Arvinder Singh Lovely Takes Charge As Delhi’s Cong Chief

Congress leader Arvinder Singh Lovely took charge as Delhi Pradesh Congress Committee (DPCC) president on Thursday and said that every Congress worker is to strengthen the organisation.

“The priority of every Congress worker is to strengthen the organisation…This is the first step in strengthening the organisation where after five years for the first time Congress leadership and the workers were together on the stage…I have become a president to deliver to my leadership and workers. Congress has a more capable leadership than any other party,” said Lovely.

DPCC president Arvinder Singh Lovely had earlier said that his priority was to strengthen the party in the city-state and said, “I see a bright future for the Congress in Delhi.”

While speaking to ANI, he further stated that people are looking towards Rahul Gandhi, and added that the people of Delhi and the country are missing Congress.

“It is true that the performance of Congress has not been good in the last few years, but seeing the atmosphere in Delhi and the country today, people are looking towards Rahul Gandhi. The people of Delhi are facing a ‘double maar’. The people of Delhi and the country are missing Congress. We will strengthen our organisation and continue to raise people’s issues. I see a bright future for the Congress in Delhi. The decision (on an alliance with AAP in Delhi) will be taken by the party high command.”

Arvinder Singh Lovely took over from Anil Chaudhry. He was earlier in charge of the state unit in 2013 and had jumped ship to the BJP in 2017 only to return to the Congress in 2018. In 2013 he was one of the 8 MLAs that extended support to the first AAP government formed by Arvind Kejriwal. Lovely has also served as a minister in all three governments of late Delhi Chief Minister Shiela Dikshit and held significant portfolios such as transport, education, revenue, and urban development, among others. Nipah Virus: Schools, Colleges To Remain Closed In Kozhikode Till Sept 16

In the wake of the Nipah virus outbreak in Kozhikode district, the District Collector declared holidays for all educational institutions including Anganwadis, Madrasas, tuition centres including professional colleges on September 16, in addition to the two-day holiday already declared for September 14 and September 15. 

Meanwhile, the university and PSC exam schedules remain unchanged.

“All tuition centres and coaching centres in the district should not function on these days. Educational institutes can arrange online classes. These days should not be an occasion for celebrations. Avoid unnecessary travel and gatherings. Caution is prevention”, said the Kozhikode DC A Geetha in her Facebook post.

Earlier, amid rising concerns over the return of the Nipah virus in Kerala, the state government strengthened measures to prevent the spread of the infection a day after two deaths from the same were confirmed in Kozhikode district.

Meanwhile, the total number of active cases of the infection has gone up to three with the confirmation of one more positive case of Nipah in Kozhikode on Wednesday.

Kerala Health Minister V  George said that 13 people who are on the contact list are admitted to the medical college and their health condition is stable.

Health Minister Veena George while addressing a press conference on Wednesday, said, “So far, three samples have tested Nipah positive. We have started contact tracing. Of 706 contacts, 77 are in the high-risk category, 153 health workers are in the low-risk category,” 

“Those who are in isolation can use the support of volunteers. Volunteers will be appointed by Panchayats. More rooms will be set up in hospitals for isolation,” she said.

Till the 24th of this month, if necessary the district collector can ban gatherings in Kozhikode district. The person who died due to Nipah on 20th August is the index case, said the Minister. 

A state-level control room has been opened in the office of the health directorate, and a State-level rapid response team held a meeting today, she added. (ANI)

Multiple Flights Diverted From Mumbai After Aircraft Skids Off

Multiple flights were diverted on Thursday after a VSR Ventures Learjet 45 aircraft VT-DBL on a flight from Visakhapatnam to Mumbai was involved in runway excursion (veer off) while landing on runway 27 at Mumbai airport leading to a temporary closure of runway, an official statement said.

According to officials, Two Vistara and one Akasa Airlines flight were diverted towards Bangalore airport. An Air India flight coming from Dubai was diverted towards Ahmedabad. Also a Vistara flight from Dehradun to Mumbai (DED-BOM) has been diverted to Goa Airport.  

A total of 5 aircrafts have landed at Surat airport and two flights are still hovering in the airspace. 

Chhatrapati Shivaji Maharaj International Airport (CSMIA) Spokesperson confirmed that it was not a crash and a aircraft had veered off the runway at Mumbai airport.

DGCA said that there were 6 passengers and 2 crew members on board however no casualties have been reported. 

According to officials, three people were injured and taken to hospital. (ANI)

Indian-Origin Shanmugaratnam Sworn In As Singapore Prez

Indian-origin economist, Tharman Shanmugaratnam was sworn in as the ninth Singapore President on Thursday, two weeks after his landslide victory in the polls, The Strait Times reported.

Tharman (66) took the oath on Thursday evening at his inauguration ceremony after completing an inspection of the guards at the Istana.

Tharman, an economist and a civil servant served mainly at the Monetary Authority of Singapore, before joining politics in 2001. He has served as Minister for Education and Finance and was Deputy Prime Minister from 2011 to 2019, according to Channel News Asia (CNA).

Prime Minister Narendra Modi also congratulated Tharman after his victory and said he looks forward to working with Shanmugaratnam to further strengthen the India-Singapore Strategic Partnership.

In his inauguration speech, Tharman reiterated his plans to unite the nation.

Shortly before Tharman’s oath, his predecessor, Madam Halimah Yacob, had also inspected the guards and bade farewell to the line of honour before departing the grounds for the last time as president. She was accompanied by her husband, Mohamed Abdullah Alhabshee, The Strait Times reported.

Tharman said he was honoured and humbled to have been elected and stressed the Singaporeans to grow their sense of togetherness.

“This was a vote of confidence in Singapore’s future, a future where we all progress together and deepen our solidarity as Singaporeans. It will make us a better society, and add to our ballast as we face a more turbulent world,” The Strait Times quoted him as saying.

Talking about the strong mandate given to him by the people, Tharman said he will work with the Government, community groups and other voluntary organisations, and the entire nation to strengthen multiracialism and nurture a more inclusive society.

On the specific roles of the president, Tharman said he will confer closely with the Council of Presidential Advisors, and be thorough and impartial in his assessments, and in exercising his veto powers on the reserves and key public service appointments.

He added that he will “be scrupulous and independent in making judgments that involve the use of the ‘second key’ on our reserves”, The Strait Times reported.

Going back to his campaign promises, Tharman also reiterated his plans to promote greater interactions between different communities and enhance respect and appreciation for one another.

He added that he also plans to lend active support to the arts and sports scene here, represent Singapore and promote its interests abroad.

Singapore Prime Minister Lee Hsien Loong also addressed the ceremony and said that he looks forward to Tharman’s support in sports and the arts, which will help Singapore become a rich and rounded society.

“I pledge my government’s full support and cooperation as we operate this unique system to protect our reserves and key appointments,” The Strait Times quoted Lee as saying.

Noting Tharman’s wealth of experience in economic and financial matters, and his familiarity with how the system of the second key works, PM Lee said he has every confidence in Tharman’s ability to fulfil the important duty of the president in holding the second key.

PM Lee added that Tharman’s experience in public service has prepared him well for his new responsibilities.

He further cited Tharman’s appointments in Cabinet, his time at the Monetary Authority of Singapore and his 22 years of service as an MP for Jurong GRC.

PM Lee said that the Government shares Tharman’s declared goal – to build a more inclusive society, one where everyone is valued for who they are, and every Singaporean has a place.

He also said that he looks forward to Tharman’s help in strengthening ties with other countries and international partners, and opening opportunities abroad for Singaporeans and local businesses as Singapore’s top diplomat, The Strait Times reported.

PM Lee further said that he has no doubt that Tharman, having held high-level appointments in international organisations and blue-ribbon advisory panels, will fulfil this role with distinction.

“The Government will work closely with you and support you to make the most of your experience and personal standing, in order to advance Singapore’s interests and enhance our status in the world,” he said.

PM Lee also noted that there is one person whose personal support will matter greatly to Tharman.

“Let me take this opportunity to welcome your wife, Jane Ittogi Shanmugaratnam, to the new role that she will play as the spouse of the president in the years to come,” he added.

In his closing remarks, PM Lee said that Singapore is navigating its way forward in an increasingly troubled and uncertain world.

“Our society is in transition as we adapt to and evolve with changing circumstances. At such times, it is crucial that our nation’s highest office be occupied by someone with the right experience and abilities, values and character,” The Strait Times quoted Lee as saying.

“I am sure that like your predecessors, you, too, will be a president for all Singaporeans, and serve Singapore with dedication and distinction,” he stated.

Meanwhile, former Minister Tharman Shanmugaratnam was elected as Singapore’s ninth President with a resounding victory on September 1, Channel NewsAsia (CNA) reported.

In a landslide victory, Tharman earned 70.4 per cent of the vote, with former GIC chief investment officer Ng Kok Song coming in second with 15.72 per cent.

They Were Successful In Showcasing India Before World: Pak Locals Praising G20 Summit

Locals in Pakistan reserved high praise for India for successfully hosting the 18th G20 Leaders’ Summit.

The big-ticket event, which drew heads of state of over 30 countries and delegates of leading international organisations, was hosted over two days — September 9 and 10 — at the state-of-the-art Bharat Mandapam at Delhi’s Pragati Maidan.

The two-day mega huddle saw the G20 members states adopt the New Delhi Declaration by consensus. The declaration even had a reference to the ongoing Russia-Ukraine conflict, with the members, while not outrightly condemning Russia, called on all coutries to refrain from using force to grab territory.

Among other key takeaways from the summit were announcement of an India-Middle East-Europe trade corridor and the formal induction of the African Union (AU) as a full member of the G20.

Speaking to ANI, a Karachi local was effusive in his praise for India over its conduct of the G20, saying, “When heads of the top 20 countries visit a country, it is an honour for that nation. Indian economy will derive many benefits out of it (G20).”

India took over the G20 presidency on December 1 last year at the summit in Bali and will continue to hold the mantle till the end of November.

However, on the concluding day of the summit, PM Modi handed over the gavel of the G20 Presidency to Brazilian President Lula da Silva.

Another Pakistani local lamented the global isolation of Pakistan, saying, “The fact that India hosted the heads of the major economies also, in a way, casts a negative light on our foreign policy. Our economy and security situation have deteriorated significantly over the last 5-6 years. The world has sidelined us.”

The New Delhi Declaration was adopted on the inaugural day of the summit.

Another local from Lahore questioned the host country, India, over inviting Bangladesh to the summit and not Pakistan.

Prime Minister Modi had formally invited his Bangladesh counterpart Sheikh Hasina to attend the G20 summit.

“At a time when we are desperately trying to lift our economy from the dumps, India played host to leaders of the 20 major economies of the world. The succesfully conduct of the global event would have filled the Indians with pride. We all saw pictures from India, of (PM) Modi posing with world leaders. They were successful in showcasing India in a positive light before a global audience. The ‘Shezada’ of Saudi Arabia (Crown Prince Salman) didn’t come here (to Pakistan) but went to India for the G20 Summit. This shows the growing importance of India for the world. It was also surprising that Bangladesh was invited but Pakistan wasn’t.”

Earlier, Pakistani media outlet Geo News had reported, citing sources, that the Saudi crown prince was to visit Pakistan in the second week of September.

According to the report, during visit visit, Crown Prince Salman was expected to meet the country’s caretaker Prime Minister Anwaar-ul-Haq Kakar, and Chief of Army Staff (COAS) General Asim Munir. (ANI)

UP Police, NSG Conduct Mock Drill In Lucknow To Counter Terror Attacks

The Uttar Pradesh police and the National Security Guard (NSG) on Thursday conducted mock drills at Vidhan Sabha and Lok Bhavan to enhance preparedness in tackling terror attacks effectively. 

The mock drill began on Wednesday. 

According to the official statement, in order to counter terror attacks, the UP Police and the NSG are conducting an exercise, ‘Gandiva-V’ on September 13 and 14, under which the state administration, UP police, and NSG will conduct mock drills at different public places in Lucknow. (ANI)

Hindi Neither Ever Competed Nor Will Do With Another Indian Language: Shah

On the occasion of Hindi Diwas, Union Home Minister Amit Shah on Thursday stressed the need to strengthen all Indian languages and dialects with the hope that Hindi will become a medium to empower all.

Expressing his views on the occasion of Hindi Diwas, the Minister said “Hindi neither ever has competed and nor will compete with any other Indian language”, and that “original and creative expression of any country is possible only through its own language which we have to carry with us as all Indian languages and dialects are our cultural heritage.”

Extending his best wishes to the countrymen on the occasion of Hindi Diwas, Shah mentioned that Hindi unites the diversity of languages in the world’s largest democracy.

“Hindi has been a democratic language. It has honoured different Indian languages and dialects as well as many global languages and adopted their vocabularies, sentences and grammar rules. It also played an unprecedented role in uniting the country during the difficult days of the independence movement. It instilled a feeling of unity in a country divided into many languages and dialects. Hindi, as a language of communication, played an important role in carrying forward the freedom struggle from East to West and North to South in the country,” stated the Home Minister.

Considering the important role of Hindi in the freedom movement and after independence, Shah said, the architects of the Constitution had accepted Hindi as the official language on September 14, 1949.

“Original and creative expression of any country is possible only through its own language,” said the Minister.

He emphasized that the progress of our language is the basis of all-round progress and that all our Indian languages and dialects are our cultural heritage, which we have to carry with us.

Shah added that “Hindi neither ever has competed and nor will compete with any other Indian language.

“Only by strengthening all our languages, a strong nation will be created,” he said.

The Home Minister expressed his belief that Hindi will become a medium to empower all the local languages.

The Home Minister said that the Parliamentary Committee on Official Language was constituted to periodically review the work done in the official language in the country. It was given the responsibility to review the progress made in the use of Hindi in government work across the country and prepare its report and present it to the President.

Shah added that he was happy to inform that the 12th volume of this report has been presented to the President. Only 9 volumes of the report were submitted till 2014, but we have submitted 3 volumes in the last 4 years only. Since 2019, Hindi Advisory Committees have been formed in all 59 ministries and their meetings are also being organized regularly.

From the point of view of increasing the use of official language in various areas of the country, a total of 528 Town Official Language Implementation Committees (TOLIC) have been formed so far. Even in foreign countries, Town Official Language Implementation Committees have been formed in London, Singapore, Fiji, Dubai and Port-Louis. India has also taken initiatives to promote the use of the Hindi language in the United Nations.

The Minister said that a new tradition of organizing the ‘All India Official Language Conference’ has also been started by the Department of Official Language.

The first All India Official Language Conference was organized in Banaras on November 13-14, 2021 and the second conference was organized in Surat on September 14, 2022. This year the third All India Official Language Conference is being organized in Pune.

He said that in order to develop the official language according to technology, the Department of Official Language has created a memory-based translation system ‘Kanthastha’. Taking a new initiative, the Department of Official Language has also created the dictionary ‘Hindi Shabd Sindhu’. This dictionary is being continuously enriched by including words from Indian languages included in the 8th Schedule of the Constitution. The department has also made an ‘e-Mahashabdkosh’ mobile app comprising a total of 90,000 words and an ‘e-Saral’ dictionary of about 9,000 sentences. (ANI)

‘Floods or Fury, A Farmer Never Gives Up; Seva Bhav Helps Us Survive’

Balbir Singh Khurana (65), a farmer and an agent at the grain market in Shahbad Markanda, Kurukshetra, recounts how farmers stood as one to battle devastation caused by floods. His views:

It was in the evening of mid-July when the water began advancing towards our farms in the village Panjhail (Kurukshetra, Haryana). And within no time, the levels had risen up to a height of about five feet and we could see nothing but water everywhere. Our farms were completely submerged. It had become dark and we realized that many men and women were stuck in the farmlands. Without wasting any time, we launched a rescue operation.

I gathered all the tall boys and men who knew how to swim and we collected battery-operated lights to help us and safely pull out everyone and move them to the community center in the village. There is a dam on the Markanda river so the community center and the homes were spared from the devastation.

However, in the surrounding villages like Harda, the dam had burst and the flood water had entered the houses. There was no help in sight from the local or state administration. The water had risen to the height of the house ceilings at many places. People had to vacate their homes. The situation remained grim for six days, after which the water finally began to recede. Meanwhile, we organized a langar (community kitchen) from our home to feed all the people who had taken shelter.

When the first spate of floods came in July, the farmers in our region thought that it was one of the commonplace natural calamities and it shall pass. The seeds were sown again but the floods came again and destroyed the seedlings for the second time. This went on for a month intermittently. Each time the floods destroyed the farms, the farmers would begin afresh when the water receded and again a fresh spate of flood would wash away everything.

The water along with silt rushed into the farms with great intensity and caused immense destruction. This happened because there is no manning of the river. But a farmer never gives up. He holds the will of iron.

The entire crop of sugarcane and rice was destroyed. This is a basmati rice belt and because the entire crop was destroyed, we might face price increase in the market in the coming months. The government needs to pay more attention towards agriculture.

My own house was completely flooded. My entire family had to stay in one room at our terrace till the water receded. Electricity was disrupted for one week. It was a very difficult time. The water still stands stagnant in some fields. It will take its own time to be absorbed by the ground or evaporate gradually.

We had managed to save most of our cattle and animals but a lot many tube-wells were damaged. Each tube-well costs about ₹2 to ₹2.5 lakh. So the financial setback is heavy. But it is the seva bhav in the farming community that makes us resilient and gives us the courage to move ahead in this time of distress amid natural disasters. People need one another all the time. Anybody who could offer assistance and support of any kind be it food, water or shelter came forward for those who were mentally and physically affected by floods here.

As per a source, the two have been roped in for a love story. 

“The preparation of Junaid’s untitled next has started. Sai Pallavi apparently will be the leading lady in the film. This will be Junaid’s next project, after his YRF debut film. A Sunil Pandey directorial, the film is touted to be a love story,” the source said in a statement. 

Meanwhile, Junaid Khan made his debut as a theatre actor in director Quasar Thakore Padamsee’s adaptation of Bertolt Brecht’s ‘Mother Courage and Her Children’, a biting satire on the absurdity of war.

SC Refuses To Interfere With Delhi Govt’s Decision To Ban Firecrackers  

The Supreme Court on Wednesday questioned Delhi Police to apprise it how the crackers will be burst despite the ban imposed by the authorities concerned.

The apex court also remarked that people who want to burst firecrackers during Diwali festivals can find different ways to celebrate as it refused to interfere with the Delhi Government’s decision banning crackers in the state at this stage imposed by the Delhi Government.

A bench of Justice AS Bopanna and Justice MM Sundresh’s remark came while dealing with the issue relating to firecrackers.

One of the pleas was filed by BJP leader Manoj Tiwari in 2022, challenging the blanket ban on firecrackers during Diwali celebrations in Delhi.

In today’s hearing, his counsel apprised the court about various states imposing a complete ban on crackers.

At this stage, the court said that it would not interfere and remarked that they could find different ways to celebrate.

The court asked Delhi Police how the banned crackers burst despite the ban.

Tiwari’s lawyer said that firecrackers are being allowed during election results. The court remarked that they celebrate victory in other ways and can do something to help the people..

The court said that If they feel like bursting crackers go to a state that has not banned it.

The court adjourned the matter for tomorrow asking Delhi Police to apprise it on the issues of bursting banned material despite the ban imposed by the government.

Meanwhile, Additional Solicitor General  Aishwarya Bhati, appearing for Centre, apprised the court about the affidavit filed by the Petroleum and Explosive Safety Organization (PESO).

She also apprised the court that various aspects are being considered including tests of chemicals, emissions released and sound testing facilities. She also apprised the court about the training and skills development programmes being carried out and thousands of manufacturers have been trained so far.

PESO, in the affidavit, apprised the court about the Green Cracker approval process and said the Fireworks may be broadly classified as Sound Emitting; Light emitting and Combination fireworks.

However, with respect to light-emitting fireworks, the variation may be four to five varieties with slight differences. The combination of fireworks uses both light and sound-emitting fireworks composition, PESO said.

“Accordingly, manufacturers licensed by PESO or District Magistrate with CSIR-NEERI and obtain improved formulation or New Formulation Fireworks Composition. After obtaining the same from CSIR-NEERI the manufacturers licensed by PESO make an application with PESO for approval of the said composition along with a certificate issued by NEERI. Accordingly, (approved composition) applications received from the manufacturers along with a certificate from NEERI for maintaining emission standards are processed and accorded in-principle approval by the respective offices of PESO strictly adhering to the timeline stipulated by the top court,” the affidavit read.

“For expediting usage of green crackers PESO has already instructed all the Fireworks manufacturers licensed by PESO to comply with the directives passed by this Court vide its order dated 23/10/2018. Accordingly, all fireworks manufacturers are advised to obtain an emission test report for improved formulation or new formulation (Green Cracker) Composition from CSIR-NEERI,” the affidavit said.

In the last hearing, The Ministry of Environment, Forest and Climate Change (MoEFCC) on Thursday apprised the Supreme Court that about the measures being taken by the concerned agencies and the Fireworks Manufacturers to address the concerns raised by the top court earlier.

The Ministry of Environment also urged the Supreme Court to permit it to take steps for the smooth implementation and quality control of Green Crackers.

The Ministry meanwhile apprised the court about the measures being taken by the concerned agencies and the Fireworks Manufacturers to accept and address the concerns raised by the Supreme Court earlier.

The top court was hearing a plea relating to the use of firecrackers during Diwali festivals.

In 2021, the Supreme Court clarified there is no blanket ban on the use of firecrackers and only those fireworks which contain barium salts are prohibited. (ANI)
