providing a safer Amarnath Yatra to every pilgrim.”

“Sharing a photograph of an SDRF Jawan carrying a lady yatri on his back for 3 km through the unforgiving terrain of the Himalayas on her way back from the holy shrine. I applaud them for being the beacon of safety for the citizens,” Shah tweeted.

Earlier today, the annual Amarnath Yatra resumed on the Pahalgam route following an improvement in weather conditions, officials said.

The Yatra on the other route, Baltal, is yet to resume.

Earlier, the Yatra was halted since Friday due to bad weather conditions in Jammu and Kashmir.

Authorities on Sunday stopped a batch of devotees at the Jammu Base camp due to the closure of the Jammu-Srinagar National Highway.

Following the suspension of the Yatra, 6,000 Amarnath Yatra pilgrims were stranded at Ramban, officials said.

At least 80 people from Karnataka were trapped in the Panchtarni, six km away from the Amarnath cave following the adverse weather conditions, said the Karnataka government on Saturday.

Deputy Commissioner Ramban, Mussarat Islam told ANI that the administration is taking all steps to ensure that the pilgrims do not face any problems.

The official further informed that Jammu Srinagar National Highway (NH44) remains closed for vehicular traffic at Ramban due to a landslide.

At least 67,566 pilgrims visited the Amarnath cave shrine since the beginning of the Yatra on July 1.

About 18,354 pilgrims on July 5 left for the Amarnath cave shrine both from the Baltal base camp and Nunwan base camp performed the darshan.

“These include 12483 males, 5146 females, 457 children, 266 sadhus, and 2 sadhvis,” an official statement said earlier this week.

The total number of yatris who performed Darshan since the beginning is 67566. More yatris will visit the shrine in the coming days,” it added.

The 62-day-long Shri Amarnath Yatra will culminate on August 31, 2023. (ANI)

BSF On Bengal Violence

No Casualty Where Central Troops Were Deployed: BSF On Bengal Violence

After a wave of violence claimed at least 10 lives in West Bengal during Panchayat polls on Saturday, the Border Security Force (BSF) officials on Sunday said that no casualty was reported at the places where the central forces were deployed.

Deputy Inspector General of BSF SS Guleria, while speaking to ANI said that the central force did not receive any list marking sensitive and very sensitive polling booths to deploy personnel there.
“Yesterday troops of BSF, CAPF and State Armed Forces were deployed for the Panchayat polls. No casualty was reported at the places these troops were deployed. Wherever these troops were deployed the elections were conducted smoothly…We did not receive a list of sensitive, very sensitive polling booths which is helpful for the deployment of forces,” SS Guleria said.

He further said that the BSF wrote to the state election commission but did not receive any information provided except on June 7, when they were informed of just the numbers of such booths but nothing about their location or any other information.

The three-tier panchayat elections in 20 districts were marked by widespread violence, looting of ballots papers and rigging.

At least 10 people were killed and several injured in violence reported across the state during the Panchayat poll. There were reports of booth capturing, damaging of ballot boxes and assault of presiding officers from several districts such as Murshidabad, Cooch Behar, Malda, South 24 Parganas, North Dinajpur and Nadia.

He added that the deployment of BSF was at the behest of local administration.

“There were 59,000 troops of Central Armed Police Forces (CAPF) and state armed police arrived from 25 states for election duty but they were not adequately utilised on sensitive polling booths,” he said.

The state declared only 4834 sensitive booths on which only CAPFs are deployed but actually, there were more sensitive polling booths, DIG Guleria said.

BSF informed that the State Election Commission has set up a total of 61,636 polling booths to conduct elections for 3317 Gram Panchayats, 341 Panchayat Samitis and 20 Zila Parishads in the state of West Bengal on Saturday.

To ensure the safe conduct of the polls, 59,000 personnel of the Central Armed Police Forces (CAPF) and other state police forces have been given the responsibility for the security of polling booths across the state which also includes 4834 sensitive booths on which only CAPFs are deployed, they further informed.

After the completion of the polling process in the evening, all the ballot boxes were kept secured in the 339 strong rooms across the state and the responsibility to secure the strong rooms is given to Central Armed Police Forces (CAPF). (ANI)

Patience Not Speed is Needed on the Path to a Uniform Civil Code

It is likely that a Uniform Civil Code (UCC) Bill will be introduced in India’s Parliament when it convenes for its Monsoon session, which begins on July 20. The Uniform Civil Code (UCC) is a proposal in India to formulate and implement personal laws of citizens which apply to all citizens equally regardless of their religion, gender and sexual orientation. The UCC covers areas like marriage, divorce, inheritance, adoption and succession of the property. Article 44 of the Indian Constitution mentions the UCC as a directive principle of state policy. The objective is to promote gender justice and equality.

In late June, Prime Minister Narendra Modi mentioned the intention of adopting the UCC. According to him, it was not sustainable for the country to have separate sets of laws for different sections of the Indian community. He stressed the need for having a single set of laws for the entire country. However, the proposal has met with apprehension, opposition and dissent from various sections of Indians, particularly the minority Muslims who account for 15% of India’s population, and from Modi and his party, the Bharatiya Janata Party’s (BJP) political rivals. They argue that the UCC would impinge upon many Indians’ religious and personal freedom and rights.

The controversy around the UCC stems from the fact that India is a diverse country with different religious communities having their own personal laws based on their scriptures. Some groups oppose the UCC as they fear it would infringe on their religious freedom and identity, while others support it as they see it as a way to ensure uniformity and secularism in the country.

Muslims in India are governed by the Muslim Personal Law (Shariat) Application Act, 1937. This law deals with marriage, succession, inheritance and charities among Muslims. In many respects, such as womens’ rights, and divorce procedures, the provision of the Shariat differs widely from the civil laws that apply to non-Muslims, such as the majority community of Hindus who account for nearly 80% of the Indian population. The rights of women under Shariat are different, and construed by many as being restrictive and discriminatory.

The UCC is a complex and sensitive issue that is also divisive. In a country as diverse in terms of religion, language, and culture as India, the UCC requires debate and involves a fine balance between India’s constitutional values of secularism, plurality, equality, and justice.

The idea of implementing the UCC as India approaches the next parliamentary elections, scheduled for 2024, is seen as the Modi regime’s attempt to strengthen its base among the majority Hindu voters. The BJP in its election manifestos–at the national level in the past, and for recent state elections–has promised implementation of the UCC.

The BJP is aligned with right-wing politics, and its policies adhere to what is called Hindutva, interpreted as a Hindu nationalist ideology. The BJP has close ideological and organizational links to the Rashtiruíya Swayamsevak Sangh (RSS), which advocates a “Hindu Nation” and is opposed to Muslims and Christians. Hence, minority communities in India fear that a law that overrides those based on religious scriptures may be aimed at obliterating their practices and heritage.

On the flipside of that argument is the fact that some personal laws followed in India, say, among Muslims, can be interpreted to be at odds with India’s constitutional values and objectives of equality and freedom, particularly on the basis of gender.

While many Muslims feel that some policies adopted by the current regime, which has been in power since 2014, have been discriminatory (the Citizenship Amendment Act, the National Registrar of Citizens in Assam, and, the construction of a Hindu temple in Ayodhya, to cite a few), many provisions of the Shariat are viewed by many Indians, including those professing secularism and pluralism, as unrealistic and out of sync with modern society.

Mr Modi is right when he says separate laws to govern different communities based on their religious beliefs is unsustainable but implementing a UCC should be carefully undertaken. Religion is a sensitive issue in India and in recent years it has been the cause of serious divisiveness. It has led to the rise of hardline majoritarian spirits and, consequently, to apprehension and insecurity among India’s minorities. The 15% of India that is composed of Muslims accounts for 210 million people, a number much bigger than the population of many countries in the world.

That does not mean that all the provisions of Muslim personal law should be preserved–many of them are regressive and highly discriminatory. But when millions adhere to them, any move to change the laws that govern the system must be fraught with caution. Patience and public debate is needed on the path to a Uniform Civil Code.

Barbarism raises its head in India… yet again

A shocking video surfaced recently showing a man in the central Indian state of Madhya Pradesh urinating on a tribal worker. The urinating man, identified as Pravesh Shukla, was  charged under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, a law that is aimed at protecting India’s historically oppressed communities. The authorities also demolished Shukla’s home, which was believed to be an illegal construction.

Later, the chief minister of the state, Shivraj Singh Chouhan, who belongs to the BJP, was shown in another video of washing the feet of the tribal man and then sitting down for lunch with him, ostensibly as a symbol of equality and non-discrimination.

The fact is that the caste system in India, decades after the Constitution was adopted and whose objectives as its preamble says, are to secure justice, liberty, equality to all citizens and promote fraternity to maintain unity and integrity of the nation, is still alive.

Although India has sought to dismantle caste-based discrimination through affirmative actions such as reservations in education and jobs and laws such as the prevention of atrocities Act mentioned before, the caste system still raises its ugly head and people from the so-called “lower castes and tribes” continue to face exploitation, persecution, and worse. People belonging to these castes were considered as members of the lowest class in the traditional Hindu social hierarchy and were believed to defile by contact with a member of a higher caste. In fact, they were known as “untouchables”, a term that is now considered offensive.

In the late 1880s, the Marathi word ‘Dalit’ was used by Mahatma Jyotirao Phule, a social activist and anti-caste reformer, for the outcasts and “untouchables” who were oppressed and broken in the Hindu society. Dalit in classical Sanskrit, this means “divided, split, broken, scattered”.

Despite the reforms, in Indian society the caste system lives on–no matter which economic strata you consider. Among the poor and dispossessed as well as the well-heeled and educated, the caste system is still in practice. When it comes to conventional norms, for example in arranged marriages, which account for the majority of Indian matrimonial alliances, it is common practice to insist on caste matches. And instances of discrimination on the basis of caste when it comes to employment or simple things such as renting a home are rife. The caste system is a blight that refuses to die down in India.

India condemns pro-Khalistan protests

On Saturday, Indian diplomats and Indian embassies and consulates in Canada, the US, the UK, and Australia, were preparing for a number of rallies dubbed as “Kill India” protests by Sikh separatists who have been demanding a separate Khalistan state in Punjab and want to raise funds for the terrorist Hardeep Singh Nijjar, who was killed recently.

Nijjar, born in Bhar Singh Pura in the Phillaur subdivision of Jalandhar in Punjab, migrated to Canada in 1997 after the quelling of Sikh militancy in Punjab. He later became the head of a Gurdwara there. In 2020 he was designated as a terrorist under India law. Last month Nijjar was killed by unidentified assailants in Surrey, Vancouver where the Gurdwara is located.

Sympathizers of the Khalistani movement believe Nijjar, 45, was killed because of his political beliefs. The protests are being organized against his killing and against the Indian government. Several Sikh radicals have called the Indian diplomatic establishments in Canada “war zones”.

Canada has around 770,000 people, or 2.1% of the population, who are Sikhs, according to the country’s latest census. A small but influential number of these Sikhs support the idea of Khalistan.

The Indian government has condemned the protests and urged the governments of Canada and other countries where they are being organized to crack down on the activities.

When the virtual becomes reality

PUBG is a virtual online player versus player shooter game in which up to 100 players fight in a sort of deathmatch where the players fight to keep alive. It is an unlikely arena for cross-border romance but that is what happened recently. Seema Ghulam Haider from Pakistan and Sachin Singh from India met while playing PUBG a few years ago. The connection turned into romance and Haider, a mother of four, soon illegally entered India and began living with Singh in Greater Noida, Uttar Pradesh.

Both Singh, 25, and Haider, 30, were arrested by the Indian authorities (Haider for illegally crossing over; and Singh for letting her stay with him). Both have professed their love for each other and have appealed to the Indian government to set them free to live together. Will the Indian authorities be sympathetic to them?

Dutch government falls

Last Friday, the Dutch government fell after failing to reach a deal on immigration policy. The four-party coalition led by Prime Minister Mark Rutte collapsed as two junior parties refused to support his proposals to limit the entrance of children of war refugees and to delay family reunification. Rutte said the coalition had lost its political foundation and tendered his resignation to the king. The move triggered new elections later that year.

Rutte’s government was formed just 18 months ago. His People’s Party for Freedom and Democracy has been under pressure with right-leaning factions within it pressuring him to limit the number of asylum seekers arriving in the Netherlands.

In many European nations, immigration has become a big political issue as more right-leaning parties gain prominence in governments.
