AAP To Move SC After Ruckus Stalls Delhi Mayoral Polls Again

Delhi Deputy Chief Minister Manish Sisodia on Monday announced that the AAP will move the Supreme Court against the BJP’s alleged bid to stall the mayoral polls in the national capital.

The deputy CM claimed that the BJP councillors deliberately created a ruckus in the MCD to ensure the mayoral elections don’t take place.
Addressing a press conference in the national capital, Sisodia said, “The BJP is not letting a peaceful mayoral election to take place. The BJP garnered 104 seats in the MCD elections while the AAP won 134 seats. The people of Delhi gave a clear mandate against the BJP and in favour of the AAP.”

The Delhi municipality was adjourned for the third time on Monday amid a ruckus.

The AAP councillors objected to presiding officer Satya Sharma’s decision to declare that the alderman would vote at the municipality meeting for the mayoral polls, said Sisodia.

Targeting Delhi Lieutenant Governor Vinai Kumar Saxena, Sisodia said, “The presiding officer was nominated illegally by the L-G but still we went ahead with his decision and insisted on a fair voting.”

“She (presiding officer) came to the meeting saying that the alderman will vote. The Article 243R of the Indian Constitution says that in any legislature of a state, the alderman shall not have the right to vote in the meeting of the municipality. The same is written in the MCD Act,” the Deputy CM said.

He said, “The presiding officer also declared that all three elections for Mayor, Deputy Mayor and the Standing Committee members will be held together. This is unconstitutional.”

“According to the constitution, the three elections cannot be held simultaneously and are to be held in sequence after the mayoral election,” Sisodia added.

On the ruckus in the MCD, the deputy CM said, “Today, all our councillors were sitting silently and only the BJP MLAs were shouting, yelling and trying to provoke our members.”

“The presiding officer declared that two AAP members cannot cast their vote (in the mayoral polls) as they have corruption charges against them. There is no such rule which bars them from voting. And if any such rule does exist, we would insist that some BJP members, should refrain from voting as there are corruption charges against them,” the AAP leader added.

Sanjay Singh, AAP’s national spokesperson, said, “The presiding officer is taking her orders from the BJP. In the last 15 years, they have looted the Delhi Municipal Corporation and wants to continue doing that.”

“That is why we are taking this issue to the Supreme Court in the interest of a legal, constitutional and peaceful mayoral election in Delhi,” Singh said. (ANI)

Delhi Cold: Homeless Deprived Of Facilities, Govt Lauds Initiatives

Delhi Cold: Homeless Deprived Of Facilities, Govt Lauds Initiatives

With the capital continuing to reel under intense cold waves, many homeless Delhites continue to be at the receiving end complaining of not much help from authorities.

A group of people at the Minto Road told ANI that they are not getting any help from the government and hence are forced to rely on traditional methods to stay warm.

“We are labourers. We feel cold every time, at work and while we are at home as we cannot afford a blanket and are making this survival possible with the help of fire. We came from Bihar to make both ends meet but sometimes it turns difficult as we have no support from the government or anybody,” said one Fasekhtar Alam.

Another person, Rajiv Kumar, an auto-rickshaw driver expressed before ANI that they would die of starvation in a couple of days if they did not run their rickshaw despite the hands being numb due to cold.

“The cold is so severe that we are not even able to move our vehicle, it gets really tough to hold the clutch. But we are compelled because if we don’t do this, we will die in two days,” Rajiv Kumar said.

Meanwhile, certain other people living in the shelter home in the Yamuna Bazar area said that the ones who complain of getting no assistance are purposely keeping them exposed to this cold and not arriving here despite the arrangements made.

One Sanjay Tiwari, who has been living in the shelter home for 13 years told that the government has made all the arrangements necessary for survival here, including food, medicines, sanitation, etc.

“I am living here for the past 13 years and here they have made several arrangements for us to cope up with this winter. When we fall ill, they call a car for us which immediately takes us to the hospital. We even get our breakfast, lunch and tea in time,” Sanjay Tiwari said.

“Their team visits regularly to bring homeless people here but there are some people who deliberately don’t come,” he added.

Another person Pappu Singh termed the shelter homes a “good option” for survival in the biting cold.

According to the caretaker of this shelter home, their rescue teams pull up their socks as early as the winter sets in and make all the necessary arrangements including food, blanket, medicines, and sanitation.

“We have also arranged for tents if by any chance the available land seems smaller. The government helps us in every possible way- we asked for a TV, library, and water cooler, we have it all,” the Caretaker of the shelter home, Vimal said mentioning that the home has a capacity of 500 people which can be further increased by setting temporary mattresses at the floor.

Notably, a senior scientist of the Indian Meteorological Department (IMD) RK Jenamani on Monday said that the national capital would experience severe cold wave conditions for two days, i.e., Wednesday, January 18.

“The minimum temperature in Delhi has dipped to 1.4 degrees Celcius, with severe cold wave conditions prevailing in Delhi. For the next two days, the same temperature may prevail as the chances of further dipping are unlikely. The temperature may likely go up from January 18,” RK Jenamani said on Monday. (ANI)

Already in the grip of a severe cold spell, there’s more bad news in the offing for North India as vast swathes of the region are likely to experience a drop in temperatures to a minimum of -4 degrees Celsius and a maximum of 2 degrees Celsius in the plains, according to a weather expert.

According to a tweet by the weather expert, the icy, severe chill would be experienced between January 14 and 19 and is likely to be at its peak from January 16 to 18.

Punjab, Haryana, New Delhi, Rajasthan, Uttar Pradesh and Norther Madhya Pradesh will be in the grip of a severe cold wave over the week, with the minimum temperature hovering between 0 and 4 degrees Celsius.

“Don’t know how to put this up but upcoming spell of #Coldwave in #India look really extreme during 14-19th January 2023 with peak on 16-18th, Never seen temperature ensemble going this low in a prediction model so far in my career. Freezing -4°c to +2°c in plains, Wow!” the weather expert tweeted, tagging his post with a graphical representation of how the cold wave will play out in the northern plains over the week.

While there has been a significant improvement in the fog situation in North India over the last few days, owing to strong winds blowing in because of a Western Disturbance, the relief, according to the Met expert, won’t be for long as the chill and fog will be back soon.

The fog situation has improved slightly Punjab, Haryana, Delhi, Rajasthan and West UP over the last few days.

Visibility in Amritsar increased from 25 metres on January 11 to 450 metres on January 12. Similarly, in Bathinda, the visibility improved from 0 to 200 metres on January 12. In Chandigarh, visibility rose to 400 metres from a low of 25 metres.

Delhi Experienced 3rd Severest Cold Wave In 23 Years: IMD

India Meteorological Department (IMD) on Tuesday said that Delhi experienced the third worst cold spell in the last 23 years and also gave a second cold spell warning from January 14.

Talking to ANI, RK Jenamani, Scientist, IMD said that Delhi experienced a cold wave right from January 3-9 which is almost 5 days.

“During these five days, the temperature was around two to four degrees. As per the data available with us, this was the third worst cold spell in 23 years. From the year 2000 to the year 2023, we find that 3-9 Jan cold spell was the third worst cold spell in the last 23 years,” he said.

A cold spell means the number of days we experienced which is in the range of 5 to 6 days. A similar situation was there in the year 2006 when we had the lowest temperature of 1.9 degrees Celsius. In 2013 also, we had a similar cold spell, and January 3-9 was the third worst cold spell in the last 23 years.

IMD has also predicted rain, drizzle and snowfall on January 12, and a second spell of cold spell on January 14.

Jenamani said that there will be light rain or drizzle in states like Punjab, Haryana, Chandigarh, Delhi, Western UP and North Rajasthan.

“For the Himalayan states like Jammu and Kashmir mainly Kashmir, we expect heavy rain or snow on Jan 12. We expect rain or snowfall in Himachal and Uttarakhand between January 11-14,” he said.

He said that we are also giving a second cold spell warning from January 14th.

“There will be fresh cold spells over northwestern and Punjab. We have not confirmed but we are reviewing whether the daily temperature will further come down to three degrees or not. Western Disturbance is very active and there are chances that there might be a cold spell from Jan 14,” he said.

Jenamani further said that there will be clouding and fresh moisture pertaining to the Western disturbance.

“The Western disturbance is expected to hit over the western Himalayan region and also plane area during 11 to 14th Jan. It will lead to clouding and fresh moisture also. Because of the windy condition, the dense fog condition will improve further. There was dense fog at the Delhi airport in the past 24 hours. But in the main city, it was relatively lesser fog,” he said.

He further said that although the condition is improving, the worst condition persists over Bihar and Uttar Pradesh.

“So far, the condition is improving, but Bihar and Uttar Pradesh remain in the worst condition,” he said. (ANI)
