Ayush Visa For Foreign Nationals For Treatment Under Indian Systems Of Medicine

Union Home Ministry has notified the creation of a new category of Ayush (AY) visa for foreign nationals for treatment under Ayush and other Indian systems of medicine.

According to Ayush Ministry, the visa fulfills the proposal for the introduction of a special visa scheme for foreigners visiting India for treatment under Indian systems of medicine like therapeutic care, wellness and Yoga.
A new chapter ie chapter 11A – Ayush Visa – has been incorporated after Chapter 11 – medical visa of the visa Manual, which deals with treatment under the Indian systems of medicine, an Ayush Ministry release said, adding that necessary amendments have been made in various chapters of the visa manual, 2019.

Union Minister of Ayush and Ports, Shipping and Waterways Sarbananda Sonowal, said the creation of a new category of Ayush (AY) visa for foreign nationals is a significant step.

“It will boost Medical Value Travel in India. This initiative will strengthen our endeavour to accomplish Prime Minister Narendra Modi’s vision for making Indian traditional medicine a global phenomenon. I also want to compliment Home Minister Amit Shah for his efforts in creating a special Ayush Visa category.”

PM Modi announced the creation of a special Ayush Visa category for facilitating foreign nationals’ travel to India seeking Ayush therapy, at Global Ayush Investment and Innovation Summit (GAIIS) in Gujarat’s Gandhi Nagar in April 2022.

The release said that the introduction of Ayush Visa category is part of India’s roadmap for the Heal in India initiative of the government, which is intended at promoting India as a medical value travel destination.

Ministry of Ayush and the Ministry of Health and Family Welfare are working together to develop a one-stop Heal in India portal to promote India as a medical tourism destination of the world.

Medical Value Travel has seen significant growth in India in recent years. According to the report ‘The Global Wellness Economy: Looking beyond COVID’ by the Global Wellness Institute (GWI), the Global Wellness economy will grow at 9.9 per cent annually. Ayush- based healthcare and wellness economy is estimated to grow to USD 70 billion by 2025.

The Ministry of Ayush has been working on many fronts to promote the Ayush system of treatment nationally and globally.

Recently, a Memorandum of Understanding (MoU) was signed with India Tourism Development Corporation for the promotion of medical value travel in Ayurveda and other traditional systems of medicine. (ANI)

‘Votebank Politics is The Biggest Hurdle to Bring Uniform Civil Code’

Uniform Civil Code is based on the concept of one country one law. Under the UCC, a single law system is proposed for people belonging to all religions, sects and communities of the country. According to the Constitution, India is a secular country, in which followers of all religions and sects (such as Hindu, Muslim, Sikh, Buddhist, etc.) have the right to make laws related to their respective religions. But its directive principles clearly state: “The State shall endeavour to secure for the citizens a uniform civil code throughout the territory of India.

Uniform laws are followed in many countries and these include Pakistan, Bangladesh, Malaysia, Turkey, Indonesia, Sudan, Egypt, America, Ireland, etc. All these countries have uniform laws for all religions and there are no separate laws for any particular religion or community. For, it strives to not only make justice delivery easier, but also aids the rapid pace of the development of the country.

Simply put, if there is one law for one member in a house and a different for another, will there be uniformity or harmony amongst the family members? Similarly, is it possible to run the country systematically with two different laws in the same house where people believe in many religions and live with diversification? The Supreme Court has also been repeatedly advocating for a UCC but it is only been opposed by those who are involved in vote bank politics and appeasement.

Even the current government is moving forward on the UCC with great caution. That is why the Central Law Commission has asked common citizens and religious institutions for their suggestions and views on the subject. But as soon as this initiative of the Commission became public, all those involved in appeasement have once again started projecting themselves as the savior of the Constitution. The UCC is just a step forward for the equal rights to each and every citizen of India, as envisioned in the Constitution. At present, the UCC is in force in the state of Goa, while the process is underway in Gujarat and Uttarakhand.

The Central Government had earlier also sought suggestions on the UCC from the 21st Law Commission but the Commission had said in its report that, “There is no need for a Uniform Civil Code in the country right now.” Now, the 22nd Law Commission has given its go-ahead for the UCC. Earlier, in the Shah Bano case in 1985 and again in 2015, the Supreme Court expressed its concern over the UCC and spoke in favour of enacting a law.

Dr. Bhimrao Ambedkar, the architect of the Constitution of India, had also argued strongly in favor of the UCC in the meetings of the Constituent Assembly and said, “I personally do not understand why religion should be given importance in this huge wide jurisdiction which is full of inequality, discrimination and other things which is in conflict with our fundamental rights?”

I believe, the UCC will bring a sense of equality among the citizens as it calls for a single law for India, which will apply to all religious communities in matters such as marriage, divorce, inheritance, adoption.

Haryana Violence: Delhi Police Keep Watchful Eye On ‘Sensitive’ Areas

As the neighbouring state of Haryana witnessed violence in Nuh and Gurugram districts, Delhi Police on Wednesday went on alert mode, keeping a watchful eye on “sensitive” areas.

Delhi Police Public Relations Officer Suman Nalwa told ANI that in the wake of violence in Haryana, the police in the national capital are on alert mode with officers on the ground.

“We are aware of what is happening in our neighbouring state, where there have been incidents of violence. We are very much privy to that information. And keeping that in mind, we are also on alert. Any sensitive area is covered. We are keeping a watchful eye on all our areas, all our officers are on the ground,” the officer told ANI.

She said that if required, extra security forces in these areas will be deployed.

Violence broke out between two groups on July 31 in Haryana’s Nuh district. Following this, the security in the districts adjoining Nuh — Faridabad, Palwal, and Gurugram– were strengthened.

Meanwhile, members of Bajrang Dal and Vishwa Hindu Parishad (VHP) on Wednesday staged protests in several parts of Delhi against the violence.

The protestors hit the streets near East Delhi’s Nirman Vihar Metro station and Ghonda Chowk, raising slogans. Apart from these two places, demonstrations were also held near Subhash Nagar Chowk.

“We are going to ensure that nobody will able to disturb the communal peace that exists in Delhi,” Delhi Police PRO said, adding that any such attempt by anybody will be tackled very seriously.

Earlier, on Wednesday, Haryana Chief Minister Manohar Lal Khattar informed reporters that a total of 116 people have been arrested in connection with the violence in Nuh, which has, so far, claimed 6 lives — 2 police homeguards and 4 civilians.

“Six people — 2 homeguards and 4 civilians — have died in the violence so far. A total of 116 people have been arrested in connection with the violence. They have been taken on remand. Those found guilty will not be spared. We are committed to ensuring order and public safety,” Khattar said.

“The overall situation in the state is normal. I appeal to the public to maintain peace and brotherhood,” the Haryana chief minister said.

A total of 20 paramilitary force companies and 30 Haryana Police units have been deployed in the state to restore peace and order, he said.

“14 units (of police and para were sent to Nuh, three to Palwal, two to Faridabad and one to Gurugram. At present, the situation is normal in Nuh and surrounding areas, security agencies have been put on alert mode,” CM said.

On Tuesday, fresh violence was reported from several other districts in Haryana. There were instances of violence in Gurugram’s Badshahpur and on Sohna road.

Section 144 has been imposed for 48 hours from Monday midnight in Nuh and mobile internet services have been temporarily suspended in the district. (ANI)

Union, State Govts Must Fulfil Their Duties: Oppn Briefs Murmu On Manipur

Congress national president Mallikarjun Kharge, who led a delegation of Opposition leaders to the Rashtrapati Bhavan on Wednesday, said they briefed President Droupadi Murmu on ‘atrocities’ on women and the state of relief camps in violence-hit Manipur.

At a press briefing after meeting the President at Rashtrapati Bhavan, the Leader of the Opposition in the Rajya Sabha also called on Prime Minister Narendra Modi to visit Manipur and work towards restoration of peace between all communities, especially the Kukis and Meiteis, inhabiting the state.
He informed further that the President assured that she would consider the demands put forward by the Opposition.

“A 31-member delegation from I.N.D.I.A, including those who visited Manipur recently, met President Murmu and briefed her on the prevailing situation in the state. We submitted a memorandum to the President and briefed her on the atrocities on women, the condition of relief camps or shelters and the overall situation in the state. The key demand that we put forward is that the PM visit Manipur and take steps towards restoration of peace in the state,” Kharge told reporters.

The floor leaders from I.N.D.I.A and the visiting delegation of 21 MPs in Manipur sought the intervention of President Murmu in bringing back normality to the state.

The memorandum submitted to the President by the delegation read, “We urgently request your kind intervention to establish peace and harmony in the state without any further delay. Both the Union and state governments must fulfil their duties to provide justice to the affected communities. We implore you to press upon the PM to urgently address the Parliament on the prevailing situation in Manipur, followed by a detailed and comprehensive discussion on the matter.”

Kharge informed further that he also briefed the President on the government’s unwillingness to discuss the Manipur situation with the President, invoking an incident in the Rajya Sabha where his microphone was switched off after 2 minutes, which he said shows that the government did not want democracy to function.

Kharge added that he also raised concerns over the smuggling of sophisticated weapons into Manipur.

“In the Rajya Sabha, my microphone was switched off after 2 minutes, which shows that they don’t want democracy to function in the country. Thousands of sophisticated weapons are coming (to Manipur). Prime Minister Modi should visit Manipur in the interest of restoring peace between the Meitis and Kukis. Merely issuing a brief statement is not the way to address the issue. This government is not allowing any discussion (in Parliament over Manipur) and is also not willing to listen,” the Congress leader said.

“Prime Minister Modi should visit Manipur and talk to the people there. He should bring peace to the state and provide relief to people affected by the violence,” Kharge said.

The Treasury and Opposition have literally been at war over Manipur since the Parliament convened for the Monsoon Session on July 20.

The continuing war of words resulted in repeated disruptions and adjournments in both Houses. (ANI)

Witnessing uproarious scenes in Lok Sabha, since the Monsoon session began, Speaker Om Birla has decided to refrain from chairing the Lower House untill the members behave in accordance with the dignity of the House, sources said on Wednesday.

Lok Sabha Speaker Om Birla was not in the chair as the Parliament re-assembled for the day on Wednesday.
According to sources, Om Birla has expressed deep displeasure with both the ruling party and the opposition over the functioning of the House. Birla told both sides that he will not come to Lok Sabha until MPs behave according to the dignity of the House. Even today, when the proceedings of the House started, Birla did not come to the Speaker’s seat.

Meanwhile, the din continued in the Lok Sabha leading to its adjournment till 2 pm and for the day later amid uproar over Manipur.

Meanwhile, a total of 31 members of the Indian National Developmental Inclusive Alliance, including the 21-member delegation of Opposition MPs which went to Manipur for a two-day visit, met President Murmu today.

The 21-member delegation visited Manipur on a two-day visit, July 28-29, which has seen ethnic strife and violence since May 4.

On the first day of their two-day whirlwind tour, the opposition MPs visited several relief camps in Imphal, Moirang in Bishnupur district and Churachandpur and met victims of ethnic clashes.

On the concluding day of the visit, the delegation met Manipur Governor Anusuiya Uikey in Imphal and handed over a memorandum to her and requested her to restore peace and harmony by taking all effective measures, “where justice should be the cornerstone”.

The monsoon session of Parliament has seen disruptions since its beginning on July 20 with opposition members pressing their demand for a detailed discussion on Manipur and a statement from Prime Minister Narendra Modi. (ANI)

J&K: Govt School Locked Out As Building Deemed Unsafe For Students

Residents of Rassain in Ghordi block of Udhampur district locked out a government school in the village to protest against the School Education Department over the pitiable state of the school building, officials informed on Wednesday.

Speaking to ANI, the chairman of Block Development Council, Ghordi, Arti Sharma, said, “The parents have locked the school gate as the building is unsafe and not in a condition to house students anymore. I raised the issue at the Council meeting as well. The demand that the locals have put forward is genuine and should be met.”

Also speaking to ANI, the zonal Education and planning officer, Ghordi Krishan Dutt, said the prevailing infratructure at the government school, or the lack of it, was unsafe to house students.

He added that the while the authorities concerned run necessary repairs at the decrepit school building, the students would be shifted to a safe location so that the classes could be held as before and their studies aren’t hampered.

“A total of 128 students study in this school. However, the school building has been deemed unsafe for them. We will identify a safe place building for them for classes to be conducted as before. We will make sure that their studies are not hampered,” Dutt said. (ANI)

PoK: Heavy Rains Wreak Havoc In Gilgit-Baltistan

Heavy rains and lightning have inflicted massive damages to crops and properties Gilgit-Baltistan region of Pakistan-occupied-Kashmir (PoK), leaving the poor residents without any aid from the government.

Two key water channels that were used to supply water to the region have been completely destroyed, resulting in a severe shortage of drinking water for the local population.

The residents are facing acute hardships due to the lack of access to clean and safe water for their daily needs, and the floods have caused extensive damage to crops, leaving farmlands submerged and destroyed.

“Our crops have suffered massive damage due to heavy rain and lightning. Two key water channels that used to supply water to the region have been completely destroyed. We urge the government to help the poor people here, by restoring water channels and by providing us crops compensation,” said a resident of the region.

The Sandhi region has been especially the worst hit in the region. The poor residents are pleading to the government and other humanitarian organisations for help and assistance to alleviate their suffering.

“We haven’t received anything. Neither we received compensation for crops nor any other damages. It is our strong appeal to the government to provide aid to the victims,” another resident said.

Over the years, the region of Gilgit Baltistan has been marginalized and overlooked by the government when it comes to critical infrastructure development, disaster preparedness, and access to basic amenities.

The lack of investment and attention has resulted in the community being ill-prepared to handle natural disasters like these floods. Now, in the face of this devastating situation, the people feel abandoned and left to fend for themselves. (ANI)

Haryana Violence: 6 Dead, 116 Arrested, Says Khattar

Six deaths have been confirmed in the violence in Nuh district of Haryana, chief minister  Manohar Lal Khattar said on Wednesday even as he  renewed appeal to people to maintain peace in the State.

The chief minister said that a total of 116 people have been arrested in connection with the violence on Monday in Nuh that claimed the lives of six people including two Home Guards.
“Six people including two Home Guards and four civilians have died in the incident. 116 people have been arrested till now. They have been taken on remand. Those found guilty will not be spared. We are committed to the safety of the public,” Khattar said today.

“The overall situation in the state is normal. Appeal to the public to maintain peace, calm and brotherhood,” the Haryana chief minister said.

A total of 20 paramilitary forces and 30 Haryana Police units have been deployed in the State, he said.

Assistant Commissioner of Police Varun Dahiya (Crime), Gurugram said today, “All schools, colleges and workplaces are functioning normally. There are no restrictions on the movement of traffic. The internet is also operational. I appeal to all to not pay heed to rumours on social media. If anyone wants to report any information, they can reach helpline number ‘112’.”

Haryana Deputy chief minister Dushyant Chautala, however, said that the violence in Nuh district could have been avoided if organisers of the yatra had given complete information about the yatra to the district administration.

“Strict action will be taken against those found responsible,” said Chautala, leader of the Jannayak Janta Party (JJP) on the incidents of violence in the state.

Deputy Commissioner Gurugram, Nishant Yadav, on Tuesday said that situation was totally under control and normalcy has been restored and markets have opened.

“In Gurugram, the situation is totally under control, Sohna was our main focus area, a peace committee meeting has taken place there, normalcy restored and markets have opened. We have conducted a flag march as well,” the Deputy Commissioner Yadav said.

He further said, “In Gurugram one death was reported in Sector 57 mosque, 5 vehicles were torched in Sohna and two to three shops have been vandalised”. (ANI)

Mukesh – A Tragic Voice That Tickles The Heart

As we progress into this century, the Hindi cinema of what is called its “golden age” (late 1940-mid 1960s) and thereabouts, is being celebrated, more than its many iconic films, through its music. Arguably though, songs have lingered on while the films of that era are considered slow today. Many viewers skip the scenes and fast-forward to the songs that have survived the onslaught of time and changing tastes better.

Mukesh (Mukesh Chand Mathur) whose centenary is being celebrated, excelled in that era. Along with his contemporaries whose birth centenaries will soon come – Talat Mahmood next February, Mohammed Rafi in December 2024, Lata Mangeshkar and Kishore Kumar in 2029 – while Manna Dey’s in 2019 went unremembered – he is part of the multi-million nostalgia factory that thrives wherever Hindi/Hindustani/Urdu is understood.

Why Mukesh matters today and may do so in future? One word is empathy in our increasingly impersonal times. Devdas clones do abound but are seemingly frowned upon in a fast-moving world. Mukesh’s songs exuded plenty of empathy to record the heartache of a jilted lover or one who had given up on life. It was considered perfectly okay to be rueing one’s fate.

We are talking of the age when pathos came silhouetted in black-and-white and came through good verse by the best poets of that era, composed in good classical-based music. That music was and remains universal. But the old ethos is gone. Arguably, in the race for westernization and globalization, Indian music, like cinema, has lost its niche.

Another sentiment that went with those times was romance. It was expressed in abundance, but less explicitly, when a mere gesture of a hand or bashful lowering of the lady’s eyes sufficed. On the other extreme, it meant running around the tree, if far removed from day-to-day life. Mukesh crooned for almost all the leading men from Dilip Kumar to Amitabh Bachchan – just as Lata Mangeshkar did for the heroines. He could express their many moods in many situations.

On patriotic songs, Mukesh had healthy competition but he didn’t have to raise his pitch to be heard. Recall Hum Hindustani composed by Usha Khanna, Aa ab laut chalein or those he sang for Manoj Kumar, making a significant contribution to the image change from the romantic to ‘Bharat’.

He was the feel-good guy (Dum Dum Diga diga, Man daudne lagta hai). He could be philosophical (aasmaan pe hai khuda au zameen pe hum) or naughty (Main Nashe mein hun). But he remains better known for his many tragic numbers (Mujhe tumse kuchh bhi na chahiye, Aansu bhari hai).

It was not easy. The man from old Delhi did well amidst arrival post-Partition, of the Punjabi exuberance and the soulful Rabindra Sangeet. He did well without undergoing the vocal grind under known Ustads. He recorded fewer songs than his contemporaries but proportionately, is estimated to have given more hits than others.

Goodness is not confined to any cinema, society or era. It came naturally to Mukesh for he was reputedly, a good man as much as a good singer. If nothing else, he didn’t court controversies. He helped out needy families and sang at family gatherings of dear ones.

Mukesh happened to Raj Kapoor at the outset of his career and remained unchallenged all through Kapoor’s acting years. Of the 1,300-odd songs that he sang over three decades, 110 were crooned for Kapoor. Mukesh lent voice to Shailendra or Hasrat Jaipuri lyrics, 133 of which were composed by Shankar-Jaikishan. It was the most formidable team in highly competitive times, winning Mukesh three of the four Filmfare Awards.

This combination went well with Kapoor’s smiling face hiding suffering in a Chaplinsque persona. It was a heady mix as much for an aspirational India as for many an enslaved nation that gained independence and those in Europe that had just left behind the Stalinist era.

A deeper analysis of Mukesh’s contribution to Kapoor and his Awaara image which has survived generations, would need separate space. When Mukesh died in 1976, prematurely at 53, the man who in turn made Mukesh’s voice globally heard, aptly said that his ‘voice’ had vanished.

All this can be argued, but not the fact that Mukesh was eminently hummable. Everyone thought he could sing a la Mukesh. Requiring little of the high pitch, his songs created amateurs – and bathroom singer types – with varying knowledge of melody and rhythm. In that sense, he was the “people’s singer” in an era when belonging to the ‘people’ carried a political label.

Mukesh was probably not an activist/sympathiser of the Left-leaning Indian Peoples’ Theatre Association (IPTA) which had members among writers and filmmakers of that era. But he responded to a call from composer-writer and IPTA activist Salil Chowdhury for whom he had sung some of his best songs. He performed, gratis, for an event this writer was associated with in the late 1960s.

Mukesh had an audience gathered essentially to hear him. He didn’t speak a word, sang three soulful numbers that were the rage of those times, and a peppy one to lift the audience’s mood. No orchestra – he played the harmonium as singers do, and his own man accompanied him on the tabla. He didn’t even wait to receive a bouquet.

Legend has it that when he sang Dil Jalta Hai, K L Saigal whom he worshipfully emulated, wondered when he (Saigal) had recorded that song, till he was put wise. Mukesh’s fledgling career took off. Two decades later, Mukesh green-signalled Manhar Udhas’ career with Aap se hum ko bichchade huye ek zamana beet gaya that the latter had actually sung as a standby.

Clones do not survive for long and Mukesh had to shed the Saigal influence. Naushad helped him evolve an individual style. But Naushad did not continue with him since Dilip Kumar, for whom Mukesh had sung 20 songs (Andaaz, Madhumati) opted for Rafi.

Out of the studio system, the acting ‘stars’ in the 1950s chose their favourite singers who in turn became stars. Along with Mukesh, Rafi and Lata Mangeshkar also broke free from the old and evolved their own styles to make the era truly ‘golden’.

They and their music dominated society enough to alarm the social and political conservatives of that era. They feared that the age-old classical music was being threatened by film music. But ousted from the state-controlled All India Radio, Hindi film music moved to Radio Ceylon and gained further reach and popularity.

Mukesh has defied generational change. Although he died 47 years back, there are still many who rock to Rook ja oh jane wali, rue over their fate (Mujhe tum se kuchh bhi na chahiye) or live in the hope for Woh subaha kabhi toh ayegi.

On Tuesday, the actor dropped the film’s trailer and it turned out to be a laugh riot. In the film, Ayushmann will be seen pretending to be a woman named Pooja.
The trailer also gives a glimpse of the characters of Ananya Panday, Manjot Singh, Rajpal Yadav, Paresh Rawal, Asrani, Manoj Joshi, Seema Pahwa and Vijay Raaz.
